Preface
Welcome to Beijing, a city of unique historical enigmas and great passion for the Olympic Games. The purpose of this Guide is to ensure that the Team Leaders are well informed of all the procedures pertaining to the Olympic Games and to help the Team Leaders direct their teams for the competition. The Guide consists of five sections, namely General Information, Competition Information, Training, Team Information and Graphics. In the section of General Information, you can get a brief idea about the Games and its host country and host city. In Competition Information section, the Key Dates, Key Contacts and Key Personnel of the sport/discipline are listed and the complete details on the events, competition format, rules, venue, pre- and post-competition procedures are also provided. The Training part includes relevant data on the training venues and schedule. As for the Games related information concerning accreditation, athlete residency, ceremony, health care, transportation and security, you can find them in Team Information. Graphics are always an inevitable part for sport publications, therefore they are displayed as the ending of the Guide where competition schedule both of by day by sport and by session by event, map of Olympic transportation, location of venues and hotels, layout of competition venue and training venue are enclosed. We spared no effort to ensure that the information contained in this guide is accurate at the time of publishing. Noting that this project involves so many aspects that it would be hard to fit them in one publication, and changes may occur as the Games is drawing near, we suggest you refer to the Sport Information Desks or INFO2008 terminals for more and updated information.

General Information
China in Brief
Geography China, situated in the eastern part of the Asian continent on the western coast of the Pacific, has a total land area of 9.6 million square kilometres, with the Tropic of Cancer crossing its southern part. About 70 percent of its area experience subtropical and temperate climate with four distinctive seasons, while about five percent is in the tropical zone area and 25 percent in the plateau zone area.
Climate Due to its vast territory and different latitudes, China experiences differing climatic conditions. Monsoon climate is a prominent feature. The winter winds prevail from October to March, when most of the country is cold and dry; the summer winds reign from April to September when most areas are hot and rainy.
History China is one of the world’s ancient civilized countries. The 5,000-year-old Chinese nation has not only created cultural civilization, but material civilization as well. The Great Wall is one of the greatest engineering projects in the world history. The invention of the compass, papermaking, gunpowder and printing give evidence to the hardworking nature and wisdom of the Chinese people.
Capital Beijing is the capital of the People’s Republic of China.
Population With over 1.3 billion inhabitants, China is the most populous country in the world.
Language and Writing As a multi-ethnic country, China features the use of a diversity of languages and writings including Chinese, Mongolian, Tibetan, Uygur and Korean. Chinese is the national official language and the common language used by most of its people, and it is also one of the six working languages of the United Nations.
Canoe/Kayak Slalom
Currency Renminbi (RMB) is the country’s legal currency. The notes are divided into 1, 2, 5, 10, 20, 50 and 100 yuan. The fractional currency is jiao and fen. One yuan is composed of 10 jiao and one jiao is composed of 10 fen. Currency exchange services are available at most banks and hotels throughout the country.
Beijing Time China has adopted the time of the 8th Time Zone East as its standard national time, which is called the Beijing Time. Beijing Time is eight hours ahead of the Greenwich Mean Time.

Beijing in Brief
As the capital of the People’s Republic of China, Beijing is a political, cultural and international communication centre.
Geography The geographic location of the city is 39˚56’ N and 116˚20’ E. It claims a total area of 16,410 square kilometres and actual residents of 16.33 million at present.
Climate Beijing features a temperate and semi-humid climate, with four distinctive seasons– short spring and autumn, long winter and summer. January is the coldest month with an average maximum temperature of -8.4˚C (47.1˚F). July is the hottest with an average maximum temperature of 30.9˚C (87.6˚F). The average annual precipitation is 571.9 mm. In August, the average maximum temperature is below 30˚C (86˚F); its extreme maximum temperature is 36.1˚C (97˚F); the average relative humidity is 77 percent, and the average precipitation is 159.7 mm.
History Beijing is a city with a long history. Throughout dynasty changes, it has consistently served as a strategic place in the north of the country. As a capital city, Beijing claims a history of more than 850 years.
Historic Sites Beijing’s long history has left it with a rich cultural heritage which includes 7,309 sites of historic and cultural interest, such as the Forbidden City, the Temple of Heaven, the Beihai Park, the Summer Palace and the Great Wall, six of which have been inscribed onto the UNESCO World Heritage List.
City Development and the Olympic Games Since Beijing won the bid to host the Games of the XXIX Olympiad, the city has achieved consistent progress in the infrastructure construction of sports venues, transportation, energy, communication, environment and the protection of cultural relics. At the same time, publicity campaigns and cultural activities have also been launched to promote Olympic knowledge in an orderly way.

Beijing 2008 Olympic Games in Brief
According to the decision of the 112th Session of the International Olympic Committee on July 13, 2001, the Games of the XXIX Olympiad is to be held in Beijing in 2008.
Concepts and Aim The concepts of the Beijing Olympic Games are the Green Olympics, the Hi-tech Olympics and the People’s Olympics. Its goal is to host high-level Olympic Games with distinguishing features. Distinguishing features refer to Chinese style, cultural splendour, contemporary spirits and mass participation. High-level includes high-level sporting venues, facilities, and competition organizations, high-level Opening Ceremony and cultural events, high-level media services and favorable press commentary, high-level security work, high-level volunteers and services, high-level transportation and logistics, high-level urban civility and friendliness, and high-level performances by the world athletes.
Dates and Locations Most of the competitions of the Beijing Olympic Games will be held in Beijing during August 8-24, 2008 with Qingdao hosting the Sailing Regatta, Hong Kong Special Administrative Region (SAR) the Equestrian and Tianjin, Shanghai, Shenyang and Qinhuangdao Football preliminaries.

Athletes and Visitors About 10,500 athletes are expected to compete in 302 events of 28 sports, together with large groups of people from mass media, Olympic Family, sponsor institutions, and visitors coming for spectation and sightseeing.

Venues and Facilities A total of 37 competition venues and 87 training venues are ready for competition and training in Beijing and the co-host cities. Most of the venues are within the distance of 30 minutes drive from the Olympic Village.
Cultural Events Various cultural events are to be held citywide during the Games-time, including the Olympic Cultural Festival, Torch Relay and Olympic Youth Camp.

