EFDA ITER GOAL ORIENTED TRAINING PROGRAMME PORT PLUG ENGINEERING

The aim of this kick off meeting is to give the status of each work programme and the recruitment
associated.
The points related to the events to be organized during the total duration of the task agreement have
been also discussed.
Finally miscellaneous points such as deliverable or financial questions have been discussed.
The annex 1 describes the main points to be discussed during the meeting.
The status of the recruitment relative to each work programme is the following:
WP1: Dapena Miguel will start his 3 years contract on the 5th January 2009
WP2: Michal Sébastien will start his 3 years contract on the 5th January 2009
WP3: Gaetano Aiello started his contract on the 1st September 2009
WP4: Recruitment on going (no candidate yet)
WP5: Recruitment on going (5 candidates perhaps to be shared with WP4), starting date probably in
January 2009.
WP6: One candidate has been interviewed (some documents of this candidate are missing).
The annex 2, 3, 4 and 5 describe respectively the work programme 1, 2, 4 and 5.
The annex 6 describes the courses and events to be organized during the task agreement.
The annex 7 describes the sharing of the trainees between the partner associations (subject, duration,
date).
The annex 8 describes the possible sharing with industrial partners.
The annex 9 describes the administrative matters of the training programme (EFDA document).
Some questions relative to the organization particularly on financial (reimbursement) have been raised
and need to be clarified. A meeting with the EFDA Responsible Officer of the Task Agreement was
suggested.
The next meeting should be organized when all the trainees will be engaged.

1 – Introduction
The EFDA Steering Committee approved the EFDA 2008 Work Programme, including the implementation of
training programmes in the field of fusion energy research. One of these being in the field of Engineering
Design and Construction called ITER-PPE (ITER Port-Plug Engineering).
The thematic of the PPE training program being engineering associated to the procurement of the ITER
Port Plug including: design, structural analysis, neutronics, material requirement, nuclear requirement,
safety, manufacturing aspect, assembly aspect, maintenability …
This program will take place within a large collaborative group to provide the technical know-how and the
skills which are necessary for the engineering of components for ITER and for the management of ITER
relevant projects.
It is intended to train early-stage engineers during 3 years.
Each trainee will work on particular engineering tasks falling under a defined project within the “Host
Association” together with the other participating partners supporting the project (about 80% within host
association, 20% within partner associations).
Specific courses will also be chosen in order to quickly become familiar with fusion physics and fusion
technology.
The official starting date of the ITER GOT PPE is 1st september 2008 established for 4 years the first year
being devoted to the recruitment of the trainees.

Objectives (extract of Task Agreement – 15th July 2008)
Specificity of ITER : D + T reaction ⇒ management of tritium and shielding
against neutrons and gammas induced by the reaction
Main objective : give to a young engineer the knowledge necessary to efficiently
apply the nuclear safety rules in ITER projects
Application : the knowledge acquired during the training will be applied to the
project "ITER diagnostic equatorial port plug 1" ("Procurement Package 11"). The
trainee will be integrated in the CEA team working on this project
Content of training : general courses on fusion and ITER, specific courses on
nuclear engineering, application to equatorial port plug 1
Candidate : young mechanical engineer, experience All administrative implementation is done via the CoA

Mobility Agreement
In order that the Associates of the programme benefit from the mobility
funding, the procedure described in the Mobility agreement must be
respected
• The mobility figures given in the Task Agreement are indicative, not
contractual (contrarily to the Priority Support where the indicated ceiling is
contractual and notified by the Commission to the Associate).
– The forecast of expenditures must be included in the mobility plan of each
Association regularly approved by the Commission services.
– Associates who didn’t include these forecasts in their plan must amend it (this
can be done in // with the mid-October reporting).
– Letters of invitations are signed by the Associate who receive the visiting
scientists, or by the EFDA Associate Leader for JET in case of JET related
mobility .
– Ceilings on daily allowance, rules for transport reimbursement (>28days)
applies.
– Payment made through call for funds after approval of the accounts of the
Associate.

Financial aspects
The provisions which apply are the provisions of the
Contract of Association, with the ceiling fixed in the Task
Agreements.
• Eligible costs for the programme are:
– Personnel costs including
• Salaries of the trainees (in principle full time) + social charges +
overheads
• Salaries of the mentors for the time dedicated to the programme +
social charges + overheads
– Other costs
• Include all other direct expenditures like equipment, management,
participation to conferences, sub-contracts, missions which are not
eligible to mobility,…..
– Ceilings which apply
• Other costs limited to 10% of the global cost
• Mentoring costs limited to 20% of the global cost
• Global cost limited to the ceiling of PS fixed in the TA

Financial aspects
The provisions which apply are the provisions of the Contract of
Association, with the ceiling fixed in the Task Agreements.
• Support from the Commission: 40% of the actual costs (art 8.2-b of
the Contract of Association)
– The amount of support of the Task Agreement represents a ceiling,
based on expenditures really committed, not a fixed price
• Expenditure must be justified (audit clause of CoA)
• The level of overheads is determined through the cost accounting of each
Associates
– JET related activities
• Expenditures cannot be charged twice,
– the salary of the trainee cannot be included in JET orders,
– the trainee cannot benefit from a secondment agreement (art 3.2 of the Task
Agreement)
– Support from the Commission paid
• Through call for funds emitted annually by each Associate, on the basis of
expenditures committed
• After approval of the annual accounts by the Commission services

Personnal Career Development Plan
Each researcher will establish, together with his/her
personal supervisor, a Personal Career Development
Plan comprising his/her training needs and scientific
objectives and later on report upon the success with
which these objectives were met. In this way the
trainees will be encouraged to play an active role in
shaping their own training programme and professional
development:
– The PCDP must be elaborated as soon as the trainee joins the team
and transmitted to the EFDA R.O.
– The document can be revised at the end of the training period (and be
used as a tool for further career development, outside the frame of the
GOT)
– The form proposed by the Commission in the EFTS (European Fusion
Training Scheme) is proposed to be used.
