PRESIDENT€S LETTER NO. 4
The Strausberg Interim Conference has come and gone and it went well. As you can read in the
Report of Recent Activities from our Executive Secretary, attendance was good, many topics were
dealt with, and our Committee fully confirmed its world-wide vocation. SOWI’s hospitality was
decisive in ensuring the good outcome of the conference.
One important modification took place within the Executive Committee: Bernhard Fleckenstein left
his post, to the regret of all of us, and on the basis of Article V, letter C of our By-Laws, I consulted
the Board and appointed as Board Member Prof. Doo-Seung Hong of South Korea, who accepted the
position. In extending our welcome to Doo-Seung Hong, I want to attract your attention to the fact
that the Far East is now represented on our Board, which expresses both a desire and a hope. The
desire is for RC 01 to be truly representative of military sociology world-wide; the hope is to succeed
in having more scholars in RC 01 from those regions of the world that are still underrepresented.
Our next task is RC 01’s participation in the ISA World Congress in Brisbane in 2002. We have to
lay the groundwork now in order to have good participation. For this purpose I am requesting the
concrete collaboration of all members of RC 01 and am inviting each of you to provide some basic
information to me or Gerhard Kuemmel by answering the following questions:

One last piece of news regards the RC 01 Directory, a sort of “white paper” on our Committee. We
have worked on it during the past year and it is now being distributed to all members by regular mail.
It contains the history of our Committee, its By-Laws, the membership list, and the Statutes and By-
Laws of the ISA.

participation, beaucoup de th…mes ont „t„ trait„s, notre Comit„ a pleinement confirm„ sa vocation
internationale. L’hospitalit„ du SOWI a „t„ d„terminante pour assurer la bonne issue de la
conf„rence.

La conferencia en Strausberg vino y se fue, y se fue bien. Ustedes pueden documentarse en el
Informe de Actividades Recientes elaborado por nuestro Secretario Ejecutivo, la asistencia fue buena,
muchos t‰picos fueron abordados y todo nuestro Comit„ confirm‰ su vocaci‰n global. La
hospitalidad del SOWI fue decisiva en asegurar los buenos resultados de la Conferencia.
Se ha presentado una importante modificaci‰n en el Comit„ Ejecutivo: Bernhard Fleckenstein ha
dejado su puesto, con el pesar de todos nosotros y, sobre la base del artŠculo V, letra C de nuestro By-
Laws, he consultado a la Directiva y he designado como nuevo miembro integrante de la Directiva al
profesor Doo-Seung Hong de Corea del Sur, qui„n acept‰ el nuevo puesto. Deseo llamar vuestra
atenci‰n en el sentido que el lejano Este ahora se encuentra representado en nuestra Directiva, el
profesor Doo-Seung Hong expres‰ un deseo y una esperanza. El deseo es para que el RC 01, sea
verdaderamente representativo de la SociologŠa Militar de todo el mundo y; la esperanza en tener
„xito en contar con m‹s investigadores en el RC 01 de las regiones del orbe que se encuentran poco

