DIRECTOR’S REPORT TO THE VIGO COUNTY LIBRARY BOARD

SEPTEMBER 19, 2011





A. VALENTINE MUYUMBA RE-APPOINTED TO VCPL BOARD OF TRUSTEES



The Vigo County Council re-appointed Mrs. Valentine Muyumba to the Vigo County Public

Library Board of Trustees at the Vigo County Council meeting on September 13th for a four year

term on the Library Board. Mrs. Muyumba will be sworn in at the September Library Board of

Trustees meeting.



B. ENERGY SAVINGS CONTRACT AND BUILDING MAINTENANCE UPDATE



Energy Systems Group contract project update includes the following:



 Window replacement on-going on the main floor level; the administrative reception office

windows were completed this week with one window requiring replacement due to damage

during installation; caulking, insulation installation, and trim replacement is on-going for

windows on the main and 2nd floor level; the west wing window replacement will begin on

Monday Sept. 19; the contractor anticipates completing the project by the end of September



 Interior light fixture replacement has been completed and work has begun on the parking lot

and building perimeter fixtures; Crown Electric is pursuing information from the fixture

provider regarding upgrades to existing fixtures that were replaced during the 2005 lighting

project upgrade: Crown is also investigating the repair of the in-concrete embedded light

fixtures on the ramp leading to the parking lot entrance; four of those fixtures are not

functioning due to water infiltration



 OCS is working with the VCPL maintenance department to identify and label all of the VAV

boxes on all three floors (over 150 boxes) in order to fully integrate the graphic display

digital thermostatic controls for the HVAC system; Sycamore Engineering has installed the

auxiliary air conditioner for the systems room, the system is fully functional and Crown

Electric will complete the installation by connecting the system to the VCPL emergency

generator the week of September 27th in order to provide air conditioning during a power

outage; Sycamore Engineering is in the process of installing the heat wheel and will address

the installation of the 2nd variable speed drive on the supply fan as soon as the heat wheel is

completed; OCS continues to connect the new HVAC system features to the digital control

system



Building maintenance issues:



 Mold was discovered in one of the humidity control rooms on the lower level; ESG assisted

the VCPL in contacting an Indianapolis based firm, Moisture Management, to immediately

contain and remove the mold from the area. Moisture Management conducted air quality

tests subsequent to the mold removal both on the interior and the exterior of the building.

The air quality tests indicated no traces of mold regarding the interior air quality.



 In order to facilitate air filter removal and re-installation Sycamore Engineering has been

engaged to remove the existing roll type filter fixtures contained in the air supply room on

the lower level to allow the installation of cut filter packs that are denser, less costly, and

less hazardous for staff to install; the cost to remove the roll type fixtures $1,269; R & A

Service Corp., a local commercial filter provider, will be engaged to supply the cut filter

packs for library staff to install quarterly.

 Controlled access entry and door project: implementation and installation of the controlled

access entry system has been delayed due to the need for a specific part for the access

entry system; during this time the Business Office has purchased software and hardware to

print and maintain the security access identification cards staff will be required to utilize in

order to enter the building; the cards will serve as both staff identification badges and

access entry cards; the software includes a camera to provide a picture for the ID badge;

cards will be issued to staff, vendors, Friends, and volunteers during the middle of October

for full implementation of the control access entry system



 Poplar (parking lot) entrance ramp sidewalk repair and maintenance; the VCPL is

investigating vendors to control the corrosion on the bottoms of the handrails leading to the

building due to water infiltration; the VCPL plans to also sand, seal, and cover areas where

the concrete has moved since the 2001 installation



C. SIGN REPAIR



A patron hit and damaged the VCPL’s sign located in the grassy area between the overflow

parking area and the parking lot. The VCPL filed a police report and the vehicle was towed. The

owner of the vehicle declared their insurance agent and the claim has been filed against the

patron’s insurance policy. Repairs to the sign total $683.



D. INDIANA LIBRARY FEDERATION LEGISLATIVE FORUM



The Indiana Library Federation will conduct the annual legislative forum on Tuesday, October 4,

at the Oak Hill Mansion in Carmel Indiana. The keynote speaker for the event is John

Ketzenberger, President of the Indiana Fiscal Policy Institute and key contributor to the weekly

public broadcasting program Indiana Week in Review. The forum is an opportunity for Indiana

librarians to meet to openly discuss, debate and formulate the ILF legislative platform for the

upcoming 2012 legislative session. Key elements of the platform will include continued state

support and funding for Internet access for public and school libraries and continued support for

the statewide INSPIRE electronic resources.



