1. Welcome Address
On behalf of the District 4 Executive Staff, Mr. Dan McElhinney, the Chief Deputy
District 4 Director opened the meeting and welcomed all members and guests. Mr.
McElhinney asked all attendees in the room to do their own self introductions. Based
on the self introductions, the meeting was attended by the following:
o 17 Protégés
o 9 Mentors
o 2 Guests (Port of Oakland & AGC CA)
o 1 Co-Sponsor ( Alameda County Public Works)
o 5 Caltrans staff (including 2 consultants)
o 4 Calmentor Applicants
2. Roll Call
Steering Committee Members Present: Members present at the meeting were: Dan
Masdeo, Ken Rice, Curtis Lindskog, Henry Chang and Maxine Young.
Absent Steering Committee Member: Trinity Nguyen, Rick Nedell, Neil Brown, and
Sharon Kyle
3. Approval of 02/26/08 Meeting Minutes
Because less than 2/3 of the steering committee members were present at the meeting,
there was no motion to approve the minutes. Minutes will be approved during the next
scheduled meeting in August 2008.
4. New Business of the Steering Committee
A. Program Quarterly Report
On behalf of Chairperson Nguyen, Mr. Romy Fuentes provided the program’s quarterly
report. The program has the following quarterly report statistics:
Total Number of Members in the Program: 75
Total Number of Mentors: 24
Total Number of Protégés: 50
Number of Executed MOUs: 25

Mr. Lindskog mentioned that recruitment for protégés is going well. There have
been more and more protégés applying to the program. The program is very
successful in recruiting protégés.

5. Open Discussion with the General Members
A. Post- Review of the April 3rd Calmentor Celebration Event: Mr. Paul Pendergast
Mr. Pendergast provided the following summary of the event:
Purpose of the Event: (1) Celebrate accomplishments during the past year
(2) Establish new business connections
(3) Conduct workshops
Location: Marriotts Oakland City Center:
Attendees: 186 attended the Luncheon (pre-registered)
20 Registered during the event
Caltrans Districts 3, 4, 6 and 12 staff were represented.

Mr. Pendergast pointed out the team effort between Caltrans staff, the Steering
Committee members and volunteers who conducted the workshop. Because of this
team work, the program was also successful in having Secretary Dale Bonner as the
keynote speaker of the event.
A video clip of Secretary’s keynote speech during the event was shown to remind the
members of the Secretary’s full commitment and support to the success of the mentor-
protégé program in the state.
Mr. Pendergast concluded his presentation with an announcement about the Small
Business Conference to be held in Southern California on November 17 and 18, 2008.
Additional information is forth coming about this event.
B. A&E Contracting Opportunities
(a) Caltrans: Mr. Romy Fuentes
Mr. Fuentes provided a hand out of the A&E Look Ahead report of upcoming
contracts to be advertised in the next three months. This report is from the
Caltrans Division of Procurement and Contracts (DPAC) website at:

Mr. Fuentes highlighted the District 4 contracts in the report. He encouraged all
protégés to be familiar on how to navigate the DPAC website and find contract
procurement information that they may be interested in. He asked them to book
mark the DPAC website in their internet web browser because the information are
updated monthly.
(b) Alameda County Public Works: Mr. Moses Delos Reyes
Mr. De Los Reyes provided a four-page handout on how consultants can get into
his agency’s data base of firms that provide Professional Services. He asked the
attendees to look at page 2 of the handout regarding the budgeted consultant
contracts for fiscal year 08/09. These contract services include the following:
o On-call Survey Services
o On-call plan checking Services
o Geological & Engineering Services
o Planning Regulatory Compliance
o Basin Sediment Removal Evaluation
o Pump Station Evaluation
o Public Information Services
o Levee Evaluation
o Water Quality Services and
o Environmental services
o Traffic Engineering
o Civil Engineering- Road Services (Measure 1-B Project, i.e.,
Vasco Road Project)
In addition to these services, Mr. Delos Reyes also pointed out that there are non-A&E
types of services, which include Graffiti Abatement, Maintenance and IT (Information
Technology) related Services that are being contracted out.
He invited all interested firms to contact the individuals listed in the handout. Moses
also mentioned that he can set up appointments to discuss specific contracts to potential
bidders. Moses can be contacted at 510-670-5243.
Moses concluded his presentation with the following announcements of upcoming
meetings:
o Alameda Builders Exchange Open House on June 18, 2008 in San
Leandro 11 am to 3 pm.
o Prevailing Wage/Labor Compliance Workshop on June 19, 2008,
8 am to 3 pm at the Public Works Office in Hayward.

