ChaMPs Directors‟ messages & national news
At the meeting of the ChaMPs Directors of Public Health (DsPH) on July 22nd the following key issues were
considered:
A review on progress in relation to the ChaMPs Healthy Weight programme, including HENRY presented by
Helen Cartwright was approved, with a request to scope options regarding the future optimal commissioning of
healthy weight services.
An initial overview of the stakeholder research to inform the planning and development of the future public
health system in Cheshire and Merseyside was considered. The final report will be completed by September.
The DsPH discussed the new Public Health Guidance and agreed to develop a number of succinct business
cases for key public health priorities and also work with Sir Muir Grey to engage Clinical Commissioning
Groups.
The DsPH discussed the future development of health visiting and requested a short paper to understand the
key issues and opportunities in order to maximise fully the expansion of the service, Alison Farrar, ChaMPs
Workforce lead will prepare the paper.
An update on the current programme of the NW Transition Executive Group was provided by Paula Grey.
An update from Dawn Leicester on the NW Public Health Conference being hosted by ChaMPs in October.
The DsPH discussed the recent local meetings instigated by NICE and agreed to collaborate on the work
programme.
Transforming Public Health - Bulletin
The first Transforming Public Health bulletin was released in July, which
includes a breakdown of the key points of the Healthy Lives, Healthy
People document recently issued. Should you wish to receive future
editions, you can sign up to receive the bulletin by email.
HR Transition Framework - FAQs
A series of frequently asked questions to accompany the recently published HR transition framework is now
available.
Published by the Department of Health (DH), and available on the DH and Social Partnership Forum (SPF)
websites, the framework was developed by the HR transition partnership forum, made up of representatives of the

The people transition policy (PTP) sets out the policies and processes that will guide the first round of appointments

ChaMPs Stakeholder research nearing completion
A key piece of research is underway with local authority leaders, elected members and Clinical Commissioning
Groups on behalf of the Directors of Public Health. The research will inform the planning and development of the
new public health system in Cheshire & Merseyside to ensure we meet the needs of our key stakeholders. The
interviews will be completed over the summer.
Greater Merseyside Public Health Staff Message Board launched
Colleagues in Greater Merseyside (including Halton & St Helens) now have a dedicated website where they can
post messages and keep up to date with developments. The Directors of Public Health will also post briefings on
the website so if you work in public health in Greater Merseyside, ensure you register and have your say.

WHO guidance on alcohol legislation
The World Health Organisation has released an excellent guide to developing effective alcohol legislation. The
guide provides an analysis from international examples and makes a number of recommendations across all the
possible types of regulation available. The guide is wide ranging but of significant value to those seeking to
address low alcohol prices. In particular the guide helps by clarifying that addressing alcohol misuse as an
objective of legislation alone is ineffective and that wider public health and social objectives are key providing
backing for a population level approach.

Police Reform & Social Responsibility Bill

The PR&SR Bill on 20 July had it‟s 3 reading in the House of Lords before being sent back to the Commons for a
final vote. The Bill is important as it is seeking to overhaul the Licensing Act 2003, which was touted as bring in a
new drinking (café) culture to the country but which has since been widely credited with helping to fuel the rise in
binge and harmful drinking prevalence.
Minimum price update
Scotland is once again looking like the minimum price trail blazer after the SNP won a majority in the Scottish
Parliament. This has left some pro-industry groups attacking the government at Holyrood. None the less First
Minister Alex Salmond used his first speech on the Scottish Government‟s priorities to promise that the first two bills
would be on the twin evils of “bigotry and booze”

Alcohol Care & Management in the General Hospital Setting Seminar
Bradford Royal Infirmary 9.30 am – 4 pm
Monday 17th October 2011
Free to nurses and alcohol workers working for statutory and non- statutory services, with an interest in alcohol
work in hospitals or other healthcare settings.
This seminar will provide opportunity for staff working in the North of England to meet with others working in this
field. There will be time to discuss the issues they face, and consider techniques they have found helpful in
promoting good practice.

Early Years‟ Nutrition
Heart of Mersey has been working with colleagues in Knowsley to offer basic food and
nutrition training for the under fives to Childminders - pre registration. Catherine
Donnelly, Food and Nutrition programme Officer, has been working with Karen
McKittrick, Knowsley Paediatric Dietician and Knowsley Quality and Development Team
to facilitate this training. The two hour session will be run three times a year and aims to
give the Childminders a basic understanding of the nutritional needs of the under fives in
their care.

