Éco Entreprises Québec
Éco Entreprises Québec (ÉEQ) is a legally certified non-profit organization representing companies
and organizations that market containers, packaging and printed matter in Québec. With a view to
sustainable development, ÉEQ’s mission is represent companies with regard to their responsibility to
finance their share of the net costs of municipal curbside recycling, to establish reasonable fees to
ensure program financing and, in partnership with the municipalities and RECYC-QUÉBEC, to
promote efforts to increase the volume of recovered materials through curbside recycling at the lowest
possible cost.
Fédération Québécoise des Municipalités
The Fédération Québécoise des Municipalités (FQM) has the mandate to inform, support and counsel
municipalities with regard to their roles and responsibilities. It represents 920 municipalities and almost
all the RCMs. The FQM, which covers over 85 % of Québec’s inhabited territory is 7000 elected
members strong.
RECYC-QUÉBEC (government agency)
As part of its mandate and to support the Québec Residual Materials Management Policy, 1998-2008,
RECYC-QUÉBEC guides, implements and coordinates activities aimed at the reclamation of residual
materials. This includes administering programs, developing relevant knowledge and encouraging the
various players to generate less waste and reduce the quantities to be eliminated. RECYC-QUÉBEC
supports and recognizes the efforts of stakeholders from the various sectors and keeps track of the
progress made towards achieving the objectives of the Québec Residual Materials Management
Policy, 1998-2008.
Under the Compensation regime for municipal services provided to recover and reclaim residual
materials, RECYC-QUÉBEC guides and assists the municipal groupings and certified organizations in
their endeavours. It ensures that all agreements are in line with the objectives set forth in the policy.
Moreover, the agency has been designated to redistribute the compensation paid by the companies to
Québec’s municipal organizations according to the criteria established between the partners. Acting
on behalf of all the partners, it is the organization overseeing the awareness campaign.
Recyclemédias
Recyclemédias is a legally certified non-profit organization made up of Québec’s print information
media. The organization mostly represents dailies, weeklies and magazines. Recyclemédias’s mission
is to represent news organizations required by law to contribute to the development of curbside
recycling by means of intensive advertising campaigns. It must also establish reasonable financing
fees.
Union des municipalités du Québec
Since its founding in 1919, the Union des municipalités du Québec (UMQ) has represented
municipalities of every size, in all regions of Québec. Its mission is the advancement and promotion of
democratic, dynamic, and productive municipalities that are dedicated to the well-being of their
citizens. The UMQ’s affinity caucus structure is a reflection of the municipal diversity and solidarity in
Québec, with its metropolitan communities, large cities, urban agglomerations, central municipalities,
local municipalities and RCMs.
