1.   ESSENTIAL TECHNICAL REQUIREMENT OF THE STANDALONE PURIFICATION SYSTEM :-

    The system should be easy to operate by school children and the treated water should be free
     from bacteria and following impurities within permissible limits as mentioned in BIS
     10500:1991, Edition 2.2 (2003-09) .
     a.       Iron              b. Turbidity       c) There should not be residual chlorine in treated water
    The system should be based on Ultra-filtration, filtration and radiation principles and/or their
     hybrids. Chemical application technology will not be accepted. The media/ filter/ candle
     should have a shelf life, not less than one year.
    The recommended treatment technology should have at least 1000 installed system in the
     market
    The filter should not require any up gradation or modification during the contact period.
    Capacity of the system should not be less than 120 LPH.
    Prospective tenderers are required to get their stand alone equipment tested by any of the
     following with a test report:
     a)   Indian Institute of Technology(namely Mumbai, Guwahati, Chennai, Delhi, Kanpur,
          Kharagpur & Roorkee- report from any mentioned seven (IITs) will be entertained)
    b)    All India Institute of Hygiene & Public Health, Kolkata.
    c)    National Environmental Engineering Research Institute (NEERI) Nagpur.& all CSIR
          Labs.
    d)    NABL accredited laboratory
Test report should be submitted along with the application and requisite fee payable to above
named institute for obtaining the report will be paid by the manufacturer or applicants and no
claim shall be entertained in this regard.

2    ELIGIBLITY CRITERIA FOR APPLICATION :-
     A. Sole Manufacturer / Authorized Agents / Distributors
                                                          Or
     B. Bonafided Outsider having working experiences with PHE Dte
The following documents are required to be submitted along with the application

          a) Income Tax Certificate & PAN Card
          b) Valid Trade License
          c) VAT registration certificate
          d) Professional Tax clearance certificate with validity.
          e) Company Incorporation Certificate of the manufacturer
          f) Valid Agent or Distributorship certificate from the manufacturer for Sl. No.(2A)

          g) Payment certificate for last 3(three) consecutive financial years for Sl. No.(2B)
          h) Technical details of the standalone water purification systems as per Sl. No. 1
          i) Consent Letter from the manufacturer for Sl. No. 2B
          j) Turnover Certificate for the last 3(three) consecutive financial years
             (i)     Not less than 25.00 Lakhs in each year for the work under Sl. No. 2 , 3 & 6
             (ii)    Not less than 60.00 Lakhs in each year for the work under Sl. No. 1,4 & 5
The documents mentioned above will be examined in order to assess the eligibility of the applicant
to participate in the tender on being satisfied about eligibility, necessary permission will be
granted. The undersigned reserves the right to relax the above criteria to have fare & competitive
participation, if required.

All above mentioned documents should be duly attested by Gazetted Officer / Notary.
The intending tenderer shall have to produce documents (in Original & photocopy of each)
pertaining to the above information to the undersigned along with the prayer for obtaining
permission to participate in the tender. The photocopy of the document will be retained by this
Office.
Application for issuance of tender documents by Post / Courier / Fax / e-mail and submission
of tender documents by post / courier will not be entertained in any case by the tender
inviting authority.

3.   EARNEST MONEY :-

 Earnest money amounting to 2% of the estimated cost is to be deposited in the form Bank Draft
of State Bank of India or any Nationalized Bank drawn in favour of Executive Engineer, Nadia
Arsenic Division-I, PHE Dte. and shall be enclosed with the papers of Technical offer to be
submitted in a separate sealed envelope cover marked “A” as per instruction given under Mode of
Submission of Bid .

a) For successful tenderer, the Earnest Money deposited will be converted to security deposit.

b) Additional security deposit shall be deducted from progressive RA Bills at such rate that the
     total security deposit amounts to 10% (ten percent) of the total value of work actually done.

