From the Executive Director

November, 2011 Dominic Jacangelo

I am writing this on what may be the last days of Indian Summer we are experiencing out-

side Albany. Two weeks ago I had eight inches of snow in the yard and today it may best

70 degrees.

Tardy State Payments

The past month has been very frustrating. If you are involved in your club‟s trail prepara-

tion activities or have been to a meeting recently you know as of the second week in No-

vember the clubs still have not gotten their 30% checks from last spring from the State.

This situation has put many of the clubs in dire financial circumstances. Most clubs do not

have any money to prepare the trails for the coming season. NYSSA staff, Directors and

New York Snowmobiler Online

our Albany lobbyist has been on the state‟s back for many weeks to get these payments

moving. While the state agencies may be understaffed they have to find ways to get these

payments out in a timely fashion. The simple fact is that the reason most clubs don‟t have

their money is that the vouchers to the trail sponsors went out way too late.

The good news here is that the state realizes there cannot be a repeat of this year. I am

optimistic that working with the state we can get the trail grant program done in a more

timely fashion so that clubs are not stretched to the breaking point.

Economic Value of Snowmobiling

In 1998 and again in the 2003 studies were undertaken and completed that estimated the

value of snowmobiling in New York State. The second study placed the value at over $850

million. Much has changed since 2003 and the need for a new economic assessment of the

sport is apparent. Working with the SUNY Potsdam Institute for Applied Research we have

developed a updated survey to undertake the new assessment. The survey will not only

NEW YORK STATE

give us updated state wide numbers but has also been designed to break out regional infor-

mation. I have been writing about the survey for several months and a lot of work has gone

into its preparation.

The mailed survey will be going out just before Thanksgiving. If you are one of the lucky few to receive the survey,

please take a few minutes to answer it as honestly as you can. The survey will result in new estimates of the value

of snowmobiling to the NY economy. The mailing that you will receive will include a web location where you can

take the survey on-line. I strongly recommend that you complete the survey in that location if you can. For those

of you who do not receive a survey in the mail, my December article will include information on how to complete an

online survey.

Market Partners

Later in this issue you will read about a few of our commercial partners who provide member benefits. NYSSA

officers, Directors and staff are always looking for new way to provide our members with benefit programs that save

them money and at the same time provide support to the Association. Through these programs NYSSA is able to

keep our membership fee as low as possible (still only $5).

Public Relations

At the 2011 Annual Meeting the Delegates provided authority to the Board of Directors to seek out a public relations

firm to assist NYSSA, and just as importantly, its member clubs with projecting a strong positive image of the

organizations and the sport. Twelve firms answered the Request for Qualifications that was distributed by NYSSA.

These firms are all from the Northeast and range from the fairly large to relatively small. It may be possible to have

the firm in place just after the first of the year.

A Personal Note

Put this in the “Yin and Yang” column: My plow guy told me he was hanging up the plow. His reason, “He needed

more time to snowmobile.” I smiled!

VISA Support for NY Snowmobiling

Have you had enough of your current credit card with its high

interest rates and no benefits? Think you have a decent credit rat-

ing and a card with a less than 10% interest rate is attractive to

you? Want to show the world that you are a snowmobiler and are

proud of it? In a continuing effort to bring our members maximum

value for their membership dollar, The New York State Snowmobile

Association and UMB CardPartner have joined forces to offer the

NYSSA Affinity Visa Platinum Rewards credit card.

This card not only gives you all the benefits of a Visa Platinum Re-

wards Card but also provides support to the Association so that we can keep on advocating on be-

half of the sport and your right to ride. Each time a card is successfully applied for the Association re-

ceives a small bounty to support our activities and helps us to keep our membership dues to a minimum.

Through the pictures that appear on the card you can tell vendors that you are a proud snowmobiler.

There are five standard images to choose from. Better yet you can customize the card with your favorite

snowmobile picture and we encourage you to do so. There is no application fee or annual fee associated

with this card but not everyone will qualify.