The Olympic Canoe Slalom competition will consist of four (4) medal events including three (3) for men and one (1) for women. Progression of Competition Each event consists of Heats (2 runs), a Semifinal (1 run) and a Final (1 Run). The following formula is used to calculate the results:

Heats Time of both runs in seconds + penalty seconds = result Semifinal Time of run in seconds + penalty seconds = result
Final Time of run in seconds + penalty seconds = result In the Final, the competitor with the lowest accumulated time, including penalties (Semifinal run and Final run added together), shall be the winner.

Tie-break rules In the event that two or more competitors obtain the same total time (penalties included), the best single run time (penalties included) of two runs will resolve the tie. If still equal, they will share the same rank. This is valid for qualification to Semifinals and Finals, as well as for the final rank. Finally, in the case that ties are not resolved until the Final Round (Final Round included), rank and medals will be shared.
Draw and Entries Verification
For Canoe/Kayak Slalom Racing there is no draw. The starting order for the qualification rounds will be the reverse order of the world ranking. Athletes who do not have a world ranking will be ranked separately by a random draw and will start at the beginning of the class. The Chairman of the Slalom Committee verifies entries and only under extraordinary circumstances late nominative/numerical entries shall be accepted. Also, a check by SRM will be used for extra help, in order to insure the validity of athletes’ quota (Team Leader of each team and athletes passport).

Technical Meeting
Unofficial Team Leaders Meeting
The Unofficial Team Leaders Meeting will take place from 15:00 to 16:00 on August 5. The meeting shall be held in the Team Leader Meeting Room, on the first floor of Boathouse in Shunyi Olympic Rowing-Canoeing Park. Issues concerning the competition field, change rooms, Mixed Zone, access to athlete seating, location of medical and doping areas, Athletes and Team Officials Lounge, Press Conference area and spectators’ areas will be talked about in the meeting.
Team Leaders Meeting
Representatives from the International Canoe Federation will conduct the Official Team Leaders Meeting at 15:00 to 16:00, Sunday, August 9 in the Team Leaders Meeting Room in the Shunyi Olympic Rowing-Canoeing Park, located on the first floor of the Boathouse. At this meeting, the Leader of each team will receive an output where he will be able to make corrections on the athletes’ quota. Leaders are suggested to state if the athlete(s) are competing or not, and it’s unnecessary to submit a new entry. After the meeting, no any correction will be accepted.

Competition Rules
The Canoe/Kayak Slalom racing at the Beijing 2008 Olympic Games will be held in accordance with the International Canoeing Federation (ICF) Slalom Racing Competition Rules and the Olympic Charter in force at the time of the Beijing 2008 Olympic Games.
Clothing and Equipment
Equipment used or clothing worn by athletes and other participants in the Olympic Games Canoe/Kayak Slalom racing must comply with the ICF Rules, with the By-Law to Rule 51 of the Olympic Charter (in force as from July 7, 2007) and with the Manufacturer Identification Guidelines for the Games of the XXIX Olympiad, Beijing 2008. Bye-law to Rule 51 (an extract) 1. No form of publicity or propaganda, commercial or otherwise, may appear on persons, on sportswear, accessories or, more generally, on any article of clothing

or equipment whatsoever worn or used by the athletes or other participants in the Olympic Games, except for the identification* of the manufacturer of the article or equipment concerned, provided that such identification shall not be marked conspicuously for advertising purposes. 1.1 The identification of the manufacturer shall not appear more than once per item of clothing and equipment. 1.2 Equipment: any manufacturer’s identification that is greater than 10% of the surface area of the equipment that is exposed during competition shall be deemed to be marked conspicuously. However, there shall be no manufacturer’s identification greater than 60 cm2. 1.3 Headgear (e.g. hats, helmets, sunglasses, goggles) and gloves: any manufacturer’s identification over 6 cm2 shall be deemed to be marked conspicuously. 1.4 Clothing (e.g. T-shirts, shorts, sweat tops and sweat pants): any manufacturer’s identification which is greater than 20 cm2 shall be deemed to be marked conspicuously. 1.5 Shoes: it is acceptable that there appear the normal distinctive design pattern of the manufacturer. The manufacturer’s name and/or logo may also appear, up to a maximum of 6 cm2, either as part of the normal distinctive design pattern or independent of the normal distinctive design pattern. 1.6 In case of special rules adopted by an International Sports Federation, exceptions to the rules mentioned above may be approved by the IOC Executive Board. Any violation of the provisions of the present clause may result in disqualification or withdrawal of the accreditation of the person concerned. The decisions of the IOC Executive Board regarding this matter shall be final. The numbers worn by competitors may not display publicity of any kind and must bear the Olympic emblem of the OCOG. *The word “identification” means the normal display of the name, designation, trademark, logo or any other distinctive sign of the manufacturer of the item, appearing not more than once per item.
Venue
The Beijing Olympic Games Canoe / Kayak Slalom racing is to be held in the Shunyi Olympic Rowing-Canoeing Park which is located in northeastern Beijing and is 36 km from the Olympic Village with a seating capacity of 12,000.
Facilities in the Venue Field of Play (FOP) The competition channel is 280m long, falls 5.5m from top to bottom, has a width of approximately 10m and the flow is 17m3/sec. Warm-up Area The warm-up area is in the flat water field which is close to the competition course.

