Q1 - How much would you support a multilateral project financially ?
A1 - As per article 1.4 "Financial allocation provided by the ALF " of the Guidelines for
Applicants Responding to the Call for Proposals Financed under Budget 2007, the grants
awarded by the ALF in the framework of the 2007 Call for Proposals fall between 10.000 and
75.000 €. No grant may exceed 90% of the total eligible costs of the action.
Q2 - How long will it take us to become a member of the Network of Networks?
A2 - Membership in any of the ALF National Networks depends on the decision of the
concerned ALF Head of Network. The ALF Heads of Networks are independent and
autonomous, the decision about admission to a Network will be taken by the concerned Head

Q3 - Tell me if there is any specific "time window" for implementing a project? In the
guidelines I saw just indications about the maximum duration of an initiative, but nothing
about the eventual start date of a project.
A3 - As per article 2.6 "Conditions applicable to implementation of the action following the
ALF's decision to award a grant" of the Guidelines for Applicants Responding to the Call for
Proposals Financed under Budget 2007, the date planned for the start of actions, following
the signing of the contract by the parties, is three months at the latest.
Q4 - Is Macedonia eligible for applying at your foundation?
A4 - As per articles 2.1.1 and 2.1.2 of the Guidelines for Applicants Responding to the Call
for Proposals Financed under Budget 2007, the applicants responding to the ALF CFP and
their partners must belong to one of the 27 EU Member States or Algeria, Egypt, Israel,
Jordan, Lebanon, Morocco, Palestine, Syria, Tunisia, Turkey.
Q5 - The grant total eligible costs is 90% or 50% ?
A5 - As per article 1.4 "Financial allocation provided by the ALF " of the Guidelines for
Applicants Responding to the Call for Proposals Financed under Budget 2007, No grant may
exceed 90% of the total eligible costs of the action (ALF can award grants up to 90%). The
balance must be financed from the applicant's or his partners' own resources, or from sources
other than the ALF or the European Community budget.
Whenever possible, applicants are requested to apply for a maximum of 50% of the total
eligible costs of the action. Specific reasons for requests of a co-financing percentage higher
than 50% must be clearly indicated in the Grant application form (ALF can not award grants
of more than 50% without justifications).

Q6 - Can NGOs from Romania or Bulgaria apply ?
A6 - The Romanian and Bulgarian Networks have not been established yet. The ALF will
start soon contacting the concerned authorities in both countries for the appointment of
Coordinators/Heads of Networks. Therefore, Romanian and Bulgarian organization can be
partners but not leaders in projects submitted to the ALF in the framework of the CFP.
Please note that membership in national networks does not follow the rule of nationality, for
example you do not have to be Belgian to become member of the Belgian network.
Q7 - Can organizations from North Cyprus apply and, as well, be partners, considering the
delicate political situation.
A7 - Organizations from Northern Cyprus can apply as leaders or partners (depends on their
membership in the ALF National Networks).
Q8 - Do we have to be already a member in order to be eligible to submit a proposal?
A8 - As per article 2.1.1 "Eligibility of applicants "Leaders": who may apply?" of the
Guidelines for Applicants Responding to the Call for Proposals Financed under Budget 2007,
the leaders "applicants" of the projects submitted to the ALF in the framework of its CFP
must be members in any of the 37 ALF National Networks, included in the official list of
ALF National Networks published on the ALF's website:
http://www.euromedalex.org/Networks/EN/memberdir.htm on the day of submission of the
proposal.
Q9 - What is the difference between “per diems for travel for local staff assigned to the
mission” (1.3.2) and “local transportation (intra-city)” (2.3)?
A9 - Budget line no. 1.3.2 "Per diems for missions/travel - Local (staff assigned to the
Action)" is dedicated for the Per diem paid to the Human Resources of the Action for
covering accommodation, meals and local travel within the place of the mission and sundry
expenses. Budget line no. 2.3 "Local transportation (intra-city)" is dedicated to the expenses
related to the transportation of the Human Resources of the Action who are not in missions
(because in missions they are paid per diem). Whenever per diem is paid for a specific
mission, the expenses of transportation related to this mission can not be put in the budget
(because its is covered by the per diem included in the budget).
Q10 - Since the cost of the travel of conference participants should be included under 3.4
(costs of seminars), what is the difference between “per diems for travel of
seminar/conference participants” (1.3.3) and “travel costs included in costs of seminars”
(3.4)?
A10 - Budget line no. 1.3.3 "Seminar/conference participants" is related to budget line 3.4
because these are expenses (per diem) related to participants who are not among the Human
Resources of the Action.