Using the NYSSA Affinity Visa Platinum Rewards Card is not only a convenient way to pay for your pur-

chases but is also a convenient way to support the organization that is committed to protecting your right

to ride.

WHEN DO TRAILS OPEN?

A simple question, with a somewhat complicated answer.

It depends on where the trails are located, the amount of

snow cover needed for safe travel, and ultimately, the

decision to open the trails rests with the Club

volunteers who build and maintain them and

the landowners’ wishes. Please contact the

local club to be sure - don’t jeopardize the

trail system for everyone!. Generally, snowmobile

trails are not opened until after NYS big game hunting

season has ended in the respective area.

The map at left is from the NYS DEC website,

http://www.dec.ny.gov/outdoor/28605.html

Based on this map, most trails in the northern zone

(bright yellow) should be possible to open after

December 4, and all other zones after December 20 (due to Muzzleloading Season)

-- if there is adequate snow cover for safe travel.

NILICO & NYSSA: 10 Years of Success

The New York State Snowmobile Association has enjoyed a

partnership with National Income Life Insurance Company

for the past 10 years. NILICO is a sponsor of the annual

NYSSA Forum.

NILICO was the first company to provide continuing Insurance benefits to our members in their time of

need. I am pleased to report that NILICO has paid more than $1 million in claims to NYSSA members and

their families to date.

NILICO provides NYSSA members with valuable benefits at no cost:

 The group Accidental Death and Dismemberment Insurance (AD&D) benefit provides acci-

dental death and dismemberment protection 24 hours a day, 7 days a week, on and off the job,

anytime, anywhere. And how about this for great news: the AD&D benefit has increased this year

to $4,000 of coverage for all NYSSA members in good standing!

 Child Safe Kits are available for each child in the family. The Kit is a place to record vital

information (including fingerprints) for authorities if a child goes missing.

 The Family Information Guide is a convenient place to record information regarding your final

wishes as well as the location of important legal and financial documents to aid family members

in the event of your death.

An optional health services discount program will be available to members who return the beneficiary

card. This discount program features a health services discount card that provides point-of-service dis-

counts on prescriptions, vision care/products, hearing care and dental care at participating providers.

Soon you will receive a letter announcing the new $4,000 AD&D benefit. Be sure to send NILICO your

beneficiary designation. A NILICO representative will personally deliver your no-cost benefits and explain

additional insurance coverage available, so please welcome them into your home.

President’s Message: The Passing of some Giants

by Gary J. Broderick president@nysnowmobiler.com 716-807-7002

It‟s with great sadness that I write this. Charlie Williams, known to many of us as „Moondisc‟ on the snow-

mobiling websites, has passed. Charlie fought cancer for several years. Charlie was a member of the Central New

York Snow Travelers. Besides being an avid snowmobiler and Groomer Operator, he and his wife owned and oper-

ated their own business while being active in many organizations. Charlie was also a Hot Rod enthusiast. Charlie‟s

loss leaves big shoes to fill. Our condolences go out to Charlie‟s family and his extended family snowmobile family,

the CNY Snow Travelers.

Charlie and I had occasion to talk to each other in person at several NYSSA Forums. We didn‟t always agree

on everything, but when people are passionate about a sport, they rarely agree 100% about it. One of the things I

do recall is always receiving a level of respect from him, whether he agreed with me or not and in turn, I tried to

show him that same respect. That aspect is something that we see less and less of: showing respect for someone

that has been there and done that, whether we agree or disagree with all of their thoughts. We, on the organized

end of things, often joke about how we tend to eat our young in this sport. We continually fail to see the big picture:

that we do this because we love snowmobiling. We think that our way, our thoughts, our actions are the only way to

do things, without bothering to listen to anyone else that might have a decent idea. We use the excuse that well,

you‟re new, you haven‟t done this for as many years as me, you‟re just a kid, I know all the facts, etc., etc. And then

we wonder why we can‟t get people to step forward and volunteer. I hope you‟ll think about this a little the next

time someone new has a suggestion. It might be a worthless idea, but the person who suggested it is obviously will-

ing to make a foray into „the business‟. That‟s when it becomes a coachable moment.

