As the budget has been approved by Governor Schwarzenegger, I committed to getting back to
you with a decision regarding Alternate Work Schedules (AWS). The budget solidifies that there
will be three furlough days for State employees from July 1, 2009 through June 30, 2010. They
are designated on the first three Fridays of the month. We have already received exemptions for
Construction, Maintenance, and 24x7 operations, such as toll collectors, draw bridge operators,
etc., to work on a self-directed basis when needed to meet business needs. As you know, I have
taken time to talk to both management and rank and file employees and received input on the
impacts of AWS on the workforce and on our workload before making this decision. I have
learned that over 7,000 employees have Fridays selected as the RDO day and are already out of
the office on Fridays. I have taken all this into consideration to reduce the impact on our

I personally believe that a single option to regular work schedules could work for the Department,
but a solid majority of the management and supervisory team feels very strongly that any AWS
would be disruptive to our productivity in a furlough situation. Their justification is that Caltrans
retains the responsibility to deliver critical services and projects to the traveling public, and that
maintaining various AWS will create an operational hardship for the Department. Consequently,
this email serves as official notice that effective September 1, 2009, all alternate work schedules
will be suspended through June 30, 2010. Employees may volunteer to suspend their AWS
immediately with approval of their supervisor.

Please note that although suspension of AWS is necessary in order to facilitate implementation of
the standardized furlough schedule, Caltrans continues to support the use of AWS for its
represented employees. The Department will reinstate AWS at the end of the standardized
furlough program.