HM Partnerships have published the executive summary for the Liverpool Nursery Nutrition Project – phase 2 work.
Responsible Planning Rules
Heart of Mersey has recently responded to a consultation regarding planning rules for when buildings change their
use. The letter to Rt Hon Eric Pickles MP, highlighted how the environment we live in can have a huge impact on
our health and so creating environments that encourage healthier living and making healthier choices easier are
essential. The response also encouraged the adoption of local transport strategies promoting active travel modes
such as cycling and walking to help to increase levels of physical activity amongst the population, whilst reducing
levels of carbon emissions and improving air quality in communities.

World Heart Day
Heart of Mersey – host organisation of the European Healthy Stadia Network, and part-funded by the World Heart
Federation - would ask all stakeholders in the area of public health and CVD prevention to support World Heart Day
by making sure it is mentioned on their website and through communications channels such as newsletters, e-

With the United Nations High-Level Meeting on Non-Communicable Diseases (NCDs) taking place in
September, World Heart Day presents a great opportunity to communicate messages about the meeting
outcomes, and the importance of elevating NCDs up the global health agenda.
„One Home‟
This year WHF calls on individuals to reduce their own and their family‟s risk of heart disease and stroke.
WHF asks people to take charge of their home‟s heart health by choosing healthy food options, increasing
physical activity, and saying no to tobacco.
„One Heart‟
As always, the emphasis will be on improving heart health across all nations.

Mental Health and Wellbeing Programme
New website pages on the ChaMPs website have been developed on mental wellbeing, including information on
key publications, cost-effectiveness of interventions and measuring mental wellbeing outcomes. The ChaMPs
business plan for this year has been updated with the new actions for this programme.
Wellbeing Brief Intervention
The new Public Health White Paper, Healthy Lives Healthy People and the recent update calls for services to better
address wellbeing and the social determinants of health. This includes addressing mental and physical health
holistically and refocusing behaviour change to consider wellbeing more explicitly. ChaMPs led some early work on
this with the Integrated Wellness Services report. We are now looking to support this further through developing
best practice in holistic wellbeing assessment and evaluation within wellness services and through wellbeing brief
intervention. There is a meeting on Aug 30th to take this forward. Please email jude.stansfield@champs.nhs.uk if
you would like to contribute.
The Asset Approach in Cheshire & Merseyside
Interest in the asset approach is growing fast across the broad public health field. Some work has been undertaken
at region and ChaMPs is keen to support best practice across Cheshire & Merseyside. If you have some

CALM & Cheshire & Merseyside Suicide reduction Network Summit
The award-winning CALM campaign is hosting a sub-regional half-day
conference on behalf of the Cheshire & Merseyside Suicide Reduction
Network on Wednesday September 14th @ CUC, Liverpool. With keynote
speaker Professor Louis Appleby CBE. The focus of the morning will be
on developing a pro-active, multi-agency approach to suicide reduction. To

Tate Liverpool – Opening Doors
Opening Doors 2011 is aimed at professionals working in a range of settings: education, community, probation,
health, social services and youth work. The course introduces participants to modern and contemporary art and
empowers them to work in new ways with groups and individuals. This unique and renowned course offers quality
training and development and will use Tate Liverpool‟s forthcoming, „Alice in Wonderland‟, exhibition as stimulus to
explore themes around mental health, well being and creativity.

Measuring What Matters
The National Statistician has published her reflections and findings from the National Debate on Wellbeing. People
have said that wellbeing should be measured and stated that health, friends and family, job satisfaction, financial
security, equality and fairness are some of the things that should feature in a measure.

Five Ways to Wellbeing: new applications, new ways of thinking
This is a new publication from the New Economics Foundation. It scopes out the use of the five ways to wellbeing
public mental health messages and presents an analytical framework on their usage. A huge proportion of the
scoping included work done in the North West and across Cheshire and Merseyside. The framework represents
the work done in using the Five Ways to Wellbeing directly and indirectly and as part of interventions with
individuals, groups, communities, organisations, policies and strategies.