REPORT OF RECENT ACTIVITIES
In the recent months, the work of the Board of RC 01 was mainly devoted to the following issues:
(1) Interim Conference. The Interim Conference of RC 01 took place in Strausberg/Germany from
13-15 October 2000 and was organized by Gerhard Kuemmel and SOWI. The participants were 62 in
number and they came from the following 23 countries: Argentina, Belgium, Brazil, Bulgaria,
Canada, Chile, the Czech Republic, Germany, Hungary, India, Italy, the Netherlands, Portugal,
Romania, Slovenia, South Africa, South Korea, Sweden, Switzerland, the U.K., Ukraine, and the
U.S.. The following panels were organized: (1.) Professionalization and Professionalism: The Armed
Forces (Chair: Julia Evetts); (2.) The Armed Forces and Society in Eastern Europe (Chairs: Stephan
Nikolov & Yantsislav Yanakiev); (3.) The Armed Forces and Society in the Southern Cone of
America (Chair: Virgilio Beltran); (4.) Warriors in Peacekeeping: Points of Tension in Complex
Cultural Encounters (Chair: Mathias Schoenborn); (5.) The Armed Forces and Regional Security in
the Southern Cone of America (Chair: Virgilio Beltran); (6.) The Restructuring of European Armed
Forces: Missions, Means, and Civil-Military Relations (Chair: Philippe Manigart); (7.) Military
Operations Other Than War and Related Changes in the Officers• Education (Chair: Giuseppe
Caforio); (8.) Civil-Military Relations and Gender Integration in the Armed Forces (Chairs: Maria
Helena Carreiras & Gerhard Kuemmel); (9.) Resolving Conflicts: Cross-Cultural Perspectives
(Chair: Proshanta Nandi); (10.) Women in Action (Chair: Gerhard Kuemmel); (11.) Military
Multinationalism (Chairs: Joseph Soeters & Paul Klein); (12.) The Armed Forces, Politics and
Society (Chair: Gerhard Kuemmel).
(2) Business Meeting. On the occasion of the Interim Meeting in Strausberg, a Business Meeting
was held on 14 October 2000. In his report, Giuseppe Caforio underlined his idea of creating a
database of military sociological research publications and pointed towards the upcoming Biennial
Conference of the IUS in 2001 and the World Congress of the ISA in Brisbane, Australia, in 2002.
RC 01 decided to become member of the PfP Consortium of Defense Academies and Security
Studies Institutes and the by-laws of RC 01 were slightly amended (for the current version see the
RC 01 Directory to be circulated soon, chapter 2). The Executive Secretary reported that the financial
situation of RC 01 was sound (about 1.900,- USD) and that membership stood at 93 scientists,
however with close to one fourth not in good standing. 47 RC 01 members were also individual ISA
members.
(3) Change in Composition of the Executive Committee. Bernhard Fleckenstein (Germany)
resigned from the Executive Committee and the Board agreed that Doo-Seung Hong (South Korea)
takes his position. On behalf of the Board and of RC 01 at large, this is to say thank you, Bernhard, to
all the initiatives taken and the work done by you!! Also, this is to express a warm welcome to Doo-
Seung as member of the Executive Committee and a hope on fruitful cooperation in the Board!!
(4) ISA. The ISA understandably sticks to its rule that in order to serve on the Board one has to be
willing to become an individual ISA member, as well. This, then, is an appeal to the Board
members to check and, if necessary, to renew his or her ISA membership.
(5) RC 01 Directory. The directory is completed and it will be distributed by postal mail to all
members within the next few days.

PAST EVENTS OUTSIDE RC 01
1. ERGOMAS Conference
The ERGOMAS just had its VII. Biennial Conference on 6-10 December, 2000 in Prague (Czech
Republic). The topic was: Military and Society in the New Millenium: Uncertainty, Changes,
and Perspectives. 65 scholars took part in the conference, representing 21 different European
countries, plus the U.S. Panels were organized by the following Working Groups:

3. RC 52 Interim Conference
The Research Committee 52 of the ISA (Sociology of Professional Groups) held its Interim
Meeting on 13-15 September 2000 in Lisbon, Portugal. The topic was: State Political Power and
Professional Structures: New Patterns and New Challenges? The conference addressed problems
deriving from the changes that are occurring in the relationship between the state and professional
occupations in the perspective of wider changes in contemporary societies themselves. The following
13 sessions were held:

