					                            SCHOOL BOARD MINUTES


(1)            The Board of School Directors of the Lebanon School District met in
      regular session on Monday, January 15, 2007, at 7:00 p.m. in the board
      conference room in the senior high school as advertised in the Lebanon Daily
      News on December 6, 2006. The location of the meeting was changed from the
      board conference room in the senior high school to the William D. Starr
      auditorium located in the senior high school, as there were numerous students,
      their parents, and staff members present.

(2)          President Debra L. Bowman called the meeting to order at 7:01 p.m.
      Everyone participated in the Pledge of Allegiance to the Flag.

(3)           On roll call by the secretary, the following board members were present:
      Mrs. Donna M. Becker, Mrs. Debra L. Bowman, Mrs. Maria Meluskey Dissinger,
      Mrs. Rose Marie R. Kotay, Mr. Michael J. Kuhn, Mr. Thomas L. Schaffer and Mr.
      John P. Shott. Mr. Peter N. Pyles, Jr. arrived at 7:21 p.m. Mrs. Myra A. Kitchen
      was absent. Also present were Dr. Marianne T. Bartley, superintendent of
      schools, Mrs. Mary A. Harrell, secretary; Mr. Curtis O. Richards, business
      manager and treasurer; and Mr. William W. Reed, solicitor.

(4)             Also present were Dr. Evelyn W. Rossi, assistant to the superintendent
      for secondary education and human resources; Dr. Linda S. Dolan, assistant to
      the superintendent for curriculum, instruction, and federal programs; Dr. Barbara
      S. Heckard, assistant to the superintendent for assessment and accountability;
      Miss Michelle Norman, director of development and communications; Mrs. Andy
      Morrison, interim assistant to the superintendent for C & I & Federal Programs;
      Mr. Craig Boltz, director of buildings and grounds; Mr. Charles Fairchild and Mr.
      Jim Dolan, construction; Mr. George Horn, district resident; Mr. Shem Heller,
      district resident; and Mr. John Latimer of the Lebanon Daily News

(5)           RESOLUTION #13705 - The minutes of the re-organizational meeting
      held on December 4, 2006 were offered for consideration. It was moved by Mrs.
      Kotay and seconded by Mrs. Dissinger that the minutes be approved. All
      members voiced consent and so ordered.

(6)           Dr. Bartley began the superintendent’s report by stating the following high
      school students volunteered to help with the Martin Luther King celebration at St.
      Luke Episcopal Church on Saturday, January 13, 2007:

      Maria Meluskey Dissinger was also present.

(7)            As part of school board recognition month, each principal presented his
      or her board buddy with a book, which will be placed in the school library in his or
      her honor.     Dr. Bartley presented each board member with a certificate of
      recognition from the Pennsylvania School Boards Association. Dr. Bartley

       thanked the board members for the tremendous amount of time they volunteer to
       serve on the board.

(8)           The following students were recognized for being winners of the 2006
       PTA “Reflections” Creative Arts Contest:

                Dr. Bartley presented each winner with a Certificate of Excellence and a
       $20 gift certificate to Cedar Book and Card Shop. Brycen Loeper was the top
       winner. He received a $50 gift certificate to the Lebanon Valley Mall.

                 PTA President, Paul Topping, was presented with three certificates that
       the district received from the National PTA for increasing PTA membership in the
       Lebanon School District.

(9)            The meeting recessed at 7:30 p.m. and reconvened at 7:41 in the
       conference room

(10)            Next, Dr. Bartley discussed Board Policy #206, Assignment Within
       District. Open Enrollment is a concern in the Child Accounting area because of
       the high number of children open enrolled annually.          The possibility of
       discontinuing open enrollment was discussed. Additional information is needed
       – we will continue to look at this.

(11)          Mr. Charles Fairchild discussed renovation plans for the playground at
       Southeast.   Mr. Fairchild stated that the basketball area would remain
       unchanged.

(12)            Discussion followed regarding use of kitchen facilities. Liability and the
       health of our students is a concern when allowing people to use our kitchen
       without Nutrition employee’s present. This is a preparatory area for food for our
       children. It is suggested that we always have a Food Service employee present,
       in the kitchen, during events when the kitchen is going to be utilized. This is not
       in the “policy” state yet; follow up discussion with parent groups will occur.

(13)           Mr. George Horn expressed concern about the need to have a Food
       Service worker present at all functions.

