                                 General Terms And Conditions
1   The name of the client is: Andaman & Nicobar Islands Integrated Development Corporation
    hereinafter referred to as the ANIIDCO .

2   ANIIDCO is a Government organization under the A & N Administration which is registered as a
    company under the Companies Act .
    The major responsibilities assigned to the Corporation are: -
       a. Undertake Infrastructure Development Projects
       b. Sale of various essential commodities like Milk, Fruits & Vegetables, IMFL, Steel etc.
       c. To act as SIDC for grant & disbursement of loans under various schemes.
       d. Promote Tourism and operate the Megapode Nest Hotel & Other Hospitality related units
       The Corporation is having turn over of Rs. 62.19 crore (approx.) per annum.

4   The name, objectives, and description of the tender are:

       The scope of work is to supply, erection, testing and commissioning of refrigeration equipments
       suitable for meeting the requirements mentioned, including delivery at site. The contractor shall
       provide sufficiently in advance, all necessary materials, equipment‟s and labor etc. for the
       execution and maintenance of work till completion. The contractor shall ensure that all materials
       that go with the works be approved by the competent authority.

6   Only those firms who have experience in Cold storage and ice plant projects during the last five
    years ending March 31, 2005 as below are qualified to bid:
    (a) Three similar completed works costing not less than Rs 08 lakhs each OR
    (b) Two similar completed works costing not less than Rs 10 lakhs each OR
    (c) One similar completed work costing not less than Rs 16 lakhs.
7   (i) Technical & financial bid and all connected documents should be submitted in ENGLISH only.
    (ii) Tender must remain valid for 120 days after the last date for submission

      The tenders received late shall be summarily rejected. It is the responsibility of the tenderer to ensure
      that the tenders are sent to ANIIDCO through reliable agency, which shall ensure receipts in time
      before the closing hours.

9       (i) Tenders must be submitted not later than 15.00 hours on ( Day 30).
        (ii) Separate Technical and Financial proposals are required for the tender. Separate sealed covers
              shall be submitted for the Financial (2 Copies) and Technical Tenders (2 Copies). The bidders
              are to submit the bids in the prescribed format with the required break up.
        (iii) The envelopes should mention the name of work as Design, supply, Installation, testing and
              commissioning of 5 Ton capacity Chill room, 10 Ton fish storage capacity cold storage plant
              and a 3 Ton Ice plant at Havelock and nature of Tender (Technical/ Financial) at the Top and
              the name of the submitting tenderer at left hand corner of the envelope.
        (iv) The tenders shall be in the enclosed formats (Form for technical & Financial bid at appendix 1
              &2).
        (v) The technical offer should be accompanied by a EMD of Rs. 50,000/- (Rupees Fifteen Thousand
              only) in the form of demand draft payable to the General Manager ANIIDCO at Port Blair.
        (vi) The Technical tenders shall not indicate any particulars of the Financial tenders otherwise the
              tenders shall be liable to be rejected. All Technical documents like literature, catalogues etc.
              shall be placed in the same sealed cover.
         (vii) Each page of tender should be numbered and signed by the authorized signatory with the seal
               of the firm and the forwarding letter must indicate the details of the enclosures attached.
         ( ix)The fees quoted will be inclusive of all taxes, levies, duties etc including service tax.
10    Evaluation Committee: The tenders shall be evaluated by an evaluation committee comprising of:
       (i) Dy. General Manager (ii) Sr. Manger /Manager (Acctts. ) (iii) Manager (CW)

11 Evaluation Procedure:

     (i)Technical Evaluation : The technical tender will carry score of 60 and minimum qualifying score shall
     be 36. The marks scored in technical tender will be carried forward to financial tender.
     (ii) Financial Evaluation : The financial tender will carry a maximum score of 40. The tenderer giving
     the lowest tender shall be awarded 40 marks. Other tenderers will be awarded marks in inverse
     proportion to the lowest quoted tender out of 40. The successful tenderer will be decided based on
     combined score.