     *The   technical part of the tender will be opened in presence of the participating quotationers or
     their representative on the same day i.e. on 12.07.2011 at 15.00 P.M.
     *In case of sudden closure of office due to the reason beyond the control of the quotation
     inviting authority, the last date and time as stated in the above N.I.T. may be extended upto next
     working day and time without issuance of further separate notice.

5.    SUBMISSION OF TENDER :-

      The tenderers are requested to drop the tender in the manner stated in details under Mode of
      submission of tender in the tender documents.
      a) The tenderers not fulfilling the specified conditions are incomplete in any respect & will be
            liable to rejection.
      b) If the application is permitted to purchase the tender documents, but do not purchase or drop
            the tender papers without satisfactory and acceptable explanation, will be disallowed to
            participate in future tenders under Nadia Arsenic Division-I, P.H.E. Dte. for a period of next
            one year.

6.    OFFERING OF RATE BY THE TENDER :-

      The tenderer shall offer his rate “ % above”, “ % below” or “At par” both in figure and
      words in the W.B.F. 2911(ii) and fill in appropriate space / enclosed schedule properly and
      sign each page and at each location indicated. The rate is inclusive of 5 yrs maintenance of the
      installed unit. The rate of the individual standalone unit including installation, transportation,
      taxes and charges and 5 yrs maintenance will be calculated dividing the offered rate by total
      quantity put to tender. The filled in & duly signed form together with any addendum /
      corrigendum issued by the department duly signed by tenderer shall be put in the envelope
      marked for commercial offer as per instruction given in mode of submission of tender. The rate
      should be inclusive of VAT, CESS and any other charges / taxes / levies as applicable to the

     prevailing Government rules in vogue and all other charges required for successful
     transportation, installation and fitting at proper places (will be communicated to the successful
     tenderer) etc in all respect.

7. 100 % payment under Jalmani Programme will be released after submission of fixed deposit
     on any Nationalised Bank amounting to 45 % (10 % for security deposit + 35% for 5 yrs
     Maintenance) for of the rate offered. This 45% amount will have to be deposited in 5 nos.
     equal fixed deposit which shall be repaid per annum during the period of 5 yrs. Maintenance
     i.e. @ 9% for 5yrs. Maintenance period. The acquired interest per annum on the fixed deposit
     have to be deposited by the tenderer in the form of bank draft in favour of Executive Engineer,
     Nadia Arsenic Division-I, PHE Dte         and Executive Engineer       will remit the same as
     government exchequer. The release of payment in the maintenance period will be made at least
     three (3) months after completion of the each maintenance year.

8. ACCEPTANCE OF THE TENDER :-

a) The acceptance of the tender will remain solely with the Superintending Engineer, Eastern
Circle, PHE.Dte. who does not bind himself to accept either the lowest or any other tender and
reserves the right to accept or reject any tender or all the tender if the cost offered or the
technology of the standalone purification system is not considered acceptance in the final
assessment.

b) The commercial offers of the tenderers for which the technical aspects have been initially
considered qualified, will only be opened. The commercial offers of tenderers, which have been
disqualified as per the technical evaluation, will not be opened and kept aside from further course
of action marking on it as “Technically Disqualified”.


c) Final selection of the offers will be done considering the technical offers as well as the
commercial offer being economically acceptable. The tender accepting authority however reserves
the right to accept or reject any technical/ commercial offer even the lowest one or accept more
than one tenderer even if the offered for the said selected types is / are not lowest among the offers.

d) In case any particular type of technical aspects is submitted by more than one tenderer and the
said particular technical aspects is chosen by the tender accepting authority as acceptable, the
lowest commercial offer among the tenderer submitting the said particular technology will be
finally accepted by him.

9.   PERIOD OF VALIDITY OF RATE QUOTATED BY THE TENDERER :-

  Tender once submitted shall be valid for acceptance within a period of 90 days from the last day
  of opening of commercial part of the tender. Validity may be extended on mutual consent only
  after expiry of 90 days.

10. COMMENCEMENT OF WORK.

      Date of commencement will be counted from the date of work order.