Charlie‟s passing brings this into sharper focus for me. We have a problem with the As these

graying of our workforce. We need to train our replacements though we can‟t do it if we

chase them away.

Giants

Jerry Arzie Sr. (also known to folks on the net as „Old Jerry‟) notified us that an-

other long time volunteer named Ken Tuckey („Tuck512‟ for those on Trailcondi-

tions.com) has passed on to his reward. Jerry told me that he met Ken and Ken‟s wife,

Pass

Joyce about 20 years ago. They started the snowmobile thing about 10 years later.

Jerry got interested in snowmobiling when his son sold him his wife's machine (she was Who will

pregnant and couldn't ride). He had Ken ride around the fields a few times on the sled,

and the next week Ken pulled up with a machine and trailer! He was hooked! They

rode on the slow and cautious side and started to get out further and further from home.

Replace

Ken joined the local club with Jerry, the Pulaski-Boylston Snowmobile Club. After Jerry

became a groomer operator, Ken would ride shotgun with Jerry, sometimes clearing Them?

trees out of the trails; Ken always showed up on workdays and did what he could, you

see, Ken, like Jerry, was restricted by health problems he incurred while serving our nation in Vietnam; though he

still helped out by cutting a lot of „helmet slappers‟ and doing anything else he could. Ken lived in the town of Sid-

ney, New York and traveled 2 ½ hours one way to make the club monthly meetings, very seldom missing any. Ken‟s

health started a serious decline over the last 3 years. He ended up on an oxygen bottle. He would ride with the oxy-

gen bottle under his coat. He also did trail signage with the club and helped out at the groomer barn. He solicited

for prizes for the annual fundraiser raffle. He would go out of his way to help anyone in need! Ken was so dedi-

cated to the sport and his club, he told his wife to have a benefit for him when he died and send the money to the

club. The club is having plaques made to dedicate a trail or bridge in Ken‟s memory as they do whenever an active

member passes. Jerry told me, “I already have my bridge picked out, hope it‟s a long time down the trail!” So do

we, Jerry. As these giants pass, who will replace them?

Speaking on behalf of NYSSA, I would like to extend our condolences to the Families of Charlie and Ken and

to their extended families, the clubs they belong to. We are all a little richer for knowing them and a lot poorer with

their passing.

Based on feedback I‟ve re-

ceived from various clubs around the

state, we are asking everyone to get

the word out-„Ride Between the

they give you a dedicated area to

to get used, people head to the fresh

virgin snow outside the sticks, then

the next guy gets a little farther out-

side his track and so on, until you

have a 300 foot wide trail across a

(via a groomer) actually helps these

crops, but as you progress outside, it

cuts into the crops, especially if the

conditions are thin. We need to re-

spect the landowner‟s wishes by

Vice President Report

Jim Elmore, NYSSA Vice President

585-813-4610 jelmo@buffalo.com

While I travel from Jamestown to Seneca Falls and up to Lewiston and down to Belmont and

other areas across New York State the orange pylons and K-rails are being picked up, marking

the end of the road construction season. What is taking their place are orange wood stakes in

the empty corn or soybean fields along the same roads, club volunteers are out marking their respective snowmobile

trails. Avid snowmobilers like this time of year, the days are shorter and the weatherman is getting more attention

these days. Everyone is gearing up and starting club operations again. Many clubs have already started, some are

rebuilding bridges washed out by the violent weather this spring and summer. Clubs are getting their snow groom-

ing operation ready to roll and many are training new operators. Parents are looking for a safety class to register

their children in, hoping they enjoy a lifelong activity. It‟s never too late to call a local club and volunteer a few

hours helping out.