12    Technical Evaluation
     (a) The Technical tenders shall be opened on ( Day 30) at 1530 Hours on at the office of Dy. General
           Manager ANIIDCO by the Evaluation Committee in the presence of tenderers, who wish to
           participate.
     (b) The Technical proposal should be submitted as per format enclosed in Appendix-I and shall
           comprise the following:
      (i)   Letter of Transmittal (in given format)
      (ii) Check list of the submission
      (iii) A1 – organizational details and financial statement (max. score 7)
      (iv) A2 – methodology and work plan with time schedule (max. score 25)
      (v) A3 – team composition and task assignment (max. score 8)
      (vi) A4 – contractors s references (max. score 15)
      (vii) A5 – Local presence (Max. score 5)

      (b) The technical score of a bid will be evaluated after combining the marks scored under clause (iii)
      to (vii) above. The minimum qualifying score for the technical proposal shall be 36. The technical
      proposal submitted by Consultant would carry a weightage of 60% for final evaluation along with
      financial proposal.

13    Financial Evaluation
      After technical evaluation is completed the ANIIDCO shall inform those tenderers whose tender did
      not meet the minimum qualifying marks or were considered non responsive to the terms & condition
      and their financial proposals will be returned unopened after completing the selection process. The
      list of tenderers whose offers have been selected after technical evaluation shall be displayed at the
      notice board of the Corporate Head Office at Vikas Bhawan Port Blair at 1500hrs. on day 35 . Such
      selected tenderers may attend the opening of financial tenders at the office of Dy. GM at 1100 hrs
      on day 36 .
      The score on price quote will be calculated in the following manner:
      Financial Proposal score for a qualified bidder = 40* X/Y
      Where X = Price of the lowest qualified bidder
                  Y = Price of the concerned qualified bidder
      Price shall mean the lumpsum price quoted by the bidder in Appendix 2.
      The marks allocated to the lowest qualified bidder will be 40 and to the concerned bidder, 40*X/Y.

14.   The Bidder scoring highest weighted score will be awarded the work. In case of a „tie‟ with respect to
      the weighted score, the bidder with higher score against technical proposal shall be selected for
      award of the work. The details of final selection shall be communicated to the tenderers in two
      weeks after finalisation of the financial evaluation which limit is subject to further extension at the
      discretion of MD ANIIDCO.

15.    (a) The selection of agencies will be at the sole discretion of ANIIDCO who reserve their rights to
       accept or reject any or all the proposals without assigning any reason or reasons. The Corporation
       reserves the right to summarily reject any tender where any violation of tendering process or
       attempts to bring external pressure in award of work is noticed by the evaluation committee.
      (c) Failure to provide all information or concealment of any information material to award of work
        shall be at tenderer‟s own risk and may result into rejection of the proposal.
       (c) ANIIDCO reserves the right to call for additional information from the bidding tenders as
       may be required.

                                                                                       Schedule 1
                                          Special Conditions
1    The earnest money for the successful bidder will also function as security deposit (refundable)
     which shall not be refunded before expiry of 24 months after issue of final report or final statement
     of completion of works or till the final bill has been prepared and passed whichever is later.
2       (i)     The successful bidder shall be required to deposit an amount equal to 5% of the
                tendered value of the work as performance guarantee in the form of an irrevocable
                bank guarantee bond of any scheduled bank or State Bank of India in accordance
                with the form prescribed or in cash or in the form of Government Security, fixed deposit
                receipt etc. The bank guarantee on account of performance guarantee shall be valid
                up to 30 days beyond the stipulated date of completion.
        (ii)    After depositing the performance guarantee, as stipulated above the tenderer shall
                be required to execute an agreement with in 15 days of such deposits on a non-
                judicial stamp paper of Rs.10/- and the period of agreement shall commence with the
                date of the execution of the deed of agreement.
        (iii)   If the tenderer, finally selected for award of Refrigeration work on basis of above
                procedure fails to enter into agreement within the time limit as may be prescribed by
                the Corporation, the Corporation will invite the tenderer who has quoted next highest
                amount in the Financial tender for award of the work.
        (iv)    All costs, charges, including stamp duty and registration charges etc., in the matter of
                signing of the agreement deed after acceptance of the tender shall be borne by
                tenderer.
        (v)     The performance bank guarantee and security will be liable to forfeiture in the event
                of breach of any of the terms and conditions of agreement.
        (vi)    The security deposit shall be refundable only on 24 months after the completion of the
                assignment in accordance with the agreed terms and conditions. The security deposit
                shall however, not carry any interest.
3       (i)     In case a tenderer withdraws, his tender after acceptance by competent authority, his
                E.M.D shall be forfeited.
        (ii)    If the tender is not accepted by the competent authority, the earnest money shall be
                refunded to the tenderer without any interest.
4    It will be imperative on each bidder to fully inform themselves of all local conditions and factors,
     which may have any effect on the execution of the assignment covered under these documents.
     It must be understood and agreed that all the factors have properly been investigated and
     considered while submitting the proposals. No claim for financial adjustment to the contract
     awarded on these documents will be entertained by ANIIDCO on this account.
5.   Time Schedule
     The basic consideration and essence of the contract shall be strict adherence to the quality and
     time schedule for performing the works/services. ANIIDCO reserves the right to request for a
     change in the time schedule during pre-award with the successful bidder.
           Providing information/details/assistance by ANIIDCO as        1 week*
           per scope of services
           Supply of Refrigeration and ice plant equipments               10 weeks
           Installation of Equipments                                     4 weeks*
           Testing and commissioning of Chill room, Cold Storage &        1 week*
           ice plant.
           Approval of ANIIDCO/ Completion Certficate                     1 week*