Change Rooms Three (3) change rooms, two (2) of which are for male athletes and one for female, are available with facilities including showers, toilets and changing areas. Team Room There are 20 rooms providing for NOCs during competition period, including tables, chairs and mats. Athletes Lounge A lounge is available for both athletes and Team Officials and is open during all training and competition sessions with refreshments available, including bottled water.
Mixed Zone
The Mixed Zone is just a few meters from the finish line of FOP.
Pre-Competition Procedures
Pre-Competition Boat Control Official Boat Control for all competitors shall be conducted prior to competition, at the Boat Control Area, from 9:00 to 18:00 on August 10. The emergency boat control will be conducted from 12:00 to 18:00 on August 11-14 at the Boat Control Area. All boats, paddles, cages, lifejackets, helmets and spray decks which are to be used in the Olympic competition must be presented at this “Pre-Competition Boat Control” for scrutinizing.
Name Sticker The name stickers, provided by the organizer, with the names of the athletes on will be placed on the side of the boats.
Post-Competition Procedures
Post-Competition Boat Control Athletes must exit the competition course through post-competition boat control at the end of the race with all the equipment used by them in their competition run. Competitors must not exit the Finish area at the completion of their competition run through any exit point other than the athlete disembarkation stairs at the finish line at the left bank of the competition course. At the completion of each of their runs in both Heats, the Semifinal and Final,

competitors must present themselves immediately, when called to Boat Control on the finish area for re-inspection of boat and equipment. After crossing the finish line, the athlete must have no physical contact with any person other than ICF Technical Officials and BEIJING 2008 Sport Volunteers, prior to passing through boat control. Language Services shall be available to athletes and Team Officials, if requested.
Mixed Zone Mixed Zone operates at all competition venues in accordance with the procedures stipulated by the IOC for the Olympic Games. In general, Mixed Zones accommodate the broadcast closest to the Field of Play, followed by the accredited written and photographic press. Mixed zone is managed jointly by the Competition Management, Beijing Olympic Broadcasting (BOB) and Press Operations. Flash Quote reporters from the Olympic News Service (ONS) operate within the Mixed Zone to provide comment from the athletes about their performance and the competition. Athletes are expected to dock their crafts (canoes, kayaks) at the pontoon next to the canoe re-check room after the competition, and pass through the Mixed Zone guided by the Competition or Media Operations and are requested to cooperate with press or broadcasters. Results The results lists that are produced on a daily basis include: • Start Lists • Checklist – Partial Results • Results Lists • Race Analysis • Official Communication (it will be distributed, if there is information concerning the Olympic Games, including jury decisions, Competition Management decision, protest, etc) • Medal Standings The Sport Information Desk distributes these lists to each Team Leader via their mailbox. All corrections to the outputs is to be available in the INFO2008 system as soon as they are made.
Protests and Appeals Inquiries, protests and appeals need to be lodged, when required, at the Protest Office, located at the Finish Area. The Team Leaders must announce his/her intention to file a protest within five (5) minutes after the official posting of the results, signed by Chief Judge, of the last competition in that run.

This announcement has to be done to the Chief Judge or to the Protest Office. The Team Leaders must then submit the protest in writing within 20 minutes after the official posting of the results for the last competition in that run. An appeal against a decision of the Chief Judge must be addressed to the Chairman of the Jury in writing and handed to the Chairman of the Jury within 20 minutes after the Team Leaders has been informed with a written communication of the decision against the competitor or team. Any protest or appeal shall be made with a deposit of EUR25 or CNY250 which will be refunded, if the protest or appeal is upheld. Language Services shall be available to athletes and Team Officials, if requested. In case of any protest that affects results or schedule of the whole competition, all parties involved will be informed through Official Communication, the list that explains what the protest is for. It will be available at the Sport Information Desk for all Team leaders to collect.
Medal Ceremony The Medal Ceremony (MC) shall be held within 10 minutes after the competition. Medal-winners shall be guided by Sport staff to undergone the second canoe check, and then to go to the mixed zone and may be interviewed briefly by the media. Because of the limited time, the athletes should quickly pass the mixed zone and proceed to the Incitant Check Notice Procesure, and go to the dressing room to change into their official or sports dress, and then arrive at the MC Waiting Area. When MC begins, the medal-winners shall follow the MC escorts to MC Area in the order of Silver Medal, Gold Medal and Bronze Medal. As their names are announced, the competitors shall take their places on the podium. While the anthem of the winner’s delegation is played, the medal-winners shall turn to face the flags. Within 1 minute after the MC, they shall leave MC Area following the escorts. National flags, signs or other memorabilia (e.g. stuffed animals) are not allowed on the medals podium.
Press Conferences Press Conferences are held at Competition Venues after each medal event or as warranted by an outstanding performance or at the request of an NOC or International Federation. The press conference includes accredited members of BOB, written press and photographers. After event, three medalists/teams will attend a venue press conference. Coaches or other athletes may also attend press conferences as circumstance dictate. Press conference delays are sometimes unavoidable, but Press Operations will make

every effort to ensure that athletes receive regular updates on press conference start times. In Shunyi Olympic Rowing-Canoeing Park, press conferences for Canoe/Kayak Slalom racing are conducted in the Press Conference Room in the Venue Media Centre, which is located to the south of the boathouse, at the back of the Press Tribune, and just a few meters from the field of play.
Doping Control With the guidance of IOC, BOCOG will be authorized to implement the Doping Control Programme during the Period of the Beijing Olympic Games, in compliance with the International Olympic Committee Anti-Doping Rules applicable to the Games of the XXIX Olympiad in Beijing in 2008, World Anti-doping Code and its relevant International Standards. The Period of the Olympic Games is defined as “the period commencing on the date of the opening of the Olympic Village for the Olympic Games, July 27, 2008 up until and including the day of the Closing Ceremony of the Olympic Games, August 24, 2008”. Any athlete who enters the Olympic Games may be selected to undergo a Doping Control during the Period of the Olympic Games. An athlete may be subject to Doping Control on more than one occasion during the Period of the Olympic Games. Doping Control includes pre-competition testing and in-competition testing. Biological specimens collected shall include urine, blood and breath. In some sports, breath alcohol testing will be implemented according to the rules of the ICF. Under the authorization of the IOC, BOCOG shall be responsible for the implementation of all in-competition testing. The in-competition tests shall comply with the Doping Control Protocols signed by IOC, ICF and BOCOG. The taskforce formed by IOC, WADA and BOCOG will be responsible for implementing the pre-competition testing starting from the opening of the Olympic Village. BOCOG will take charge of the pre-competition testing in all official Olympic sites, while WADA will, on behalf of the IOC, take charge of the pre-competition testing in non-Olympic venues within the Chinese territory or outside during the Period of the Olympic Games. All samples collected during the Period of the Olympic Games will be screened for the substances and methods listed in the WADC 2008 Prohibited List International Standard - Substances and Methods Prohibited In-Competition. Sample collected in the Chinese territory will be analyzed in the WADA accredited Laboratory of Beijing. Generally, negative results will be provided in 24 hours and it is expected that the positive results will be provided in 48 hours, with the exception of the EPO test results, which will be provided in 72 hours. The analysis report will be directly provided to the Chair of IOC Medical Commission.

