Journal Scope
The Journal of Propulsion and Power is devoted to the
advancement of the science and technology of aerospace
propulsion and power through the dissemination of original
archival papers contributing to advancements in air-breathing,
electric, and advanced propulsion, solid and liquid rockets;
fuels and propellants; power generation and conversion for
aerospace vehicles; and the application of aerospace science
and technology to terrestrial energy devices and systems.
Serve all AIAA Technical Committees in propulsion and power and
related disciplines.

*Versatile Affordable Advanced Turbine Engines
Public Policy Initiative On VAATE*
VAATE is a cooperative USG/Industry initiative that provides an
overarching structure for all U.S. Gas Turbine Engine R&D efforts
VAATE modeled on the successful IHPTET (Integrated High Performance Turbine
Engine Technology) program: IHPTET concludes in 2005
VAATE Goal: 10X “Affordability” (T/W, SFC, $)
Primarily military, but many significant commercial payoffs
Political issue is that DoD turbine engine funding has been reduced to
well under that required to complete VAATE program on schedule
Key technology transition/cost saving opportunities are missed
U.S. turbine engine R&D workforce put at risk
Position Papers state a formal AIAA position & are targeted at
Legislative & Executive Branches of government
VAATE paper defines aircraft system-level requirements behind the
program, huge potential technical benefits & advocates restoration of
funding
TC Working Group was formed to develop the position paper
Final approval by AIAA Board of Directors expected on Friday

Awarded for meritorious, career-spanning accomplishment
in the science or art of Air Breathing Propulsion
4 Member Selection Team:
ABP: Ian Halliwell (Chair) and Dan Jensen (Honors & Awards Chair)
Propellants & Combustion: TC Chair and Awards Chair
Rules state that award can be given only if a minimum of 3 nominations are active.
In recent years, we have had chronic problems obtaining the requisite 3 nominations
and maintaining an appropriate nomination pool. Nominations are only active for two
years following submittal. Last year, we received no new nominations, leaving us with
2 nominees and again needed an extension. Despite AIAA again extending the deadline
we were unsuccessful in obtaining a third nomination. Through special appeal we were
allowed to make the award despite having only two candidates.
For 2006, we have been successful in obtaining 3 nominations (1 carryover and 2 new).
Thank you for your help in obtaining these.
Before October, we need at least 2 new nominations. Technical Discipline Area Leads
(Turbine Engine, High-Speed Propulsion and Propulsion Integration) are asked to
encourage nominations of leaders in their fields. Other TC members are also asked to
encourage nominations. Please have nominator advise Dan Jensen of “intent to
nominate” as soon as possible.

$5,000 cash award presented for outstanding Graduate
Student Research in the area of Air Breathing Propulsion
2005 Recipient: Nicole Key of Purdue University, a PhD
candidate in the Mechanical Engineering department
Ms. Key’s research topic experimental investigations of the
unsteady flow phenomena in turbomachinery aerodynamics.
She presented a brief of her work at the General TC Meeting
at JPC.
The deadline for the Gordon C. Oates Graduate Award is 31
January. Award has move to an online submission process,
which facilitate evaluating candidates and selecting the
winner.

ABP Best Paper Award
Awarded for the best technical paper presented in an Air Breathing
Propulsion Session at the 2004 Joint Propulsion Conference or
2005 Aerospace Sciences Conference
AIAA provides copies of ABP session forms from both conferences
(usually significant time lag)
Process improvement: ABP Technical Organizer forwards copies
of Session Chair Forms to Honors & Awards at end of conference
Last year’s recipient: AIAA 2004-3934, "A CFD Case Study of Flow
Through A Transonic Compressor Rotor with Large Tip
Clearances," by Louise Merz and Dr. Paul Orwkis of the University
of Cincinnati and Dr. Lyle D. Dailey of GE Aircraft Engines.
This year’s recipient will represent the best ABP paper from last
summer’s JPC and this ASM conference and will be awarded at this
summer’s JPC.

Go-Forward Plan
Significant changes have been mandated by AIAA in terms of the processes used to select award recipients. These changes are expected to have the
most impact on the ABP award, in particular approval of the selection by the entire TC, numerical scoring of candidates and an “audit trail” for retention.
This year’s award has been “grandfathered” under the old process, but new ABPTC procedures will be defined in time for approval by the TC at JPC.
At least two more nominations for ABP Award due by October - ABP Committee Needs To Help Publicize Awards Throughout Aerospace Community
Honors & Awards Subcommittee has developed a flyer publicizing the ABP Awards for distribution at JPC and ASM. Will look into having AIAA distribute
electronically to AIAA members with a professional ABP interest.
We looked into placing an ad in the AIAA Student Journal for the Gordon C. Oates Graduate Award; however, online process has significantly increased
the number of nominations.
Other ABPTC members interested in helping as a reviewer should contact the award lead or Dan Jensen.

The Impulse to Explore
- Igniting a Passion for Space
The impulse to explore is as old as humanity itself. It has compelled us to spread
out, to develop technologies, to advance our sciences, and to seek new frontiers.
As we face the final frontier of space, we are confronted with two challenges: the
need to make access to space affordable, and the need to inspire a passion for
space in the next generation. It is our privilege to lay the foundation for
tomorrow’s builders, explorers and settlers of space.
These are tall challenges, but then, we are a resourceful species. Let’s do
something remarkable.

New Paper Review Process
A new emphasis will be placed on ensuring that abstracts
meet the minimum requirements.
Will likely be moving to a stricter “peer review” process
where authors will receive feedback on their papers by the
reviewers.
Papers not meeting minimum requirements will either be
rejected or returned to the author for revision.
This will place more work on the reviewers to do a thorough review
of each paper, but will ultimately improve the quality of the
conference.
