Avon, South Dakota – February 7, 2011
A regular meeting of the Avon City Council was held on the above date at the Avon City
Building at 7:00 p.m. Roll Call: Alderpersons: Tjeerdsma, Kocmich, Dodge, Grogan, Dykstra,
Jonkers, and Finance Officer Berndt. Absent: Mayor Gill.
Meeting was called to order by Council President Tjeerdsma at 7:00 p.m.
Jack Brodeen arrived at 7:03 p.m.
Motion by Dodge and seconded by Grogan to approve the agenda with the addition of Old and
New Business. All voted “aye”. Motion carried.
Motion by Dykstra and seconded by Jonkers to approve the minutes on the January 3, 2011
meeting. All voted “aye”. Motion carried.
Jack Brodeen left at 7:20 p.m.
Old business after a long discussion regarding enacting a more complete nuisance ordinance.
Motion by Kocmich and seconded by Grogan to have a working meeting concerning a nuisance
ordinance on the 23rd of Feb. at 7:00p.m.
No committee reports at this time.

Motion by Dodge and seconded by Dykstra to pay the foregoing claims totaling $48,034.67.

Motion by Kocmich and seconded by Dykstra to accept the following receipts for January

Garbage tax – 197.97, Late fees –30.00, Water Deposit – Lori Mosey – 50.00, Insurance Payment –
ambulance – 5,930.91, Sales tax 3,436.11/2nd 3,436.10, Storm Drain Transfer-1,140.00, Building

Motion by Jonkers and seconded by Grogan to pass the following Resolution #002-2011.
WHEREAS, it is necessary to hold an annual election for the election of certain municipal officers, it
is therefore
RESOLVED THAT WHEREAS, pursuant to the law of the State of South Dakota, an annual
election for the election of Municipal Officers is required to be held on the second Tuesday of April
each year, the City Finance Officer be, and she is hereby authorized and directed and is required to
give notice of such election by publication being not less than ten days prior to such election, and the
officers to be voted for thereat.
That the polling place for all Wards shall be at the Avon Fire Hall of Avon, South Dakota in
accordance with Ordinance of Record, and the polls at such election shall be open continuously form
7:00 a.m. to 7:00 p.m. of said day, that the City Finance Officer be authorized and directed to prepare
office ballots for said election.
The following persons by and they are hereby appointed Municipal Election Clerks: Myra
Klock, Shirley Yonkers and Lois Raysby.
Roll call vote all voter “aye” motion carried.

Motion by Dykstra and seconded by Grogan to allow the Flower Shop to have two one day
liquor permits allowing the Flower Shop to serve and consume alcohol. All voted “aye”. Motion
carried.
The water tower bid was presented, no action taken at this time.
The plow route was discussed, there was a concern brought from one of the businesses in town
who wanted the alley plowed earlier in the route. It was discussed but the route works and it is
efficient, and other businesses using the alley are not higher on the list then others so no changes will
be made at this time.
Streets for 2012 were discussed; the committee will bring recommendations at the March
meeting.
The possibility of a new building going up on the Dutch’s Corner lot, as to whether or not the
City would be willing to sell the ground.
The Council adjourned the business meeting at 8:30 p.m.
