ORDER OF THE ARROW

Dear Unit Leader,
It‘s hard to believe that another year has flown by. Now is the time for your Troop or Varsity Team to sign up for
the 2009 year Order of the Arrow elections. Like last year, elections will begin September 15, 2008 and must be
concluded by December 15, 2008. This election timing ensures the election of youth members by those most
familiar with their leadership, service, and camping experience.
As a reminder, the Order of the Arrow is Scouting‘s National Honor Society. Its purpose:
To recognize those campers – Scouts and Scouters - who best exemplify the Scout Oath and Law in
their daily lives and, by such recognition, cause other campers to conduct themselves in such a manner
as to warrant similar recognition.
To promote Scout camping and develop and maintain its traditions and spirit.
To promote Scout camping, which reaches its greatest effectiveness as a part of unit’s camping
program, both year-round and in the summer camp, as directed by the camping committee of the
council.
To crystallize the Scout habit of helpfulness into a life purpose of leadership in cheerful service to
others.
If your District’s/Chapter’s Unit Election Committee has not yet contacted you, please contact the Chapter
Order of the Arrow Adviser in your District to schedule an election for your unit.
It is the OA Chapter’s (District’s) responsibility to conduct the election (with support from the Unit
Arrowman and Unit Leader).
Youth Membership: The enclosed packet is provided to assist you in preparing for the election of youth
candidates into the Order of the Arrow and Colonneh Lodge. The packet includes the following:

Please spend a few minutes and carefully review the instructions. The election forms are available at
www.colonneh.org. New this year, the Youth Election report and Adult Nomination form may be partially filled
in electronically; however, three copies must be printed for the election team on the day of the election. The forms
have been revised for the 2009 elections and only the current forms will be accepted.
The Lodge and Chapter Election Committees are available to assist in your unit election and can answer any
questions that you might have on the election procedures of the Order of the Arrow. If you have any questions,
please visit with your Chapter Adviser or Lodge Elections Adviser.
After the election, it is the unit leader‘s responsibility for notifying youth candidates of their election. Unit leaders
are encouraged to schedule their own Troop Call-out or attend a District Call-out. Candidates may also be called-
out at Scout Fair on April 18, 2009. The Unit Leader must check-in their candidate at the OA booth by 1:00 p.m.
Candidates may also be called-out at summer camp at El Rancho Cima Cockrell River Camp or Walter Scout
Camp-Horseshoe Bend. Per national policy, candidates may not complete their Ordeal at an out-of-council camp.
Candidates elected for membership in the OA during the fall of 2008 must complete their Ordeal at one of the
2008 Ordeals or they must be re-elected next year. The following Ordeals are being planned. Registration forms
will be available at www.colonneh.org in the spring:
May 1-3 El Rancho Cima September 18-20 Camp Brosig
May 8-10 Camp Brosig September TBD Camp Strake
May 15-17 Bovay Scout Ranch December 11-13 Camp Strake
Each candidate‘s parents will receive a letter from the Lodge notifying them of their son‘s election around
February 1, 2009. The candidates will be notified by mail around April 1, 2009 giving them detailed information
on the Ordeal registration procedures and what to bring to an Ordeal.
Adult Membership: As opposed to youth members, adult OA candidates are nominated by their unit or District
and then confirmed by Lodge Election Committee. Please note that the adult nominee must sign the Adult
Nomination Form. There are no secret adult nominations; all adults will be expected to actively participate on
a Chapter or Lodge committee, and, if elected, will be notified of their election as a candidate around April 1,
2009. Troops and Varsity Teams may nominate one adult per 50 active youth. The adult nominated in the unit
must have primary registration in that Troop or Varsity Team. Districts may also nominate eligible adults for
membership in the Order of the Arrow. The adult nominated through the District must have primary registration
in the District and be a member of the District Committee. Adults may not take their Ordeal until the Lodge
Election Committee confirms adult nominations.
Youth Election Reports and Adult Nomination Forms must be received by the
Election Team or Chapter Adviser by 4:30 p.m. on Friday, December 15, 2008.
No forms will be accepted after this date.
In closing, we would like to request that you encourage your OA members to get involved in the OA today by
simply visiting their Chapter meeting and participating in Chapter and Lodge events. If you haven‘t experienced
the Order of the Arrow in the last couple of years, we think you will be surprised at what the OA has to offer for

