CLARIFICATION REGARDING LICENSE VERIFICATIONS

On the Department of Health Professions' License Lookup web feature

(http://www2.vipnet.org/dhp/cgi-bin/search_publicdb.cgi) and its telephone licensure verification

known as "IVR" (804-270-6836), licensed optometrists are designated by three categories,

"Optometrist - CSR," "Optometrists - Non TPA ," and "Optometrist - TPA certified." The following

describes each:



 "Optometrist - CSR" denotes those optometrists who held a separate controlled substance

registration from the Board of Pharmacy. This registration has not been required since the

late 1990's and is no longer issued for optometrists.



 "Optometrist - non TPA" is the designation for optometrists who are licensed to practice

optometry but who do are not authorized to use TPAs. Licensees who had not attained TPA

certification but were licensed to practice optometry prior to July 1, 2004 could retain their

basic license but are precluded from using TPAs.



 "Optometrist - TPA certified" is reserved for those optometrists with therapeutic

pharmaceutical agent (TPA) authority. TPA certified optometrists previously held two permits

-- an optometrist license (with a 0601 prefix) and a separate TPA certification (with a 0618

prefix). Statutory and regulatory changes have occurred that significantly expand the

prescriptive authority of TPA certified licensees and require TPA competency of all new

licensees. So, to clearly differentiate licensees with TPA authority from those without and to

simplify paperwork, new license permits have been issued with 0618 prefixes. The former

TPA certificates are no longer being issued.



Because each license, certification, or registration has its own separate disciplinary data attached

to it for the individual, there may be discipline for an individual under one or more of the above

categories and not under the others. Efforts are under way to subsume all the disciplinary data

under one search source, but until that can be achieved, a search under all three categories is

required to thoroughly credential each licensee.
