3 simple examples may answer many of your questions - 1 for each Placement Category.
1ST EXAMPLE - PLACEMENT CATEGORY 3
*** John Doe is a student going to a private school.
He therefore is a placement category 3
His tuition is $ 60,000
His one on one aide is $ 20,000
He has a OT bill for $ 2,000
His Tuition or Total is $ 82,000
2ND EXAMPLE - PLACEMENT CATEGORY 1 - NO TUITION
*** John Doe is a student educated at your district.
He therefore is a placement category 1
His classroom costs are $ 60,000
His one on one aide is $ 20,000
He has a OT bill for $ 2,000

His Tuition or Total is $ 83,422
3RD EXAMPLE - PLACEMENT CATEGORY 2 (OR 1) WITH A TUITION
*** John Doe is a student going to a ESC school that has only classified students.
He therefore is a placement category 2
His tuition is $ 60,000
His one on one aide is $ 20,000
He has a OT bill for $ 2,000
His Tuition or Total is $ 82,000
Only the educational & support cost parts of the tuition qualify for EXAID

Tuition is $ 60,000 58.5% $ 35,100
Tuition is $ 60,000 20.0% $ 12,000
20% of the tuition
58.5% of the tuition $ 35,100
100% of the related service $ 20,000
100% of the related service $ 2,000
This amount represents the admin & facility cost part of the tuition that no longer qualifies for EXAID
Note that every public school tuition would have some amount of 'Other Costs'