European suicide rates pushed higher by financial crisis
An article published last month shows that suicides rates rose sharply in Europe in 2007 to 2009 as the financial
crisis drove unemployment up and squeezed incomes, with the worst hit countries like Greece and Ireland seeing

Henry North West gets a new logo and a FACEBOOK Group!
The Henry North West Programme now has its own logo and has also
recently created a Facebook Group Page for participants of the
training programme to become members of post course so that they

New UK-wide physical activity guidelines
A UK-wide, Chief Medical Officer‟s report presents new
physical activity guidelines covering early years; children
and young people; adults; and older adults. This is the
first time UK guidelines have included recommendations
for under fives and minimising inactive behaviour.
Healthy Start: Understanding the use of vouchers and vitamins
A national evaluation of the Healthy Start scheme has been commissioned by the Department of Health. Healthy
Start is a government initiative to encourage pregnant women and families from low-income groups to eat a more
nutritious diet by providing free vitamins, and vouchers which can be used for fresh milk, infant formula or fresh fruit
and vegetables, and enabling health professionals to identify vulnerable women earlier in their pregnancies. The
Department of Health is especially interested in how the use of vouchers and vitamins could be improved.
They are seeking the views of health and social care practitioners from all relevant disciplines, user representatives
and voluntary groups, strategic and operational managers, service commissioners and public health leads.

WHO/Europe Health Economic Assessment Tool (HEAT)
This tool is designed to help you conduct an economic assessment of the health benefits of walking or cycling by
estimating the value of reduced mortality that results from specified amounts of walking or cycling.
Weight has strongest influence on breast cancer hormones in
post menopausal women
Weight is the biggest factor affecting the level of sex hormones that
increase breast cancer risk in post menopausal women, according to
new research published in the British Journal of Cancer

Alcohol followed by cigarettes are the next things that also appear to
affect hormone levels.

2012 NHS Physical Activity – A message from Mike Leaf, North Lancashire Acting DPH

I know many of you are organising events and doing a great deal in rising to the 2012 NHS Physical Activity
Challenge. For those who might find competitive sport a bit of a turn off, walking might be a suitable alternative.
To help you to promote walking amongst NHS Staff, we have set up a special webpage on the Walk4Life website
for all NHS staff in the North West, together with another page for your sub-region.
If there is only one thing you can do to promote the NHS 2012 physical activity challenge, it would be to sign up
yourself, widely promote the following links, and encourage uptake amongst your colleagues:

North West to host regional workshops
The cancer networks in Merseyside, Cheshire, Greater Manchester, Lancashire and Cumbria are collaboration to

play host to the first of three sub-national level workshops that will take place on 7 -8 March 2012. The workshops
will be focussed on bowel screening programmes and the implementation of the European Colorectal Cancer
Screening Guidelines. The keynote speech will be delivered by Prof Julietta Patnick, CBE, Director of NHS Cancer
Screening Programmes.
Increasing Awareness and Uptake Rates in Bowel Cancer Screening across Cheshire and Merseyside
This project is now drawing to a close as we reach the evaluation stage. The full report will be published over the
coming weeks - watch this space for further details.
Sensory Impairment Research in Bowel Cancer Screening across Cheshire and Merseyside
This research study is also at the evaluation stage with a full report expected in the next few weeks - details will be
printed in a future issue of the bulletin.

The Ascend Study: Strategies to reduce the social gradient in bowel cancer screening
The aim of this study is to reduce socioeconomic inequalities in bowel cancer screening uptake and to improve
uptake overall. In order to ensure the ASCEND study can effectively evaluate the impact of interventions they need
to be aware of any health promotion work and research initiatives that are planned or currently taking place across

Chlamydia Screening Programme (NCSP).

Consultation: Positive for Youth
The Department for education has a consultation - Positive for Youth webpage, which includes the various policy
papers and overarching narrative they are currently consulting on, prior to the publication of a Policy Statement in
the Autumn.
Vulnerable young people in alternative education settings: their sexual health needs, experience and use of
sex education and sexual health services
This research undertaken by the Social and Public Health Sciences unit identifies the sexual health needs of young
people in alternative education settings in Central Scotland.