2009 Unit Youth Election Procedures
1. The election team enters the unit number and district name on the Unit Election Report form.
2. Before the election, the Order of the Arrow team must secure from the unit leader verification that at least 50% of the registered ACTIVE membership is present. If 50% are not present, an
election cannot be held and the appropriate box on the report form should be checked. The Election Team enters the number registered (item 1) and the number present (item 2) on the Unit
Election report form. Registered Active Members -- Every registered active member of the unit under age 21 at the time of the election is eligible to vote. A currently registered scout who
participates in at least some unit activities during the year is considered to be a registered active member of the unit. A boy who moves away or drops out of the unit would not be counted as
registered and active.
3. A Scout is eligible for election if he meets the National requirements and is approved by his unit leader.
4. The unit leader provides a list of all registered active members of his unit who he certifies meet all eligibility requirements, including attitude and participation. The names of these members,
along with their birth date, address and phone are entered on the Election Sheet form and the unit leader signs the certification. The number eligible (item 3) is then entered on the Unit
Election report form by the Election Team.
5. The election team leader explains the following to the unit leader: This is the current method of election, and it supersedes all previous methods. There is not a fixed quota. All eligible boys
who receive votes from at least 50% of those who turn in ballots are elected. Scouts may vote for some, none, or all of the eligible candidates. In the event that no one is elected, a
second vote may be held immediately and the result of this vote will be final.
6. The team conducts the election ceremony. Be sure that the following points are stressed:
Select the candidates who in your opinion have set the best examples of brotherhood, cheerfulness, and service.
Vote only for those you believe will continue in unselfish service to your unit.
If you feel that no one is worthy, turn in an unused ballot.
You may vote for some, none, or all of the Scouts on the ballot.
You should vote for those on the ballot that are honor campers, those worthy of recognition for their camping skills, leadership, and attitude.
If you are new to the unit and do not know the candidates well enough to vote wisely, you may abstain by not turning in a ballot at all and this will not affect the final result.
Boys eligible for election also vote and they may vote for themselves if they feel they are the most trustworthy.
7. When the voting is finished the election team counts the number of ballots turned in (item 4) and enters the number on the unit election report. The votes are counted in private by the
election team and the unit leader. All votes count equally. If at least one (1) has been elected and received 50% (item 5), the result is final. If no one is elected, the team announces the fact
and states that the unit will now be given the opportunity to vote again. Time is allowed for further explanation of the purpose of the Order, the election procedures, and for any questions.
(No information about the votes received by candidates is to be revealed at any time). The second election is then held immediately, and if the unit still elects no one, this is the final result
for the year‘s election. The number of boys elected (item 6) is entered on the Unit Election Report form.
8. As soon as the election is completed, the unit leader may announce the names of members who have been elected to the entire unit.
9. The unit leader is responsible for notifying youth candidates of their election. Each candidate’s parents will receive a letter from the Lodge notifying them of their election around
2/1/09. The candidate will receive a letter around 4/1/09 giving them information on the Ordeal procedure, including dates and places to take the Ordeal.
10. The election team indicates in the first column, the candidates who have been elected, and verifies that all of the information is complete and crosses out youth who were not elected.
11. The election team records the unit leader‘s name, address and phone number on the form.
12. The election team enters the date and location of the election and signs the Unit Election Report form. One copy is given to the unit leader and another is retained by the election team. The
white original must be given to the Election Team or sent to the Chapter Adviser by 4:30 P.M. on Friday, December 15, 2008. If you are unable to reach the Chapter Adviser, contact
the council Elections Adviser. The Chapter Adviser is responsible for delivering the forms to the Order of the Arrow Secretary (P.O. Box 924528, Houston, TX 77292-4528).
Candidate Status -- After election, an individual remains a candidate until he takes the Ordeal. If the Candidate does not go through his Ordeal during 2009, his name is dropped and he is no
longer a candidate. To become a candidate again, he must be reelected. The executive committee of the Lodge may only extend the one (1) year period between election and induction if a candidate
is ill or there are other unusual circumstances.