BOCOG will provide designated areas at all competition venues and the Olympic Village for media organizations to interview athletes or NOC officials. At each competition venue, these interview areas include Mixed Zones and Press Conference Rooms. Athletes may be interviewed in a mixed zone as soon as they leave the filed of play. A press conference room will also be available at each competition venue and the Olympic village. Requests for media interviews with athletes or NOC officials will be made through either the NOC media attaché or the venue media manager. Interviews can be conducted at Competition venues, the Main Press Centre (MPC) or the Olympic Village Media Centre.

Accreditation
Accreditation is the process of registering, producing, distributing and validating the Olympic Identity and Accreditation Card that permits the holder access rights and other privileges for the Beijing 2008 Olympic Games. Athletes, coaches and team officials who are in possession of an Olympic Identity and Accreditation Card must bring it with them to the Games and carry it with them at all times. The card represents ownership of a Visa and together with an official travel document grants entry into China. Validation of the card makes it an official Games Accreditation document, entitling its holder to the rights and privileges it depicts. The card can be validated at: • Beijing Capital International Airport Validation Centre, • Olympic Family Accreditation Centre, • Beijing Olympic Village Accreditation Centre, • Media Accreditation Centre, • Venue Accreditation Office at every competition venue, and • the Accreditation Centre in every co-host city. Stolen, lost or damaged cards will be cancelled in the Accreditation System and will not be validated even if recovered at a later stage. Furthermore the applicant needs to make his/her own arrangements to enter China. Upon arrival in China, he/she will have to go to one of the Accreditation Centres mentioned above in order to have a new card printed. • OIAC stolen, lost or damaged after validation In case of theft, loss or damage of an OIAC after validation, the OIAC holder should report it to the NOC who must then inform BOCOG Accreditation in writing. Stolen, lost or damaged cards will be cancelled in the Accreditation System and will not be validated even if recovered at a later stage. BOCOG Accreditation will issue a new card, provided that the holder has submitted a written declaration, signed and stamped by the NOC. This declaration may be submitted to any Accreditation Centres. Day Pass The Day Pass is designed to permit temporary access to an Olympic competition venue and is valid for a single venue and only on the day it is issued. Day Passes are issued in the following cases: • Accredited individuals who have either lost or misplaced their OIACs or had it stolen and thus require a temporary mechanism to gain access to the venue; • Accredited individuals who are required to perform a specific task in an Accredited • Zone requiring a different access entitlement to that offered by their OIACs. Process • Accredited or registered persons make application to the relevant Venue Accreditation Office before the Venue Accreditation Office is closed one day in advance of the passes are needed. • On arrival, the visitor presents at the Venue Accreditation Office an accreditation card and/or official document with photo identification (i.e. passport) if not accredited. • BOCOG distributes Day Pass. • The visitor is not required to return the Day Pass to the Venue Accreditation Office when leaving the venue. Team Leaders are among the accredited groups, which are eligible to access the Accredited Seating Area. Team Leaders are considered an “Ao population”, meaning that they sit in the Athletes’ stand (A) at their own sport venues or all venues, where their athletes participate. For other venues, Chef de Mission will have free tickets necessary for seat in Athletes’ stand.
Ceremonies
Team Welcome Ceremonies Team Welcome Ceremonies (TWC) will be the official welcoming ceremonies for all National Olympic Committees (NOC) participating in the Olympic Games. TWCs are to be held from July 27 to August 7, 2008 on the Welcome Ceremony Stage located in the Welcome Plaza of the Olympic Village. The ceremonies take place daily between 10:00 and 20:00. BOCOG aims to complete TWCs within 48 hours of teams’ arrival so that all teams are welcomed into the Village before commencement of the Opening Ceremony. Each TWC may last between 15 to 26 minutes, depending on the number of the participating teams. With a 650-person-capacity Stage, a maximum of five NOCs may be welcomed at one ceremony. Each TWC will consist of an official welcoming speech by the Mayor or the Deputy Mayor of the Olympic Village and followed by the raising of the NOC flag, which will be accompanied by the NOC anthem. and upon its completion, the Mayor will invite all guests for a brief reception. Athletes and team officials are encouraged to attend the Ceremony for their NOC in a spectator capacity. Team leaders are responsible for ensuring that the athletes and team officials are notified of the time and requirements for the TWC. Teams are required to arrive at the gathering area next to the Welcome Ceremony Stage 15 minutes prior to the scheduled start of the TWC. Ten minutes prior to the start of the Ceremony, teams will file into the Stage and will be seated accordingly.
Opening Ceremony The Opening Ceremony will be held in National Stadium (NST) from 20:00 to 23:35, August 8, 2008. During the hours leading up to the start of the Opening Ceremony, Athletes and Officials (not more than six) who will participate into the parade will be transferred via buses from the OLV to the National Indoor Stadium (NIS). Upon arrival, Athletes will be directed to their allocated seating area. Once inside the NIS, all marching Athletes and Officials will be methodically and sequentially called from their seating area and escorted by a team of BOCOG NOC Assistants and Protocol staff to NST. Upon reaching the entrance of the NST, each team Flag Bearer will be presented with his/her appropriate delegation flag and be paired with a team Placard Bearer. Teams shall line up in columns before they enter the NST. As the delegations enter the NST, they shall circle the track. Shortly after their entrance, each delegation shall be introduced in French, English and Chinese. After walking a short distance, teams will pass the VIP Box, before continuing to complete a full circuit of the parade track. Upon completing their journey along the parade track, Athletes will be directed to the centre of the field from where they will witness and participate into the following ceremony, including dignitary speeches, the raising of the Olympic Flag, the Olympic Oaths, the lighting of the cauldron. Upon completion of the Opening Ceremony, Athletes will exit the stadium and be transferred back to the OLV via buses. The rules of the Olympic Charter should be highly respected during the process of the Ceremony. All final schedules and other relative information will be provided in the last Chef de Mission Meeting before the Ceremony.
Closing Ceremony The Closing Ceremony will be held from 20:00 to 22:00 on Sunday, August 24, 2008 in the NST.