13. Changes in Military Professions: this last session had been organized in co-operation
between the RC 52 and RC 01. The following members of RC 01 took part in the session:
Anna Bolin, Giuseppe Caforio, Helena Carreiras, Marjan Malesic, and Joao Rangel de Lima.
4. The U.S. Civil – Military Culture Gap in Comparative
Perspective
This conference was organized by Peter Feaver and Bernard Bo†ne and hosted at the Military
Academy Saint-Cyr, Co†tquidan, France from 20-21 October 2000. Peter Feaver presented the
major findings of his joint research project with Richard Kohn on The Gap Between the Military
and Civilian Society, which is located at the Triangle Institute for Strategic Studies (TISS).
Thereafter several reports on this topic from other countries as well as avenues for the extension of
the TISS research to other countries and for comparative research were discussed. RC 01 members
participating in the conference were Bernard Bo€ne, Christopher Dandeker, Gerhard Kuemmel,
Andreas Pruefert and Donna Winslow.
5. COST A10 Conference
The COST A10 Working Group Defense Restructuring and Conversion: Sociocultural Aspects held
its conference in Ljubljana 14-17 December 2000. The following sessions were held:
1. Military Personnel in Restructuring
2. Restructuring of Military Missions, Sites, Industry
3. New Approaches to Security
4. Conceptual Approaches Towards Defense Restructuring and Conversion
The following members of RC 01 took part in the conference: Giuseppe Caforio, Liubica Jelusic,
Marian Malesic, Philippe Manigart. The participants had a meeting and an official lunch with the
new Slovenian Ministry of Defence, Prof. Anton Grisold.

3. International Conference Public – Private Partnerships
The Hallam University Sheffield Business School and the University of Twente will conduct an
international conference on Public and Private Sector Partnerships: The Enterprise Governance
at the University of Twente, Enschede, The Netherlands from 6-9 June, 2001. The overall of this
conference is to bring together professionals and academics working in the area of or with an interest
in Partnership for Business Development. Conference papers must aim at an audience looking to gain
a better understanding of current issues on the working relationship between public and private
sectors and also the voluntary i.e not-for-profit organizations. Proposals for paper presentations,
based on concluded or ongoing research, case studies, working-paper and/or review papers, and
PhD/MPhil research progress, are invited on, among others, Contracting out / Compulsory Tendering

4. International Symposium on Indoor Navigation
The German Institute of Navigation is currently organizing the INDOORNAV 2001, the
International Symposium on Indoor Navigation. The Symposium will be held in Munich, Germany,
3-5 July 2001. The symposium will show the state-of-the-art in Indoor Navigation technologies,
sensors, applications and will give an overview on already existing realizations, pilot projects and

5. IUS Biennial Conference 2001
The Inter-University Seminar on Armed Forces and Society (IUS) will host its 2001 IUS Biennial
Conference in Baltimore, Maryland (USA) from 19-21 October 2001 and invites the submission of
paper and panel proposals. The following thematic list is offered for consideration, but is not meant
to restrict your choice of other areas of interest: Changing civil-military relations in East and West;
Cooperation and conflict between Eastern and Western militaries; New alliance roles in global
defense; Interface of East and West with the militaries of developing nations; New economic and
military alliances; Military legal issues; The military’s role in democratization; Social, medical, and
institutional aftermath of the Gulf War; Bosnia and other peacekeeping operations; War in close
quarters: The impact of urban warfare after Mogadishu; Kosovo and other post Cold War military
operations; The growing economic and military impact of the Pacific Rim; Force restructuring
(active-reserve mix, conscript v. professional, etc.); New missions and roles of military forces; Social
issues (families, quality of life, women, minorities, gays in the military, etc.); Infrastructure
adjustments (social and economic impact of base closures, politics and economics of force
adjustment, etc.); The military as reflected by the journalism and entertainment media.
The Program Committee is soliciting proposals for individual papers and panel sessions. Both paper
and panel proposals – no longer than one page – should include the following information: (1)
Title(s); (2) Author(s) with address, phone, fax, and e-mail; (3) Brief abstract. A panel proposal
should also include: (1) Name of Chair; (2) Name of Discussant or Presenter; (3) Names and
addresses of all authors. The Program Committee must receive proposals no later than January 15,

