3) PRESIDENTS’s REPORT TO THE 2001 EPF CONGRESS.

Welcome.
On behalf of the EPF I wish delegates and guests welcome to the 2001 European Congress.
I also like to thank the organiser for inviting us to Syktyvkar. This city is fare north in the Europe and I look forward
to see the culture and to meet the people in this city and I also look forward to a good organised European
Championships.
European Championships 2000.
A lot of hard work and good planning created European championships of good technical and social standard in 2000.
The standard is increasing as the organising countries gain more experiences.
Statistics show that about 700 lifters took part in the European championships all together in year 2000 and this is
about 70 more than the year before.
European championships were organised by:
Riesa, Germany (Seniors)
Sofia, Bulgaria (Juniors)
Gyør, Hungary (Masters)
Kajaani, Finland (Benchpress)
Jelgava, Latvia (Benchpress Masters)
Luxembourg (Women)
Regional Cups and Championships 2000.
Bilateral team competitions and international championships have been organised among our member Nations. I
would like to point out that these competitions are very valuable to stimulate the activity at subregional level.

Nordic Championships were organised by Norway (Bench Press), Finland (junior and youths) and Denmark (Open
Men)
Danube Cup was organised by Slovakia and European Union Cup by Ireland.
St. Petersburg in Russia hosted the St. Petersburg Cup.
Antidoping work.
In year 2000 several lifters are suspended due to positive doping tests at different European Championships. This
destroys the reputation of our sport towards IOC and Media. What can we do to improve the situation?
My meaning is that the best effort to better the doping situation in any sport is to institute an effective national doping
control system in every Country. The national Government and the Sport Federation must build up an independent
institution to take care of doping controls in and out of competition. Several countries have such a system like the
Nordic countries, Great Britain and some other west European countries. E.g. in Norway there are about 500 active
powerlifters and about 700 random tests are carried out on powerlifters each year. The tests are random and taken in
or out of competition. All elite lifters representing Norway at international competitions are tested between 8 and 12
times a year (statistics from 1999). Such a system forces the lifters and the leaders to co-operate in the anti-doping
work as the alternative is that lifters and leaders not following the rules will be caught and sentenced.
IOC has instituted the WADA and more and more nations realise the negative reputation positive doping samples
brings in Media. This new acknowledgement from more World organisations and Governments is promising for the
antidoping work in the future.
What EPF and IPF can do is to take as many tests in and out of competition as the economy allows and on behalf of
the EPF I will ask the national powerlifting leaders to examine the back ground and the moral of lifters appointed to
international championships.
General.
I like to point at the very important work our Gen. secr. Heiner Köberich is doing for the sport by his day to day
administration. He is also the “helping hand” to all organisers requiring assistance.
Also the other EPF Executive members have been active and carried out their duties in a very good and co-operative
way. Thank you all for your support and good work!
I also wish lifters and leaders taking part in the World Games in August all the best. Europe takes part with 13 male
and 13 female lifters and they are the best lifters selected from last years European and World championships.
Europe sends a very strong team to Akita in Japan.
The powerlifting sport is in steady and good progress throughout Europe and the success of the lifters are a true
measurement of the ability of the leaders, coaches and trainers. The great potential of the powerlifting sport can only
be realised if we have good administrators at all levels.

Treasurer’s Report.
The financial situation of EPF is not so bad, but our duties are growing and we should not only live from deposit built
up the last 4 year. We are now at the point to have more expences then income, so it is now time to think on future to
increase the Membership-fee also in the case of switching from DM to Euro.

Report from the Finance Chairman
Dear members of the EPF Congress,
I have checked all income and expenses which are in the balance sheet presented by the treasurer and compared
it with bookkeeping vouchers (bills, receipts) since January till September. I have consulted the income and expenses
of the other months with the treasurer via e-mail. We now have a positive balance of accounts of 18 357.41 DM.
Based on the control of the accounting documents I have to say that incomes and expenses in the balance sheet
correspond with the accounting rules and the rules in our constitution.

6) Report from the General Secretary .
After another year is time to make my report for the term of work from May 2000 to April 2001.

First I will thank all my colleges of the Executive for the good co-operation the last year. The same is with the member
federations, only some are not working as it should be, but the big majority are federations working perfect and for the
advantage of powerlifting. So one of task for me is to help these federations not working so good to develop to come
to the same standard the perfect federations have. So some EPF nation needed to pay 50,-- DM for not announcing
that they not are sending lifters to our championships.
The other task is to develop the EPF to be better and better to be a professional-like international federation. In 2000
the financial situation was. Only if we have all necessary money we can have that standard of a federation being able

to be recognised by the IOC I was writing last year, but now that year we are starting with powerlifting 1 time under
Flag of IOC. Arnulf and me we could organise some sponsors on the Internet homepage of EPF, and we will continue
to work on that.
Again I must take away from Byelorussia an EPF championships, again the Sportminister Grigorov wanted to have
money, in 2001 he wanted to have 50 $US from each lifter each day. So the Masters European Benchpress
championships in 2001 is in Hungary, thanks their will to help IPF.
I think some of the purposes we could reach. But our way is long. So we should reach the from 2002 a membership-
fee of 500,-- DM. That’s an amendment for the Congress 2001.
I did send out over 1500 letters including the EPF Infos. Electronic-mails = e.mails I received within that time over
1000 only for EPF, as not all must be answered it were over 900 to answer.
Phone calls I receive all day some but as nearer a championships is coming is more and more. On some day I speak
on phone for at about 3 to 4 hours.
The worst thing of 2000 was the amount of positive lifters. I hope that the lifters and the federations did learn, to pay
more attention to that. In two cases we had/have lawyers involved seeking for mistakes done in the procedure to give
the lifter with positive results the possibility to start.
So we must see to make all Doping procedures as exact and foolproof as possible. So we should close the door to
lifters take drugs and get by lawyers the possibility to start again by avoiding suspension. If we not take care of that it
can cost a lot of money for our federations.