(c) Port of Oakland: Ms. Bessie Papailias
Ms. Papailias identified the following three areas of operations that the Port of Oakland
currently has:
o Maritime Operations
o Aviation
o Commercial Real Estate
She also identified the following sources of funding streams for these operations:
o Federal Funds
o Caltrans Funds
o Special Grants from Transportation Security Administration and
US Department of Homeland Security
o Revenues from maritime operations
A utilization program for non-discrimination of small and local business is in place with
the Board of Port Commissioners as the approving body. This program gives preference
to local businesses residing in the counties of Alameda and Contra Costa. The program
also provides extra preferences to very small local businesses impacted by port
operations. These small businesses have to reside in the cities of Oakland, Emeryville,
San Leandro and Alameda.
The Port of Oakland has its own Small and Local Business certification. Ms. Papailias
invited the attendees to be certified with Port of Oakland. The certification process only
takes 2 days. Ms. Papailias was asked if there is a reprocity between the Port of Oakland
and the DGS Small Business certifications. The answer is no because the Port of
Oakland program specifies local businesses. However, if the project is funded by other
sources, such as Caltrans, the DBE race neutral goal will apply.
Ms. Papailias also invited the group to visit the Port of Oakland website at
www.portofoakland.com to obtain more information on the local and small business
certification program. She also mentioned that the website will provide information on
upcoming Request for Qualifications (RFQ) and Request for Proposals (RFP).
Ms. Papailias will provide future updates to Caltrans with regards to service contracts that
are budgeted by the board of port commissioners. A blast of e-mail will be sent out once
the proposed budget for these contracts are approved by the board.
(d) Update on Caltrans D-4 Mentor-Protégé Program for Construction: Russ Snyder
Mr. Snyder was at the April 3rd Calmentor Event and was very inspired by the
membership commitment and support of the leadership within Caltrans in promoting a
mentor-protégé program such as the Calmentor. As a member supported organization,
AGC provides full value to the members who get themselves involved.

With regards to the status of Mentor-Protégé program for construction in District 4, a
recent networking session was held in Sacramento with Small Business Council
members and AGC members. The dialogue focused on the pros and cons of the mentor-
protégé program in the construction arena. In the end, Caltrans Director expressed
strong support of the program.
Mr. Snyder indicated that a one-year timeline has already been scheduled and a year
from now, an annual meeting will be held. A month from now, the first steering
committee meeting will be held. The overall concept of the program is primarily
borrowed from the Calmentor program. Protégé applications are received and accepted
by Caltrans. The following mentors have expressed commitment in becoming mentors:
Granite Construction
FCI Flat Iron
Ghilloti
Yerba Buena
Kiewit
He also indicated that AGC members are experienced in the mentor-protégé program.
He cited Yerba Buena as an example of a success story. This firm was a protégé and
now a fast growing company. Yerba Buena has signed up as mentor in the program.
Also, outside of the AGC programs, members such as Hensel Phelps and Turner have
their own experiences in mentoring small business firms. Half of the AGC members
are small businesses and receive membership services, education and work
opportunities by getting involved.

The next quarterly meeting is scheduled for August 26, 2008 at 10:00 a.m., District 4
Office (Park View Room) in Oakland.