E. LIBRARY MATERIALS WEEDING PROJECT



In order to implement an RFID system the VCPL has undertaken a library materials weeding

project to reduce the number of library materials that would need an RFID tag. Criteria to weed

library materials include the following:



 Outdated format-all videotapes and books on tape will be removed from the collection: these

items will be offered to Vigo County community organizations serving senior citizens,

disabled clients receiving service from the Will Center, and Outreach Service client

agencies free of charge; Remaining materials will be submitted to the Friends for inclusion in

upcoming sales



 Outdated, unused, non-circulated items; circulation statistics will be culled from the

Innovative system to determine popularity



 Damaged and or shabby materials-these materials will be evaluated for possible re-order

especially if title is a classic title



The goal of the project is to weed approximately 20,000 items from various collections at the

Main library that meet the criteria of outdated, unused, damaged or shabby materials. Discarded

books will be submitted to the Friends for upcoming book sales. The completion date of the

project is February of 2012. The target number of items to be tagged for the RFID project is

150,000 which will include new items added to the collection during the weeding project. A

checklist and project objectives is included in the Board packet.



F. CUPOLA REPAIR



The Wiley High School cupola located on the 7th Street side of the Main Library was repaired

and repainted by local contractor John Conner. Mr. Conner specializes in historical restoration

techniques and conducted the original repair and restoration of the cupola in 2006. Cost for the

repairs totaled $865. The Wiley Class of 1962 is planning their 50th class reunion in 2012 and

has contacted the VCPL regarding the donation of funds for a library project. The VCPL

recommended to the group consideration of the establishment of a Wiley High School Cupola

Maintenance Fund that could be used for on-going maintenance of the cupola. Last year the

VCPL repaired and replaced the spotlights on the cupola. The interior lighting fixture is in need

of replacement. Due to weather conditions the cupola requires exterior wood molding

replacement and re-painting every 5 years.



G. PARTNERS ADVANCING LITERACY SKILLS UPDATE



The Lilly grant funded Partners Advancing Literacy Skills project officially concluded at the end

of the 2010-2011 school year. The grant provided funding for salaries for 3 writing teachers for

all 5th grade classrooms in Vigo County, the salary for a full time coordinator, funds to provide

Young Hoosier books for all 5th grade classrooms and elementary and middle school media

centers, plus provided funds to host a number of literacy related events and author visits and

presentations for several school years. The VCPL provided support for the PALS grant by

providing spaces for the writing teachers to plan curriculum and office space for the coordinator.

The VCSC will continue to provide funding for the three writing teachers through a variety of

grant funds, and a Wabash Valley Community Foundation grant will provide funding for the

salary of a part-time PALS coordinator. The VCPL has pledged to continue to offer office space

for the project and will provide from the library materials budget funding for the provision of

Young Hoosier books for all 5th grade classrooms and elementary and middle school media

centers. Annette Engle, former Franklin Elementary School principal, will serve as the part-time

PALS coordinator. PALS plans to participate in the Family Learning Day Downtown event and

will continue to support literacy efforts in Vigo County. The VCPL looks forward to another

successful year working with the PALS project.



H. VCPL OVERDRIVE ADVANTAGE PLAN



The Vigo County Public Library has subscribed to the Overdrive Advantage plan which, as a

member of the Indiana Digital Media consortium, allows the VCPL to offer popular titles

exclusively to VCPL patrons. The cost of the subscription is $1,000.00: $500 for platform

hosting fees and $500 for purchasing additional copies of popular titles. The Advantage Plan

allows the VCPL the opportunity to add titles that are not yet available through the consortium.



Patrons browsing the IDM consortium's collection will see all titles that are available to all

members, including Advantage plan titles, and patrons will be able to download these items only

after they have logged into their account by using their VCPL library card number. There is

concern that titles available only to VCPL patrons might be frustrating to consortium patrons

since they will not have access to download them. The remedy for such cases is that the

patrons make a suggestion for purchase to their participating home library, encouraging the

member library to select a copy of the title. This will not only allow patrons access but will assist

consortium collection development. Other advantages this plan offers VCPL patrons:



 reduced waiting lists on popular audiobooks, eBooks & more

 a custom collection of titles developed specifically for the community

I. FAMILY LEARNING DAY DOWNTOWN’S 16TH YEAR!



The Vigo County Public Library will conduct the 16th Annual Family Learning Day Downtown on

Saturday, September 24, 9:00 AM – Noon, with more than 40 different events taking place on

the Library lawn and inside the building. The goal is to promote families reading and learning

together, and there are many opportunities for a free book. Participants can enjoy book bingo,

story times, the book walk, or bring a book in good condition to swap. At 11:00 AM, Professor

Steve will present his “Crazy Kitchen Laboratory Show,” courtesy of Friends of VCPL. Other

activities include crafts, music, animals, health and astronomy. A complete schedule of events

is available in paper form at the Library or electronically from the Library website

www.vigo.lib.in.us. There will be free horse trolley rides courtesy of P & T Carriages. Other

sponsors include Sam’s Club, Altrusa International of Terre Haute, Friends of the Vigo County

Public Library and the Wabash Valley Literacy Coalition. Events will also take place in the

downtown area.



