Planning policy and the funding of infrastructure
Abstract:
The concept of a planning obligation or a developer contribution is not fundamentally
new, rather it has been subject to considerable reform over the last century. This research
presents an outline of past attempts to extract planning obligations. It then proceeds to
review the Community Infrastructure Levy (CIL) and its operational association with the
Infrastructure Planning Commission (IPC). It draws out key issues that are possibly
antithetical to the implementation of CIL such as the variation in the ability of local
authorities to charge a levy. It is contended that these structural problems will exacerbate
the ‘infrastructure gap’ in some localities thereby increasing uneven development.