Thanks for the intense and effective work of all the team of the Committee, we made a success of the passage of the
year 2001 with the highest distinction. I send to all that worked on this success my deepest congratulations and all my
thanks.
I shall not return on the multiple reasons, which are on the base of certain difficulties met by the EPF. Everybody
makes mistakes and each should take his responsibilities.
I participated in 2000 in the European Junior Championships in Sofia, the European Men in Riesa, as well as the
European Women in Luxembourg. I can assure you that both last ones named, the organisation was almost perfect!
Next organisers of the Continental and World Championships should moreover inspire of these.
The year 2001 will be very important for the powerlifters, because the activities will be also intense too.
Certainly, there stays some work to be carried out, but it is thanks to your competence and efficiency of each that we
shall advance.
All our decisions and changes in the technical rules during the year 2001 have only a single purpose : try to promote
our favourite sport, the powerlifting, to make him even more attractive for the public.

LAW AND LEGISLATION COMMITTEE . Report.
Dear members of the EPF Congress,
The Constitution and the By-laws have been updated and as I promised last year also re-examined in full as can be
seen from the proposals that will be distributed at Congress in May next. This means that quite a few changes have
been made, and the EPF Constitution and By-laws are now more similar to those of the IPF. The changes/deletions
etc. are stated in Italics.
New copies will be sent to the member nations after Congress where the new proposals, if accepted, will be added.
A further explanation concerning the changes will be given at Congress.

Disciplinary Committee report
Dear members of the EPF Congress,
While in my last report I wrote about the year 1999 as a year relatively free of duties from the Disciplinary
Committee's point of view, I cannot say it about the year 2000. Looking at the increasing number of contestants tested
positive I think that the choice of lifters by the officials of our member federations was not very thoughtful this year.
Since the year 2001 all problems with doping cases have to be solved by Disciplinary Committee . As some
complaints from the lifters who were tested positive are about the manner in which the sample-taking and analysis
procedures have been carried out, I feel it important to say that in my experience these complaints are without
foundation. The laboratories in which our contestants have been tested have IOC accreditation and full confidence of
not only the EPF and IPF but all sport juridicial institutions.
Again I would like to point out the fact that the lack of referees at our competitions should be a reason for making
mistakes which then lead to misunderstandings not only among lifters, but officials too. The Disciplinary Committee
supports all proposals which prompt officials with a referee licence to participate in competitions as referees.
I have to thank my colleagues from Disciplinary Committee , Mr. Kalevi Sorsa and Mr. Dietmar Wolf, for very good
active cooperation and to all the other members of EPF executive for their help. I hope that in the year 2001 the
Disciplinary Committee will be without work.

Proposals to the EPF Congress 2001.
1. From the EPF EC:
Add at the end of the text in the EPF Constitution 404.5 Duties (a):
“He (the EPF President) shall represent the EPF at the IPF Executive Meetings and the IPF Congress.”

Change the IPF Constitution 404A.5 Duties (b) (5). To read:
“To represent his Region at the IPF Executive Meeting and the Congress with vote and voice.”

3. From the EPF EC:
Organisers of European championships and cups shall provide the referees and the EPF officials with free
meals during the competition.
Free meals should preferably include at least two servings of food and non-alcoholic drinks each competition day
served in the competition area.
Only referees and EPF officials that work with official duties during a competition day shall be granted such
benefit from the organiser.

Amendment:
Any nation participating with more than 4 lifters in EPF championships or EPF cups should include at least one
international referee among its team officials available for refereeing or being jury member. In combined
championships/cups (Men and Women) the 4 lifters include the total number of lifters from one nation.
If a referee from that nation is not present or, if present, is not available to act in the capacity of either referee or
member for jury during the championship/cup, then the lifters are allowed to take part but a fine of DM 500 has
to be paid by the nation.
Such payment must be in the hand of the EPF Treasurer before lifters from that nation are allowed to take part in
any further EPF championships or cup.

EPF shall adopt the same doping fees and fines as the IPF standard.
This means that in 2001 the fee and fines are: DM 50 and DM 600 and in 2002 E 30 and E 300 respectively.

Disciplinary Committee.

(a) The Disciplinary Committee (DC) shall be entrusted with the examination and decision of all disciplinary
cases within the EPF. The mandate will be as specified in the IPF Constitution 404A.2 (7)(b)
The procedure to deal with doping cases will be the following:
1. All relevant papers regarding a positive doping sample shall without delay be sent to the DC chairman by
the General Secretary or the President
2. The DC shall inform the Federation, in which the lifter that tested positive is a member, to ask for any
explanation or comments regarding the positive sample. The Federation shall be given a time limit of
maximum 1 month to answer the request from the DC.
3. If appealed by the Federation , in which the lifter that tested positive is a member, to have the B sample
analysed, then the DC will organise with the laboratory to have this carried out.
The fee for appeals are DM 1000 to be paid to the EPF Treasurer prior to any analyses of the B sample.
4. When all tests and investigations are completed the DC will issue the decision of the doping case and
publish this to the Federation of which the suspended lifter is a member and to the EPF EC members.

Institute in the Constitution a new committee named Appeal Committee.
Mandate for the Committee will be as described in the IPF Constitution (404A.2 (b) (Appeal hearings.)