Q11 - Do you mean for “conference/seminar” only a moment of dialogue and citizens active
participation? If the kick-off meeting is only a restricted meeting between a reduced number
of project participants does it have to be considered as a “conference/seminar” and included
in item 3.4 of the budget? If the final event consists in a dancing performance open to the
public, does it have to be considered as a “conference/seminar” and included in item 3.4 of
the budget?
A11 - All expenses related to the Human Resources of the Action should be put under budget
line no. 1 "Human Resources" (including travel). You can add budget lines under (for
example: 1.4 "Travel". All expenses related to the participants of the seminar/conference who
are not among the Human Resources of the Action should be put under budget line no. 3
"Other costs" (including travel/Per diem). Expenses related to a seminar/conference (which
are not for travel, accommodation, meals and sundry expenses – if per diem is paid) such as
room/projector rental should be put under budget line 3.4 "Costs of conferences/seminars".
Q12 - Is it necessary for a Municipality to submit the statutes or articles of association and
the most recent financial report and accounts, if it is the project leader?
A12 - As per article 2.4 "Submission of supporting documents for provisionally selected
proposals", the project leader must provide the statutes or articles of association and the most
recent financial report and accounts.
Q13 - Can you please indicate an example of independent body? Who can certify the
supporting documents for a Municipality, if needed? Who can certify the supporting
documents for an organization?
A13 - In this case the authorized independent body is a local authority other than the
Municipality.
Q14 - What should the leader-organization do if it is new and has not yet existed for a full
year? Is it still possible to apply and function as the leader, even though it is not possible to
give a full year financial record?
A14 - In this case a declaration should be provided by the Leader stating that it is a newly
established body. However, it is advisable to participate as partner because the stable and
sufficient resources of the applicant are assessed by the evaluation committees during the
evaluation process. Please see the evaluation grid template (article 2.3 "Evaluation and
selection of applicants") under section 1. "Financial and Operational capacity".
Q15 - What do you mean by: "One of them (partners) must be member of an ALF National
Network."
A15 - It means that one of the two partners that belong to two different EU Member States
must be a member of the ALF National Network in addition to one (member also in one of
the ALF 35 National Networks "2 more networks to be added soon in Bulgaria and Romania)
of the two partners that belong to the Mediterranean partner countries.

Q16 - What are the National Networks and how do I know if an organization is part of a
national network.
A16 - When the ALF was established, 35 member states of the Euro-Mediterranean
Partnership (Bulgaria and Romania were not EU Member States at that time) appointed an
organization or institution working at the national level to be the „Head of National Network‟.
The role of each Head of Network is to support the coming together of organizations actively
interested in promoting the dialogue between Euro-Mediterranean cultures and peoples, as
well as to give a face to the Euro-Med Partnership at a national and international level.
Today, the 35 National Networks continue to grow, with over 1000 member organizations
already working towards the common vision of: “shaping the Euro-Mediterranean space as an
area of co-operation, exchange, mobility, mutual understanding and peace”. The ALF is a
network of these 35 National Networks (two more networks to be established soon in
Bulgaria and Romania)
Q17 - The beneficiaries of the program will be youth, but the participants we wish to invite to
develop the program will be over 40.Can you please advise if this is permissible
A17 - Young people between 14 and 40 years are the priority group of the ALF.
Q18 - Can the implementation process of the project start before we receive a reply from
your side about whether we have been pre-selected for possible funding or not? The reason is
we are restricted by a deadline and a duration of the project which should not exceed 12
months / 1 year.
A18 - As per article 2.1.4 "Eligibility of costs: costs which may be taken into consideration
for the grant", the implementation of the project can not start before the award decision is
taken because all expenses related to the period before the signature of the grant contract are
ineligible costs. One of the conditions of eligible costs is incurrence during the
implementation period for the action defined in article 2 of the grant contract.
Q19 - In our project, we will receive contribution from parents for costs of lodgings, full-
board, local travel, inner-city transportations, which will cover 292000,- Euro (78%). We
would like to know if this amount counts as contribution in kind and how we can include it in
the budget form?
A19 - These costs paid directly by the partners are considered contribution in kind. Such
costs must be included in the budget under the relevant budget lines. The contribution of the
leader/partners must be included also in Annex B2 under "Expected sources of funding"
Contributions from other sources.

Q20 - About the concept paper, do we have to submit it separately from the application form?
Or, is it an integral part of the application form? If so, where do we insert it?
A20 - As per article 2.2.1 "Application form", the concept note is an integral part of the
application form (Annex A - Grant Application Form - Description of the action).
Q21 - Do we have to submit this sworn statement on the deadline 1st of March? Or, is it part
of supporting documents we submit later if we get per-selected for possible funding?
A21 - The sworn statement must be provided before the deadline as it is an integral part of
the application form.
Q22 – What actually ALF National Networks mean?
A22 - When the ALF was established, 35 member states of the Euro-Mediterranean
Partnership (Bulgaria and Romania were not EU Member States at that time) appointed an
organization or institution working at the national level to be the „Head of National Network‟.
The role of each Head of Network is to support the coming together of organizations actively

Q24 – Is it possible for the Israeli artists to respond to the ALF CFP?
A24 - As per articles 2.1.1 and 2.1.2 of the Guidelines for Applicants Responding to the Call
for Proposals Financed under Budget 2007, the applicants responding to the ALF CFP and
their partners must belong to one of the 27 EU Member States or Algeria, Egypt, Israel,
Jordan, Lebanon, Morocco, Palestine, Syria, Tunisia, Turkey.
Q25 – Can the cost of the room renting for a workshop be included in item 3.4 (costs of
conference/seminar) or where do they have to be included ?
A25 – All costs related to a conference/ seminar should be put under budget line 3.4
including the costs of room rental.