During the hours leading up to the start of the Closing Ceremony, the athletes who will participate into the parade (without distinction of NOC) will be divided into four waves and transported by dedicated buses from the OLV to the NST. The delegations in four waves will simply assemble at the holding area (outside the NIS east gate), and access to Marathon Entrance of NST, then flow to four gates. Flag bearers and their guides will enter into FOP orderly from Gate 3 and 4, following by the athletes led by the medalists from four gates of NST. At the conclusion of the Closing Ceremony, buses will be staged around the NIS and ready to transport athletes and officials back to the OLV. The rules of the Olympic Charter should be highly respected during all the process of the Ceremony. All final schedules and other relative information will be provided in the last Chef de Mission Meeting before the Ceremony.
Environment Protection
On April 7, 2004, “Environment Policies of BOCOG Environmental Management System (EMS)” was approved by Mr. Liu Qi, BOCOG president. Since then, the preparation and the staging activities have been following the Policies in order to fulfill what the concept of “Green Olympics” boosts. “Green Olympics” is one of the three concepts of the Beijing 2008 Olympics Games, which requires: • The integration of the sustainable development policy of environmental protection, natural conservation and maintaining ecological balance into Olympic engineering construction, marketing development, procurement, logistics, accommodation, catering and other large-scale events and the minimization of the adverse impact on environmental and ecological systems. • Full supporting to the municipal government to consolidate the development of environmental protection infrastructure, improve ecological environment of Beijing City as well as enhance the ongoing coordinative development of economy, society and environment. The development of communication and promotion on the environmental protection, encouragement of public participation in environmental protection and the raise of public awareness about environment through the extensive influence and power of the Olympic Games. After the Olympics, demonstration projects of Olympic engineering, innovative environmental management for the delivery of major sports game; the mechanism/system of public participation in environmental protection and continuous improvement of Beijing environment will become a rich and valuable legacy of environmental protection.

Athletes can only achieve high-standard performances under good circumstances. To ensure a satisfying circumstance for the Beijing 2008 Olympic Games and to improve the environment of Beijing, comprehensive and intensive measures have been taken by the municipal government and BOCOG. Taking advantage of the preparation and hosting of the Olympic Games to promote the city's economic, social and environmental development, and to improve the environmental quality for the public is the main objective of the Beijing Municipal Government. To realize the objective that Beijing's air quality is satisfying during the Games-time and to meet the national standards and WHO guideline values, the government committed itself to improving the air quality in the past years. It had allocated UD$12.2 billion from 1998 to 2007 in environmental protection and achieved: • • • • • the annual consumption of natural gas up to 4-5 billion cubic meters; vehicles being subject to the third stage (Euro III) of the national emission standards; three green barriers around the city with the forest coverage rate reaching 50%; a number of newly built sewage disposal plants to manage 90% of municipal sewage; and a number of newly built waste disposal plants to allow the safe disposal of 98% of municipal solid waste.
Over the past five years, the city's GDP increased by 144.2%, the number of motor vehicles by 91.1%, the energy consumption by 29.9% and the number of the permanent resident population by 15.9%. The Beijing Municipal Government has gone all out to prevent and control air pollution, focusing on particle pollutants; actively organized and carried out other tasks related to environmental disposal; and strengthened the ecological protection and construction with significant progress achieved in urban infrastructure construction; and industrial restructuring. According to data of the Report on the State of the Environment in Beijing released over the past years, the average levels of four pollutants—sulfur dioxide, carbon monoxide, nitrogen dioxide and suspended particles—in the air fell by an average of 13.8%, achieving a significant improvement in the environmental quality. Medical services, the public's living standards and living environment are constantly improving. The average life expectancy of Beijing residents in 2006 reached 80.09 years. According to Environment Policies, great effort has been put forward to the preparatory work to secure the smooth realization of “Green Olympics”, including green office, route selection for out-door activities, publicity and media reporting, accommodation, catering service, marketing, logistics, large-scale activities, transportation service at the Games-time, route selection for torch relay, venue planning and construction, and environment management by BOCOG. At Games-time, how can participants join in the protection of the environment? • Comply with local legislation, regulation, relevant ordinances; • In any case, do not throw rubbish (bottles, eating leftover food, packaging, old tires, damaged bicycle parts, etc.), do not discard them in the stadium, court or in the locker room; they should be thrown into the garbage bins, or bringing home; recycle and reuse glass and cans;

Conserve water by using it in a multiple way. When having a bath or a shower, do not leave water flowing away all the time: turn off the tap while using soap; Respect and protect flora and fauna etc.; When necessary, turn off lamps or other electrical equipments timely; In any circumstances, not to discard any broken or damaged outfits (shoes, clothing, non-biodegradable synthetic floors and all kinds of accessories) in the stadium or in the natural environment, deal, renovate, or recycle them properly with professional companies; Please esteem the local residents, their living style and customs, understand the local customs, cultures and beliefs. If doubt the route selection, please consult the local residents; In any circumstances, consider the products which are environmental-sound, and meet the sustainable development standard; Do not discharge wastewater directly into the natural environment. Use the sewage treatment facilities, septic tanks or toilets which are cleaned regularly; and Please forward those Measures to other team members.
Language Services
The official languages of the Beijing 2008 Olympic Games are English, French and Chinese. Language Services Programme provides the Olympic Family with the following: Language Services at Venues Language Specialists (volunteer interpreters) will be based at all competition venues and some of the non-competition venues to assist the Olympic Family members with any language problems they might encounter.
Professional Interpretation Consecutive or simultaneous interpretation will be provided for medal round Press Conferences at the venues. The language pool includes Chinese, English, French, German, Italian, Japanese, Korean, Portuguese, Russian, Spanish and Arabic. A member of the medalist’s NOC may interpret for the athletes, if they do not speak any of the above languages.
Translation Translation requests should be submitted to the Venue Language Managers, who are responsible of arranging the requested to be done by translators from the Translation Service supplier of Beijing Olympic Games. The user will be charged according to supplier translator rates.
A Multilingual Switchboard A Multilingual Switchboard, which offers interpretation over the telephone in about 40 languages, is available to all Beijing 2008 staff members and to all Team leaders. The

