                         EVACUATION PROCEDURES


Branch Libraries
Branch Libraries should contact the local Building Coordinator and emergency personnel for instructions.


Campus Evacuation
If a complete campus evacuation and closure is necessary, it will be announced and coordinated by the University of Minnesota
Emergency Operations Team. Notifications will arrive via the Emergency Response Radio. All official information will be
communicated via the Emergency Response Radio/ Geographic Facilitator/Building Manager who will receive alerts via pager.

Building Evacuation
Evacuation may not be necessary unless the incident has generated a hazardous materials incident or there is an immediate health and
safety risk, such as fire.




IF EVACUATION IS NECESSARY:
 Secure your workstation. Close door but DO NOT LOCK it.
 Know and use the closest evacuation route and emergency exits. DO NOT use elevators.
 Exit in a single line, keeping to the right on stairs, to allow emergency personnel to pass.
 Remain quiet, listening for any instructions.
 Assist in moving disabled persons to exits or leave them at hallway by elevator and inform emergency personal of
  disabled person’s location immediately.
 Go outside immediately to south end of building on Commonwealth Ave or go to the nearest library during an
  evacuation due to a bomb threat., for a head count to be sure all employees have evacuated. Contact emergency
  personnel if an employee is missing.

                                                      FIRE
 Open fire extinguisher box and sound Airhorn, if possible when discovering fire or heavy
smoke.
        NEVER ENDANGER YOUR PERSONAL SAFETY

1.      Use Megaphone to call out to users to leave the building, if possible.
        NEVER ENDANGER YOUR PERSONAL SAFETY
        Then EXIT the BUILDING calling out on the megaphone to other staff to evacuate.
              Secure workstations/close doors. Do NOT lock.
              DO NOT use elevators.
              Use closest evacuation route and emergency exits.
              If caught in smoke, crouch low to the floor, hold cloth to your nose, take short breaths and crawl to
               nearest exit.
              Form single-file line on stairs; keep to right, to allow emergency personnel to pass.
              Minimize talking and listen for instructions.
              Assist disabled persons out of building or move to hallway by elevator.
              Report anyone refusing to leave and unmovable disabled person to the fire department/LEC
               immediately upon exiting.
2.      Once outside, locate phone in alley behind north side of building. Call 911 and remain calm.
3.      If you are not in danger, 911 needs:

              Then go immediately to south end of building on Commonwealth Ave or go to the nearest library during
               an evacuation due to a bomb threat. Contact emergency personnel if employees are missing.


4.      Activate the LIBRARY EMERGENCY CALLING LIST

The Building Manager must have clearance from the fire department indicating ―all clear‖, before anyone
reenters the building.

     The elevator and ventilation system will stop and may not restart automatically. Call
                        BSAC, 5-0011 if necessary to restart systems.

                                                       WEATHER
Tornado or Weather Watch
                                                     Weather conditions are right for a tornado/weather to develop. Nothing has been sighted.


Tornado or Very Destructive Winds Warning:
                                                                                            A confirmed tornado sighting or 75 mph winds.

                          The St. Paul Campus Libraries are located in Ramsey County.
                          The Minneapolis Libraries are located in Hennepin County.

                The tone-activated weather radio located in library workroom, will start beeping during a
                 weather alert. Turn the radio to broadcast and listen to the report. The Campus Emergency
                 Response radio will also sound.
                Report of a watch: Turn down the sound and monitor the radio until the National Weather
                 Service dismisses the watch.
                Report of Tornado/destructive winds warning: Listen to the report. If the warning includes
                 Ramsey County, all occupants should go to basement level of building during a warning and
                 remain until the danger is over. You MUST take the Campus Alarm Radio with you and
                 should bring the weather alarm radio with you as a back up. The Campus Emergency
                 Response Radio will give you the ―ALL CLEAR‖ signal when it is safe to return back upstairs
                 to the Library.
The safest place, during bad weather, is the basement, tunnel or inner hallway on the lowest floor of a building, away from
entrances/window. Avoid large areas with poorly supported roofs. If caught outside lay down flat in nearest depression, ditch or
ravine.

Spreading the Word to Library Occupants.

        BRANCH LIBRARIES
                Call out to all occupants in a loud voice:

                 ―There is a weather warning in Ramsey County please move to the
                  basement level of building until further notice.

             Shut and lock library front entrance and move to basement level of building. Inform the
        occupants of 4th floor on your way to the basement. Remember, You MUST take the Campus Alarm
        Radio with you and should bring the weather alarm radio with you as a back up.


