Programmes :
- Mass Demonstration on 28.7.2009 in all Centres and Stations.
- Dharna in all State Capitals on 31.7.2009.
- Badge Wearing on 3.8.2009.
- Mass Demonstrations/Rallies/Processions on 5.8.2009.
- All India Strike on 6.8.2009 & 7.8.2009.
- Further intensified programmes and Strikes thereafter.
Demands
Resume Negotiations immediately.
Expedite Settlement of our demands on Wage Revision, Pension Option and Compassionate
Ground Appointments / Financial Compensation Scheme.
2. Comrades, the IBA going back on their offer is unprecedented. Government intervention in the matter adds
to the gravity. It has to be resisted and fought back. Hence this agitation and strike action. Move on to make the
programmes & strike action a massive success. Co-operative Banks and RRB’s are exempted for the Strike actions.
Strike notice has been sent by UFBU. No separate notice will be issued by our Affiliates.

As per the decision taken at the UFBU meeting held on 14 July 2009 to observe two days strike by the
members of the United Forum of Bank Unions in pursuance of our demand for immediate resumption of negotiations
and early settlement of wage revision, Pension Option, and Compassionate grounds appointments/financial
compensation scheme, the Convener UFBU has since served a Strike Notice on IBA on behalf of all the 9 unions in
the Banking Industry on 16.07.09.
2. The agitation programme includes:-
(a) Demonstrations, mass rallies, processions, postering etc., in all the branches and stations all over
the country preceding the strike.

(b) All India Strike in All Public Sector, Private Sector and Foreign Banks on 6 and 7 August, 2009.
(c) Further intensification of Strike Actions thereafter

4. We therefore call upon all our affiliates/ members to go ahead with all preparations to make the strike a

Statement of the Case
The last Settlement on revision of wages and service conditions of bank employees was signed between the
bank unions and the IBA on 2-5-2005 w.e.f. 1-11-2002 to be effective for a 5 years period from 1-11-2002 top 31-
10-2007.
In view of the ending of the period of this settlement on 31-10-2007, the Unions had submitted a common charter
of demands from the employees unions and officers associations on the IBA in October, 2007 urging upon them
to consider our demands and expedite the settlement with a fair increase in wages. IBA assured to commence
the negotiations and expedite the settlement.
But the discussions on our demands commenced only in May, 2008. In the last 18 months period after
submitting our charter of demands, there have been only 9 rounds of discussions on our demands including the
discussions on the IBA’s demands.
During the course of the negotiation the IBA came forward with their offer of an increase in the wage bill by 15%.
Since this was felt as very inadequate, the offer was not acceptable to the UFBU and hence a call for strike on
12-6-2009 was given.
Chief Labour Commissioner (Central) intervened and held a conciliation meeting on 4-6-2009. As per his advice,
another round of bipartite talks was held on 9-6-2009.
In this meeting the IBA increased their offer to 16/17% and then subsequently made the offer of 17.5 %. This
was not agreed to by the UFBU but having regard to the positive attitude shown by the IBA and earnestness to
resolve the demands amicably, we agreed not to implement the strike call and accordingly deferred the strike
action programmed for 12-6-2009.
While we were looking forward for further discussions and an expeditious settlement, the IBA informed us on 17-
6-2009 that in terms of Government’s guidelines / advice, their earlier offer stands withdrawn and reduced to 15
% ( from 17.5 %).
This has created an unprecedented situation as in the last 40 years of bilateral negotiations and relationship with
IBA, such an action of going back on commitments or reducing their agreed offer has never been witnessed.
When the employees and officers are anxiously awaiting a fair wage revision and early resolution of the
demands, the IBA/Government decision has created wide unrest and resentment amongst the bank employees
and officers.
We immediately took up the matter with the IBA and urged upon them to withdraw their reduced offer and
resume negotiations from where we ended in the last round of talks so that the demands can be settled without
any further delay.
Having waited for a month and observing that no earnest action is being taken by the IBA/Government in this
regard, UFBU is constrained to express the resentment and protest of the bank employees and officers against
their going back on agreed offer and reducing the offer made in the negotiations.
The delay in settlement of our demands for early and faire wage revision, another option to join the pension
scheme and a revised scheme on compassionate ground appointments/financial compensation scheme to give
relief to the family of the employees/officers who died while in service have resulted widespread unrest amongst
the bank employees and officers.
Hence our demand :
1. Resume Negotiations immediately
2. Expedite Settlement of our demands on wage revision, pension option and compassionate ground
appointments / financial compensation scheme.