All election results are final! No substitutions may be made at a later date .
No elections may be held at summer camp.
This is the current election procedures and supersedes all previous requirements.
Youth Membership Requirements
Unit Leader Approval -- To become eligible for election, a Boy Scout or Varsity Scout must be registered with the Boy Scouts of
America and have the approval of his unit leader prior to the election. The unit leader must certify his Scouting Spirit, his adherence
to the Scout Oath and Law, and participation in Unit Activities. The unit leader must also certify that the nominee meets all specified
requirements at the time of the annual election.
Membership Qualifications -- All members of, or candidates for membership in, the Order of the Arrow who are under 21 years of
age shall be considered youth members or candidates for youth membership, subject to meeting the following requirements:
Be a registered member of the Boy Scouts of America.
Hold the First Class rank of the Boy Scouts of America, as a minimum.
After registration with a Troop or Team, have experienced fifteen (15) days and nights of camping, including five (5) consecutive days and
nights of long-term camping, under the auspices and standards of the Boy Scouts of America, within the two (2) years immediately prior to
election to candidate status.
Special Needs Scouts -- The Order of the Arrow recognizes Scouts with Disabilities and elections should be held in Special Needs
Units. Any Scouts with disabilities who are classified as a youth member of the unit shall be considered a youth (voting) member of
the Order of the Arrow regardless of age. Scouts with Special Needs must meet all other membership requirements.
Adult Membership Requirements
All members of, or candidates for membership in the Order of the Arrow who are 21 years of age or older, and who are registered members
of the Boy Scouts of America shall be considered adult members or candidates for adult membership. Adults may be recommended for
membership only one (1) time per year as either unit Scouters or district/council Scouters, but not both. How adults are recommended
depends on where they maintain their primary registration. Individuals shall be selected as candidates based upon the following:
Adult Leaders with Primary Registration in Units -- Each year, upon holding a Troop or Team election for youth candidates, the unit
committee may recommend to the Lodge Adult Election Committee one adult (per fifty (50 active youth) for consideration as a candidate for
induction, provided the following are fulfilled:
Selection of the adult should not be for recognition of service, including current or prior achievement and position, but instead based upon
their willingness to serve the youth of the Order of the Arrow.
The individual will be an asset to the Order due to demonstrated skills and abilities which fulfill the Purpose of the Order.
The camping requirements set forth for youth members are fulfilled.
Primary registration must be in the unit nominated from.
The adult leader‘s membership will provide a positive role model for the growth and development of the youth members of the Lodge.
Adult Leaders with Primary Registration Council and District Positions -- The District Chairman, Council President, Scout Executive,
or members of the professional staff may recommend to the Lodge Adult Election Committee adult leaders in Council and District positions for
consideration as candidates for induction. Primary registration must be in the District Committee if nominated by the District. All
requirements set forth for adult leaders in units must be fulfilled, with the exception of the camping requirements, which may be waived at the
discretion of the Lodge Executive Committee.
Adult Members Shall Be Inducted At The Discretion of The Lodge Adult Election Committee -- All members in the Order of the
Arrow, both youth and adult, must successfully complete the Ordeal experience and participate in the induction ceremony. Because the Order of the
Arrow is principally a youth organization; Unit, District, and Council Scouters are not elected to membership as a recognition. Election into
the Order should take place only when the adult‘s job in Boy Scouting, Varsity Scouting, or Exploring will make Order of the Arrow membership
more meaningful in the lives of the youth membership
The Ordeal
Candidates elected for membership in the OA during the fall of 2009 must complete their Ordeal during 2009. The Ordeal is a weekend experience in
which those elected or selected learn about the customs and traditions of the Order of the Arrow. The Ordeal starts with an inspiring ceremony, where the
candidate is presented with four activities to help him understand the obligations of a member of the Order: brotherhood, cheerfulness, and service. Once
the four activities are completed, the member takes an obligation of service, and becomes an Ordeal member in the OA. Although it cannot be disclosed
exactly what occurs at an Ordeal, be comfortable in knowing that it is designed to only be a positive influence as the Scout undertakes a journey to
discover the true meanings of leadership, life-long cheerful service, and the Brotherhood of Scouting.
The following Ordeals are being planned. Registration forms will be available at www.colonneh.org in the spring. Per national policy, candidates may
not complete their Ordeal at an out-of-council camp.

