MEMORANDUM FOR ALL Soldiers Assigned/Attached to the 110th Military Police
Company (Guard)
SUBJECT: 110th Military Police Company (Guard) Policy Letter No. 6- Reenlistment
Policy and Incentives
1. REFERENCE: AR 601-280, 31 March 1999, Army Retention Program
2. PURPOSE: To establish and provide operational/administrative guidance on this
unit's Reenlistment Program that supports the reenlistment efforts.
3. APPLICABILITY: This policy applies to all personnel assigned/attached to
the 110th Military Police Company (Guard).
4. SCOPE: Reenlistment is an important part of this unit's administration; therefore, all
leaders are required to become familiar with this policy and to take a sincere interest in
the reenlistment of their soldiers. The program is intended to retain the maximum
number of highly qualified Soldiers in the Army.
5. RESPONSIBILITIES:
a. GENERAL: The success of the 110th Military Police Company (Guard)
reenlistment program depends upon effective leadership, vigorous command
involvement and aggressive reenlistment activity at all levels. The program is a direct
indication of the quality of leadership exhibited by each Officer and Noncommissioned
Officer within the unit.
b. COMMANDER: Commander's duties and responsibilities include:
(1) Initiate an aggressive reenlistment program within the unit.

(2) Appointed on orders as the reenlistment officer.
(3) Appoint in writing, a primary and alternate reenlistment NCO.
(4) Ensure that the reenlistment NCOs are provided sufficient time to regularly
execute their reenlistment responsibilities and duties.
(5) Ensure the reenlistment NCO is properly trained.
(6) Be familiar with the reenlistment eligibility criteria, options available to soldiers
and the procedures for applying for reenlistment.
(7) Conduct job performance interviews within 90 days following a soldier’s
assignment to the unit and enter appropriate comments, date and initials of commander
on DA Form 1315 in the "REMARKS" section.
(8) Conduct an interview eleven to twelve months prior to ETS and enter
appropriate remarks on the DA Form 1315.
(9) Establish a Reenlistment Incentive Awards Program to recognize those
soldiers who reenlist. Upon establishment of the Incentive Awards Program, an
announcement will be prepared in letter format, dated, signed by the unit Commander
and posted on the unit bulletin board.
(10) Conduct monthly inspections of the DA Form 1315 (Reenlistment Data) card
file. Review and sign the Record of Inspections conducted each month.
c. Unit Reenlistment NCO: The unit reenlistment NCO's responsibilities include:
(1) Prepare DA Form 3340-R (Request for Reenlistment or Extension in the
Regular Army) on every soldier desiring to reenlist or extend.
(2) Maintain and display complete unit reenlistment statistics on the reenlistment
status chart.
(3) Ensure reenlistment interviews are conducted on all enlisted personnel.

(4) Complete the status of DA form 1315 card prior to each inspection.
(5) Furnish monthly to the Commander, a list of soldiers due interviews during the
following month.
(6) Advise the Commander on all matters dealing with the unit reenlistment
program.
(7) Establish and maintain the DA Form 1315 card file on all assigned enlisted
personnel in the rank of SSG and below.
(8) Schedule interviews with the Commander six to seven months prior to soldiers’
ETS dates.
(9) Review reenlistment data cards upon assignment of individuals to determine
reenlistment status.
(10) Maintain and prominently display current reenlistment publicity material within
the unit.
(11) Be familiar with current options available to personnel in the unit,
qualifications for reenlistment and the procedures for applying for extension,
reenlistment, bonuses and waivers of disqualifications.
(12) Inform appropriate soldiers of their ineligibility for reenlistment and advise
such soldiers of the procedures for initiating a request for waiver of disqualification. This
interview will be recorded on the individual's DA Form 1315.
6. REENLISTMENT ELIGIBILITY, QUALIFICATIONS AND PROCEDURES:
a. Qualifications for Reenlistment: Soldiers applying for reenlistment must be
recommended by the Commander. Those soldiers who are not recommended for
reenlistment will be barred from further service under the provisions of Chapter 8, AR
601-280. Soldiers who are not fully qualified can be barred if no waiver is requested.
Further basic eligibility criteria are listed in Chapter 3, AR 601-280.

b. Request for Waiver: The Commander is responsible for initiating all requests for
waiver of disqualifications for reenlistment.
(1) Requests will be submitted between four and sixteen months prior to
anticipated date of reenlistment.
(2) Request for waiver of eligibility criteria will be submitted only for clearly
deserving personnel who exhibit future potential.
(3) A request for waiver will consider the "whole soldier" concept, past and present
performance, as well as future potential.
(4) Soldiers who have performed satisfactorily for a few months, but have a history
of substandard duty performance or recurring acts of misconduct, will be considered for
a waiver on a case-by-case basis.
(5) If soldiers express a desire to reenlist but a waiver is required, the Commander
will initiate a DA Form 3072 (Waiver of Disqualification for Reenlistment/Promotion in
the Regular Army).
(6) Entries will be made in each item of the DA Form 3072 except items where an
entry is not required or does not pertain to the service member—in which case N/A will
be entered. All entries will be verified for correctness before being presented to the
Commander for signature. The following documents will be submitted as enclosures
with each DA Form 3072:
(a) DA Form 3340 (Request for Reenlistment or Extension in the Regular Army)
(b) DA Form 2A and 2-1(Personal Qualification Record)
(c) Commander's recommendation
(d) All other documentation pertaining to a specific type of waiver.

7. SECTION IV REENLISTMENT INTERVIEWS AND DATA CARD FILES:
a. GENERAL: Reenlistment interviews and counseling are the key to a successful
reenlistment program. These functions are the responsibilities of all Officers and
Noncommissioned Officers, not just the Commander. Reenlistment interviews provide
the opportunity to encourage and assist soldiers in making a definite decision
concerning a military career.
b. Entries on DA Form 1315 Cards:
(1) The following are examples of appropriate remarks to be entered on DA Form
1315 cards:
(a) "Expressed desire to reenlist in the electronics field; states he will wait for
promotion before reenlisting. Reenlistment NCO/Communications Chief interviewed
soldier on DATE . Follow-up in 30 days; stress education opportunities, good prospect."
(b) "Dislikes traveling experienced in the military. Returning to job as an
electrician, member of local union; will earn approximately $20.00 per hour and has
letter of acceptance from Ace Electronics Company."
(c) "Believes promotion opportunities in service are limited. Will attend Texas
A&M University and major in Criminal Law. Accepted by Texas A&M. Parents will
supplement GI Bill to finance education expenses."
(2) DA Form 1315 Data Card boxes will contain a status of DA Form 1315 cards
in the front of the box. See figure 11-2, AR 601-280.
(3) DA Form 1315 will be filed by next action date.
8. REENLISTMENT INCENTIVES:
a. Soldiers will be excused from duty the day of and the day after reenlistment.

b. 30-day exemption from the duty roster for initial term soldiers reenlisting.
c. All unit soldiers who reenlist will receive a four (4) day pass. All attempts will be
made to allow the soldier to take his/her (4) day pass on the dates of his/her choice
within 30 days of the reenlistment. However, mission accomplishment will take
precedence.
9. This policy will remain in effect until rescinded.
