PATRICK M. COLLINS
Patrick Collins, a partner in the firm’s Litigation practice and decorated former federal
prosecutor, is a highly accomplished investigator and trial attorney who specializes in
representing companies and individuals in complex civil and criminal matters throughout the
United States. Considered one of the highest profile attorneys in Chicago, Patrick has tried over
20 federal cases to verdict, and prevailed in each of them.
Since joining Perkins Coie in April 2007, Patrick has established and aggressively grown the
Chicago Office's Investigations and White Collar practice. He has led teams conducting sensitive
internal investigations for FORTUNE 500 companies and public entities, and has represented
individuals and companies in high-profile probes before various U.S. Attorneys’ Offices and
federal and state agencies. Patrick has also advised clients on other significant legal matters,
including the Foreign Corrupt Practices Act.
Prior to joining the firm, Patrick was an Assistant U.S. Attorney for 12 years in Chicago, the last
four of which were as a supervisor in the corruption unit for U.S. Attorney Patrick Fitzgerald.
During his tenure, he spearheaded several, high-profile, highly successful complex
investigations. Most notably, Patrick led the eight-year Operation Safe Road investigation,
which culminated in the six-month trial and conviction of former Illinois Governor George Ryan.
On January 5, 2009, Patrick was appointed by Governor Patrick Quinn to chair the Illinois
Reform Commission (IRC), which was tasked with making recommendations for ethical reform
for Illinois government. The IRC publicly released its report on April 28, 2009, recommending a
wide range of ethics reforms.
Patrick is a 1991 graduate of the University of Chicago Law School and a 1986 graduate of the
University of Notre Dame, where he graduated magna cum laude.
JUDGE PAUL L. FRIEDMAN
Judge Friedman was appointed United States District Judge in August 1994. He graduated from
Cornell University in 1965 and received a J.D. from the School of Law of the State University of
New York at Buffalo in 1968. Following law school, Judge Friedman clerked for Judge Aubrey E.
Robinson, Jr., of the U.S. District Court for the District of Columbia and for Judge Roger Robb of
the U.S. Court of Appeals for the District of Columbia Circuit. He served as an Assistant United
States Attorney for the District of Columbia from 1970 to 1974, and as an Assistant to the
Solicitor General of the United States from 1974 to 1976. Judge Friedman practiced law as an
associate and partner with White & Case from 1976 until 1994. He served as President of the
District of Columbia Bar from 1986 to 1987, and as Associate Independent Counsel for the Iran-
Contra Investigation from 1987 to 1988. He is a member of the Council of the American Law
Institute.

JUDGE AMY J. ST. EVE
Amy St. Eve was appointed as a United States District Court Judge for the Northern District of
Illinois in 2002. Judge St. Eve graduated from Cornell University in May 1987 with a B.A. in
history. During the summer of 1986, Judge St. Eve attended Oriel College at Oxford University
in England. In 1990, Judge St. Eve graduated from Cornell Law School where she had been first
in her class. She was a member of the Cornell Law Review and served as its Articles’ Editor. St.
Eve graduated magna cum laude and Order of the Coif.
From 1990-1994, St. Eve worked as a litigation associate at Davis Polk & Wardwell in New York,
New York. In October 1994, St. Eve began working for the Whitewater Independent Counsel in
Little Rock, Arkansas as Associate Independent Counsel. While working on Whitewater, St. Eve
second chaired the successful prosecution of former Governor Jim Guy Tucker, Jim McDougal
and Susan McDougal for fraud.
From August 1996 through April 2001, St. Eve served as an Assistant United States Attorney in
the Northern District of Illinois. In 2001, St. Eve became Senior Counsel in Litigation at Abbott
Laboratories.
Judge St. Eve also serves as an Adjunct Professor at Northwestern Law School where she
teaches trial advocacy. In 2002, St. Eve received Crain’s Chicago Business’ Top Forty Under
Forty Award. Judge St. Eve is on the Board of Directors of the Chicago branch of the Federal Bar
Association. She is also a member of the American Bar Association, the Chicago Bar Association
and the Women’s Bar Association in Chicago.