In 2007, over 4,000 Arrowmen of Colonneh Lodge gave over 120,000 hours of service in the Units, Districts,
Council and communities, but still, some Scoutmasters ask the question, ‗exactly how does the Order of the
Arrow program benefit my unit program and my Scouts who participate?‖
The Order of the Arrow program should enhance a Unit program rather than detract from it and provide
additional opportunities to a young Scout, enabling him to develop his leadership talents, refine skills and
achieve a deeper understanding about cheerfully and unselfishly giving of himself in the service of his fellow
Scouts. Our Lodge program can only be considered successful if these primary themes are maintained in a
well-rounded Scouting environment focused on the units.
UNITS BENEFIT FROM ORDER OF THE ARROW ACTIVITIES, PROJECTS AND OBJECTIVES
Improvement of facilities and camping areas at Council camps due to service at Ordeals and various service
days.
Teaching camping skills at the Skills Discovery Camps is not only a tremendous experience for new units
but is a great opportunity for those teaching to refine their skills and leadership abilities.
Some Districts have organized Order of the Arrow skills teams to aid the Scoutmaster as a program
resource for teaching. New unit assistance is where older Scouts help a new unit prepare for its first
camping trip.
Young Scouts are inspired through ceremonial Indian performances at Camp-o-rees, Call Outs, Arrow of
Light ceremonies, and Cub Scout banquets.
Peer influence and motivation as younger Scouts are impressed by the Order's goals (as represented at Call
Out ceremonies and candidate elections) and by the example set by other Scouts distinguished by the Lodge
flap.
Enhancement of Unit leadership which through Order of the Arrow involvement and experience, can
provide better and more skillful leadership awareness of Council-wide programs and ideas with information
received at Chapter meetings.
Retention of older Scouts in the unit by providing more sophisticated challenges with older Scouts and the
Order's quest for service in additional areas.
Unit Assistance in the form of expert trainers, borrowed leadership and role models.

Leadership and fellowship opportunities on a larger scale with older Scouts.
Opportunities to practice and improve speaking, planning, selling and other leadership and motivational

The Order of the Arrow Troop Representative or Team Representative is a youth liaison serving between the local OA lodge or chapter
and his unit. In his unit, he will serve as a communication and programmatic link to and from Arrowmen, adult leaders and Scouts who are
not presently members of the Order. He will do this in a fashion that strengthens the mission of the lodge, purpose of the Order and the
mission of the Boy Scouts of America. By setting a good example, he will enhance the image of the Order as a service arm to his unit.
The OA Representative is now an official leadership position within the troop or team, and boys can earn time towards their leadership
rank requirements, just as with Den Chief, Troop Scribe, or any of the other leadership positions.
OA Troop Representative Duties:
Serves as a communication link between the lodge or chapter and the troop.
Encourages year round and resident camping in the troop.
Encourages older Scout participation in high adventure programs.
Encourages Scouts to actively participate in community service projects.
Assists with leadership skills training in the troop.
Encourages Arrowmen to assume leadership positions in the troop.
Encourages Arrowmen in the troop to be active participants in the lodge and/or chapter activities and to seal their membership in the
Order by becoming Brotherhood members.
Sets a good example
Enthusiastically wears the Scout uniform correctly.
Lives by the Scout Oath, Scout Law and OA Obligation
Shows Scout spirit

Scouts may use the Order of the Arrow Troop/Team Representative position to meet the leadership position requirements for the Star,
Life, and Eagle ranks.
Who Benefits from the OA Troop/Team Representative Program?
Troop and Team:
The coordination of OA calendar with that of troop and team will prevent OA members from having to choose between OA
functions and unit events
With the organization of service projects, there will be greater opportunity for community service hours that are required for rank
advancement
Experienced Arrowmen from other units who may be able to share their knowledge can be sought out by the OA Representative to
augment the troop program
Creates more opportunities for leadership in the troop or team for both youth and adults, effectively increasing membership retention
Scouting:
With the Troop/Team Representative as a liaison between the Order of the Arrow and the troop or team, the camp promotions
process will be smoother, leading to greater numbers of Scouts at summer camp
Creates a vehicle to strengthen the ties between the OA and the individual BSA troop or team. This will help with the retention of the
older Scouts.
With the organization of service projects, Boy Scouts and Varsity Scouts will be seen actively helping others in their communities
Lodge/Chapter:
With an easier camp promotions process, the lodge can increase the number of units visited, increasing the effectiveness of this
program in the Council.
Eases the unit election process by having a person in the troop or team whose job is to ensure that elections are held
With positive OA leadership on the unit level, lodges will experience greater membership retention and higher Brotherhood
conversion rates
A Unit's OA members will have someone to organize transportation to OA events, increasing attendance at chapter/lodge functions

