                    Cosmetologists - Licensing Requirements


This bill increases the number of pre-examination instruction hours required to obtain a
limited license to: (1) provide nail technician services from 100 to 250; and (2) practice
cosmetology from 300 to 600. The bill requires the State Board of Cosmetologists to waive
the additional pre-examination instruction hours for specified licensees.

The bill replaces the term “manicuring” with “nail technician,” and expands its definition to
include the application or maintenance of artificial nail enhancement products. The bill also
alters the definition of the term “esthetic services” to include procedures “on the skin or
scalp” rather than procedures “on the arms, face, hands, or scalp.”

                                                 Fiscal Summary

State Effect: Revenues could decrease by $1,900 in FY 2000 assuming that 75 fewer
estheticians and nail technicians are licensed each year because of the increased length of
classroom instruction and the cost of education. Out-year revenue projections reflect
biannual licensing and $25 licensing and renewal fees. There are currently 7,450 manicurists
and 1,150 estheticians licensed in Maryland.

Local Effect: None.
Small Business Effect: Minimal. Private cosmetology schools operating as small
businesses could charge higher tuition to cover the increased number of hours in the
curriculum. However, enrollment may decline due to the increased costs to the students.