We just wrapped up the November monthly board meeting at Drivers Village with many items that need

addressing. The Government Affairs committee has submitted a bill to lobby on behalf of the vintage snowmobile

owners. If this becomes law it will bring in more revenue to the trail fund, many vintage snowmobiles are sitting

idle because there is no incentive for them to register to ride a few times a season. Our Budget and Finance com-

mittee have asked all other committees to submit their respected budgets. The committee will compile all the num-

bers and have a budget ready for the members to vote on, remember the Annual Forum is in Historic Lake Placid in

April 2012.

Speaking of Lake Placid, please put this on your refrigerator calendar (April 20-22, 2012) or download it into

your smart phone. NYSSA events committee is working overtime to make this a different experience for our snow-

mobile members. They are working to make this work with the Olympic theme and our great snowmobiling system

in the State. If you attend the Forum every year this is not the one to skip out on. The Lake Placid community will

be hosting many events pertaining to the past Olympics. Most of us remember the 1980 USA hockey team upsetting

the powerful Soviet Union team, then continuing on to win the Gold medal, it happened here. When the pre-

registration becomes available later this season, don`t delay and miss out on this event.

I am sitting on the Public Relations Ad-hoc committee and we received 12 proposals to look over. The dele-

gates this past April passed a resolution for NYSSA to hire a PR firm. After last weekend we cut the list down to 4

companies. Next month our committee will cut this down to 1 or 2 and then present them to the Board of Directors

to vote on. We hope this will increase the presence of snowmobiling across the State in a very positive way. We are

looking for the best value for the members and the company is not all talk but will take an active role in what we

face across the state. The December 3rd meeting will be held in Liverpool, NY at the Holiday Inn. It is open to all

members, so please attend if you are in the area.

Remember to work safe opening up the trails and keep good records of the hours and equipment you are

using. Don`t wait till May to turn in your paperwork, this hurts your club with the trail funding program. The holiday

season is fast approaching so I would like to say Happy Thanksgiving and enjoy this time with your families.

NYSSA wishes you and your families

a safe and happy Thanksgiving!

Trail Coordinator Report

by Jim Rolf, NYSSA Trail Coordinator

888-624-3849 x 102 jrolf@nysnowmobiler.com

November… it‟s always been a month that I personally love to see each year. Usually the first snowflakes are in the

air and that brings to mind one thing for me… SNOWMOBILE riding will soon be here! (as well as Thanksgiving din-

ner!). Trail work is in full swing for most clubs and they are preparing their groomers for what we all hope is a nice

long winter. Any potential volunteers for these yearly club duties are urged to contact a club-in-need, giving a much

appreciated hand out on the trails, groomer preventive maintenance work, and with fundraisers.

It‟s also that time of year that a good majority just starts to think about registering their sled(s) for the upcoming

season. Recent data shows that most people register their sleds in Dec. and Jan. That delay and subsequent influx

of massive amounts of requests to the NYSSA office could end with a short timeframe where a phone call is missed.

All 3 NYSSA staff try helping out with these calls, but Anne (our General Manager) is usually the one inundated for

“membership numbers” or just plain help with the whole process. I‟d like to suggest that we all start thinking about

getting prepared a little sooner from now on. Join a club of your choice EARLY… you can do so right after April 1 st

each year, so you can have your voucher in hand when sled renewals are sent out by the NYS DMV in late July. You

can beat the lines at the DMV offices too by sending the renewals with a check in early or going to an office before

the influx begins.

This year, due to my new position within NYSSA, November brings other thoughts to mind as well… lots of training,

traveling, and stuffing envelopes with certificates of attendance for those who sat through some of the safety

classes that I‟m involved with. Those that attended the Groomer Operator Course and the Chainsaw Safety Courses

at this past Forum, I must apologize for the delay in obtaining your certificates. Due to not knowing who was ulti-

mately in charge of that duty along with a couple of retirements, I just sent them all out this week. If you don‟t

receive yours soon, please let me know.

