Notes to "Projections" Mun Ho Jan 2007
This is an update to project.2003.xls
That old version is the Excel implementation of the fortran program \capital\ws96\igem\project\projg82.for
This includes data from CBO Jan 2007
The data was entered for the health model in \igehm\data\exogen\project.xls
and copied here
This excel workbook consist of the following worksheets:
"cbo" This contains the forecast of the CBO in "Budget and Economic Outlook" Jan 2007
This covers the period 2006-2017
"C396" This contains the various price indices used to deflate the variables to the base year
of IGEM
"projection" This is the projections for the period 2007 to 2050.
(Recall that the IGEM convention is to have everything stabilized after 2050)

1 The 2000 data is actual sample values from \ws01i\wsdc01i.tlb and other 2001 sources
- nipa tables in \capital\bea_cbo\april2003.pdf
- SCB0802NipaTables.pdf
2 The time endowment is from \popul\pop99\projed6.for
projections in file \pop99\projed6.n55.out
And the base year value of LH2000 in 1982$ is from \igem\data00\exogen\exogen1.tsp
3 gdp96 is from sheet "cbo" up to 2013.
For 2014+ I set it to grow at the rate of the time endowment projection
The GDP deflator is the cbo nominal projections divided by this GDP96.
4 price(82) is from "cbo" GDP deflator. The original deflator is 1992=1.0
5 fed gov current surplus is from the CBO, adjust it for cap cons and investment
to get federal net lending, S&L surplus is actual 2001 growing in the same
fashion as the CBO est of Fed surplus, Soc Ins fund surplus is CBO
gov_surplus = federal net lending + S&L net lending - s.s. surplus

gov_surplus = gov_surplus - DELTA + S&L s.s.

DELTA is a factor that brings this gradually to zero in 2030

To do this I set up a ratio, gdf_ratio arbitarily
(this ratio is very volatile and was negative around 2000.)
the domestically financed portion of the deficit = DG = gov_surplus/(1+gdf_ratio)
the foreign part is = gov_for_invest = gdf_ratio/(1+gdf_ratio) * gov_surplus
7 gov_debt(t) = gov_debt(t-1) - DG(t)
gov_debt_f(t) = gov_debt_f(t-1) - gov_for_invest(t)
NOTE. IGEM uses begin of period accounting
8 gov_debt_cg , the Eisner variable, is simple set to 0
9 expend is government purchases from the private sector
"cbo" only have new NIPA definitions of expenditures.
First I adjust the NIPA definition of spending to our definition by subtracting the
capital consumption (since it is not purchased from private sector)
and then adding the sum spent on investment.
Next, the Fed and S&L expenditures are added
Finally, I deflated the nominal projection
For 2009+, I set "expend" to grow at the rate of time endowment
10 gov_int_abroad is 2001 value growing at the rate of gov_debt_f
11 CBO gives the forecast of total interest (paid to domestic + foreign)
for 2001-13 gov_interest = CBO forecast - gov_int_abroad
(i adjusted the CBO for 2011+ for the silly expiring provisions)
for 2013+ i used 7% and the growth of gov_debt
and the CBO estimate for 2013 to project interest payable
