Maharani Laxmi Bai Medical College & Hospital, Jhansi (U.P.)
1. Particulars of the Institution, Functions & Duties:
The institution „M.L.B. Medical College & Hospital, Jhansi,‟ named after “Jhansi Ki Rani”-
Maharani Laxmi Bai, came into existence in 1965 to cater the medical education, research and
patient care needs of the Bundelkhand Region. Dr. Sushila Nayar, the then Union Health
Minister & Member of Parliament from Jhansi (U.P.), conceived, nurtured & executed the idea
of this Medical College. She laid down its foundation stone on 16 December 1965 at Jhansi on
Jhansi-Kanpur Road. Late Mrs. Indira Gandhi, the then Prime Minister of India, formally
dedicated it to the public on 14 April 1973.
First batch of 50 MBBS students was admitted for Jhansi at LLRM Medical College,
Meerut (U.P.) in 1968. Late Prof S.K. Saxena had joined here as Professor of Anatomy in 1970
to coordinate all affairs of this Medical College including its admissions & transfers of students.
Late Dr. S.R. Kapoor had joined here as Founder Principal on 1 September 1971.
Campus of this Medical College is spread over a walled area of 380 acres and is grouped
into mainly 3 Blocks- College Block, Hospital Block and Residential Block .
I) College Block : Consists of multistoreyed 3 interconnected wings, along with 450 seated
Auditorium, Post Mortem, Animal House, Bank, Post Office and Primary School.
II) Hospital Block : Consists of multistoreyed 3 interconnected wings for 20 OPDs and 700
beds, 10 Wards, along with Isolation Ward, Skin/TB and Chest OPD, 8 O.Ts., Post Partum Unit,
Burn Unit, Oncology/ Radiotherapy Unit, De - Addiction & Psychiatry Unit, Nephrology Unit,
New Emergency Ward, Private Wards, 24 beded Dharmshala and Rain Basera.
III) Residential Block: Consists of Type V of residences for College & Hospital administrators,
20 P/R residences, 29 Type IV flats for faculty members, 18 flats for Junior doctors and 34 Type
II quarters for class III & 73 quarters for class IV employees, along with eight hostels for UG &
PG- boys & girls and nursing staff. A separate Guest House presently under construction is also
there to cater the stay - needs of the Medical College guests like examiners and guest- lecturers.
College & associated Hospital has three main functions:
a) Teaching
b) Research
c) Patient care.

College has good teaching faculty for UG as well as PG studies. Fifty four (54) PG and 50 UG
students are admitted to MBBS and various PG (MD/MS/Diploma) courses in major subjects.
Some paramedical courses (Lab Technician and X-Ray Technician) are also running here. All
admissions are made through AIPGEE/UPPGMEE/Central Government. CPMT/CBSE Entrance
Examinations for MBBS are controlled by UP Government and Central Government in
consideration with Recommendations of MCI and Bundelkhand University Regulations.
Institution‟s system of functioning and its staffing categories are given in the Flow Chart (See
next page).
2. Powers & Duties of its Officers & Employees:
Main Officers of the Institution are following:
I) Principal: Principal is the head of the institution. College & the Hospital are under direct
administrative and financial control of the Principal. Various activities like teaching, training,
research, and patient care are conducted under his guidance and direction. Principal has a team of
officers, like Heads of Department, Superintendent-in-Chief, Chief Medical Superintendent,
Matron and Finance Controller etc to assist him in discharging his functions.
II) Superintendent-in-Chief: (Superintendent-in-Chief) looks after the management of the
hospital. Medical Officers (PMS), nursing staff, pharmacists, technicians and other class III &
class IV staff work under his control.
II) Heads of Department: Heads of Department are the senior most teachers of the respective
Departments. Under-graduate & Post Graduate teaching, research and patient care are looked
after by him/her with the assistance of other teaching staff of the Department.
IV) Finance Controller: Finance Controller looks after the financial matters and extends his
advice to the Principal in all financial matters from time to time.
3. Procedure Followed in Decision Making Process, including Channels of
Supervision & Accountability:
I) Decision Making Process: Major functions of this institution relate to the teaching of medical
students, training of paramedicals, research & patients care. Accordingly, decision making
process mainly relate to the programmes & activities in the above areas. The procedure of the
decision making process in these areas is given as under:

