John Richard Roberts
1996 – Present
Security Strategist in private practice and providing services on a national basis to commercial property
management firms, retail establishments, corporations, security companies and law offices.
Services provided fall into the following categories:
1.
Providing comprehensive security audits of physical premises and the analysis of security policies and
procedures. Long range and holistic strategies to meet internal needs and respond to external events are
proffered.
2.
Security seminars and training. Environment specific training is offered to contract, in-house, and retail loss
prevention departments.
3.
Expert testimony and consultation in matters concerning premises liability, crime foreseeability, third party
criminal acts, negligent security and security standards of care.
1992 – 1996
Director of Risk Management for Valor Security Services, Inc.
Valor is one of the nation’s largest providers of contract security personnel for the shopping center industry. In
his capacity as Director of Risk Management, Mr. Roberts designed and implemented the training programs for
all security officers, supervisors, and account managers in 14 states and totaling in excess of 800 individuals.
Mr. Roberts was also responsible for conducting security evaluations for all Valor properties, as well as
providing tenant and client educational seminars on security related topics including, employee theft, shoplifting
prevention and response, and personal safety. J. R. also reviewed incident reports to identify and respond to
any emerging trends or pattern of criminal activity at a given property.

1981 – 1992
Vice-President of Citizen‟s Against Crime, Georgia a corporation providing educational seminars and training to
corporate and private sector companies addressing concerns of safety and security, workplace violence, and
internal security policies and procedures. Mr. Roberts also conducted security evaluations and audits of
corporate offices, corporate campuses, and industrial plants in order to assist in the development of short and
long range security strategies to implement target hardening and risk transference principles.

Security Industry Certifications and Designations
Crime Prevention Specialist
Certification awarded upon successful completion of an examination demonstrating mastery of the core
curriculum of the International Society of Crime Prevention Practitioners. ISCPP is the largest collective of crime
prevention specialists in the world. J. R. Roberts was awarded the CPS designation in 1988 in an examination in
Detroit, Michigan proctored by Special Agent Joseph Harpold of the Federal Bureau of investigation. Mr.
Roberts was among the first civilians to be awarded the Crime Prevention Specialist designation.
Certified Crime Prevention Practitioner
Bestowed by the Office of the Attorney General of the State of Florida, for completion of a core curriculum of
study including class and field work. Courses completed included: Crime Prevention, Commercial Crime
Prevention, Residential Crime Prevention, Convenience Store Security , College Campus and University
Security, CPTED (Crime Prevention through Environmental Design) and Crime Prevention Technology. Mr.
Roberts was awarded this designation in 1990 by then Attorney General Robert Butterworth.
Specialist in Advanced Crime Prevention Through Environmental Design
Offered to qualified and experienced crime prevention practitioners with prior working knowledge of CPTED
concepts and applications, this training advances the practitioners knowledge of CPTED through practical field
and class room work. Crime prevention Through Environmental design is defined as „The proper design and
effective use of the built environment to reduce incidence of crime and enhance quality of life.” CPTED has been
used by architects, city planners, law enforcement and private security for the last 35 years and has been
codified in law in jurisdictions throughout the United States. Mr. Roberts completed this training with Timothy D.
Crowe, former Director of the National Crime prevention Institute and author of Crime prevention Through
Environmental design in Louisville, Kentucky in 2003.

Statement Analysis
Statement Analysis is currently used by the NSA, FBI, and a wide variety of International and local law
enforcement agencies as a valuable investigative tool in deception detection. Statement Analysis evaluates oral
or written statements for critical and subconscious language shifts which may help determine evasiveness, or a
lack of candor. Mr. Roberts completed the Alpha Group training through the Florida Department of Justice
Coordination in 2002 and subsequently has continued advanced study in this area with John Kaster of the Alpha
Group as well as extensive independent research.
National Crime Prevention Institute
NCPI is operated under the auspices of the United States Department of Justice and is located on the campus
of the University of Louisville. Mr. Roberts completed the following courses: Crime prevention, Crime Prevention
Through Environmental Design, Crime Research, Crime Analysis .Courses were completed between 1990 and
1992.
Center for Problem Oriented Policing
With funding from the Department of Justice and located at the University of Wisconsin, The Center for Problem
Oriented Policing advances state of the art findings to enhance the "identification and analysis of specific crime
and disorder problems in order to develop effective response strategies".
The resulting collaboration between law enforcement and the private sector has yielded innovative and dramatic
changes in analyzing and responding to crime problems, as exemplified by "crime mapping", advanced
geographic information systems and other revolutionary models specific to environmental criminology.

In September of 2008, Mr. Roberts attended the 19 annual Conference for The Center For problem Oriented
Policing in Seattle, Washington where he delivered a series of lectures for that organization.
J. R. Roberts attended the 18th annual conference in Madison, Wisconsin in September of 2007 and completed
the Problem Oriented Policing Model Curriculum of study that same month.
Task Force
City of Savannah 2005 – Present
Mr. Roberts currently serves by appointment of Savannah Mayor Otis B. Johnson, Ph.D. on the Public Safety
Task Force. This special commission is tasked with providing long range strategies and public policies to
enhance safety, security, and quality of life for Savannah residents and visitors. In January, 2006, Mr. Roberts
was honored by the mayor and City Council for this continuing effort.
City of Atlanta 1995 - 1996
In 1995, J. R. Roberts served by appointment of the Atlanta City Council as the Chair of the Crime Safety
Awareness Committee prior to and in anticipation of the 1996 Olympic Games. As a consequence of this work,
CPTED and order maintenance concepts were introduced to the City, public safety and security policies were
reviewed and a number of new guidelines were implemented.