History of Colonneh Lodge
The Order of the Arrow (OA) was founded by Dr. E. Urner Goodman and Carroll A. Edson in 1915 at the Treasure Island Camp of the
Philadelphia Council, Boy Scouts of America. It became an official program experiment in 1922 and was approved as part of the
Scouting program in 1934.
Colonneh Lodge is the Sam Houston Area Council's Order of the Arrow Lodge. The Lodge is named in honor of General Sam
Houston; who was called Colonneh, meaning Raven, when he lived with the Cherokee Indians.

Fall PowWow
October 17 – 19, 2008
Fall PowWow is Colonneh‘s premier Lodge event. It is a combination of Native American activities such as ceremony and dance
classes, regalia building activities, competitions and PowWows; sports; exciting games; shows; expos; and more. The 2008 Fall
PowWow will be held at Camp Strake. Sign up now and prepare for three days of non-stop fun, food, fellowship and celebration.
American Indian Weekend
December 5-7, 2008 and July
American Indian Weekend is a weekend event consisting of Native American crafts, dancing, singing, drumming, workshops for men
and ladies beginning to advanced (etiquette, outfitting, ceremonies, dancing, singing), nationally recognized Indian speakers, craft
presenters, and a large PowWow.
Spring Fellowship
February 28, 2009
Spring Fellowship is an event full of fun and service to the camp. Lodge Elections occur at Spring Fellowship, so come out and vote
for the next Lodge Chief and other Lodge Officers. The day will start with Arrowman giving back in cheerful service to the camp.
Candidates for Lodge Officer positions will give speeches. The afternoon includes fun events and activities, ceremony competitions,
dance competitions, and much more!!!! In addition, Arrowman can learn more about Native American singing, drumming, costuming,
and dancing; and make Native American crafts. The evening concludes with an extraordinary PowWow where everyone will be
involved in a night of fun and celebration.

Arrowmen are welcome to attend this important planning and business meeting.
David Hinds Memorial Training
March 28, 2009
All Arrowman are invited to attend the David Hinds Training, a dynamic annual training event, to learn more about the OA and
Colonneh Lodge and how to become a better leader. Youth and Adult training classes include leadership development, event
planning, tools needed to improve chapters, and communication skills to name a few. This important training is open to all Arrowman,
but is required for all Lodge and Chapter Officers and Advisers.
OA Banquet

Arrowman gather for a night of celebration at the annual Colonneh Lodge OA Banquet. Together we share our appreciation for the
outgoing officers and welcome the new incoming lodge officers. The Lodge Banquet is an opportunity to recognize the Chapter of the
Year, new Vigil Honor Members, Colonneh Lodge Numbered Certificate recipients, Founders Award recipients and to celebrate the
past year‘s accomplishments. It‘s also a time to look back at all of fun that was had over the past year and to spend time with your
fellow Arrowman.
Scout Fair

assist visitors. Native American Dancing demonstrations, OA candidate callouts, and Brotherhood Walk/Ceremonies are also
conducted at Scout Fair.

Section Conclave is an annual event where 9 Lodges from Southern Region – Section 2-3S get together for fellowship, competitions,
and lot of fun while celebrating the traditions of the Order of the Arrow. Scouts from all over Southern Texas have a blast
participating in the numerous special events, games, food, fun, ceremony and dance competitions, awesome shows, LOTS of patch
trading and so much more. Call your Chapter Adviser or Chapter Chief today, for more information and to discuss transportation

