.1 Assistance required from Board.
.2 Powers to General Managers to engage Advocates from outside the Panel
Approved by Railway Board in High Court and District courts -
Background:- (1) At present GMs’ powers for payment of fees to a Counsel engaged in
High Court from outside the approved Panel (approved by Board) is limited to a
maximum of Rs.1050/- per day. This power has become meaningless, as no Advocate of
standing would be prepared to be engaged for such a fee.
(2) The Committee for revamping the legal set-up of Railways had recommended in its
report of October 2002 for allowing General Managers powers to engage Special
Advocates(not on Panel) sparingly, based on the importance of a case. However the
recommendation was not accepted by Legal Advisor/Rly. Board as per Status Report
circulated on 14.7.06.
Present Problems:- The existing provision for engagement of Special Advocates today
requires Board’s prior approval, which is a time-consuming process defeating the very
purpose.
Problem peculiar to N.F. Railway:- The significance of this powers being available
with General Manager is even more marked for N.F. Railway as Advocates empanelled
by Railway Board for High Court refused to continue resulting in not a single empanelled
Senior Advocate being available for Guwahati High Court.
In Guwahati High Court all the three Sr. Advocates empanelled in 2005 resigned within
2 months of their empanelment.
Recommendation:- It is recommended that this power should be unfettered by any
ceilings of fees and exercisable by General Managers on a regular basis, on his
consideration of the importance of cases.

.3 Post of CCE: - CCE’s post which was transferred to Railway Board is required to
be restored on N.F.Railway. G.M. N.F.Railway has also requested for restoration
of post vide D.O. No. N/51/1/15 part XXI dated 28.06.07.
.4 3 JAG grade posts are vacant and no one is due on this railway for promotion.
Railway Board may please fill up these posts of all departments..

.5 Consequent upon the Amendments to RPF Act and the Railways Act, RPF has
been entrusted with additional responsibility of security passenger, passenger area
and Access Control, a proposal for creation of additional requirement of 367 non-
gazetted posts (in 1st phase) for the new duties of RPF was sent to the DG/RPF,
Railway Board, New Delhi vide CSC/MLG’s letter No. P/164/1/Draft Rules-
RPF(Amendment) dated 22.1.07. The proposal was approved by the General
Manager N.F. Railway on 22.1.07 duly vetted by the Associate Finance. The
sanction of the proposal from the Railway Board is still awaited ( photocopy of
the proposal and General Manager’s approval is enclosed ).
.6 Proposal for creation of additional 82 posts of Non-gazetted posts of RPF for
newly commissioned (Dharmanagar – Agartala section) for the safety and security
to railway property as well as passengers was sent to the DG/RPF/Railway
Board/New Delhi vide CSC/MLG’s letter No. P/164/1/A-81/GB dated 04.06.07
duly vetted by Associate Finance and approved by the General Manager/N.F.
Raiwlay. The sanction of the proposal from the Railway Board is still awaited

.7 Allotment of Group ‘A’ IRSE Officer to NF Railway: No IRSE Probationary
Officer has been joined to NF Railway in last 2 years. As a result, young and
energetic officers at the grass root level are not available for posting in difficult
terrain area on this Railway. It is requested that at least 3-4 officers may be
allotted every year to N.F.Railway.
.8 Recruitment of Supervisors: There are large number of vacancies in the
Supervisory category in Engineering Department as not only it takes considerable
time in recruitment but also the number of candidates available finally to continue
their employment on this Railway is considerably less than number indented. This
leads to inadequate supervision of maintenance work as well as for creation of
new assets. It is therefore, suggested that procedure for recruitment may be
modified for NF Railway for increasing the availability of number of candidates.

.9 Increase in axle load of MG covered wagons on LMG-BPB hill section.
Follow up with RDSO is requested. (Ref: this railway’s letter
No.T/329/0/Pt VIII/TG dated 29.06.06 to EDTT(M).
Issues for inter-ministerial co-ordination meeting :
i) M/S HPC to be impressed upon to augment rail infrastructure at
NPM/Jagiroad to deal full rakes without splitting.
ii) M/S FCI to reduce rake detention on NFR by developing adequate
infrastructure (particularly at MLFC, HJI and propose for full
infrastructure in GC section).
iii) NNGE Military Siding to be made full rake by Defence Ministry.

.11 There is acute shortage of Anesthetists in NFRLY. Two nos. of Anesthetists are
working at CH/MLG and one at KIR hospital. Anaesthetists are not available in
other hospitals. As per the directive of the Railway Bd. during the last one year 4
selection procedure were being held with due approval of GM but nobody
joined.
.12 Provision of Road mobile van in all the health unit level: This Railway is having
difficult hilly terrain than other railways, therefore, provision of Road mobile van
in each and every health unit level, will be of great help during disasters to provide
golden hour medical assistance.

A proposal for GHY byepass line by extending the sanctioned project new line from
Azara to Barnihat towards Digaru (using Burnihat – Digaru alignment sanctioned in early
1980’s) has been submitted to Board (Director Planning) vide this office
No.T/555/11/Digaru – Barnihat dated 20.06.07. Sanction is solicited.
.14 There is regular requirement of BRN/BRHE rakes on N.F. Railway to
meet concrete sleeper loading demands. There are two major concrete
sleeper plants on N.F. Railway (NJP & JID) which also load for other
zones. Due to shortage of rakes indents for other zones are kept pending,
material is stabled and kept waiting for despatch.
.15 More allotment of WDG-4 locomotives to this railway is requested.