J. LOUISA MAY ALCOTT WROTE THAT?



The October 6 Brown Bag, Louisa May Alcott Wrote That?, is part of a series of programs

celebrating the work of Alcott and will be conducted from 12:10 – 1 PM at the Main Library.

Louisa May Alcott is best known for her children’s novel Little Women, but authored many other

stories for adult audiences, including 1) Transcendental Wild Oats, a satire on her family’s life in

a nineteenth-century Utopian community; 2) Hospital Sketches, an account of Alcott’s time

spent as an army nurse during the Civil War; 3) Behind A Mask, or a Woman’s Power, one of

the best of Alcott’s recently discovered thrillers; and 4) Work: A Story of Experience, a novel

about women’s rights and responsibilities beyond the family. ISU Scholar, Mandy Reid, will

facilitate a discussion exploring these short works, which together help display the range of

Alcott’s writing and exemplify her strong and dynamic connections to the culture in which she

K. A LESSON BEFORE DYING



Katharine Utley will discuss the novel, A Lesson Before Dying, by Ernest J. Gaines at the

October 13 Brown Bag program. The play, A Lesson Before Dying, will be presented at

Community Theatre beginning October 21; exact dates are available on CT website,

http://ctth.org/. Author Gaines beautifully articulates many struggles inherent in the human

condition and explores the confrontation of one's imminent death, the determination of personal

responsibility, the reciprocity found in the teacher/learner relationship, and, ultimately, the true

meaning of manhood and humanity. Portraying a bittersweet triumph of the human spirit,

Gaines inspires the reader to learn his or her own life lessons.

L. BIGFOOT, MYTH OR REALITY?



Wildlife Educator Larry Battson will conduct an informative and entertaining 90-minute

presentation, Cryptozoology: Bigfoot, Myth or Reality? at the October 20 Brown Bag program

from 12:10 to 1:40 PM. This program is sponsored by the Friends of the Vigo County Public

Library.



“Bigfoot History” was made June 9th, 2009, at the U.S. Fish and Wildlife National Conservation

Training Center in Shepherdstown, West Virginia, by the U.S. Fish and Wildlife Service and

Wildlife Educator Larry Battson. Larry was interviewed by a U.S. Fish and Wildlife

representative and shared Bigfoot sighting reports he has documented over the years. This

interview was then broadcast to all the Department of the Interior and U.S. Fish and Wildlife

Service television feeds, reaching tens of thousands of people around the Country. Larry spoke

at a public lecture hosted by the U.S. Fish and Wildlife Service at its National Conservation

Training Center in Shepherdstown, WV. This involvement by the U.S. Fish and Wildlife Service

is unprecedented and possibly indicates a change of attitude about the Bigfoot creature’s

M. OCTOBER BOOK DISCUSSIONS



The Vigo County Public Library Book Club will discuss P. D. James’ novel A Taste for Death at

1:30 PM on October 5. On November 2 the Club will discuss Louisa May Alcott: The Woman

Behind “Little Women.” This discussion will support the series of Alcott programs taking place in

October.



On October 28 at 3:30 PM, a special program celebrating the 200th Anniversary of Sense and

Sensibility by Jane Austin will be held at the Library with a discussion by Kit Kincade, ISU

English professor. It is recommended that participants read the novel before attending if

possible.



N. WOMEN ALONG THE WABASH: 1812



Sally Weatherston will present a program for the annual Daughters of the American Revolution

luncheon on October 11 at the Ohio Building. Sally presented her Haunted Tales to the group

in 2010. Women Along the Wabash: 1812 will also be presented on March 15, 2011, as a

celebration of Women’s History Month and as a continuation of programs centered on the War

of 1812.



O. 2011 COMMUNITY HEALTH FAIR



Reference Librarian Laura Mitchell conducted the VCPL’s exhibit at the 2011 Community Health

Fair on September 10 at the Landsbaum Center. The Fair was organized by the Terre Haute

Chapter of the American Association of Physicians of Indian Origin and focused on kidney

disease and associated conditions of diabetes and hypertension as well as other medical

issues. Laura discussed with attendees the health resources offered by the VCPL, including

books and databases, and answered questions.



