The Complainant; being duly sworn, makes complaint to the above-named Court and states that there is
probable cause to believe that the Defendant committed the following offense(s):
Count 1
Promotes Prostitution-Under 18 yr Old
In Violation Of: 609.322, subd. 1(a)(2); 609.322, subd. l(a)
Penalty: 20 years in prison, a $50,000 fine, or both (MSG SL 9)
On or about June 18, 2011, within the County of OImsted, Anthony James, while acting other than as a
prostitute or patron, did wrongfully, unlawfully and feloniously intentionally promote the prostitution of
an individual under the age of 18 years.

STATEMENT OF PROBABLE CAUSE
The Complainant states that the following facts establish probable cause:
Your complainant is an Officer employed by the Rochester Police Department. ]n that capacity, your
complainant has reviewed the police reports relating to Anthony James, the above-named defendant,
and the allegations contained therein. Based upon that information, your complainant believes the
following to be true and correct.
On June 18, 2011, the Street Crimes Unit of the Rochester Police Department set up an operation
targeting prostitution in Rochester, Olmsted County, MN Ads for escort services on a website known
to be used by individuals to promote prostitution were located. The Undercover Officer (UC herein)
called phone numbers provided in the ads.
At approximately 4:00 p.m., the UC received a callback from one of the phone numbers he had
contacted and spoke with a female who identified herself as Mercadies. The female on the phone
stated that she was at a Rochester hotel and stated that it was $200.00 for a full hour. The UC told her
he would be there in 30 minutes and the female instructed him to call from the parking lot for the room
number
Law enforcement made contact with the hotel management and learned that they had noticed
suspicious activity between rooms 216 and 253. Hotel management stated that both of those rooms
were rented to Anthony James, dob 11/23/1969.
The UC then received a callback from another phone number he had contacted earlier. The UC spoke
to a female who asked if the UC still wanted "a date." The female stated that she was at the same
Rochester hotel that the other female caller had named. The UC told the female that he already had a
date. The UC looked up the phone number of the second female caller and found an internet ad under
the name of Sonya.
The UC contacted the first female caller again and she stated that she was in room 253. The UC went
to room 253, knocked on the door and a younger black female answered. The female introduced
herself as Sonya and stated that Mercadies had just left. The UC and the female agreed to exchange
money for sexual contact and the UC placed the female under arrest. The female was identified as
A.Y.H, dob 12/20/1993, a juvenile.
Law enforcement officers then went to room 216 and Anthony James answered the door. James
admitted that he rented both room 216 and room 253 but denied knowing the females in room 253.
A.Y.H. stated that she, her uncle and her sister were in Rochester to visit James. She stated that
James knows and is related to her uncle. She stated that she had met James four days earlier and that
James had been in room 253 several times over those days.
Law enforcement located two cell phones with.the phone numbers they had contacted to arrange the
meeting, a jump drive that contained a photograph from one of the internet ads, and a condom in room
253.