NYSSA Club Trails

A few years back, my predecessor Dave Perkins initiated a process whereby clubs that maintained trails but were

not funded through Parks for whatever reason could name trails. Some clubs have been assigned ID numbers for

these “club trails” so they are noted, signed for riders‟ sake, and are included in the NYSSA Trail Liability policy. I‟d

like to see each club who requests a number for their own unfunded trail(s) to send me an e-mail (or through the

snail-mail if so elected) with a short description of where the trail(s) begin and end; what amenities are located on

the trails, and what municipalities encompass the trail. We also would like to suggest that these trails be GPSed this

upcoming season for future use.

GPSing Your Trails

In this past season‟s Phase I application from Parks, it was noted that “ By the Phase I deadline for the 2012-

2013 season (June 30, 2012), GPS data will be required for ALL TRAILS that wish to continue receiv-

ing state funding.”. I am suggesting that any club that has not yet GPSed your trails to meet this requirement do

so this winter. Obviously some trail re-routes do come up at the last minute, but most of the time clubs know when

they are moving a trail and the winter months with snow on the ground gives the optimum opportunity to access

these areas, compared to at the last minute during the spring-time “muddy season‟. I also must remind all club vol-

unteers that they need to obtain landowner permission BEFORE accessing another‟s land for the purposes of scout-

ing out new trail locations. You would be trespassing and could face arrest & fines. Don‟t jeopardize yourself; get

the permission done before walking or driving around looking for re-routes or new trail locations.

I will keep all clubs informed of any new inclusion in this next season‟s Phase I application. I have asked Parks if

they could possibly release the application while there is snow on the ground (like by February?) in order for clubs

who have their GPS work and all metadata forms finished the opportunity to submit it early. We aren‟t sure if this

will happen, but it does make sense that your GPS work be done while there is a snow base to allow for easy ac-

cess. Club members will be riding their trails anyhow and groomers should be out smoothing down the trails,… both

great ways to GPS your trails.

workings of these GPS units. Contact me to find out how to borrow these units for a week or so. See “Guide to

GPS Trail Mapping” on our site at www.nysnowmobiler.com/trail-info/gps/59-documents for more info on what is

expected and how to convert GPS shape files to what Parks can accept and work with.

STEP Signage Program

There are only a few classes remaining this year. It seems this year we had quite a lot more attend than usual due

to holding 15 classes for 25 Counties at different locations across NYS. Visit the NYSSA website on the Member‟s

Side, under Trail Programs to view the remaining list of dates and locations. Clubs are urged to send at least one

representative that will be out signing your trails to a local class, to get the latest STEP information. As a reminder…

any advisor that took a course 2 years ago or longer MUST take this course again, as the certification is only good

for 2 seasons. Any others interested in becoming more familiar with the signage guidelines, to renew or to become

a new STEP advisor, look at the fall schedule of classes and pick one close to you.

As I have been driving around to different

meetings this fall, I have been noting how

many clubs get their signs up early. Quite a lot

of road crossing signs are up all over, and most

reflect what is asked for in the OPRHP Trail

Signing Guidelines. I took a few pictures of

some of these trails. Here‟s one from the Ar-

cade area or exactly what “pairs of stakes in

open fields” looks like. I give KUDOS to the

woman who signed this particular portion of

trail for her club. GREAT JOB!!

I truly need to thank those instructors who

have once again STEPped up to help with this

important signing program. Counties that have

not had classes before are hosting them this year, with instructors taking on more areas to educate the volunteers

and train Safe Trail Advisers and new instructors volunteering to be involved in educating our clubs‟ volunteers.

THANK YOU!