6.    Penalty
      (a) In case of failure of the Contractor to Complete the work within the stipulated time of
      completion, liquidated damage @ 0.5% per week of delay with the maximum of 10% of the
      Contract value shall be recovered from the Contractor.

7.    ANIIDCO shall issue the “ final report or final statement of completion” upon verification of the
      report of compliance of the contractor. The defect liability period will continue till one year after
      submission of final report or final statement of completion or settlement of all disputes with
      contractors in arbitration, whichever is later.

8.    The payments made by ANIIDCO to the Contractor will be commensurate with the total project
      cost and the physical progress of the project at each stage as mentioned in the payment
      conditions.

9.    ANIIDCO may at any time terminate the agreement by giving a 30 days notice, to the Contractor
      awarded this assignment if the quality of output and/or adherence to the time schedule is not
      satisfactory .In such an event the contractor shall not be entitled to refund of security deposit and
      performance guarantee.
10.   (i) That in case of any dispute arising between ANIIDCO and the Contractor in respect of the
      interpretation or performance of any terms or conditions of this agreement, the same shall be
      referred to the arbitration of a sole Arbitrator to be appointed by the Chairman and Managing
      Director, ANIIDCO whose decision there on shall be final and binding on both the parties. The
      venue of the arbitration shall be in A&N Islands.

      (ii) All disputes pertaining to this tender or the Contract awarded in pursuance to the tendering
      process shall be subject to the jurisdiction of courts at Port Blair.


      PAYMENT TERMS
11    1.   Payments will be made against invoices raised by the Contractor by cheque or a demand
           draft drawn in favour of the Contractor within a period of fifteen working days after receipt
           of the bill by ANIIDCO, in cases where there are no disputes. All payments beyond a
           period of sixty days from the date of receipt of bill by ANIIDCO, for which the Contractor
           has not received any reason for non payment shall bear interest @ 5.5% per annum. The
           paying authority shall be “The Andaman & Nicobar islands Development Corporation Ltd.,
           P.O.Box 180, Vikas Bhavan, Port blair – 744101.”.
      2.     a) The Contractor shall submit curriculum vitae of the engineers/personnel to be deployed
             for the execution this project and also periodically inspect the site during construction
             phase in the format A3/1 on page no 29 along with the Detailed time schedule for
             Progress of work.
             (b) If the services of personnel are not made available at proper time and in specified
             numbers, the supervision and quality control will suffer and in such case, ANIIDCO may
             arrange the services of such personnel from any Government Department or open market
             and double the amount of remuneration actually paid to such personnel shall be
             recovered from the Contractor.
      3.     Defect Liability Period: - The Expert Personnel shall be required to visit the site as desired by
             the ANIIDCO. He shall be required to visit the site at the time of completion of defect
             liability period before issuing the certificate for satisfactory completion of rectification of all
             defects pointed out during the defect liability period.

