Review of parking restrictions
The Portsmouth City Council (Orchard road area) (Residents’ parking places and prohibition of waiting)
(no.9) Order 2011
Notice is hereby given that the Portsmouth City Council proposes to make the above Order under Sections 1 to 53 of the Road Traffic Regulation Act 1984.
The effect will be as follows: In AUTHORISED PARKING BAYS, non-residents will be able to park for a maximum of 2 hours, no return within 4 hours. The
authorised parking bays will be in force 24 hours a day. Residents with a residents’ parking permit and their visitors with a temporary parking voucher will be
exempt from the 2-hour parking limit in authorised parking bays. Motorcycles and vehicles displaying a blue disabled person’s badge will not need to display
a permit or voucher and will be exempt from the 2-hour parking limit.
PROPOSED PARKING CHARGES:
RESIDENTS’ PARKING PERMITS First permit free to qualifying residents £53.50/year for second permit (maximum of 2 per household dependent on
permit take-up and space) £107.50/year for subsequent permits (if granted).
PERMITS FOR GOODS VEHICLES Will be restricted to those with a gross vehicle weight of less than 3500kg and registered to an address within the
parking zone.
TEMPORARY PARKING VOUCHERS 95p for a 12-hour voucher £1.80 for a 24-hour voucher £5.50 for a four-day voucher £9.80 for a seven-day voucher.

BUSINESS PARKING PERMITS First permit £107.50/year to qualifying businesses £215/year for a second permit, £325/year for each subsequent
permit. Permits will only be issued to businesses operating within the parking zone.

C) REASONS FOR ORDER
To introduce a residents’ parking scheme in the Orchard Road area to optimise available parking for residents, whilst allowing a limited waiting period for
short-term visitors, tradesmen etc. The current restrictions will also be reviewed and improvements to road safety, visibility and access on junctions will be
made where possible.