As usual, the Board of RC 01 will convene on the occasion of the IUS Biennial Conference in
October 2001 in Baltimore.
2. World Congress ISA, 2002
The 2002 World Congress of the ISA will take place in Brisbane, Australia. The overall topic is
The Social World in the 21st Century: Ambivalent Legacies and Rising Challenges.
If you plan to participate in the world congress or propose a session at the next world congress, please
send your proposal as from now to the President (gcaforio@tin.it) or to the Executive Secretary (
GerhardKuemmel@bwb.org). Your proposal should contain the tentative title of your session, and a
short 300-500 word description of its goals, and of the kind of papers you would like to include. The
Program Committee for Brisbane consists of the follwing Board Members: Nehama E. Babin,

Please be reminded that there is the possibility of having joint sessions with up to 2 other Research

As environmental security gains increasing attention, there is a pressing need for rigorous
examinations of environmental causes of conflict and the potential for conflict resolution.
Environmental Conflict explores the relationship between environmental degradation or scarcity and
either intrastate or interstate violent conflict. Informed by theoretical perspectives, a major strength is
the focus on demanding empirical tests of hypothesized relationships between environmental factors
and violence. Identifying the causes of conflict can assist in developing meliorative measures. The
contributors are eminent scholars who address a pressing issue in innovative ways.

The authors analyze public opinion data on security political and military related issues in
Switzerland. Among the major findings are: the trend towards approving an opening of Switzerland
in foreign and security policy matters which could be observed since 1994 was clearly reversed in the
poll of February 2000. The high approval rate of 80% of the principle of ‚neutrality‘ is undiminished.
The Swiss mission in Kosovo is met with continuing approval. For the first time, the number of
people favoring a professional army is exactly as large as the number of those preferring the existing
militia army format.
Kuemmel, Gerhard/Klein, Paul/Lohmann, Klaus (2000). Zwischen Differenz und Gleichheit:
Die ‹ffnung der Bundeswehr f‰r Frauen (SOWI-Report 69). Strausberg: SOWI, 112 pages.
The report, originally an expert opinion for the German MoD, argues that a number of developments,
both within the international and the national context in the fields of the military, culture, society and
politics, point to the necessity of a full and unrestricted integration of women into the Bundeswehr. It
also highlights the importance of introducing some kind of gender training into the armed forces and
it underlines the importance of dealing both sexes equally within the military. Potential problems
accompanying the integration process are discussed (like, e.g., of an organizational character but also
in terms of the impact on gender relations) as well as longer-term implications. Thus, it is expected
that the issue of the integration of homosexuals will be raised and move upward on the military
agenda.

The military covers an ambivalent position in modern societies. It is both reassuring and worrying.
Also, ambivalent opinions are raised as regards military-related social research which is often
accused of being much too close to its research subject and thus too uncriticial. This volume qualifies
the stereotypes often cultivated by explicating the broad thematic spectrum of Military Sociology as a
scientific discipline. The first part of the book focuses on research on research and entails reviews of
the state of Military Sociology in nine countries (Belgium, France, Germany, Great Britain, Israel,
Italy, the Netherlands, Switzerland, and the U.S.). The second part consists of articles highlighting
several of the most prominent current research topics in the field such as: globalization, strategic
culture, internationalization of military life, democratic control of multinational armed forces,
soldierly motivation and morale, democracy in the armed forces and issues of diversity. Military
Sociology, thus the essence of reading this volume, is crucial in understanding the problematique of
the military and is conducive to shaping civil-military relations in ways that are appropriate for
democratic societies.

The author maintains that, in the study of profession, the most common approach has been
the search for definitional criteria which serve to differentiate the professions as an
occupational grouping: this endeavour has been accompanied by studies which have
examined the efforts of various occupations to demonstrate those recognised professional
qualities which serve to identify the occupation as a profession. Much less discussed is the
possibility of a recognised profession which is in a condition where its professional claim is

in dispute with both its members and society. In the essay it is suggested that the
contemporary American military profession may be just such a profession. In order to
examine this proposition, author discusses the criteria which have been developed to
distinguish the 'profession' from other occupations, how well the military profession fits the
resultant professional model and the contemporary features which demonstrate a decline of
this profession.