     4.     Payment conditions:
               I)    20 % of the contract amount shall be paid to the contractor as advance within
                     30 days of the execution of the agreement bond at Port Blair(South Andaman)
                     against Bank Guarantee provided by the firm valid for a period of 180 days
                     from the date of execution of the agreement. The Contractor shall be liable to
                     extend the validity period of bank guarantee in case of delay in completion of
                     work for the period by which the completion work is delayed (excluding the
                     claim period of 3 months for claiming amount from the bank).
               II)   60% of the contract amount shall be released to the contractor in 3 equal
                     installments based on the value of the plant machinery supplied at the site
                     against supporting vouchers and production of a performance guarantee.
                     Each installment will be released within 30 days from the date of receipt of
                     plant machinery in full at the erection site.
               III)  20% of the contract amount shall be paid to the contractor after erection,
                     commissioning, testing and satisfactory trial run and final handing over of the
                     plant and machinery in good running condition to the Department and other
                     receipt of the Bank guarantee as indicated at Para IV performance guarantee.
               IV)   A bank guarantee equivalent to 10% of the total cost of the contract amount
                     shall be given by the contractor which shall be kept alice during 12 months
                     guarantee period from the date of final handing over of the fish cold storage
                     plant and Ice Plant in good running condition to the Department.

12   FORCE MAJEURE

     Notwithstanding the provisions of this contract, the Contractor shall not be liable for forfeiture of its
     performance security, liquidated damages or termination for default, if and to the extent that, its
     delay in performance or other failure to perform its obligations under the contract is the result of
     an event of force majeure.

      For purposes of this clause, " Force Majeure" means an event beyond the control of the
     Contractor and not involving the Contractor fault or negligence and not foreseeable. Such
     events may include, but are not restricted to, acts of the Corporation either in its sovereign or
     contractual capacity, wars or revolutions, fires, floods, epidemics, quarantine restrictions and
     freight embargoes.

     If a force Majeuer situation arises, the Contractor shall promptly notify the Corporation in writing of
     such conditions and the cause thereof. Unless otherwise directed by the Corporation in writing,
     the Contractor shall continue to perform its obligations under the contract as far as is reasonably
     practical, and shall seek all reasonable alternative means for performance not prevented by the
     Force Majeure event.
13   Saving Clause

     In respect of any matter for which no provision has been made in this Contract, the provisions
     contained in the general instructions of the Government on the subject shall apply.

        Design, supply, installation, testing and commissioning of 5 Ton capacity
chill room to maintain 00C to  50C room temperature, 10 Ton Fish storage
capacity cold storage plant to maintain Minus 200C to  20C room temperature
to install at Havelock (South Andaman) complete in all respect as described
below and as shown in the cold storage and ice plant layout plan. The building is
ready as per the enclosed drawing at page 36).

room of 5T capacity meeting the below mentioned requirements.

standards required for getting approval from the concerned departments.

                               SCHEDULE – 2(B)
        Design, Supply, installation, testing and commissioning of 3 Ton per day
Ice production capacity plant to be installed at Havelock (South Andaman) as
per the lay out plan of cold storage and ice plant (Building is ready) complete in
all respects as described below and as shown in the cold storage and ice plant
building lay out plan. The building is ready as per the enclosed drawing at page
36.).

PARTICULAR SPECIFICATION:
1.      COMPRESSOR: 2 nos. (Two), Out of which one No will be 100% standby,
heavy duty, low speed, V-Belt driven, reciprocating compressor MAKE Frick /
Accel / Kirloskar / Volts / Blue Star suitable for Ammonia Refrigerant comprising of
suction and discharge manifold valve, By pass line and valve, high and low
pressure gauge, oil pressure gauge, oil gauge glass, with valves, separate, high,
low and oil pressure cutout, fly wheel, tools, wrenches, piston guide ring and
anchor bolts etc. Complete with drive accessories comprising of motor pully, V-
belts and belt guard etc.

2.      COMPRESSOR MOTOR:- Two Nos (One No. will be 100% standby)
S.P.D.P. squirrel cage induction motor dust light type running on 1450 R.P.M high
Torque and low starting current of adequate H.P. suitable for operation on 3
phase 50 HZ, 400/440 Volts A.C. supply to start at full load alongwith antivibration
pad foundation, slide rails etc.

flanged type condenser water circulating mono block pump set of adequate
capacity to operate on 400/440 volts, 3 phase 50 HZ, make beacon / Kirloskar /

including foundation with antivibration pads complete.

