Risk Analysis and Crisis Management Center (Belgrade), thanks to the Jagello

2000, and in colaboration with MoI’s Emergency situations division and MoD’s

Emergency situations sector for a period 1. July-10. December 2009 had realized project:

„Emergency preparedness education in Belgrade with recommendation of measures“.

The strategic goal of the project is assisting relevant local self-government bodies,

namely Belgrade City Government, city municipalities, and local communities, in

creation of efficient coordinating body for crisis situations preparedness and response.

From chase project had analysis about emergency situations over territory

gradation Belgrade according to community, for a period 2000-2008 (effect of research

shown are from Annex 1 certain).

After phase 1 (analysis), we organized two seminars with subject: „Emergency

preparedness education in Belgrade with recommendation of measures“ in Vozdovac and

Zvezdara municipalities. Course participants were representatives of the MoI’s

Emergency situation division, MoD’s Emergency situation sector, representatives of local

self-government from the area of civil protection and protection and rescue,

representatives of the monitoring and alert centres, members of municipal councils for

secutity, municipal menagers. (Annex2).

For effect project, we had brochure. Description abstract of emergency

preparedness is across following body:



1. Emergency preparedness and risk analysis

2. Emergency preparedness with retrospection over crisis communication

3. Civil protection-the adjecent practice plus coming act answer

4. Emergency preparedness in Belgrade



Main effects of project are:



1. Rewiew of activities undertaken by responsible bodies regarding the risk

assessment and emergency responce, with stress on measures, activities and

procedures in municipalities hit by crises.

2. Rewiew of emergencies and their consequences on the territory of the town of

Belgrade from 2000 untill today (Annex 1)

3. Analysis of measures undertaken within the emergency responce (workshops)

4. Elements of the Plan for preparedness and response to emergencies.



Elements of the Emergency Preparedness Plan will be referred to competent

state bodies for further consideration in the design of sub-regulation in the field of

disaster menagement.

ANNEX 1



Displaying of the results of empirical research

The empirical part of the study is more interviews and conversations with members of

MoI’s Emergency situation division and MoD’s Emergency situation sector,and acces to

information on emergency situations they have confronted these two servises since 2000 untill

2008. They also used the results of previous resesarch in this area.



When it goes to types of crisis situations on the territory of Belgrade municipalities, most

are faced with floods (12 municipalities), landslides (11), fires (8), and chemical accidents (3

municipalities).



The most extraordinary situation occured during 2006, 18 Belgrade municipalities in the

territories.The most competent staffs out there are appropriate plans for responding to

emergencies, while a small number of cases, plans used for other purpose or they are made after

the emergency.



On average, the headquarters in Belgrade municipalities have nine employees, and the

number range from 2 to 12 employees, depending on the size and needs of each municipality.

ANNEX 2



Seminar : „Emergency preparedness education in Belgrade with

recommendation of measures“

In the second phase of the project implemented two seminars: Vozdovac

municipal (25.- 27. October), and Zvezdara municipal (26.-27 November). Course

paticipants were representatives of the MoI’s Emergency situations division, MoD’s

Emergency situations sector, representatives of local self-government from the area of

civil protection and protection and rescue, representatives of the monitoring and alert

centres, members of municipal counvils for security, and municipal menagers.

In addition to being media coverage ,(Annex 3), the opening of the seminar was

attended by: Zoran Jeftic, State Secretary in the Ministry of Defense, Predrag Maric,

Head of Emergency Situations Ministry of the Interior , PhD Ivica Radovic, City

Secretary Ministry of Environment and Spatial Planning, Slobodan Solevic, The City

Council of the City Staff and the Commander of Civil Protection and other distinguished

guests.

The seminar was successfully completed a total of 42 participants

The lecturers were university professors, and prominent experts and practitioners

in the field of security and crisis management: PhD Zoran Kekovic, Faculty of security

studies, Belgrade; PhD Zelimir Kesetovic, Faculty of security studies, Belgrade: PhD

Vladimir Jakovljevic, Faculty of security studies, Belgrade; Branko Jovanovic, Mod’s

Emergency situations sector; Stevo Tubic, Ministry of Environment and Spatial Planning.

Program seminar included theoretical lectures and workshops given emergency

scenario.

At the beginning of the workshop participants expressed the following

expectations:



1. Assist the authorities of the local community in the formation and development

team for response to emergencies

2. Making a plan for emergency preparedness

3. Cooperation with the media and crisis communication

4. Assessing the situation and development scenario response to C / S

5. Elements of coordination and legal basis for the development of preparedness

plans

6. Real examples and difficulties in implementing preparedness plan

7. Systematization of existing knowledge and experience exchange

8. The ratio of private and public sector during crisis situations

9. Defining competencies in preparedness and response to C / S

Thematic areas of the seminar were realized through lectures and workshops.

Also, in both seminars organized a visit to City information center where the participants

met with the manner of functioning of the urban system requirements in terms of C / S.

After the seminar, participants received a certificate of the Center for risk analysis

and crisis management on the successful completion of the seminar. Also, participants of

both seminars are certain criteria make his evaluation of grade 1 to 5. On this occasion,

the average value of stress responses of the respondents:



Presentations were clear and understandable 4,6

Teachers are professional 4,8

Material from the seminar is sufficient 4,3

The seminar was meet my expectations 4,4

On the whole I am satisfied with the seminar 4,5

Elements of the Emergency Preparedness Plan

I Before an Emergency



1. Characteristics of the environment and the nature of the hazard with the potential

impact on the organization: analysis of different risk factors from the environment

(objects in the environment)

2. The most likely type and scale CS: identifying potential crisis situations:

• The event requires a high level of decision making and making decisions

of fundamental importance for endangered or public property

• The event is complicated by the genesis of the development situation and

includes a number of interested parties

• The event requires large resources

3. Formation scenario developments

4. Analysis of the mutual interdependence of events and consequences

5. Training of personnel for the management of C / S

6. Strengthening the supply of protective means and equipment,

7. Security of information, data, documents

8. Procedures warning and communication procedures

9. Relocation, reinforcement and acquisition of protective means and equipment

10. Protection of critical systems, equipment, information, operations and materials,

including those belonging to the partner organizations

11. List and basic information on key personnel and agencies (Services) responsible

for assisting in the C / S ( fire units, medical assistance services, police services,

utilities);

12. Evacuation routes from the lists key personnel and contact details;

13. Cs potential impact to critical infrastructure



II During an Emergency



1. Procedures and authority to promulgate C/ S, the initiation of the procedure, the

activation of plans and activities,

2. Appropriate procedures for mitigation and response to CS to prevent her turn into

a crisis or disaster;

3. Procedures C4 - command, control, coordination and cooperation;

4. Procedures for providing medical assistance;

5. Protection of vital information and information systems;

6. The potential for mutual help.



III After the Emergency

1. Procedures to return to regular activities with the necessary time and resources
