               Finance Reserves Request Form
In order to request funds from the finance reserves, you must first request a meeting
with the Finance Committee by emailing Garrett Gowen, the Chair of the Finance
Committee, at sga.chairfinance@stuaf.umass.edu. Please complete the Finance
Reserve Request form electronically, and email a copy of all requested documents, as
well as the Request Form, to the Chair of the Finance Committee.

           Finance Reserves: Budget Request

1) You must submit a Finance Reserves Budget Request Form with the Finance Reserves Packet.
You may access the form from the RSO Resources and Forms on the CSD website:

well as a line by line breakdown of your funds request. Consult the RSO Resources and Forms on

       What is the purpose of the SGA Finance Committee?
The Finance Committee is a body that grants emergency funding to RSO’s and Area Government
on Campus. If you come before the committee it means that you and all your organization have
exhausted all other means/avenues for funding.

Student Government Association constitution and bylaws the finance committee is responsible shall:

   1.) Research and recommend to the Senate, legislation which shall provide financial information
       and other such services to Registered Student Organizations.
   2.) Entertain all motions to appropriate monies from the Finance Reserves.
   3.) Research and recommend to the Senate, legislation which shall establish systems of
       Registered Student Organization revenue generation.
   4.) Assist the Secretary of Finance in the effective implementation Acts of the SGA within the
       Committee’s jurisdiction.

Title VI, Chapter 8, Section 2: Short Term RSO Reserves (Finance Reserves)
Appropriations from Finance Reserves shall be made in the form of either grants or loans by the
Finance Committee of the Senate Ways and Means Committees, in a manner prescribed by Title VI,
Chapter 11 of the By-laws of the SGA, and shall be appropriated for additional needs which cannot
be reasonably met through the budget process.

Title VI, Chapter 10: Appropriation of Revenue- The Finance Committee
Section 1
RSO’s, including Area Governments and Agencies but with the exception of Student Businesses, as
defined by Title VII of the By-laws of the SGA, may, within seven (7) calendar days prior to a
scheduled meeting of the Finance Committee, petition the Finance Committee, herein denoted the
Committee, for an appropriation from the Finance Reserves.

Section 2
The Committee shall require information from the petitioning RSO which shall include, but may not
be limited to, the information prescribed herein:
    1. The RSO’s financial posture
    2. The event, item, or project for which the RSO is petitioning for an appropriation.

Section 3
All petitioning RSOs shall be entitled to a hearing before the Committee.

Section 4
The Committee shall hear all petitions, determine eligibility for Finance Reserves appropriations and
shall be empowered to appropriate grants or loans of up to and including $750.00.

Section 5
Petitions over $750.00 shall be submitted to the Senate, with the Committee’s recommendation, in
the form of a Main Motion, forty-eight (48) hours in advance of the next scheduled Senate meeting,
and petitioner(s) shall be notified of such.

Section 6
Petitions for appropriations from the Finance Reserves shall be evaluated by uniform criteria which
shall include, but may not be limited to, those prescribed herein:
    1. Community Enrichment
    2. Organizational Development
    3. Number of persons expected to derive benefit from the event, item or project
    4. The appropriation could not be reasonably met through the Annual SGA S-1 Budget Act

Section 7
Finance Reserves appropriations which shall have been denied may be appealed to the Senate
through the Committee Chair.

       Things we as a committee look for as well as ask during the emergency funding process:

       Is the group an official registered organization on campus? If so, for how long have
        they been active?
       The group and/or the activity they are organizing must demonstrate how it
        contributes to the University’s mission.
       The group must present a detailed plan about its mission, goal, and activities.
       It is frowned upon to be a reoccurring petitioner.
       The groups must be fiscally responsible.


                      FY12 Finance Committee Funding Priorities
This year the Finance Committee will be following many of the funding principles
that the past finance committees have followed with a few exceptions:
   1.) Professional Salaries: This means that we will look strongly upon request for
       financial support for groups whom without their service the event would not
       happened. (ie) Police/life guards/ refs.
   2.) Registration Fee: This means that we will be accepting request for RSO’s/Area
       Government to help subsidize groups expense to be able to compete and
       register at conference and various sporting event.


    REMEMBER WITH ALL OF THESE PRIORITIES WE CANNOT
  PROMISE TO FULLY FUND YOUR PROJECTS/EVENTS/BUDGETS
     DUE TO THE LIMITATIONS OF THE FINANCE RESERVES.