10.     Two Nos L&T / Simens make D.O.L starter for the above water circulating
pump.

11.     ELECTRICAL PANEL BOARD:- One lot of M.S construction non drawn
out/non-compartmentalized cubical type panel board/vermin proof/dust tight
type factory made panel board with and including provision of 2 Nos MCCB TP
of adequate capacity and individual MCBS for equipments. The panel shall be
provided with volt meters 0-500 volts range with selector switch, main Ammeter
with selector switch, individual ammeters for all the motors, indication lamps,
starters, etc.

12.     CABLE: -One lot multistrandard PVC insulated 3 core heavy duty copper
cable of suitable size for connecting between panel board to motor/various
equipments and main supply to panel board.

       Jointing of cable shall be carried out by crimping methods using proper
crimping tool. Suitable gland shall be provided at entry to exist from each
equipment. All jointing material for jointing of cable shall be supplied by the
contractors. Adequate length (loop) of cable shall be provided for future joints
etc. No straight / through joints shall be allowed. This is an essential condition of
cable work.

CABLES ON OVER HEAD SUPPORTS:- Shall be properly secured and
supported at required intervals as directed by Engineers / In-charge mild steel
allotted angles / channel supports. The cost of M.S work shall be deemed to be
included in the tendered rate of the item.

13. ELECTRICAL WIRING:- The main switch fuse units and the main isolators
shall be of suitable size to include the stand by equipment also. All fuses shall be
HRC type. All power wiring shall be carried out with multi standard PVC insulated
heavy duty copper control cable for connecting various controls with
connectors and with copper conductors of adequate size. All control cable
wiring shall be of copper. All Electrical equipments such as switch gears, cubical
panel, switch board, motors of the         compressor etc. and wiring shall be
electrically earthed with two sets of earthing connection with 10 SWG copper
wire / copper strip in accordance with the latest Indian Electricity Rules. Rubber
mat 15 mm thick shall be provided near and equal to the length of cubical
panel and      control panel. The wiring shall be done in such a way that the
condensers, water pump, compressor motor, heaters, blower motors are all
interlocked.

14.    ONE LOT OF EARTHING MATERIAL:- Complete earthing of panel
board, motor, pumps etc. are to be provided with double earthing with copper
wire of 10 SWG / copper strip flexible earthing to be provided for compressors
motors. Two Nos earthing pit to be provided for providing earthing to the
electrical installation / motors etc.

15.    CAPACITORS: - (power factor correction apparatus) of suitable
capacity to be provided in all the motors / pumps above 2 H.P as per the
Electricity Rules.

16.    CIVIL FOUNDATION:- One lot civil foundation works with anti vibration
pads for compressors, motors, condensing units, pump sets, cooling tower and
minor building works to be carried out by the contractor.

17.    REFRIGERANT PIPING :- One lot Refrigerant piping made of M.S
Seamless pipes for suction discharge, liquid lines, gauge line, oil drain lines
complete with necessary fittings, Ammonia steel valves, safety valves, non return
valves, flanges, coupling joints with necessary supports etc. all with I.S.I / ISO
approvals.

18.    G.I.PIPING:- One lot condenser water piping, makeup water piping to
cooling tower made out of G.I. medium grade complete with G.I fittings,
supports, G.M.Ball valves, strainers, etc connection for make up water line from
water tank to cooling tower with float valve, brine tank, Ice can, refills etc. shall
be included in the tender.

19.    COOLING COIL / trunk coil : - One No. Suitable size spray galvanized
trunk type evaporating coil made from heavy duty black ammonia steel pipe of
suitable length complete with set of headers, accumulators etc. Complete with
liquid inlet and vapour outlet connection with companion flanges, Electronic
float valve and necessary valves, oil drain valves and fittings etc. to be provided
by the firm.

20.    FREEZING TANK: - One No Freezing tank to be provided, the freezing
tank should be made of 6 mm thick M.S Sheet to accommodate required
numbers 50 kg capacity Ice cans. The tanks should be insulated with appropriate
thick thermoforms insulation for bottom and all sides. All wooden work Fiber
molded covers and can trap and necessary supports to the wooden frame are
to be provided by the firm. (R.C.C wall on all the sides of the brine tank and
column for fixing slide rail will be provided by the ANIIDCO).