P. GED CLASSES AT THE VCPL



The LLC will be a Vigo County School Corporation GED classroom site every Monday and

Wednesday from 9 AM – Noon beginning September 12. The West Branch Library will host a

GED class on Monday and Wednesday from 6 – 8:30 PM. Prospective students must register

and attend an orientation at the Chauncey Rose Middle School location prior to attending the

class. The LLC welcomes this new partnership and new GED teacher, Cynthia Hurt.



Q. LLC NEWS



Sycamore Readers will continue services in LLC for struggling readers, grades K – 5th grade,

beginning September 19. Applications for Fall 2011 are available in the LLC. Reading tutoring is

available twice a week per student and consists of 30-45 minute sessions scheduled from 3 – 7

PM, Monday through Thursday. The LLC will provide the service of faxing applications to ISU

for prompt consideration. LLC Manager, Susan Jakaitis, will hold orientations on-site for all

Reading Coaches.



The VCPL ESL Program hosted “Jeopardy!”, a family Conversation Club event, on September

7. Teams competed for donated prizes, playing rounds of a Jeopardy game with categories on

prefixes, synonyms and antonyms, homonyms, texting phrases, idioms, vocabulary, maps, flags

and items in Wal-Mart.



The Wabash Valley Literacy Coalition will host two events, coordinated by LLC, during Family

Learning Day Downtown:

 9 – 9:45 AM, Multicultural story time with a guest reader and 30 free books donated by

Altrusa International of Terre Haute. 30 cake pops, donated by Starbucks, will also be

distributed. .

 10:30 – 11:30 AM, the annual “Put Your Nose in a Book” literacy awareness campaign,

will reward all who stop to read as a family activity with a free sponge nose.



R. ISU VOLUNTEER SUMMIT AND FAIR



Rob Fox and Suzanne VanReed represented the VCPL at the ISU Volunteer Summit and Fair

conducted around the fountain in Dede Plaza on September 14th. The Summit offered two

breakout sessions prior to the Fair on “Grant Writing 101” (attended by Rob and Suzanne) and

“Are You Using Your Board Effectively”? The Volunteer Fair provided an opportunity for the

VCPL to recruit volunteers, network with other agencies and promote library services provided

to the community.



S. UNITED WAY CAMPAIGN



The United Way campaign has begun in the community and at the VCPL. The Library staff

committee includes Rob Fox, Jessica Hart and Suzanne VanReed. Letters and donation cards

have been distributed to staff and will be collected by the Business Office.



T. VCPL STAFF ASSOCIATION TOURS CHILDREN’S MUSEUM



The VCPL Staff Association provided the opportunity for staff members to tour the Children’s

Museum on Wednesday, September 14th. Lynn Hughes, Director of the Museum, conducted

the tour, which for some staff was their first opportunity to be in the recently relocated and

expanded new building.



The November program will feature Missy Rohrbach, Volunteer Coordinator for CASA (Court

Appointed Special Advocate), who will discuss the program in Vigo County.



U. WEST BRANCH ACTIVITIES



The Best of the West Book Club will discuss The Sparrow by Mary Doria Russell on Thursday

September 8 at 11 AM (new time). Books are available at West Branch.



The Knit & Crochet Support Group welcomes experienced and inexperienced knitters and

crocheters at their next meeting on Tuesday, September 27 at 10:30 AM.



Learn computer basics with Reference Librarian Bonnie McNair at a Computer Class on

Wednesday, September 21, at 9 AM.



Coffee Thursday’s event on September 29 at 10:30 AM will feature West Terre Haute History

presented by Tim Crumrin. This event will be conducted at All Place, 219 N. Providence Place,

West Terre Haute.



The 2nd West Branch Book Sale sponsored by Friends of the Library will be conducted on

Friday, September 30, 10 AM – 5 PM in front of the West Branch Library. This is a great

opportunity to stock up on reading and media materials for the winter months.

Halloween Book Give Away



The 14th Annual Halloween Book Giveaway will be conducted at the Main Library (lobby area)

and West Branch locations on Monday, October 31, from 5:30 – 7:30 PM. Many youngsters in

delightful costumes are expected to make an appearance to receive the best treat of all – a new

book! This event is sponsored by the Friends of the Vigo County Public Library and the Wabash

Valley Optimist Club.



