GENERAL INFORMATION AND INSTRUCTIONS

   I. THE AWARDS PROGRAM

         The classroom teacher is the backbone of the American educational system. No one person has a
         greater impact on the education of a child than does the teacher who creates the primary
         learning and instructional environment. The Louisiana Teacher of the Year Awards Program, co-
         sponsored by the Louisiana Department of Education, the State Board of Elementary and
         Secondary Education, and Dream Teachers, LLC, is an annual event designed to recognize and
         honor outstanding elementary, middle, and high school teachers from each local school system
         throughout the state. The program provides an excellent opportunity to focus public attention
         on excellence in classroom teaching. Acts 134 and 308 of the 1986 Legislative Session mandate
         that public schools in Louisiana participate in this recognition program. The statewide
         competition is part of the National Teacher of the Year Program, sponsored by the ING
         Foundation, and a project of the Council of Chief State School Officers, in which a National
         Teacher of the Year is selected.


  II. NOMINATIONS

    A.       System Level

             1. District Schools

                 Each district superintendent is invited to select three candidates—one at the
                 elementary school level, one at the middle/junior high school level, and one at the high
                 school level—from his or her school system, which includes Type 1, Type 3, and Type 4
                 charter schools located within that district.

                 Districts are identified as:
                     Parish School Systems                 Recovery School District–LDE Schools
                     City School Systems                   Type 5 Charter Schools–RSD–NOLA
                     Special School District               Type 5 Charter Schools–RSD–LA

             2. Independent Schools

                 Each director/administrator of an Approved Special School, Type 2 Charter School
                 authorized by the State Board of Elementary and Secondary Education, or a University
                 Laboratory School is invited to select one candidate—at the elementary school level, at
                 the middle/junior high school level, or at the high school level—from his or her school.

             3. Selection Process

                 a.   The selection process must adhere to the procedures described in this document.

                 b.   The selection process will include a formal mechanism to obtain teacher, parental,
                      and community recommendations and opinions. The selection committee may be
                      comprised of teachers, principals, district personnel, parents, students,
                      representatives from professional education organizations, and/or members of the
                      community. They will make the final selection using procedures established by the
                      district/independent school for this purpose.

                 c.   Each district superintendent may submit the applications of three (or fewer)
                      nominees, and each independent school director/administrator may submit the
                      application of one nominee to the designated Regional Selection Committee
                      Chairperson (pages A3-A4) on or before Tuesday, April 6, 2010.

                          (NOTE: Once the candidates have been selected, it is the responsibility of the
                          district or independent school to assist the candidates in obtaining the necessary
                          signatures on page two of the application and in preparing for the regional and
                          state selection process.)

        B.     Regional Level

                1. The Regional Selection Committee will be comprised of district personnel, principals,
                   teachers, parents, students, representatives from professional education organizations,
                   and/or members of the community.

                2. The Regional Selection Committee will review each candidate’s application packet and
                   will select three Regional Teachers of the Year—one at the elementary school level, one
                   at the middle/junior high school level, and one at the high school level.

                3. The Regional Selection Committee will submit the applications of three Regional
                   Teachers of the Year to the Louisiana State Department of Education on or before
                   Friday, April 23, 2010.

                4. The 24 candidates selected as Regional Teachers of the Year will be notified in order to
                   prepare for an interview with the State Selection Committee. District superintendents
                   and independent school directors/administrators will also be notified if one or more of
                   their candidates are selected.

        C.     State Level

                1. The State Selection Committee will be comprised of current Teachers of the Year and
                   current or former principals, as well as representatives from districts, Parent/Teacher
                   organizations, professional education organizations, higher education institutions,
                   and/or the community.

                2. The State Selection Committee will:

                    a.    Review the application packets of the 24 Regional Teachers of the Year.

                    b.    Interview each Regional Teacher of the Year, at which time the candidate will
                          present a 15-minute PowerPoint that includes a seven-minute teaching session
                          video, with written commentary (see page 4), and respond to questions concerning
                          current education issues.

                    c.    Name winners in the categories listed below:

                          i. Elementary School Teacher of the Year (Pre-K through Grade 6*)
                          ii. Middle/Junior High School Teacher of the Year (Grades 5* through 8)
                          iii. High School Teacher of the Year (Grades 9 through 12)

                    d.    Name the 2011 Louisiana Teacher of the Year—the applicant with the highest
                          overall score—to represent the State as a candidate for 2011 National Teacher of
                          the Year.

* The National Middle School Association recommends, when possible, middle schools should house grades 5-8 or 6-8. For
  Louisiana Teacher of the Year purposes, grades 5 and 6 are considered in the elementary category if housed at an elementary
  school and in the middle/junior high school category if housed at a middle/junior high school.

III. CRITERIA FOR SELECTION OF CANDIDATES

    A. The candidate must meet the following requirements:

        1. Have full state certification as a classroom teacher, with no certification or licensure
           requirements waived on an emergency, temporary, or provisional basis.