Troop OA Representative
The Troop OA Representative is a youth leadership position that is held within a Unit. Troop OA
Representatives serve as a link between the Lodge or Chapter and the Unit. In the Unit, the Troop OA
Representative makes sure that fellow Arrowmen know about upcoming OA events. In addition, the Troop OA
Representative takes information back to the Chapter and Lodge on how the OA can help the Unit. The OA
Troop Representative is a very important role to the OA. It is a way to serve the Lodge and Unit at the same
time, and fulfill a leadership requirement for advancement towards Eagle.
Elangomats
Arrowman young and old are needed to serve as an ―Elangomat‖ or ―friend‖ at Ordeals to make candidates feel welcome. Serving as an
Elangomat is a wonderful leadership experience as well as an opportunity to make new friends. Elangomats are vital to the Lodge‘s
induction process. Serving as an Elangomat can also help youth achieve the Leadership in Service Award as well as the Service Clan Sash.
Chapter Ceremony Teams
Ceremony teams are needed to conduct Arrow of Light Ceremonies, Pre-Ordeal and Ordeal Ceremonies and Brotherhood Ceremonies. In
addition, ceremony teams have many exciting opportunities to participate in competitions at the Lodge, Section, and National level events.

Native American Dancing and Drumming
Workshops on Native American Dancing and Drumming are available at Fall PowWow and Spring Fellowship. Colonneh‘s Native
American Committee promotes cultural education through song, authentic dance, crafts, and more. Individual dancing and drumming
competitions occur at many Lodge, Section, and National events. For more information, contact the Lodge Native American Committee to
learn more about the many opportunities that exist and how to get involved.
Camp Promotions
The OA was founded upon camping traditions. Each Chapter has a Camp Promotions team to improve interest in our local Scout camps
and promote the excitement of camping and adventure. Contact your Chapter Chief to sign up.
Summer Camp Staff
Serving on Summer Camp Staff is an outstanding opportunity to serve Scouting through working at one of the Sam Houston Area
Council‘s summer camps: El Rancho Cima Cockrell River Camp and Walter Scout Camp-Horseshoe Bend, Hamman Scout Camp or
Bovay Scout Ranch. Full-time summer camp staff employment is available for Scouts and Venturers ages 16 and up and adult Scouters. In
addition, Junior Staff opportunities (two weeks of service) are available for Scouts and Venturers 14-16 years old. Contact Camping

Programs and Events
Every year there are lots of awesome opportunities for Arrowmen to participate in local programs and events including Fall PowWow, American Indian
Weekend, Spring Fellowship, David Hinds Memorial Banquet, Annual Banquet, and Section Conclave. Being a member of the OA has many benefits
beyond Colonneh Lodge. Here are just a few of the National programs and events available:
National Order of the Arrow Conference (NOAC)– Held every two years at a major university, this is the premier Order of the Arrow event,
and is among the largest events held by the Boy Scouts of America, second only to the National Jamboree. Over 7,000 Arrowmen gather for this
awesome week-long event. For more information, contact the Lodge leadership.
Northern Tier OA Wilderness Voyage– One of the last untouched wilderness areas lies on our nation‘s northern border--the Northern Tier
Charles L. Sommers Canoe Base. Any OA member between the ages of 16-20 can participate in the OA Voyage program for just $150, plus the
cost of transportation. Participants spend two weeks on the waters of northern Minnesota; performing service the first week, and taking part in a
crew-designed voyage the second week.
Philmont OA Trail Crew– Want an inexpensive, fun way to visit Philmont? All OA members age 16-20 can participate in the OA Trail Crew
program for just $150, plus the cost of transportation. Participants spend two weeks in the Philmont backcountry; performing service the first
week, and taking part in a crew-designed trek the second week.
Florida Sea Base Crew– The OA Ocean Adventure (OAOA) is a unique opportunity to experience the programs at the Florida Sea Base, while
providing a new type of service to the Atlantic Ocean. In a two-week period, participants will complete PADI SCUBA certification, as well as
interact with undersea wildlife like no other Scouts do. For one week, participants will undergo intensive SCUBA certification in preparation.
The second week participants spend their time taking wildlife samples in the Florida Keys, performing island restoration and other meaningful
projects to the surrounding area.
National Boy Scout Jamboree– The OA provides leadership to several areas of the National Jamboree—Scouting‘s largest event. The OA has
led the American Indian Village, T.O.A.P. (The Outdoor Adventure Place), and the highly acclaimed Scoutopia. The OA has also provided a
Service Corps to the Jamboree that gave cheerful service throughout the event. Consider applying to be on staff.