Parks Chainsaw Course

Steve Lewis and I have discussed holding a “basic chainsaw training course” for those clubs that have Parks‟ permits

for trail use. This course will NOT be based on “The Game of Logging”, which DEC requires in order to meet their

permit demands. It will be a safety-based course that Parks employees themselves attend, satisfying the require-

ment which all Parks‟ permits include for snowmobile club volunteers. Look for dates in the coming months. Snow-

mobile clubs with Parks permits must send at least one volunteer who cuts branches on NYS OPRHP lands to certify

their permit requirements. I have only heard from a handful of clubs willing to attend these courses. So if your club

volunteers can utilize this course, please let me know ASAP so we can set it up.

I‟ve had 2 conversations with DEC staff who stated that any snowmobile club volunteer under an AANR permit only

needs to attend a Basic Chainsaw Course as opposed to the long-course called “The Game of Logging”. As this plays

out, I will keep everyone informed. But as always, please check your respective AANR agreements to know for sure

what is required.

E-911 Locator Signs

This is a final reminder that the Allstate spon-

sored E-911 (emergency locator) signs are in.

Any club that forgot to order them this summer

who needs them should contact me right away

before they are gone. I will have some for the

December NYSSA BOD meeting. Clubs should get

these signs out on trails at junctions and road

crossings so riders begin to understand what they

are there for.

TRAIL WATCH on National Grid Lands

As a reminder, all clubs using N G lands are to

apply for permission through the N G Real Estate

Offices. Contact me via e-mail and I will set you

up with their contact information.

As part of the working relationship between

NYSSA clubs and National Grid, the TRAIL

WATCH program was started a few years back.

It was initiated to partner with Homeland Security

to protect sensitive facilities along our trails. Ernie

Roosevelt worked thru the NYS Homeland Secu-

rity to get their approval on the program and also

the pamphlet that he developed. Signs outlining

the need for riders to watch out for suspicious

activity on the N G lands with snowmobile trails

were developed and available through. It is sug-

gested that a sign be placed at the beginnings

and ends of each trail segment that is allowed to

be open by N G real estate, alerting others to the

program along with the phone numbers to use to

report a crime. Please get these signs out on the

trails and the pamphlets to our riders. I have 2

boxes of signs available, so if you know of any

clubs that need any, have them contact me. I

will be bringing the boxes to the BoD meeting in

December for any Director that needs to take

some back to their District.

30% Vouchers

The final funding process for the 2010-11 snowmobile club season should come to an end soon. Most Sponsors have

received their vouchers and have sent them back to Parks for processing and payment. A handful of Sponsors have

now reported that they have received their wire transfer from NYS and are sending checks out to their clubs. Just in

time for the 70% pre-season voucher process to begin…

The Toronto Snow Show

I traveled to Toronto in mid-October where I worked a booth with the Oneida Co. Tourism bureau staff and volun-

teers. They were gracious enough to pay for my accomodations and allow me to set-up a small table stand and ban-

ner promoting NYSSA and NYS snowmobiling. This show is billed as “the world‟s largest snowmobile show”. (See

photos next page).

Many of the attendees that stopped at the booth had already read the SuperTrax article about Oneida Co. snowmo-

bile trails, were very interested in traveling to NYS to ride, and needed info on how to register in NY along with ask-

ing questions as to “how is it crossing the border with sleds?”. Quite a few attendees that have tried unsuccessfully

to ride in NY expressed their issues with our DMV offices. They felt the requirements for paperwork were too far

over the top and wondered if NYSSA could help correct this situation.

The New JIMAPCO Interactive Snowmobile Map

The map should be able to be updated sometime soon, as Parks has stated that soon after Nov. 1 st, the latest map

data would be releasing the newest compiled club-reported trail data. Any correction notifications on trail locations

should really wait until after Nov. Any club contact info errors should be addressed right away though, directed to

Mike LaViolette at JIMACO (mlaviolette@jimapco.com).

Groomer Training Courses

Any club or County group that may be hosting a groomer training class, please notify me of the date and location so

I can post them for all clubs to know about. Any club wishing to hold their own, I have a couple of DVDs of the

Parks training course left that I can send out for your own use.