                               PARTICULAR SPECIFICATION :
1.         contractor shall specifically indicate detailed specification for various item
of work covered in his offer. This specification given in this particular specification
shall apply unless otherwise mentioned by the contractor. Wherever make of
equipment has been specified in this specification the same shall be included in
the offer.


2.         SCOPE OF WORK :
           The work to be carried out under this contract comprises of the following.
     (a)      Designing supplying installation commissioning and testing of 03 Ton
              ice plant and 10 cold storage 05 Ton chill room in the existing building
              at Havelock.
     (b)      Necessary cable connection to the master, main switch will be
              provided by the contractor. All the water line connection from UG
              sump suction to be provided by the contractor. Sump tank, Water line
              inlet connection will be provided by ANIIDCO.
     (c)      Capacity of the plant machinery shall be adequate to give desired
              (inside   room    temperature    and   inside   brine   tank   and   bring
              temperature) through out the year.
3)         The layout of the building and details of construction is shown in the
           drawing as per list of drawing enclosed). The quotation shall be deemed
           to include for all necessary minor works such as foundation / minor civil
           works etc.
4)         The tenderer rates shall be deemed to include for all connected works
           required in the correction of plant viz; foundation of plant machinery with
           any structure to be fabricated for mounting the equipments providing
           suitable opening in walls floors or any other situations and making good to
           match with adjoining surface, all necessary plumbing and water piping
           from make up water tank, electrical cabling from main switch, various
           electrical equipment and controls and other incident work for the entire
           completion of job.

5)           The tenderer shall submit alongwith his tender the following literature,
             layout of refrigerant and water piping etc after acceptence by the
             ANIIDCO.

       (a)      Layout of plant / equipments including switch board & control panel
                water & Refrigerant piping etc.
       (b)      Technical details of all equipments offered.
       (c)      Insulation proposed including materials thickness / method of fixing
                and finishing.
6)           To give details regarding power and water requirement per day.

7)           The tenderer (Contractor) shall submit the following for approval after
             acceptance.

       (a)      Plant room layout.
       (b)      Schematic condenser water piping layout.
       (c)      Schematic refrigerant piping layout.
       (d)      Schematic control diagram.
       (e)      Schematic control wiring.
       (f)      Cooling Tower layout and basis details.
       (g)      Foundation details of equipments. Brine tank details.

8)           COMPRESSOR UNIT :-
             Shall be only of Frick / Accel/ Kirloskar / Blue Star/Voltas make.

(i)          All the compressor shall be capable of running in parallel and
independent operations. The inter connection of Regrigerant pipes shall be such
that if there in any leak in the system, the whole plant will not be required to be
shut down. If necessary independent refrigerant circuit shall be provided for
each compressor unit.

(ii)         The contractor shall submit with this tender, compressor leaflet from the
manufacturer to verify speed and capacity.

9.     MOTORS:
(a)    All motors shall be confirming to relevant ISI specification and shall be of
Siemon / Crompton / Kirloskar /GEC / Voltas / NGEF make, squirrel cage,
induction type, continuous rating, operating on 415 volts, 3 phase, 50 cycles A.C
with intiatial torque and low starting current. The motors shall be provided with :-


i.     Upto and including 5 HP      :      Direct on line starter
ii.    Above 5 Hp                   :      Automatic star delta starter.
(b)    All starters will have their own Ammeters. The starters will be provided with
over load relay and single phase preventors with indication for thermostatic cut
off & H.P cut off on main panel and short circuit failure.


10.    PUMPING SETS :
       Pump set will be flanged type Beacon / kirloskar / Crompton Greaves
make and will be adequate for the duty to be performed. The Head BHP etc.
should be indicated. Each pump will have its own strainer either „Y‟ type or pet
strainer shall be provided with two nos, isolating G.M. ball valves, NRV Motor for
pumps shall be squirrel cage induction type rated for continues duty and
suitable to run on 415 volts. AC 3 phase split casing type. Temperature rise of
motor on continuous running should not exceed 400 C. The pump shaft shall be
of heat treated still. The impeller, guide ring, stuffing box rings and glands shall be
of bronze. The casing shall be of high quality cast iron, single phase. Protection
relay be provided in the panel board for motors. The pump should have a drip
tray to collect water from gland leakage and this should be connected to drain
system through a pipe.