The Select Committee report on HIV and AIDS in the United Kingdom was released on 12 July
National AIDs Trust publications on HIV Social Care
NAT has recently launched two new documents detailed below:
The impact of social care support for people living with HIV
People living with HIV often experience a range of complex social care needs as a result of physical, psychological
and social factors associated with their condition. NAT surveyed healthcare professionals working with HIV, with
support from BHIVA, CHIVA, NHIVNA and the Society of Sexual Health Advisors, to collect their views on the
impact of social care for their patients. In the context of current financial pressures on social care funding, the report
of the survey findings illustrates how important social care support is to people with HIV, the value placed on such
social care by HIV clinical staff.
The case for social care for people with HIV
NAT has produced a briefing which sets out the reasons why it is vital that local authorities continue to provide
social care services for people living with HIV. People are encouraged to use this briefing, alongside other NAT
documents, to argue for effective and adequate social care funding for people with HIV in their local area.
Tackling blood-borne viruses in prison
The following publications provide evidence and a framework for meeting the needs of the needs of the prison
population in relation to HIV infection and other blood-borne virus infections.
National AIDs Trust Framework
The report, entitled Tackling Blood Borne Viruses in Prison – A framework for best practice in the UK, is an update
of the original framework published in 2007 which has had a significant impact on the way prisons approach blood-
borne virus prevention, testing and care.
Article: „Prisoner health: HIV infection and other blood-borne viral infections‟
This article considers and outlines the important principle of equivalence and the needs of the prison population in
relation to HIV infection and other blood-borne virus infections. Methods used to minimize risk are described and
the importance of development, implementation and evaluation of harm minimization strategies are discussed.
Sexually Transmitted Infections Foundation Course (STIF CORE and STIF PLUS Course)
The Warrington Department of Genito-Urinary Medicine is running a two day Sexually Transmitted Infections
Foundation Course aimed at the Professionals with the responsibility for Planning and Delivery of the Sexual Health
Service Individuals.Accredited and Certified by British Association Sexual Health and HIV (BASHH) the course will

Youth Canal Boat Adventure
Halton and St Helens Health Improvement Team have been working closely
with the Youth Canal Boat Adventure Project in Halton about tobacco.
The project aims to help young people build key life skills, including being
able to say “no” to tobacco. Young members of the project worked closely
with members of the public during Smokefree North West‟s “Take 7 Steps”
campaign and have since helped in other local public health campaigns to
promote smokefree homes.
Mental Health
1000 copies of „Today I Can‟ DVD and 30,000 leaflets have now been distributed throughout mental health
inpatient units and community settings - to all Cheshire and Merseyside PCTs, LSSS and three Mental Health
Trusts. A four minute version of film has been uploaded to YouTube, Vimeo, PCT, LA and Mental Health Trust
websites. The service user resource is reducing existing health inequalities for people with a mental health
condition in order to access stop smoking services/support and reduce or quit smoking.
Mersey Charter
The Mersey Charter is now being extended to child minders in local areas to help protect them from the harm
caused by second hand smoke.
Sub-regional Illegal Tobacco Training Programme
Further training sessions have been delivered with over 150 Police and PCSO‟s now trained. The training
programme is now a mandatory part of the accredited Professional Certificate in Neighbourhood Policing
programme run by Cheshire Constabulary and the University of Chester. It aims to increase knowledge levels and
build capacity to support the North of England Tackling Illicit Tobacco for Better Health programme
Secondary Care Pathway
To assist with the equitable provision of stop smoking support for hospital inpatients across Cheshire and
Merseyside we are delivering a 20 minute stop smoking brief intervention training programme and resources for all
eight LSSS to train hospital staff on wards. We have also evaluated current hospital stop smoking cessation
formulae to achieve consistency for patients in hospitals across the Sub-region.
Consultations
Heart of Mersey have compiled the Cheshire and Merseyside tobacco response to the National Institute for Health
and Clinical Excellence‟s (NICE) draft scope „Tobacco: helping people of South Asian origin to stop using
smokeless tobacco’ consultation in April and the NICE „Public Health Programme Guidance – Smoking Harm
Reduction‟ consultation in May, on behalf of Heart of Mersey, ChaMPs and the CMTA. A template consultation
response was also distributed to all Cheshire and Merseyside PCTs to assist their individual submissions.
Smokefree Local Authority Play Areas in Cheshire and Merseyside
Public surveys will be undertaken in Local Authority Parks in Knowsley, Liverpool and Sefton over the summer to
evaluate levels of support for, and increase awareness of, the implementation of a voluntary smokefree code of
practice within play areas. Halton Borough Council has agreed to progress a voluntary smokefree code across all
LA park play areas. Smokefree signage has been developed through a competition with a local primary school.