                 Do not spend time attempting to force people to leave the library.

                   EMERGENCY CLOSING DUE TO WEATHER
             Staff should listen to WCCO-AM 830 for official U of M closing information.

             In the event that any staff member misses the WCCO official closing announcement they
              should call the University Librarian’s Office at 624-4520, there will be a voice-mail message
              with closing information.

             Staff that work weekends and evenings should call 624-4520 if they believe the Universtiy
              may be closed or closing, there will be a voice-message with closing information.

             If the University closes early during the day Monday - Friday, staff will be informed by an
              ―ALL STAFF‖ e-mail message sent by either, Wendy Lougee, Eric Celeste, Linda DeBeau-
              Melting, Karen Williams or Peggy Johnson stating the University is closing early.

             Inform the student employees in your area about this procedure and in the event of a closing.

             WATER DAMAGE –Leaks or Flooding
       1.     STOP THE WATER! Call: Facilities Management 4-2900

              NO ANSWER or EVENINGS & WEEKENDS
                   Call 5-0011

                                                     wall.
                                                     Severity of leak:     For example: A drip; over flowing
                                            toilet; depth of water on floor, area the water covers.

       2.     Stabilize the Area: Cover the stacks with plastic to stop further damage. Direct large leaks
              into garbage cans using the plastic as a funnel.

               The plastic and emergency supplies are located Under the fax machine in the workroom.

       3.     Remove threatened, undamaged materials to a safe location.

       4.     When time permits or if help is needed activate:
                           LIBRARY EMERGENCY CALLING LIST
                           They will activate the ―Disaster Response Team.‖

              Do not remove the plastic until ―All Clear‖ is given by the Geographic Facilitator.


See ―Dealing with Wet Books‖ flow chart for help in dealing with wet or damaged materials, until Collection
Disaster Team arrives.

5.   Do not administer any medications unless the person is carrying them and can give you instructions.

THIS DEVICE IS FOR USE ON ADULTS ONLY.
To use this device:

1) Send someone to contact 911.
2) Remove device from cabinet and take to patient’s side. Defibrillator is located in the Veterinary Science
Building: 1st floor, next to 125 sign by enunciator panel.
3) Open cover of device and turn on power.
4) Remove patches from cover and attach to patient’s bare chest according to the diagram on the patches.
5) Connect patches to device.
6) Follow voice prompts—see inside cover of device for further instructions.
Maintenance:
If cabinet or device is beeping, please contact police dispatch on their non-emergency number at 612-624-
COPS. Give the dispatcher your name, location of the unit, and a description of the problem.

                                      CRIME/SECURITY
Call 911

   If a crime or disturbance is in progress.
   If you are suspicious of someone's actions.
   You feel uncomfortable. (harassment, inappropriate behavior, threatening behavior)
   Be prepared to identify/describe the suspect. (See attached Suspect Description Sheet for help.)

Note: If a patron reports a theft crime committed against him or herself, he or she must remain for the police
interview. The police will not come and take a second hand report.

Staff should always call the police if it is an emergency, even if the patron leaves.

                                              SUSPICIOUS ACTIVITY
Someone is trying to remove furniture/equipment from the library.
Ask to see identification/work order. If they refuse, call Veterinary Medical Library Veterinary Medical Library. DO
NOT LEAVE a voice message call the police.

              Weekends/evenings call the police immediately if they refuse to give you ID. Follow up with call to
               Veterinary Medical Library, Veterinary Medical Library.

Question all strangers in staff areas and escort them to and from their destinations
               May I help you? Is a polite way to ask someone, why they are in a particular area.
               If the person doesn’t seem to want to answer, ask who or what they are trying to find. This line of
                questioning usually will determine whether or not the person belongs in the space.
               Call the police if they refuse to answer or will not leave the area.

Inappropriate but Non-threatening Behavior
               If people are doing inappropriate things in the library that are non-threatening, ask them to cease
                behavior. If the behavior persists ask the people to leave the library. If they are uncooperative call 911 for
                assistance.

Theft/Damage to Collection Materials
                Someone appears to be attempting to steal an item and has damaged the materials.
                For example they are leaving, the alarm goes off, and a book in their bag is missing the barcode and/or
                call number.
                       Ask the patron for ID.
                         Ask to check bookbag, briefcase, etc. and retain any University of Minnesota library materials
                          not checked out.
                         Explain that it has to be repaired.
                         Leave a note for the head of circulation.
                         If they become agitated call 911.