        2. Hold a minimum of a bachelor’s degree.

        3. Have demonstrated subject matter competency in each of the subjects that he or she
           teaches.

        4. Be a fully certified, exceptionally dedicated, knowledgeable, and skilled classroom
           teacher in any state-approved or accredited public school, pre-kindergarten through
           grade twelve.

        5. Intend to continue in an active teaching status in the classroom.

    B. The candidate should meet these qualifications:

        1. Inspire students of diverse backgrounds and abilities to learn.

        2. Have the respect and admiration of students, parents, and colleagues.

        3. Play an active and useful role in the community as well as in the school.

        4. Be poised, articulate, and possess the energy and enthusiasm to withstand a taxing
           schedule.

        5. Exhibit knowledge of education policy.

        6. Be able to write knowledgeably, succinctly, and fervently about education.

        7. Be affiliated with professional education organizations.

    NOTE: The major purpose of the program is to recognize the contributions of the classroom
    teacher. Therefore, the following are ineligible:
        Junior college and university teachers
        School personnel whose major responsibilities are administrative or supervisory
        Principals, assistant principals, guidance counselors, and librarians

IV. RECOGNITION

    A. All Regional Teachers of the Year will be honored by the State Department of Education, the
       State Board of Elementary and Secondary Education, and Dream Teachers, LLC, at the Cecil J.
       Picard Educator Excellence Symposium and Celebration on July 23, 2010.

    B. Teachers of the Year may be called upon on various occasions during their year of
       recognition. The following activities are representative of some of the tasks in which
       Teachers of the Year may be involved:

        1. Special adviser to the State Superintendent regarding classroom teaching.

        2. Appointment to Louisiana Department of Education committees concerning curricular
           development, teacher education, and student involvement.

        3. Appearances before the State Board of Elementary and Secondary Education, the
           Legislature, State conventions, and/or other groups.

Instructions for completing the 2011 Louisiana Teacher of the Year Application form:

       All information requested in the application form must be provided. Information
        must be typed or completed using a word processing system.

       Signatures of the candidate, the candidate’s principal, the candidate’s district
        superintendent or independent school director/administrator, and the district
        Teacher of the Year coordinator must be provided.

       Answers must be limited to the number of pages requested in each section—type
        size no smaller than 10 point. In order to provide all applicants with an equal
        opportunity, the Louisiana Department of Education will accept only the number of
        pages requested. Any additional pages and/or materials submitted, such as
        decorative binders and classroom photographs/art, will not be presented to the
        State Selection Committee.

       Each application must include one photograph suitable for publicity purposes (5” X
        7” color, head shot preferred).

       Section I (pages 1-2) must be submitted on the form provided. Sections II-VIII may
        be produced using a word processing system, but must adhere to the format
        established in the application (left and right margins, at least 1.25 inches; top and
        bottom margins, at least 1 inch). The sections and the pages must be numbered
        (Section II begins with page 3). The result should be a clean, clear copy suitable for
        easy duplication.

       The application must be fastened together with an easily removed clip (not stapled)
        since applications will be copied for committee members and placed in three-ring
        binders with other applications. The application should not be submitted in a
        binder, a portfolio, or any other cover. A candidate should keep a copy of his/her
        application since applications will not be returned.

     Include with the application package one photograph suitable for publicity purposes. A head shot five-
     by-seven inches in color is preferred.

 XI. Regional Winners ONLY

     Each candidate chosen to represent his/her region as Regional Teacher of the Year will prepare a 15-
     minute PowerPoint presentation incorporating the theme “Teachers as Leaders” to present to the
     State Selection Committee.

     The presentation should exemplify the candidate’s (1) leadership roles as an educator within the
     school and in the community, and (2) dedication to the educational success of students.

     The PowerPoint should include a seven-minute teaching session video recording, accompanied by a
     written commentary. The purpose of the video segment is to provide a view of the teacher in action in
     the classroom. It will serve as an indication of how the teacher interacts with students, the climate
     he/she creates in the classroom, and the ways in which he/she engages students in learning.

     Regional Teachers of the Year will submit PowerPoint/video presentations in DVD format to the
     Louisiana Department of Education on or before Friday, May 28, 2010. Guidelines for the presentation
     will be provided.

    Each Regional Teacher of the Year submits his/her 15-minute PowerPoint presentation (including a
    seven-minute teaching session video clip) in DVD format. The PowerPoint DVD, with written
    commentary, should be mailed or delivered to the State Selection Committee at the address above.

Wednesday-Friday, July 14-16, 2010:

    The State Selection Committee interviews each Regional Teacher of the Year and rates his/her
    presentation as well as responses to questions concerning current education issues.

Friday, July 16, 2010

    Based on ratings of application, video presentation, and interview, the State Selection Committee
    names the Elementary School, Middle/Junior High School, and High School Teachers of the Year, as
    well as the 2011 Louisiana Teacher of the Year.
