WIPONET PROJECT STATUS REPORT

Background to Project
1. In September 1998, the Assemblies of the Member States of WIPO approved the
establishment of a Global Information Network, called WIPONET. The aim of this project is
to provide the necessary infrastructure and services for improved information exchange
among the global intellectual property community (see document A/32/4, Annex I).
2. Following this approval, under the oversight of the Standing Committee on Information
Technologies (SCIT), the International Bureau developed a deployment strategy, together
with a project implementation plan, which was approved by the SCIT at its fifth plenary
session in July 2000.
3. The present document contains a progress report on the implementation of the
WIPONET Project.
Schedule Status
4. The deployment is generally on schedule with some minor delays in the deployment of
the WIPONET KIT at IPOs, and the development of training materials.

Summary of Progress Since Last Report
6. Since the last reporting period, a further 24 offices have received the WIPONET KIT,
bringing the total number of installed offices to 43. Another 47 offices are in the process of
preparing for deployment.
7. In order to maintain the pace of deployment, the WIPONET KIT installations at Phase II
IPOs has been started. This approach has been adopted to allow more time to IPOs for
responding to WIPO communications and to undertake site preparations. Consequently, the
earlier distinction between Phase I and Phase II deployments is no longer relevant. To
maintain consistency with prior reports, the following table, however, provides deployment
information for each phase.

8. Some of the pending offices are experiencing difficulties in site preparation, resulting in
delays in deployment.
9. Of the 177 circular letters sent to offices already connected to the Internet, ascertaining
their interest in participating in the WIPONET project, 155 replies have been received, of
which 144 have confirmed their wish to participate. These offices are given the means to
access the WIPONET Services when their Focal Point receives the necessary training.
10. The unification of the WIPONET CENTER and the WIPONET KIT Helpdesks has been
achieved.
11. Training of the nominated WIPONET Focal Points at IPOs has commenced and
approximately 80 Focal Points have been trained. In effect, this has enabled 80 IPOs to start
using WIPONET.
12. The WIPONET training has been planned on a “train the trainer” approach. Focal
Points, after attending the workshops, are required to train their colleagues. The training is
being delivered through regional training workshops, using the paper-based and
computer-based training materials. In order to meet the training needs of different IPOs, two
types of workshops are held. For IPOs with Internet access, the workshop duration is two
days and covers training on the use of the WIPONET services. For IPOs receiving the
WIPONET KIT the duration of the workshop is five days, the first three days being devoted to
training on basic PC skills and desktop applications. The training workshops are conducted
on a regional basis, grouping Focal Points in the three WIPONET supported languages
(English, French and Spanish).
Issues that May Arise During the Course of the Project
13. A number of key issues that may arise during the course of the project have been
identified. These include: delays in the preparation of the sites by IPOs; national regulatory
issues concerning the use of encryption technology; training delays due to translation of the
training materials into French and Spanish and the need for viable Workshop batches, based
upon Focal Point availability in the same region, language and training needs.
Key issues and Action(s) Taken or Recommended
14. Cooperation by the IPOs in responding to WIPO communications concerning WIPONET
KIT deployment, site preparation and availability of Focal Points for training would facilitate
the timely delivery of the project.
Deliverables to be Produced in the Next Reporting Period
15. In the next four months, 24 offices are expected to receive the WIPONET KIT, including
Internet connectivity and 10 more WIPONET training Workshops have been planned.