(14)           Dr. Bartley will discuss the use of kitchen facilities at her next Parent
       Advisory Council meeting.
(15)           Dr. Bartley announced that the Preliminary Budget would be adopted in
       February. She thanked Curt Richards for all his hard work in preparing the
       budget.

(16)          Dr. Bartley requested a moment of silence to honor the life of Pat Fidler,
       who passed away on December 23, 2006.

(17)             RESOLUTION #13706 – A motion was made by Mr. Pyles and seconded
       by Mrs. Dissinger to accept the following financial reports: the treasurer's reports
       for the months of November, 2006, and December, 2006, were presented for
       consideration; acting upon certification of the treasurer, approve the payment of
       bills payable for December, 2006 and January, 2007 as listed, ratify the payment
       of invoices mentioned in the letter of certification, and take care of all other
       matters regarding the payment of invoices, including acceptance of the letter of
       certification, and record the financial statements as a part of the minutes of this
       meeting; the student activity fund report for November, 2006, and December,
       2006 and the food service report for report period ending December 31, 2006, as
       presented. All members answered aye and the motion carried.

(18)           There were no communications.

(19)            Mr. Harry W. Reed, Esquire, shared that he has participated in a total of
       nine Board Hearings. He commended board members for the way in which
       hearings are conducted. Attorney Reed is also working with district investment
       managers regarding a bond issue, answering questions from board members and
       administrators, and dealing with an ongoing dispute with the IRS, which resulted
       in refunded funds from 2005.

(20)           There was no report on federal and state projects.

(21)           RESOLUTION #13707 – Mrs. Kotay made a motion, seconded by Mrs.
       Becker, to grant approval of recommendation to renew the Annual School
       Leaders’ Legal Liability Insurance Policy through Strickler Insurance Agency, Inc.,
       for the period of 02/06/2007 to 07/01/2007 at a rate of $11,399. The motion
       passed with a unanimous vote.

(22)           RESOLUTION #13708 – Mr. Pyles made a motion, seconded by Mr.
       Kuhn, to grant approval of the Audit Report for Fiscal Year Ending June 30, 2006
       as submitted by Faren Garcia & Garman, P.C., Certified Public Accountants. The
       motion passed with a unanimous vote.

(23)           RESOLUTION #13709 – Mrs. Dissinger made a motion, seconded by
       Mrs. Kotay, to grant approval of recommendation to enter into a web services
       agreement with Sharp Innovations, Inc., to conduct web design, web content
       coordination, and web programming, in the amount of      $37, 723.55 payable
       through the 2006-07 School Demonstration Grant, plus yearly maintenance fees
       of approximately $5,000. The motion passed with a unanimous vote.

(24)           RESOLUTION #13710 – Mr. Shott made a motion, seconded by Mrs.
       Kotay, to grant approval of Change Order No. 01-09 for the Harding Elementary
       School Additions/Alterations Project for Lobar to construct 2 custodian closets in
       the amount of $5,461.15; Change Order No. 01-11 for the Harding Elementary
       School Additions/Alterations Project for Lobar to replace exterior boiler room door
       and replace door leading to roof in the amount of $6,973.11; Change Order No.
       04-09 for the Harding Elementary School Additions/Alterations Project for Blatt-
       Myers to install three GFI floor boxes and receptacles, two 208 volt floor boxes
       and receptacles, one floor box for data with 1” conduit stubbed above ceiling and
       saw cut, remove floor, and replace concrete in the amount of $8,368.00. The
       motion passed with a unanimous vote.

(25)           RESOLUTION #13711 – Mrs. Dissinger made a motion, seconded by
       Mrs. Kotay, grant approval of the following Supplemental Contracts with the
       Lancaster Lebanon Intermediate Unit to provide supplemental special education
       services for Lebanon School District students during the 2006-2007 school year:

               1 contract at       $16,845.00
               1 contract at       $ 9,910.88

       The motion passed with a unanimous vote.

(26)            RESOLUTION #13712 – Mr. Shott made a motion, seconded by Mrs.
       Kotay, to grant permission for the secretary of the board to give public notice that
       the proposed budget for the 2007-2008 fiscal year will be available for public
       inspection as of January 23, 2007, and the board has set the date of Monday,
       February 12, 2007, at 7:00 p.m. to approve the preliminary adoption of the
       budget. The motion passed with a unanimous vote.