Multilingual Switchboard operates on a 24-hour basis. It does not provide any information service.
Health Services
The Beijing 2008 Health Care Programme has prepared a comprehensive range of medical services to meet the health care needs of athletes, officials, members of the media and workforce. During the Games, more than 3,000 health care volunteers will deliver these services. The range of services provided by the Beijing 2008 Health Care Programme includes: Health Care Services at the Olympic Village–Polyclinic The Polyclinic, located in the Residential Zone of the Beijing Olympic Village, will offer a comprehensive range of health care services and interpreter service at no charge, and will be operating from July 20 to August 27, 2008. This service will offer immediate care to all the accredited persons with access to the Residential Zone of the Olympic Village. At the discretion of the athlete, BOCOG will report all episodes of care provided at the Polyclinic to the appropriate NOC medical staff. Services in Polyclinic include: • Emergency services supported by ambulance services • Hospital Transfer • Internal Medicine • General Surgery • Dermatology • Sports Medicine including Orthopaedics and Podiatry • Physiotherapy including Traditional Chinese Medicine (acupuncture and massage only) • Dentistry (acute cases only) • Eye services • Ears, Nose, Throat care services (E.N.T.) • Medical Imaging • Laboratory services • Pharmacy • Gynaecology (on-call) • Psychology (on-call) • IOC MC office with mail box All the specialised services will be provided from 8:00 to 23:00. Emergency and hospital transfer will be available 24 hours a day.
Health Care Services at Competition Venues–for Athletes and Technical Officials The athlete medical station will provide health care services ranging from sports

medicine through to the initial care of life threatening conditions to all persons with Back of House and/or Field of Play access. The Olympic Village Polyclinic will support this station. The Health Care Services team working in these stations will have a sound knowledge of sports medicine and International Sports Federation medical requirements for the specific sport. This team will comprise doctors, nurses and physiotherapists, and be supported by on site ambulance services for the transfer of acutely ill and/or injured persons. Athletes may be transferred to the Polyclinic for more comprehensive medical assessment and care. These services will be supported by the Olympic Hospital Network where necessary. On site health care services will not be provided in the residences of athletes who choose not to stay in the Olympic Village.
Health Care Services at Olympic Training Venues Health care services at Olympic training venues will operate during the official training schedule. Health care at each training venue will be provided in line with the medical requirements of the particular International Sports Federation, and will be supported by the ambulance service. The Beijing 2008 Health Care Programme will operate during all official training periods. Athletes training in unofficial training sites or outside official training periods will not be supported by the Health Care Programme.
Heat The Beijing 2008 Olympic Games will be held during the Chinese summer, when temperatures may range between 30-40 degrees Celsius. The Beijing 2008 Health Care Programme advises all NOCs to remain mindful of the impact of the weather on all members of their team, especially athletes during training and/or competition. For heat emergencies, ice will be prepared at each venue athlete medical station.
Health Care Services at Beijing Capital International Airport Health care services at Beijing Capital International are designed to compliment the existing on site health care services. The services will provide first line medical care, including resuscitation, and be supported by the on site ambulance service. The facility will operate during peak arrival times and during peak departure days from the Closing Ceremony to the closing of the Olympic Village.
Emergency Medical Services and Transportation The Beijing Emergency Medical Centre will undertake the transfer of ill or injured persons from all official Olympic sites. Ambulance crews and ambulances will be present at all competition venues, training venues and the majority of non-competition venues.

The Beijing 2008 venue medical teams will provide initial first aid and emergency treatment to all ill and/ or injured persons within Olympic venues. In addition, they will manage all hospital transfers where necessary. The Health Care Programme will monitor the progress of all persons transferred to hospital in this way. The hospitalization of any person who individually refers to a dedicated Olympic Hospital or any other Chinese hospital may fall outside this monitoring process.
Medical Expenses Policy for Olympic Family BOCOG in conjunction with relevant government agencies is responsible for the provision of free of charge hospital care to certain categories of Olympic Family members. The benefits of this coverage include: • Free transportation from an Olympic venue to a dedicated Olympic Hospital; • Free treatment in a hospital that is part of the dedicated Olympic Hospital Network,

equivalent to that of a public patient in a public hospital; Free emergency and outpatient services in a hospital that is part of the dedicated Olympic Hospital Network, equivalent to that of a public patient in a public hospital; Free medications during the hospital stay, equivalent to that of a public patient in a public hospital.
This coverage is for acute illnesses and injuries and emergencies occurring during their stay in Beijing and the co-host cities for the Games. The period of coverage for the accredited members of the Olympic Family will start with the opening of the Olympic Village on July 27 and ends with the closing of the Olympic Village on August 27, 2008, with special consideration given to Chefs de Mission and their assistants who may arrive on/after July 20 to set up team accommodations within the Olympic Village. Outside of this period, it is advisable that all members of the Olympic Family carry private health insurance to cover potential health care expenditures, including ambulance transport and hospitalisation. Furthermore, private health care provision and private consultations, outside the aforementioned arrangements are at the risk and the expense of the individual, or the NOCs.
Non Smoking Policy BOCOG is committed to achieving a smoke-free environment for the Games. A Non-Smoking Policy will be implemented. This policy directly applies to all Olympic competition, training and non-competition venues. There will be designated smoking areas that will meet fire safety requirements in all venues. This policy reflects both Chinese legislative requirements and sport expectations regarding the hosting of a healthy sporting event. In addition, the IOC supports this policy.
Gender Verification In the event that the gender of a competing athlete is questioned, the medical delegate (or equivalent) of the IOC MC shall have the authority to take all appropriate measures, for the determination of the gender of that competitor. It is understood that a confidential case-by-case evaluation will occur.
Main Press Centre
The Main Press Centre is one of the major non-Competition Venues of the Beijing 2008 Olympic Games. The Main Press Centre (MPC), a part of the four-building Commercial Complex of the National Convention Centre, is located at the west flank of the Beijing Olympic Green and opposite to the International Broadcast Centre (IBC), close to the National Stadium, the National Aquatics Centre and the National Indoor Stadium.

