How to set up a New Club
All clubs should affiliate to their respective County Football Association (Leicestershire &
Rutland County F.A.)
Affiliation acts as a quality assurance and helps to protect players, clubs, officials and
administrators throughout the game.

By following these simple guidelines you should be in a position to have
your new club up and running in no time.
Setting up a Club – The Easy to follow Flow Diagram
1. Do you have enough players to start a team? See Player age
banding on page 6. Do you have a Club Name? This must be
different to all others, please make contact with LRCFA to ensure
name is not currently in use or sounds like an existing team.
2. Do you have enough volunteers to cover club organisation and
administration? For a committee you will need a minimum of a
Chairman, Secretary, and Treasurer. If a Youth Club (U18’s and
below) then a Welfare Officer must also be in place. Safeguarding

3. Club Bank Account – This will need to be in the clubs name and have a
minimum of two signatories one of which must be the treasurer of the club.
4. Costs - Before you affiliate to the County FA, or league it is advisable
that you create a list of costs that will help you budget for fees that are paid
out at the beginning of the season. The main income for clubs at the start
is from subscriptions and membership fees.
5. Pitch – Before applying to a league you will need to have a
home ground, without this you may not be able to register in a
league. This can be a local authority or school ground if you don’t
have access to a privately owned one. See local Council contacts
on Page 6.
6. Leagues – You will need to apply for a place in a league before
you affiliate to a County FA. See pages 7 and 8, depending on
your team’s criteria will depend which league you can apply to
enter.
7. Club affiliates to County FA – all affiliation forms can be downloaded
from the CFA website, or requested from the county offices from the
Operations Team. As part of your affiliation to the CFA you get public
liability insurance. If there is a County Cup competition for your age group
it is mandatory that you enter it. Allocation of County Cups within the Open
age bracket is dependant on what division your team plays in. For
clarification regarding age groups see page 3.
8. Kit and Equipment – Before the start of the season you will need to
purchase suitable kit and equipment. The necessary equipment will include
football playing strip, first aid kit, corner flags, balls and nets. There maybe
more it depends on your home ground and if your league is a RESPECT
league, as RESPECT Leagues will expect clubs to have designated
spectator areas see page 5. Youth sides (u18’s and below) and open age
disability teams are able to apply for kit and equipment through The
Football Foundation Junior Kit Scheme
9. Funds & Fundraising – It will be important to raise funds quickly to cover
the essential expenditure such as affiliation fees, league membership fee,
pitch hire charges and kit. The treasurer will need to keep accurate
accounts of income and expenditure and feedback to the club committee
at the General meeting. Funds can be raised by numerous grants and

10. Workforce Development – Recruitment of volunteers, roles and
responsibilities, more information about volunteer recruitment can be found
on our Safeguarding Children website by Clicking Here. The club will then
need to get them qualified for their roles within the club please see our
Coach Education Programme by Clicking Here.
Timeline/ Timetable
Pre- Season
1. Players – Ensure that you have the right amount of players for your squad (see age
limits on page 6)
2. League – Ensure that you have a place in the correct League *
3. Affiliation - Complete and forward Affiliation Form and Club rules to the County FA.
You will need to contact the Operations team on 01162 867828. This also then applies
to the league when you register with them see pages 6 and 7 for League contact

4. Facilities – Arrange pitches and training facilities
5. Meetings – Ensure that you are having regular club meetings to deal with any issues
that have arisen
6. Registration – Ensure that all players are registered with the appropriate league.
Usually up to date photo’s are required
7. Equipment – Purchase new equipment where necessary, ensuring that there is enough
for all teams. Ensure that correct size footballs are used and you abide by specific
League rules e.g. Spectator areas for RESPECT Leagues
8. Subscription and Fundraising – Set a subscription for players and members and
ensure that accurate records are kept of all players and monies
9. Delegation – Club Secretaries/ Team Managers should seek support from other
members to spread the administration work load where practical, but the Club
Secretary will always be the main head of this aspect. ALL correspondence to the
County FA should come through the Club Secretary
Before Match Day
10. Confirm the Fixture according to the League rules – This should include the following;
Kick off time, kit colours, directions to ground, availability of the pitch and confirm

11. Pitch – Ensure that the pitch is correctly prepared with nets (pegged clear), flags,
markings and access to changing facilities and toilets. Designated spectator area’s if
needed.
12. Match Officials – If you are the home team (except in certain competitions) ensure that
the Match Officials have been paid, get the signed receipt to confirm payment.
13. Registration Cards – Ensure that these are exchanged as per the League rules.
14. Result – Ensure that the result card is completed and sent as directed by the County
League/ Competition as stated in the rules. In some cases the home team may have to
also phone in the result on the match day by a certain time.
Each League is different so please ensure that you read your League rules
Post Season
15. AGM – arrange AGM which includes presentation of accounts, review of season gone
and/ or prepare Presentation Evening.
* Respect Leagues – All clubs registered with leagues who have signed up to The FA Respect
Programme must adhere to;
Designated Spectator Area’s: i.e. the use of tape, roped stakes, marking cones or spray paint,
to mark specific areas, all of these must be marked at least 2 meters away from the touchline.
Football Development
The County F.A. employ Development Officers who will be pleased to advise Clubs regarding
any Developmental issue, including coaching courses, funding and Investment, FA Charter
Standard, The FA RESPECT Programme, Volunteer Development and Specific Officers are
also in place for Women and Girls and Inclusive (Disability) Football.

Age limits Reminder
Following a number of recent queries from Leagues, Clubs, CFA’s and members of the public,
please find a clarification of age rules, which can be passed on to clubs and leagues.
1) To play affiliated football, a player must be six years old on or before 31st August
(FA Rule 4).
2) Under 8’s cannot play for points; no results should be collected or published (FA Mini-Soccer
Handbook). This includes end of season tournaments.
3) To play in a game of more than 7 a side, a player must be 10 on or before 31st August
(FA Rule 4). Under 10’s can play in Under 11’s football providing they are playing no more than
7 v 7 football.
4) To play in an open age competition a player must have achieved the age of 16,
(effective from the 2007-08 Seasons). (FA Rule 4).
5) To play in an Under 18’s age bracket competition the player must have achieved the age of
15 by midnight on 31st August of the playing season. (FA Rule 4)
Club Name
The name you select should be unique to the individual club; The Leicestershire & Rutland
County FA will not permit a club to use the same or similar name as another club that is already
affiliated as this may lead to confusion.