a. Teaching & Training: For this purpose, Recommendations of Medical Council of India,
Statutes of the Bundelkhand University, Jhansi (U.P.) - relevant to the Faculty of Medicine, and
Rules of the Government of U.P, are pursued.
b. Research: As regards sponsored research, rules/guidelines of the sponsoring agency are
followed while for institutional unsponsored research, prevailing standard research practices
form the basis.
c. Patient Care: Such care is provided by the Hospital of the institution. The Hospital runs
according to the system developed by the Government of U.P. and policy decisions are taken
following U.P. State Government rules/guidelines.
d. Students Admissions: Under graduate & Post graduate students are admitted as per U.P.
Government rules and Medical Council of India Recommendations.
e. Other Miscellaneous Matters (Appointments etc): Senior teaching faculty, Medical
Officers and some class III employees (technical) like Laboratory Technicians, Pharmacists &
Nursing Staff are appointed by the Government of U.P./DGME, U.P. Other class III & IV
employees of the institution are appointed by the Principal/SIC/CMS, following U.P.
Government rules.
II) Channels of Supervision & Accountability: Main decision making officers in the institution
are following :
a. Principal: All major policy & administrative decisions of the institution are made by him
as per the UP State Government rules.
b. SIC/CMS: He takes administrative and other decisions mainly related to the hospital in
the light of U.P. Government rules and institutional provisions.
c. Finance Controller: All budgetary/financial matters are dealt with by him. He also
advises Principal in financial matters and administrative/policy decisions.
d. Nursing Superintendent/Senior Matron: He/She takes decisions in the Hospital about
nursing staff and patient care.
4. Norms Set by it for Discharge of its Functions:
The institution‟s officers discharge their functions in the light of :
I. Recommendations of the Medical Council of India.
II. Statutes of the Bundelkhand University, relevant to the Faculty of Medicine.
III. Rules/Guidelines of U.P. State Government
IV. Recommendations of the Institutional Committees from time to time.

V. Advices from Heads of Department.
VI. Advice in financial matters from the Finance Controller.
VII. Rules/Guidelines from Sponsoring Agencies for research.
VIII. Rules/Guidelines from other Agencies like Govt. of India, Commissions & Councils
IX. Suggestions from public representatives like MP, MLA & MLC, falling within purview
of Govt. rules.
X. Suggestions from representatives of other relevant bodies.
5. The Rules Regulations, Instructions, Manuals and the Records, Held by
it or its Control or Used by its Employees for Discharging its Functions:
Government of Uttar Pradesh regulates functioning of this Institution. The State Government
Service Regulations contain rules on service conditions of its employees. These Rules and
Regulations of the State Government -relevant to this institution, are available with the Office of
the Principal.
I) State Government Servants Conduct & Discipline Rules- These are conduct and
discipline rules, binding on State Government employees.
II) Government of Uttar Pradesh Pension, Gratuity and Provident Fund Rules- These relate
to Pensionary benefits, available to the State Government employees. These rules regulate
contributions of funds by its employees.
III) Medical Council of India Recommendations- These are the regulations set by this MCI
for recruitment of teaching staff, minimum requirements for establishing a new medical college
and guidelines governing standard of medical education at undergraduate and post graduate
levels.
IV) Bundelkhand University Statutes- These are the rules that govern teaching and
examinations of undergraduate and postgraduate medical students.
V) Sponsoring Agencies Rules and Guidelines- These rules govern the conduct of various
research projects which are to run in this institution, founded by different agencies.

I) Accounts/Finance, Bills and Cash-These are available at two places:
a. Office of the Principal for the College, and
b. Office of the Superintendent-in-Chief /Chief Medical Superintendent for the
Hospital.

II) Student’s Records – These are available in the office of the Principal
III) Establishment Records – These are maintained at three places:
a. In the Office of the Principal for College
b. In the Office of SIC/CMS for the Hospital, and
c. In the Departments for Departmental and class III & class IV employees.
IV) Medical/Drug Store Records- These are maintained in the Hospital.
V) General Store Records- These are available at two places:
a. In the Office of the Principal for College, and
b. In the Office of SIC/CMS for the Hospital
VI) Patients Records- These are maintained in the Medical Record Section of the Hospital.
VII) Books and Journal Records- These are maintained in the Central Library.
VIII) Departmental Records- These are maintained in the different Departments of the
institution.
IX) Uncategorized Records- These include records related to Photography Section, Games
and Socio Cultural Societies, etc. These are maintained by the concerned Officer In-Charges.

ROGI KALYAN SAMITI- Consisting of Executive Committee and Advisory Committee exists
in the institution. Members of these Committees are Principal, Chief Medical Suprintendent,
some Heads of the Departments, Mayor- Nagar Nigam, Jhansi, Local M.L.A. and a Member of
Rotary Club, Jhansi. The work of the SAMITI is to utilize the money, received from the patients
in the form of user charges.

Principal is the head of the institution. He controls entire administration of the College &
Hospital. His decisions however, are often based on different institutional committee-
recommendations, formed by him for various purposes. Such current committees include:

according to the emolument sanctioned by UP Govt. Employees working under different

This is an educational institution. There is a Library for use of medical students and faculty. All