Security Monitor Program
               Security monitors are on duty, weekends and evenings, in Magrath Library. These monitors are
                available to answer your security concerns. Don’t hesitate to call or stop by and ask them a question.

Feel uncomfortable with a situation/person
               Let the police decide if it is an emergency or not. If the police do not handle your call appropriatel y or don't respond, contact
                the Veterinary Medical Library by phone Veterinary Medical Library.

Always fill out an incident report immediately while it's still fresh in your mind. When in doubt, fill it out. We
prefer more reports versus less.

             THREATENING BEHAVIOR IN THE
                    WORKPLACE
 Call 911 for police if you observe violence taking place or feel there maybe an immediate threat to
  someone’s safety.

 All faculty, staff, and student workers should communicate to a supervisor/administrator, knowledge of
  violence or threat-related behaviors including weapon possession.

 Administrators and supervisors should call 5-2000 if they feel there is an emerging potential threat to
  someone’s safety. They will receive voice directions and someone will call back.

                  BOMB THREAT / DEVICE FOUND
Someone calls in a threat.

1.      Remain Calm.
2.      Keep the caller on the phone, someone else should dial 911 and relay information.
        Alone?         Get as much information as possible, then dial 911.

        Write down exact words of the caller and keep the caller on the line:
              Location of bomb.
              Time it will explode.
              What kind of bomb is it and what does it look like?
              Did you place the bomb? Why?
              What’s your name, address, and phone number?
             Will you help the police locate the bomb?
3.      Dial 911: ―I have received a bomb threat.‖

        Try to remember caller's voice and describe it to the police.

        Sincere Accent Loud Slurred Is the voice familiar? Who did it sound like? Were there any background noises?


3.      Evacuate on instruction from the police.
                             An explosive device is found in building.
1. Do NOT touch anything! Dial 911.
2. Prepare to evacuate the building, as per instruction of police.
3. Evacuation Procedure:
      Branch Libraries:                              In loud voice ask patrons to ―Please exit the building
                                              immediately.‖

4. The Building Manager must have clearance from the Emergency Personnel indicating ―all clear‖, before
   anyone reenters the building. Keep in mind that the primary concern is life safety.

                                THREATENING PACKAGE

The US POST OFFICE and the FBI offer the following advisory information.
1.    Remain calm.
2.    Dial 911

                                      Gunman in the Building
An active shooter scenario is a rapidly changing situation. The guidelines below should be considered during this type
of emergency, but your specific situation may require deviation from these suggestions. USE COMMON SENSE.

If escape is possible:
        1.       If it is safe to escape from the building, do so.
        2.       Seek cover far away from the building, keeping solid objects, a car, a tree, another building, etc, between
                 you and the gunman whenever possible.
        3.       Dial 911 when you are a safe distance away.
        4.       Be mindful of approaching Emergency Vehicles and obey all directions given to you by Law Enforcement
                 Personnel.

If you can not escape:
        1.       Upon learning of a gunman in the building, immediately close and lock your office door. If possible,
                 barricade the door with furniture, desks, filing cabinets, etc.
        2.       If you can do so safely, allow others to take shelter with you.
                     Remember the safety of the many vs. the safety of the few.
                     Rescue attempts should only be made if they do not endanger the lives of those already in a secured
                        area.
                     The shooter may bang on the door and yell for help as a way to entice you to open the door.
                     When in doubt, do NOT open the door.
        3.       Block interior windows and/or close interior blinds whenever possible.
        4.       Turn off all radios/speakers and computer monitors and silence cell phones.
        5.       Place signs in exterior windows to identify the location of injured persons.
        6.       After securing the room all occupants should take cover where they can not be seen.
                     Choose a location that may offer additional protection, behind desks, filing cabinets, or walls.
                     Occupants should NOT group together. Remain spread apart.
        7.       Dial 911 if it is safe to do so. Give your location and a description of the shooter.
        8.       Remember that responding Law Enforcement Personnel (LEP) will not know whether or not you are a
                 threat.
                     FOLLOW ALL DIRECTIONS FROM LEP.
                     Do not make sudden moves around LEP.
                     Keep hands visible and empty at all times near LEP.
                     LEP may order you to keep your hands on your head, search you, or point their guns at you.
                     Remember that LEP will not treat the injured nor evacuate civilians until they are sure the threat is
                        neutralized. Remain calm and stay still until LEP tell you to move.