Heart of Mersey has written to all Cheshire and Merseyside MPs to ask them to support two further Early Day
Motions:

North West work on behaviour change

On the 12 July Alison Farrar and Alison Wheeler (Drink Wise) co hosted a half day exploratory workshop to
consider how using large scale change approaches might effectively build capacity and capability in behaviour
change work across the North West. A number of prominent behaviour change subject matter experts from across

Health Trainers England – new website
This is a new website which brings together information from across the country about health trainers.
Health trainers originated in 2004 in the white paper „Choosing Health‟. From the outset they were intended to offer
„support from next door‟ rather than „advice from on high‟.
Healthier behaviour plans are nudge in the wrong direction
The House of Lords Science and Technology‟s Committee report on Behaviour Change was published on 19th
July. The report is the culmination of a year long investigation into the way the Government tries to influence
people‟s behaviour using behaviour change interventions and concludes that a whole range of measures –
including some regulatory measures – will be needed to change behaviour in a way that will make a real difference
to society‟s biggest problems. The report concludes that using “Nudge” techniques alone are not likely to be
effective.
Health, Work and Wellbeing: Attitudes of GPs, line managers and the general public
This research from the Department of Work & Pensions explores the various audiences‟
motivators and barriers to changing attitudes towards health and work to maintain a
healthy workforce and aid return to work. It explored their views on what should be the key
drivers for change. The report claims that some key overarching themes emerged from the
research that should be borne in mind when developing future awareness-raising or
potential social marketing interventions.

North West Health Brussels Office: Update
A brief update on the recently published European Commission proposals for the long term EU Budget from 2014-
2020 and its implications for health stakeholders, is now available. There are also three live partner searches for
EU funding programmes in the following areas; the European Social Fund, Antimicrobial drugs to prevent HIV
transmission, CVD risk and life style in the EU

Open Services White Paper
The white paper sets out the government's public service reform programme, through which they aim to ensure
everyone has the choice and control of the services they use, by ending what they see as an old fashioned, top
down, take-what-you-are-given model.
To achieve this, the white paper sets out five principles for modernising public services:
Choice – to be increased wherever possible.
Decentralisation – public services should be decentralised to the "lowest appropriate level".
Diversity of provision – public services should be open to a range of providers.
Fairness – ensuring fair access to public services.
Accountability – public services should be accountable to users and taxpayers, with an emphasis on local
democratic accountability.

New publications: Government‟s vision for the foundation years

The Department for Education and the Department of Health published a package on 18 July setting out the
Government‟s vision for the foundation years which are so critically important for children and their families. These
publications describe the Government‟s vision for the system of services that supports them.
They are relevant to everyone who commissions, leads and delivers services for mothers and fathers during
pregnancy and for very young children, to the age of five.
The publications include:
Families in the Foundation Years – setting out the Government‟s vision for our offer to parents, from
pregnancy to age 5;
Supporting Families in the Foundation Years – setting out for commissioners and the workforce how they
can deliver on the Government‟s vision for foundation years services;
Foundation Years Evidence Pack – setting out the evidence underpinning the Government‟s vision.
A parent friendly translation with resources and links to help mothers and fathers who care for babies and
young children on 4Children‟s companion website (www.foundationyears.org.uk ).
Care Quality Commission Consultation
The Department of Health has recently launched a consultation which proposes to make changes to the regulations
covering registration with the Care Quality Commission. The purpose of these proposals is to ensure that the
registration system remains fit for purpose, and the consultation sets out a number of suggested changes to ensure
that activities which require registration are correctly and clearly defined, and that the registration system does not
impose undue burdens on providers and others. The consultation runs until 7 October 2011.

Drink Wise North West Excellence Programme „Case for Change‟ Workshop

The workshop has been organised as an opportunity for NHS organisations in the North West to learn about the
NHS Alcohol Challenge „Case for Change‟. The aim of the event is to review the evaluation implementation plan
and hear from the pilot case study areas and raise awareness of the benefits of implementing Case for Change and
how it can be replicated into local areas. The Case for Change workshop will be of interest to both commissioners
and providers of specialist alcohol services, as it provides a framework business case for investment and those
who have an interest in services that will reduce alcohol related admissions by 5% with the potential to save the
NHS up to £36 million within 2 years.
Who should attend: NHS Staff, Providers and Commissioners to include Health Care Professionals, Nurses,
Doctors and Clinicians.