44 Annual General Meeting at Thrissur.

E.C. Meeting held on 19.07.2009 has decided to conduct the 44 Annual General Meeting at Thrissur, on Sunday,

the 25 October, 2009 at Hotel Trichur Towers Auditorium. We call upon all our members to take note of the date
and keep the day free for the meeting. Details will follow.
Adhoc Payment towards arrears of Salary Pending Wage Revision.
We are happy to note that our demand for Adhoc Payment was favourably considered by the Management. The
E.C. Meeting appreciated the gesture of good will shown by the Management in allowing the adhoc payment against
arrears of salary relating to pending wage revision. The Committee decided to request the Management to
implement our demand for adhoc payment of 15% of the gross salary every month till the wage revision is finally
implemented.
SIBOA Gold Medals and other awards.
Applications are invited for SIBOA Gold Medals among children of our members who have scored highest marks in
SSLC or equivalent examinations and CBSE/ICSE or equivalent examination conducted during March/April 2009.
Since the Board of Examinations in Kerala has discontinued the practice of announcing the individual marks, it has
been decided to call for the applications from those who have secured A+ in all subjects in Kerala and 90% in all
subjects in other states. The next Executive Committee will take a decision in this regard.
In the case of CBSE/ICSE, the existing scheme will continue and gold medals will be awarded to the top scorers.
Special Awards.
Members are also advised to report the outstanding achievements made by their children in academic as well as
other fields during the last year. The next Executive Committee, after evaluating the performance will select the
winners.
PD John Endowment Cash Prize.
It carries a cash prize of Rs 1000/- to the highest scorer in SSLC/Matriculation/equivalent examination. Format of
the common application form is attached herewith. (Please use photocopies)
Area Meetings.
Hyderabad.
A Meeting of our members working in and around Hyderabad was conducted on 11.07.2009 at RO Hyderabad
premises. The meeting was conspicuous by the large attendance of lady Comrades and prospective members. Our
President, Com. C.V. Francis presided over the meeting. Com. C.K. Jayanand Reddy, Regional Secretary,
welcomed the gathering. Com. K.D. Varghese, General Secretary addressed the Meeting, briefing our various

issues such as wage revision, 2 option for pension and issues concerning our bank and lead deliberations. Com.
Ramesh Nair.M, Vice President spoke on the occasion.
The active participation of our members and prospective members in the deliberations was quite encouraging. Com.
P. Srinivas, proposed vote of thanks.
Kolkatta.
Area meeting of Kolkatta was held on 14.07.2009 at our Kolkata Regional Office premises. Almost all members and
prospective members working in and around Kolkata attended the meeting.
Com. Arun De, Regional Secretary, welcomed the gathering. Our President, Com. C.V. Francis, presided over the
meeting and highlighted about the role of the Trade Unions and its members in the present scenario. Com. R.
Krishna Prasad, AGM, Kolkatta Region, addressed the meeting and enlightened about the role of the officers in
development of the institution.
Addressing the meeting, Com. K.D. Varghese, General Secretary, presented the latest development in the banking
industry. In the deliberations, members and prospective members actively participated and expressed their views.
Com. K.J. Joseph proposed vote of thanks.
Before the meeting, the office bearers visited all the branches in Kolkatta.
Fare well to Retired Leaders.
A fare well function was arranged along with EC Meeting in honour of the retired leaders, Com. T.G. Bastin, T.I.
Mohandas, C.A. Devassy, Jacob Panicker, E.C. Davis and K.P. Ignatious.
The Committee placed on record the services rendered by this former leaders in bringing up the Association to the
present stature. The leaders shared their experience in Association activities during their tenure.
Car Loan and Re-imbursement of Petrol.
The eligibility criteria for Car Loan to officers have been modified w.e.f. 01.01.2009 as follows:
“All confirmed Officers in Scale II and above and Officers in Scale I with 5 years of service in the bank
are eligible for Car Loans”. But in HO Personnel Dept. Circular dated 13.01.09, nothing was mentioned
regarding the reimbursement of Petrol and as such there is confusion among our members in this regard. We
wish to clarify that as per the existing Rule, officers who are eligible for Car Loan are eligible for
Bereavement. of Petrol applicable to Car.