(27)             RESOLUTION #13713 – Mr. Pyles made a motion, seconded by Mrs.
       Dissinger, to grant permission for the secretary of the board to give public notice
       for the following:

                Notice to hold a special information meeting of the School Board
                 to review the proposed preliminary budget on February 5, 2007 at 7
                 p.m.
                Notice to file an exception, if necessary
                Notice for public hearing and referendum resolution

       The motion passed with a unanimous vote.

(28)          RESOLUTION #13714 – A motion was made by Mr. Shott and seconded
       by Mrs. Dissinger for the Board of School Directors to accept the following

(30)            RESOLUTION #13716 – A motion was made by Mrs. Dissinger and
       seconded by Mr. Pyles for the Board of School Directors to renew Marianne T.
       Bartley, Ed. D., as Superintendent of Schools for a five-year term beginning July 1,
       2007, at a salary and benefits to be determined by the Board of School Directors.

       The motion passed with a unanimous vote.

       Dr. Bartley thanked the Board for their continued support in her ability to lead the
       Lebanon School District.


(31)            RESOLUTION #13717 – A motion was made by Mrs. Becker and seconded by
       Mrs. Dissinger for the Board of School Directors to accept the following personnel items
       for discussion and action as listed on the agenda as follows:

           Learning Grant, for 1.5hrs/day, for 30 weeks during the 2006-2007 school year at a

           Appoint Andrea T. Morrison as the consultant for the Assistant to the Superintendent
           for Curriculum/Instruction position, at a per diem rate of $250. per day, effective the

(33)            RESOLUTION #13719 – A motion was made by Mrs. Kotay and seconded by
       Mrs. Becker to accept the resignation of Sandra Chardon Smith as a substitute teacher’s
       aide effective 11/10/06. The motion passed with a unanimous vote.

(34)            RESOLUTION #13720 – A motion was made by Mrs. Kotay and seconded by
       Mrs. Becker to remove Michael J. Koerner as a day-to day substitute security guard
       effective December 15, 2006. The motion passed with a unanimous vote.

(35)           RESOLUTION #13721 – A motion was made by Mrs. Kotay and seconded by
       Mrs. Becker to consider the following volunteers under Lebanon School District Policy
       #916 to have resigned as of January 15, 2007:

(36)           RESOLUTION #13722 – A motion was made by Mrs. Kotay and seconded by
       Mrs. Becker to eliminate the position of district in-house printer, effective the close of the
       12/22/2006 workday.

       The motion passed with a unanimous vote.

(37)           RESOLUTION #13723 – A motion was made by Mrs. Kotay and seconded by
       Mrs. Becker to amend the pay rate of Katherine H. Renik, nurse assistant at Henry Houck
       to $13/hr., effective January 2, 2007.

       The motion passed with a unanimous vote.

(38)            RESOLUTION #13724 – A motion was made by Mr. Shott and seconded by Mrs.
       Dissinger to grant approval to discontinue the Junior High baseball and Junior High
       softball programs as previously discussed.

       The motion passed with a unanimous vote.

(39)           RESOLUTION #13725 – A motion was made by Mrs. Kotay and seconded by
       Mrs. Dissinger to grant final adoption of revised Board Policy 604, Budget Hearing.

       The motion passed with a unanimous vote.

(40)          RESOLUTION #13726 – A motion was made by Mrs. Kotay and seconded by
       Mrs. Becker to grant final adoption of revised Board Policy 606, Graduation
       Requirements.

       The motion passed with a unanimous vote.

(41)           RESOLUTION #13727 – A motion was made by Mrs. Dissinger and seconded by
       Mrs. Kotay to grant tentative approval of calendar for the 2007-2008 school year.

       The motion passed with a unanimous vote.

(42)             RESOLUTION #13728 – A motion was made by Mrs. Dissinger and seconded by
       Mrs. Kotay to grant tentative adoption of revised Board Policy 206, Assignment Within
       District.

       The motion passed with a unanimous vote.

(43)           The president requested board members to remain for an executive
       session to discuss personnel matters following the meeting.

(44)            With no further business to come before the board at this time, a motion
       was made by Mr. Shott and seconded by Mrs. Kotay that the meeting adjourn. All
       members voiced consent and President Bowman declared the meeting adjourned
       at 9:05 p.m.