11. ENHANCEMENT OF RATES OFFERED IN TENDER:

      The rate offered in tender will remain same till completion of work by the successful tenderer.

12. CLAIM
       No claim in any form what so ever would be entertained on account of cost involved in
       preparation of paper/drawing/design for technical or commercial offers for the tender.
13. Imposition   of any duty/ tax rules etc. what so ever of its nature (after work order/commencement
       & completion of the work) due to any reason is to be borne by the tenderer.

14.   In case of any dispute, the decision of the Executive Engineer, Nadia Arsenic Division-I,
      PHE.Dte. will be final & binding.

15.   Terms and conditions of N.I.T. will be binding on the tenderer.
16.   The cost of tender document is non-refundable.
17.   The successful tenderer selected so, shall have to give commitment to operate & maintain the
       unit for a period not less than five years, with a network of after sales service, helpline number
       etc.

18.   The successful tenderer has to provide product performance certificate for the unit.
19.   The Manufacturers/Authorized Agents/ Distributors / Agencies selected so shall have to enter in
       service level agreement in order to maintain the level of service for down time.

20.   Proper legal action along with black listing will be done against those tenderers, who will
       submit incorrect/ fake certificates along with the tender.

21.   Tenderers are requested to submit the desired document only.
22.   Conditional tenders will not be entertained.
23.   Intending tenderer may please note that work is of very urgent nature and has to be completed
       in scheduled time with adequate quality assurance.

24.    Work order will be limited to availability of fund and the quantum of work may vary and for
       less execution, amount will be deducted on the basis of the rate stated earlier.

25.   Payment will be made as per availability of fund. Details of mode of payment for original work
       and maintenance will be available in the tender document.

  26.   For any further clarification/ query please contact the undersigned, during working hours on
        any working day.

  27.   CESS @ 1% (one percentage) will be deducted from the bill as per Finance Deptt’s Memo No.
        731(30)F dated 28.09.2006

  28.   The tender inviting authority reserves the right to place order in full or part there off and for less
         execution, amount will be deducted on the basis of the rate stated earlier.

  29.   The Executive Engineer of the respective district will supervise and certify the work of the
         agency and will do record measurement for the release of payment. Hence the service level
         agreement will be executed with them.
  30.   Specification of standalone units and scope of work are given in Annexure-I & II. Other details
        will be available in the tender documents.
  31.   The successful tenderer will remain liable for following with West Bengal Contract Labour
        ( Regulation & Abolition) Rules in force and necessary certificates from appropriate authority
        to be submitted within 7 (seven) days from the date of work order.

                                             Annexure-I
                                          SPECIFICATION

1.    The Treatment units must be made of Food Grade Plastic / ABS Plastic / Stainless steel or of
      any good quality material (excluding Aluminum) and should be sufficiently durable & hard to
      resists normal wear and tear and normal weather condition.
2.    Rate of filtration of each Treatment unit should not be less than 120 ltrs/hrs. and must be
      capable of working at least 08 hours continuously with same filtration rate & quality and
      consistent membrane efficiency.
3.    Treatment units must follow APPROVED Technology for purification purposes.
4.    The Technology employed in the Treatment units must be approved from any recognize
      Govt. Organization /Association / Institution as mentioned in the tender notice and a copy of
      certificate should be submitted along with the technical Bid.
5.    The treatment units are to be attached with the existing drinking water sources or at the points
      of use (outlet for drinking) preferably on the wall with stainless steel screw.
6.    The treatment units are to be rigidly fixed on the wall with stainless steel screw.
7.     Best quality materials should be used in the work and the work should be executed as per
      direction of EIC.

                                  SCOPE OF WORK

1) Supply and Installation of power driven standalone water purification unit in the location as
   per direction of the Engineer in Charge and in consultation with the school authority.
2) 5 years maintenance of the standalone purification unit and maintaining Log Book for the
   record of service provided.
3) Submission of layout drawing (in triplicate) after installation showing the source of water,
   place of storage and point of installation indicating the distance between them and a format
   duly filled in as given by the tender inviting authority.