Michigan Needs our Help

While Michigan may have more registered snowmobiles than any other state, it does not mean that they

are not under attack by environmentalist. Currently our friends to the west are attempting to fight off a

process that will ban snowmobiling from a considerable area of National Forest. Just substitute state for-

est for national forest and this story can sound awfully familiar. Please take a minute to read Bill’s plea

and send off a simple but original message to the Forest Service that you prefer alternative 3 or 4. Re-

member your note must be at the Forest Service by December 21, 2011. You can e-mail your comments

to: comments-eastern-huron-manistee@fs.fed.us

Still Time to Comment on Huron-Manistee National Forest Plan

by Bill Manson, Executive Director of the Michigan Snowmobile Association

Last month, the Huron-Manistee National Forests released a Draft Supplemental Environmental Impact Statement

(SEIS) for public review and comment. There is precious time remaining to comment on this plan and let the Forest

Service know our (snowmobilers‟) preferred alternative. Comments will be taken until Dec. 21, 2011.

You need to comment on this issue to help fight the proposed closures to snowmobiling and hunting with guns in

the Huron-Manistee National Forests! While this debate is over a desire by some for more “quiet” areas in the for-

ests, expectations are unrealistic and show that these people don‟t understand the true surroundings found within

the forests.

A Proposed Ban

The SEIS proposes to ban snowmobiling and gun hunting within 14 Semi-

Primitive Non-Motorized Areas (SPNM) on these forests as the result of a legal de-

cision by the 6th U.S. Court of Appeals.

PROTECT

Your MSA staff is in the process of wading through this, 198-page document, to

help you better understand how each of the alternatives might affect you. YOUR

Here are the four alternatives outlined in the plan with our initial

assessment. RIGHT

ALTERNATIVE # 1 No action alternative.

While this keeps things as is, it doesn‟t comply with the problems the court case

TO RIDE!

pointed out and probably leaves it open to more legal challenges.

ALTERNATIVE # 2 Proposed action.

This gives Mr. Meister exactly what he wanted, no snowmobiling or firearm hunting in the 14 areas in question.

Clearly, MSA strongly opposes this one. Proposed Action Alternative 2 would essentially shut off trail networks both

north to south and east to west across the Northern Lower Peninsula. All snowmobile trails which would be closed

by Alternative 2 are located on open public roads and should remain open for winter snowmobile trail use.

Proposed Alternative 2 would effectively eliminate important small links within the overall trail network and conse-

quently eliminate connectivity for significantly larger portions of the trail system.

Last month, I wrote that snowmobilers would have trouble getting from Ogemaw Hills to Houghton Lake. While

we could still travel this route, our network would be broken with this ban. We would no longer be able to connect

to other trails through the Huron National Forest.

ALTERNATIVE # 3 Change management area designation to align with the current uses of the

areas. Basically, if you like how things are right now and want that to be the management goal for these 14 areas,

this alternative is probably for you. This alternative allows snowmobiling and all firearm use to continue as is. The

areas in question should be defined as Semi-Primitive Motorized areas, and kept open to snowmobiling and firearm

hunting.

(Continued on page 19)

NYSSA Online Magazine

(Continued from page 18)

ALTERNATIVE # 4. Change management area designation and manage to provide a less roaded rec-

reation experience. This is the USFS‟s preferred alternative, which also allows all snowmobiling and firearm hunt-

ing to continue as is. However, the new goal for these 14 areas would be to continue to reduce road mileage density

in many of the areas. This alternative negatively impacts both snowmobilers and fire arm hunters.

A Personal Letter Carries More Weight Than a Form Letter

The Forest Service received more than 9,000 letters on this issue. We were told that 2,500 were form letters from

members of the Fund for Animals. These letters came from all over the world, and were in favor of closing our pub-

lic lands to snowmobiling and fire arms hunting.

