NATO-ISAF POST-OPERATIONS HUMANITARIAN RELIEF FUND Valid as of June 2008
Purpose The ISAF Post-Operations Humanitarian Relief Fund (POHRF) has been established to provide quick humanitarian assistance, such as the supply of food, water and shelter, or the repair of buildings or key infrastructure, immediately following sizable ISAF military operations. Guiding Principles The basic guiding principle is for this humanitarian assistance to remain: "as civilian as possible, as military as necessary," in line with the UN "Oslo Guidelines" (revised) on humanitarian assistance. Specifically: The Fund consists entirely of voluntary donations and is established under the auspices of COMISAF, who will be responsible for its sound financial management. NATO’s North Atlantic Council, through the Senior Civilian Representative (SCR), will be regularly updated on the implementation of the Fund. Planning for rapid post-operations humanitarian action will be integrated into the military planning of operations which are likely to have immediate humanitarian consequences. Towards this end, and without compromising operational security, COMISAF and regional commanders will liaise closely with relevant civilian entities to evaluate and plan to address the immediate humanitarian consequences of military operations. COMISAF will regularly consult with the Senior Civilian Representative on project funding. When expenditure is likely to exceed €300,000, COMISAF will consult with the Heads of Mission in Kabul of the countries which have contributed to the Fund. The Fund may be used only to finance rapid humanitarian assistance to the population directly affected by a military operation. Assistance should include, but not be limited to: food, water, shelter, essential medicines and essential repairs. No longer-term reconstruction activities should be undertaken, but neither should immediate relief undermine longer-term reconstruction plans. The implementation of ongoing humanitarian measures should be transferred to civilian actors as soon as circumstances allow. The decision for this transfer will be taken by COMISAF in consultation with the Senior Civilian Representative.

Fourth Quarter 2008 Disbursements HQ ISAF directed: Two projects worth €140,000 were approved to mitigate the effects for people displaced by ISAF operations in various districts in the South and East of Afghanistan. The support included food kits, hygiene kits, student kits, and teacher kits. The kits were greatly appreciated by those who received them. Regional Command South: Two projects worth €69,445 were implemented to mitigate the effects of ISAF operations, including damaged infrastructure, homes, shops and livelihoods. The local population is pleased to see prompt and fair action through numerous small repair projects. The number of IDPs has fallen significantly as repairs are being carried out and the economy has picked up with the restoration of shops. For many farmers the season has been salvaged due to the prompt repair of damaged irrigation infrastructure.