As the headquarters of the Written and Photographic Press during the Olympic Games, the MPC will be open on July 8, 2008, one month prior to the start of the Games and will operate 24 hours a day, starting two weeks ahead of the Opening Ceremony. Facilities include Main Lobby services such as the Main Help desk, News Desk, Retail Outlets, a Bank and a Service Centre, a Press Workroom for 1000 journalists, the KODAK Image Centre and photo workroom, Press Conference Rooms and simultaneous interpretation, catering areas, results and Games news coverage on INFO2008, CATV coverage from the competition venues and private offices for press agencies renting space at the MPC.

Press Conference Facilities The MPC features five Press Conference rooms. The Main Press Conference Room seating 800 members of the press is located on the level two. It is accessible by elevator and stairs from the MPC VIP entrance – located on the level one. The joint IOC-BOCOG 2008 briefing shall be held here each morning during the Games. Simultaneous interpretation will be offered in eight different languages, including Chinese, English and French. The second largest press conference room with 200-seat capacity and three additional press conference rooms, each of an 80-seat capacity, are all adjacent to the Main Press Conference room. Consecutive interpretation will be offered.
Guest Pass Office The MPC Guest Pass office is located in the north of the secondary entrance (north entrance) of MPC. MPC Guest Pass requests for accredited individuals must be made 24 hours in advance while non-accredited individuals 48 hours. Passes will be valid for one day only.
Olympic Village (OLV)
Beijing Olympic Village (OLV) is located at northern Beijing and is the main part of the Olympic Green. It covers about 66,000 square meters and lies adjacent to the Olympic Forest Park to its north and the major Olympic venues to its south.

Beijing Olympic Village is the main village among the three Olympic Villages—Beijing Olympic Village, Qingdao Olympic Village and Hong Kong Olympic Village—for the 2008 Olympic Games, where Delegation Registration Meetings, Team Welcome Ceremonies, Chef de Mission Meetings as well as major cultural activities will be held. The Olympic Village is separated into northern part and southern part by an east-west road. The southern part is composed of 42 apartment buildings, Residential Centres and Administration Tower. The northern part houses the Welcome Ceremony Plaza, the Mayors’ Office and Truce Wall. Beijing Olympic Village includes three neighboring zones, namely the Residential Zone, International Zone and Operational Zone. Accreditation will be checked when entering another zone.
Residential Zone The Residential Zone provides residential services for the delegations, including: • Housekeeping Housekeeping for NOC accommodation and NOC offices will be provided and free of charge. This includes bed-making, bedroom-cleaning, rubbish bin-emptying, dusting and vacuuming as well as bathroom-cleaning. Resident Centres Three Super Resident Centres and nine Resident Centres offer various services with relevant facilities which include Front Desk, Lounge Area, Public Payphone, TV Rooms and Business Centre. Super Resident Centre also provides Meeting Room, Internet Café and Electrical Games Room. The Front Desk and Lounge Area operate around the clock. • Laundry Service Free of charge laundry services will be provided to all residents. The laundry collection desk will be available at the western and the central Super Resident Centres. NOC Services Centre NOC Services Centre offers “one-stop-shop” services to the NOC Chefs de Mission and/or designated persons via facilities available at the NOC Services Centre including service desks of Transport, Rate Card, Logistics, Finance, Catering, Protocol, Arrivals and Departures. Sports Viewing Room In this room, NOC athletes and team officials can get video viewing and VCD copy services to analyze and view sports events video. Entertainment Centre The centre will include Village Club, Entertainment Room, DVD Lounge and Electrical Games Room. Catering Service The Main Dining Hall will operate 24 hours a day. The menu caters to different dietary requirements for athletes and team officials with different ethnic, religious backgrounds. The Casual Dining Hall is located in the southern Residential Zone and the village bar, located in the Village Club provides a variety of free-of-charge drinks and snacks.

International Zone International Zone provides recreational and retail services for athletes, team officials and guests. It is also an important place for holding Team Welcome Ceremonies and for media and guests’ visits. Services and related facilities provided in the International Zone include: Bank, Post Office, Courier Service, ATM Service, Calling Centre, Internet Café, Photo Shop, News Stand, Tourist Information Centre, Air Ticket Office, Olympic Games Ticketing Office, Café and Chinese Tea House, Dry Cleaning, Florist, Hair Salon and General Store.
Operational Zone Operational Zone is the area providing support services for the effective operation of Olympic Village. There are Parking Lots, Welcome Centre, Guest Pass Centre, Transport Mall and Logistics Centre. • Parking Lots: The West and East NOC Parking Lots provide NOC with about 1000 parking spaces. • Welcome Centre: The Multi-functional Welcome Centre provides services including arrivals and departures, accreditation and Delegation Registration Meeting. Guest Pass Centre: Guest Pass Centre is located in the Main Entry. It is responsible for the issuance of NOC Guest Passes. Media Centre: Related services and facilities will be provided for accredited media. Press workstation provided in the Media Centre is to satisfy Media needs of interviewing

Security
Security at Competition and Training Venues • The public security authorities of Beijing will provide 24-hour security service at all competition venues and training venues. At the same time, there will be security service volunteers stationed in and outside the venues to ensure your safety. Physical barriers (fencing and guardrails) are set up around the perimeter of all competition and training venues (clusters). For increased security, alarm systems and closed circuit TVs will be installed along the perimeters and in public areas of the venues. Security measures at the entrance of the Olympic venues include security screening for persons, vehicles and valid tickets. No person or vehicle is allowed to proceed without proper accreditation or undergoing the security check. Emergency report stations located in the venues provide security advice, and deal with security issues and reported cases at the venues.

Security at Athletes Village As the security for the Athletes Village is of top priority, the level of security there is the highest of all the security work of the Olympic Games. The Beijing Municipal Public Security Bureau and armed police forces are responsible for enforcing security measures. • Physical barriers (double fencing and guardrails) are set up around the perimeter of the Athletes Village. The fences are set three metres apart. For increased security within and around the Athletes Village, high-tech surveillance equipment, such as revolving cameras and 24-hour monitoring stations will be installed in public areas. In addition, security personnel will patrol these areas on a 24-hour basis. All persons, articles and vehicles are subject to accreditation and security checks. During the Village opening period, security personnel responsible for security screening, order maintaining and handling emergency situations will be stationed at every entrance and exit. Vehicles entering the Village will undergo a security check for explosives to ensure that dangerous articles do not enter the Village. Security and traffic command centres and emergency report stations will be available to provide security advice and deal with reported cases at the Village.