11.    REFRIGERATION AND OIL CHARGE :
       sufficient first charges of the proper refrigerant and lubricating oil for the
compressor units and other accessories shall be provided by the contractor at his
own cost including first change / replacement of oil.

INITIAL TEST :
        The installation shall be taken over provisionally after the plants have been
commissioned and the ANIIDCO authority is satisfied on the points given below
which constitute phase – I test. All facilities to conduct phase – I test will be
provided by contractor.

(i)     That the plants equipments and accessories provided are as per contract
specifications.

(ii)    That all plants, equipments and accessories are mechanically sound and
other related items of refrigerating work are of adequate structural strength and
the installation are in conformity with the specification in the contract.

(iii)   The finish and the general appearance of the work is as per contract
specifications.

(iv)    That all pipe fittings etc. are of specified type quality design and
workmanship and are healthy laid, fixed and painted to match the surrounding
work.

(v)     That inside design conditions are achieved and maintained during the
test taken for 24 hours continuous running irrespective of any variation in
specified equipments and occupancy load which may very from 25 to 100% and
irrespective of any variation in ambient conditions. The test will be recorded.

        The “Phase – II Test” shall be carried out by the contractor in the presence
of an officer nominated by the acceptee also be associated during this phase –
II test. Each shall last continuously for 10 days. The plant should be able to
achieve average and below the temperature and relative.
        If the phase – II test do not show satisfactory results the contractor shall at
his own expenses rectify replace the defective installation or any part thereof as
directed by the Accepting Officer or his authorized representative within 2
months. The decision of Accepting Officer shall be final & binding in this respect.
The installation shall be finally taken over after contractor has given a satisfactory
phase-II test as certified by the Accepting Officer or his representative in token of
his satisfaction in the result of the tests.

TRAINING OF PERSONNEL DEPUTED FOR MAINTENANCE AND RUNNING OF
THE PLANT AFTER TAKING OVER.
       The contractor shall during the installations of the plant be responsible for
training personnel (Users) deputed by the Acceptee for running and
maintenance of installation.
       After the plant has been completely erected and all necessary test have
been carried out to the satisfaction of the Accepting Office or his authorized
representative and the plant provisionally taken over by the ANIIDCO the
contractor‟s representatives shall remain available at site for 2 months and train
the personnel deputed by the ANIIDCO training and maintaining the plant.
The contract amount shall include for the training of the personnel as described
above.

CHARTS AND LAYOUT DIAGRAMS:-
       After completion of the work, the contractor shall provide at the plant
room, following drawings in glass frames :-


i)     Schematic diagram
ii)    Wiring diagram
iii)   Refrigerant schematic diagram
iv)    Condenser water piping etc.
v)     Shock treatment chart
vi)    Maintenance chart
vii)   Operating Instructions / manual
       One additional set of the above drawing shall be provided for record.
Two Sets of catalogue for spares of compressor and starters to be provided by
the contractor.

GENERAL POINTS:
       The entire installation work shall be carried out in workman like manner
and in accordance with the modern Engineering Practie adopted for such work.
Safety measures shall be provided.

      Special attention shall be paid to the finish and general appearance of
the work. Painting of the units and other equipments shall be done to the entire

neatly laid, fixed and painted with two coats of approved paints to the entire
satisfaction of the Engineer-in Charge. The paint used shall conform to the IS
code 2376 / 63 as amended.

The lumpsum offer shall be deemed to include for any minor details of
construction and accessories which are obviously and farly intended and
whichmay not have been referred to in these documents but are essential for
the works.

The tenderer shall specify in details the plant offered by him and the details with
regard to buildings work such as foundation etc. for the work.

The Indian standards mentioned in tender document herein before shall be
deemed to be changed / modified as per latest amendment issue to Indian
standards upto the date of issue of tender.

INSULATION :
All insulation wherever required and felt necessary by the contractors shall be
clearly brought in his tender and shall be deemed to be included in his offer. No
extra payment shall be demanded after the acceptance of the tender.
