      ACCOUNTING SOFTWARE FOR WUAS AND WSAS UPDATE AND STAFF
                       TRAINING WTM/CQ/01

                       REQUEST FOR EXPRESSION OF INTEREST

The Government of the Republic of Armenia (GoA) has received a grant from the Government
of the United States of America through the Millennium Challenge Corporation to support a five-
year Program of strategic investments in irrigation aimed at increasing agricultural production in
poor rural areas of the country. The MCC Compact, amounting to approximately USD 180
million over five years will fund agricultural and water sector in Armenia. The Irrigated
Agriculture Project includes an Infrastructure Activity to rehabilitate irrigation infrastructure and
build the management capacities of the Water Supply Agency and Water User Associations, and
a Water-to-Market Activity to provide training and access to credit for the member farmers to
transition to more profitable, market-oriented agriculture. Further information regarding the

The GoA intends to apply part of the grant proceeds to make payments under the consulting
services contract for consulting firm (hereinafter Consultant) to update accounting software in 44
Water Users Associations and 3 Water Supply Agencies. Currently all mentioned institutions are
using accounting software installed under the different initiatives. The accounting software
currently operated by Water Users Associations and Water Supply Agencies does not reflect
latest amendments to the different legal acts such as tax legislation and accounting regulations.

MCA-Armenia now invites eligible consultant firms with extensive experience in development
of accounting software, to express their interest in providing the above-mentioned services. The
Consultant will also organize training for the accounting department staff at the Water Users
Associations and Water Supply Agencies on use of accounting software, latest changes in tax
legislation and accounting regulations, tax and financial reporting. The desired Consultant should
have access to qualified expertise in the accounting software development and training of the
accounting staff. The Expression of Interest should include information indicating that the
company is qualified to perform the required services. To enhance their capacities two (or more)
companies may partner to complete the tasks.

The duration of the assignment will be six (6) months with the expected start date in July, 2010.
The Consultant will be selected in accordance with Selection Based on Consultant Qualifications
from among those that respond to this expression of interest in accordance with the procedures
set out in the Procurement Agreement signed between MCC and MCA-Armenia SNCO
(interested companies can find Procurement Agreement in MCA-Armenia website:
www.mca.am). The following criteria will be used to evaluate the bidders: previous experience
in developing accounting software (40); previous experience in conducting training on tax
legislation, accounting regulations and reporting (30); company’s overall access to expertise and
qualifications required for performing this task (30).

While EoI in English is mandatory, it is desirable to receive in Armenian, as well.

Yerevan time. Expression of interest must be delivered to the address below by 17.00 hrs
Yerevan time, on May 11, 2010. Late Expressions of Interest will be rejected.
