EXECUTIVE BOARD/GENERAL MEMBERSHIP MEETING
January 20, 2011

All PSEU members are welcome to attend regular Executive Board meetings and participate in
discussion. Motions were passed unanimously, unless noted otherwise.
Opening/Call to Order
The meeting was called to order at 5:32 p.m. by President Janis Dupuis.
In attendance: Janis Dupuis, Nancy Slye, Cathy Bossett, Susie Akeson, Andy Groom, Julie Harris, Mary
Martinson and Dustin Frederick.
Excused: Jim Wellman.
Approval of December 9, 2010 Executive Board/General Membership Minutes
Moved/seconded/carried to approve December 9th minutes as written.

Business Manager Report – Dustin Frederick

Dustin reviewed his written report and answered questions. We have no contract negotiations going on at this
time. Majority of our time is being spent working on individual member issues/grievances.
Union Coalition Admin Bargaining Update: Dustin reminded the Board that these negotiations began in
2008 and affect the following classifications:
Fiscal Specialist 1-4
Administrative Specialist 1-4
Customer Service Specialist 1-4
Technical Information Processing Specialist 1-4
Administrative Office Assistant
Medical Application Specialist (Health)
Administrative Specialist Supervisor (Health)
Administrative Staff Assistant
Our goal was to try and get market range increases for these classifications, however, based on comparable
jurisdiction data it did not look optimistic.
A tentative proposal has finally been reached which would reward senior employees with „longevity‟ pay, tied
to some performance standard. More details to follow as they become available. This is a work in progress and
is a place to start, giving us a foot in the door for future negotiations on behalf of other bargaining units.
Office Report – Mary Martinson
Mary reported on 2010 “My ID Club” final proceeds. Bob Casey of Support Services will attend the February
Executive Board meeting to present a year-end report for 2010 as well as plans for 2011.
We needed to purchase a new computer monitor for my workstation.
Our website has been updated reflecting PSEU election results and members elected/re-elected to serve on the
Executive Board and Board of Trustees. Also posted on the website is our 2011 meeting schedule as well as the
Corrections Tech Overtime Agreement. Would also like to update the website slideshow and have requested
new pictures from the KCSO Photo Lab. Members are also welcome to submit member/worksite pictures.
Executive Board Member Reports
Nancy Slye, Superior Court Clerks E-Board Rep: Regarding security line issue: At the Court Clerk monthly
meeting yesterday, we were told that at 8:30 a.m. the sign-in sheet will be pulled. If we arrive late, the time
comes off our vacation in 15-minute increments. There isn‟t any grace period. We have a Court Clerk retiring.
Three additional people tentatively retiring this year. Lost one Clerk position; DJA is not going to fill the
position. Discussed the purchase of copiers/scanners for all the courtrooms and Court Clerks doing scanning
(work normally done by the Legal Admin Specialists). Looking at a one-month pilot program. Dustin will
follow up with Teresa Bailey.
Dustin stated that the Metro King County Council at their meeting next Monday, the 24th, will be recognizing
Labor for their acceptance of zero COLA for 2011.
Julie Harris, DCHS Non-Commissioned E-Board Rep: Social Worker classification review - We met
regarding the PDQ‟s but we still haven‟t done them. We‟re moving very slowly; at a standstill for now. We
haven‟t been given the information we requested from the County relating to changes in State law and copies of
our old PDQ‟s. We have a Labor/Management meeting tomorrow.
Andy Groom, Legal Admin Specialists E-Board Rep: DJA proposed the layoff of (8) Legal Admin
Specialists; two members actually laid off. Regarding scanning: have fewer people scanning. These positions
are being reduced over time due to electronic filing of court documents.
Susie Akeson, KCSO Non-Commissioned E-Board Rep: KCSO/CID Reorganization: CID unit would keep
5 people, including me. The rest will be moving in July; not sure where. District Court at the RJC will be
moving also, which could create more security line issues.
PSEU Appeal of PERC Decision re: Teamsters 763
Dustin reported that we received notification from PERC that the complaint filed by 763 charging unfair labor
practices against PSEU was DISMISSED. Charges were unfounded.
PSEU Election Results – KCSO Non-Comm E-Board Rep
Since there were two nominations for the KCSO Non-Comm E-Board Rep position, an election was conducted
by mail-out ballot in December. The bargaining unit elected Susie Akeson as their new rep.
Oath of Office – All Executive Board members read the PSEU Oath of Office.
Good & Welfare
A sympathy card from PSEU was mailed to Corrections Tech Claudia Stoudamire and her family upon the
death of her husband.