Teen Volunteers ~ Report for 2010-2011



Cindy Rider, School Liaison Program Librarian, and Carolyn Clark, YP Assistant Librarian, who

direct the VCPL Teen Volunteers, report that there were 80 teen volunteers and interns for

the period August 2010 thru July 2011 who logged a total of 1,045 hours and 35 minutes, an

average of 13 hours per volunteer. These volunteers assisted with programs, gaming events

and special projects; they also managed the games computers, straightened shelves, and

assisted with Friends of the Library book sales.



North Vigo H.S. junior Cori Leader worked the most at 91 hours,15 minutes; Hannah Smith,

South H.S. sophomore, followed closely with 81 hours; and J.C. Moore, an 8th grader at Sarah

Scott, ranked third with 62 hours, 15 minutes.



Cindy and Carolyn comment that “it is such a pleasure to work with Cori, Hannah, J.C. and the

rest of these motivated young adults! And, we certainly appreciate the financial support of the

Friends of the Vigo County Public Library.”

The number of participants in Reading Club increased by 169 but the number meeting their

reading goal decreased by 91 as compared with 2010. One hundred sixty two students were

involved through the Math Magic/Writing Wonders program offered at Sarah Scott Middle

School through the VCSC. Cindy Rider met with students on two occasions to explain the

Summer Reading Program and handed out a free paperback book to each student on her third

visit.



The summer reading program for 2012 will be “Dream Big – Read” (children) and “Own the

Night” (teens).

Reach Out & Read Program



Margaret Korenski will meet with Dr. Jacqueline Holder to discuss a possible partnership with

UAP Clinic and the Reach Out and Read program which targets children growing up in poverty

and without books. The Clinic Pediatrics Department serves more than 4,000 young children

and will distribute 8,000 new books annually as part of a grant program. The VCPL will provide

literature about the Library and its services to the Clinic as well as Every Child Ready to Read

literature which promotes early literacy from birth.



Promoting Books as a Fun Experience



At the monthly meeting of the VCSC After School Care workers, Margaret Korenski will discuss

ways books can be used with children as a fun experience. She will provide titles of popular

books that children enjoy reading and suggest extra activities to go with the book that will

encourage and expand independent thinking skills. Library resources from the Parent/Teacher

section will be promoted along with the procedures for acquiring library cards.



W. OUTREACH ACTIVITIES



Jeanette Bouchie, Outreach Librarian, continues to conduct discussions with the following

agencies regarding the development of partnerships and use of VCPL’s materials and services:

 FSSA/ARBOR – spoke at the August 12th IMPACT network program, providing ARBOR

clients with information about VCPL resources, including online databases, computer

labs, computer classes, Reference services, LLC services and demonstrated how to

access eNews.

 SENIOR EDUCATION MINISTRIES/DINE WITH A DOC – discussed the Outreach

Program and other library services and resources with the attendees at the Dine with a

Doc programs at Sugar Creek Consolidated in West Terre Haute on August 9th and at

the Wabash Valley Senior Activity Center on August 12th and August 24th.

 SUBSTANCE ABUSE COUNCIL – represented VCPL at the August 10th Substance

Abuse Council meeting with discussion on ways the community can work together to

prevent substance abuse.

 RYVES HALL – Jeanette and June Dunbar, YP Coordinator, met with Jim Edwards,

Ryves Hall Program Director, who is establishing a reading program for the children who

visit Ryves Hall, to explore ways that VCPL and Ryves can work together, including

programs about library resources at “parent nights”, revising the materials received from

Outreach, Every Child Ready to Read sessions, computer classes and book talks.

There will be further discussions once the program has become more organized.

 CYPD – as a CYPD Board Member, assisted in organizing and attended the annual

CYPD conference on August 28th and 29th; interacted with librarians from all over the

state and participated in informative sessions.



The following agencies have been provided with Outreach Brochures for distribution: Disabled

American Vets, Chapter 9; Wabash Valley Care Management and Consulting LLC; and Hospice

and VNA of the Wabash Valley.



All VHS and cassette tapes have been withdrawn from the Outreach collection and children’s

items were given to Chris Schellenberg for distribution at Family Learning Day. Area adult

agencies were invited to visit Community Services and select any adult materials they felt would

be of use in their own collections. Books with CD have been ordered to replace a portion of

Outreach’s popular collection of children’s “read-along” books with cassette.



Glenda Cordell presented her popular “Reflections” program to 114 residents and staff

members at the following agencies in the month of August: Royal Oaks, Wyndmoor, Meadows

Manor East, Sisters of Providence Healthcare, Cannon Inn, Park Place, Anthony Square, and

Springhill Village.



The Outreach Department added two new agencies and two individuals in the month of August

for a total of 122 individuals and 131 agencies.