That is why we have to make sure our voices are heard. We have also been told that the Forest Service has de-

cided to classify duplicate form letters as one comment. For example, those 2,500 form letters form the Fund for

Animals would now only be considered one comment.

By all means, if your time is limited download the form letter found on MSA‟s Web site, sign it, and send it in.

However, if you have a little time, please write a personal letter. The letter you submit doesn‟t have to be

long and lengthy. You just need to let the Forest Service know that you are in favor of Proposed Action Alternative 3

and opposed to Proposed Action Alternative 2. Just tell the Forest Service that they would be destroying our snow-

mobile trail network in this area. Tell them that Alternative Action 2 would destroy a snowmobiler‟s ability to ride

cross-country in these areas.

Please also keep in mind that Michigan has the largest number of registered snowmobiles in the U.S. yet, on a per

capita basis, the fewest miles of snowmobile trails. All existing trails on these forests are critical to meeting the high

demand for snowmobile trails in Michigan. We need more opportunities, not less.

National Forests are to be enjoyed for multiple recreation uses; be very cautious about excluding public use based

upon subjective positions or bias of a few toward other legitimate recreation use.

Once Comments are Received

Once the comment process is complete, the Forest Service will take all comments, both in favor of the ban and

against the ban, and consider them in their decision. Remember form letters are collected, piled and consid-

ered one comment, either for or against.

The Forest Service will then come up with their recommendation. They will take that recommendation back before

the issuing judge for his approval. We are working hard to make sure that this recommendation keeps these areas

open to snowmobiling and firearms hunting. We also realize that once this recommendation is made and the judge

makes his decision, lawsuits will more than likely be filed. Remember it was a lawsuit that started this entire process

-- Meister v. USDA Forest Service Court Case. We will, more than likely be talking about this issue for months to

come.

For more information

For more information about this process, call the Huron-Manistee National Forests office, at (231) 775-2421 to

request a CD of the SEIS documents. You can also visit the Forest Service Web site at www.fs.fed.us/; select Huron-

Manistee from the “By Name” menu at the top right of the page and hit “Go.” Once the Huron-Manistee page opens,

click on “Forest Plan SEIS” under Quick Links at the top right of the page. The Land and Resources Management

page will open, which contains the “Draft SEIS PDF Suite” files with all SEIS documents.

Visit the MSA Web site at www.msasnow.org to obtain updates, comment information, and links to this process.

We are doing our best to keep you informed regarding this critical issue. Rest assured those who want us out of our

National Forests are doing everything they can to take away our right to recreate on our public lands.

Clean Snowmobile Challenge - 2012

HASLETT, MI, November 9, 2011 – A record number of teams are expected to participate in the SAE 2012 Snowmobile Challenge,

sponsored by the snowmobile manufacturers along with other supporting businesses, set for March 5th-10th, 2012 at Michigan

Technological University.

Held at the University’s Keweenaw Research Center, the Snowmobile Challenge is a collegiate design competition of the Society of

Automotive Engineers. Engineering students from participating schools take a stock snowmobile and reengineer it.

The snowmobiles will compete in a variety of events including emissions, noise fuel economy/endurance, acceleration, handling, static

display, cold start and design.

The University snowmobiles are expected to be cost-effective and comfortable for the operator to drive. The intent of the competition is

to design a snowmobile that will primarily be ridden on groomed snowmobile trails. The use of unreliable, expensive solutions is

strongly discouraged! Modern snowmobiles are engineered to meet the current standards for noise and emissions. Teams are expected

to add innovative solutions for improving on performance of the

NEW BUSINESS MEMBER

base sled that they start with. Design judges (written and oral)

will be looking for innovations and incorporating that into their

scores.

The minimum performance expectations for a trail snowmobile

are set by the rules as a sled that by design will go 100 miles

without refueling and can attain a trail speed of 45 miles per

hour on a smooth trail.

Students will be trying to reduce friction and improve efficiency

of the entire drive train.

The snowmobile manufacturers are major sponsors of the event.