Prohibited and Restricted Items in the Venues Prohibited items include: guns, ammunition and explosives; crossbows, knives, replica guns and other articles, which are controlled under Chinese laws; combustible or explosive items such as fireworks, petroleum and alcohol; Toxic, corrosive and radioactive chemicals; harmful biological agents, epidemic pathogens and other dangerous organisms; heroin, cocaine, marijuana, methylaniline (ice) and other narcotic and psychotropic drugs; other articles that are listed as prohibited items under Chinese laws and regulations. Restricted items include: fragile articles and containers such as bottles and glasses, thermo-bottles and boxes; soft-packed and canned drinks, especially alcoholic drinks; an excessive amount of food that can be used for throwing or food that can disrupt the competition (such as a large quantity of fruit or eggs); banners and slogans in any form, including but not limited to publicity materials for businesses, religious and/or political purposes; vehicles other than strollers and wheelchairs, including but not limited to electronic bicycles, motorcycles, bicycles, skate boards, etc.; animals (excluding animals used for service, such as guide dogs); musical instruments, including musical instruments for performance, whistles, trumpets, drums, etc.; bats, long sticks and sharp-edged objects, which may cause injury to others; balls, rackets, frisbees and similar items; large suitcases or handbags which may cause obstruction in the seating area; flags from countries or regions that are not participating in the Olympic Games; flags larger than 2m X 1m; flag poles longer than 1m; any unauthorised professional video equipment and supporting racks for cameras and video cameras; unauthorised items such as radios, laser equipment, sound amplifying equipment, walkie-talkies and other radio equipment; other items that may breach venue safety.
Olympic Green Security • • • • • • • All the Olympic Identity and Accreditation Cards will be validated on July 8. Accredited NOC delegates with valid accreditations must undergo security checks to gain access to the Olympic Green and the Olympic Forest Park. The Olympic Forest Park will be open from 8:00 to 20:00 every day. Please cooperate with the security staff. All articles must be screened before entering the Olympic Green. Please do not take food or drinks into the Olympic Green. The following items are prohibited in the Common Domain of the Olympic Green (If the following listed items are found, they will be subject to the disposal of the security staff according to relevant laws): Guns, ammunition, knives and other cutting instruments controlled by law; Bats, long sticks and sharp-edged objects, which may cause injury to others (except for sports equipment and repair tools, apart from competition weaponry); Combustible or explosive items; Corrosive and radioactive materials; Other articles that are listed as prohibited items under Chinese laws and regulations. Olympic Green (If found, these items will be required to be discarded or must be taken away by the holder): Any banner or slogan, including publicity materials of a commercial, religious or political nature; Any vehicle, except for strollers and wheelchairs; Unauthorised electronic and cluster signaling devices, such as broadcast equipment, walkie-talkies and radio equipment and any other devices that may interrupt the operations of the Olympic Green. Animals (excluding service animals, such as guide dogs for persons with visual impairment).
Road Safety • • In China, people drive on the right hand-side of the road. It is extremely dangerous to get out of or in the car from the left-side if the vehicle is parked on the side of the road. Motor vehicles and non-motor vehicles must stay in lane, and pedestrians must walk on the pavement. If there is no pavement, pedestrians must keep to the side of the road. Cyclists should refrain from riding their bikes on the pavement or across zebra crossings. Pedestrians should use zebra crossings, underpasses and pedestrian overpasses when crossing roads. It is forbidden for pedestrians to enter motorways or main ring roads. If traffic police are present, please follow their signals. Please watch out for pedestrians. Parking is forbidden in all areas, which are not designated for parking. It is forbidden to drive under the influence of alcohol or when tired. It is forbidden to use non-motor vehicles when inebriated. All drivers must possess a Chinese driving license or a temporary driving permit. Foreign and international driving licenses are not applicable in China. If stopped by the police, please cooperate with the police by showing your driving license and ID card.

Transportation
Arrival and Departure Shuttle bus services are provided for athletes and team officials between airport and Olympic Village from July 25 to August 28, 2008. During the peak hours of arrival and departure, on demand bus service is provided. Athletes and team officials who arrive or depart by charter flight will be transported by dedicated buses.
Training and Competition Transport services are provided for athletes and team officials between Olympic Village and all competition and training venues. Athletes and team officials of individual sports can take the shuttles at Olympic Village Transport Mall to the competition and training venues. And dedicated buses will be appointed to each team who will attend team sports for competition and training. Team bus leaves from the Olympic Village Transport Mall. BOCOG provides transport services for accredited athletes and team officials who reside in the “As” official hotels to the Olympic Village where they can travel via the athlete transport system to competition and training venues. Athletes and team officials who do not reside in the Village and “As” official hotels should go for training and competition all by themselves.
Transport to Opening and Closing Ceremonies On the days of Opening and Closing Ceremonies, transport services between Olympic Village and National Stadium will be provided for all the athletes and team officials who reside in the Village. The detailed information on transport will be informed to all the NOCs in time.
Olympic Village Transport Mall Olympic Village Transport Mall, located in the International Zone of the Village, houses 74 bus bays designated for different sports and venues together with a drop off area.

In-village Transport From July 20 to August 27, in-village transport services are operated for all accredited clients and guests staying in the Village. In-village bus loop is a two-way loop with a total length of 2.7km and 11 stops. Bus stops are set up at the main intersections and facilities in the Village. Athletes and team officials of team sports can use the buses appointed to each team to the competition venues. • For those to spectate other sports Shuttle bus services between the Olympic Village and competition venues are available.
Other Transport Service Shuttle bus services will be provided for athletes and team officials between Olympic Village and downtown.
Public Transport During the Games time, athletes and team officials with their valid accreditation can enjoy free public transport services including Olympic bus lines and subway.
Shuttle Bus Schedule Shuttles schedule for athletes’ training and competition are developed according to the time of competition and training with full consideration of specific requirements of each sport. During the Olympic Games, athlete shuttle system is operated according to the certain schedules. Competition shuttle schedule will be adjusted accordingly to suit the

changing of competition time. BOCOG Transport will take every effort to adjust the training bus schedules upon the request of NOC delegations.
