ANNOUNCEMENT AND CALL FOR ABSTRACTS
Theme: Consolidating the Gains: Addressing High Impact Interventions for Improved
Health Outcomes
The East, Central and Southern Africa Health Community (ECSA-HC), in collaboration with the
Ministries of Public Health and Sanitation and Medical Services Republic of Kenya will host the
54th ECSA Health Minister’s Conference from 07 - 11 November 2011 in Mombasa, Republic of
Kenya.
The Conference, will bring together Ministers of Health, Senior Officials from Ministries of
Health, Experts, Health Researchers, Heads of Health Training Institutions from Member States
of the ECSA Health Community; diverse Collaborating Partners in the region and beyond with
the aim of identifying policy issues and making recommendations to facilitate the
implementation of high impact interventions for improved health outcomes.
The theme of the 54th ECSA Health Ministers Conference is “Consolidating the gains:
Addressing High Impact Interventions for Improved Health Outcomes”
Building on the deliberations and resolutions passed during the 52nd Health Ministers Conference
held in Harare in October 2010, the 54th Health Ministers Conference will seek to expand the
regional advocacy agenda to focus attention on improving institutional capacity for
research and its utilization, integration of programmes for efficiency and reduced burden
of disease and will focus on the new challenge of NCDs in Africa. The Conference will
address its main theme through the following specific sub-thematic areas;

Improving Institutional Capacity for Health Research and its Utilization
Integration of Programmes as an Approach to Reduce Disease Burden
Accelerating the Response to NCDs in the ECSA region
The 54th ECSA Health Ministers Conference will be organized in three parts as follows;

CALL FOR ABSTRACTS
Abstracts are being invited for presentation of papers under the ECSA-HC Regional Forum on
Best Practices which is held annually in conjunction with the Health Ministers Conference for
the East Central and Southern Africa - Health Community (ECSA-HC)
The forum brings together the region’s leaders in health policy and programme implementation in the
ministries of health and other related ministries as well as researchers and partners to share best practices
and experiences in health care in the East, Central and Southern African region.
The objectives of the Forum are to:
1. Provide a forum for participants to review approaches to improving the Quality, Efficiency and
Effectiveness of Health Services
2. Review progress in scaling up best practices in health care in the region
3. Share experiences on strengthening leadership and management in the health sector.
4. Review progress towards achieving the Millennium Development Goals
The Forum will be organized in the form of a scientific conference with plenary and parallel sessions.
There will be presentations of papers, especially on best practices based on abstracts submitted by
researchers, health experts and programme implementers. There will also be poster exhibitions and
display of relevant documents. On the last day of the Forum (8 November 2011) the recommendations
from the presentations will be finalized and presented to the Directors’ Joint Consultative Committee
(DJCC) for consideration, action and follow up.
The DJCC constitutes of Directors of Health Services, Heads of Health Training Institutions, Heads of
Health Research Institutions, and Senior Programme Managers from member states of the East Central
and Southern Health Community and is the highest technical body for the ECSA –HC.

Originality and quality: abstracts containing significant new findings, approaches and best
practices in improving access to quality health care to achieve the Millennium Development
Goals.
Best practice criteria: abstracts that focus on documentation, implementation, and scale up and
evaluation of best practices in health
Importance: abstracts that directly address key thematic areas identified for the 54th HMC

methods used, main results (if relevant), and provide a concise interpretation of the findings,
