President`s Report

Season 2001 was one of the most trying for the AFL Canberra Umpire’ s
Association. The Association experienced many ups and downs but overall the
year was successful. Where possible we managed to fulfil all umpiring
commitments. I attribute this more to the stealth of the Umpiring Manager, Mr
Bob Stacey, and the willingness of members of the Association to “ double-up”
in all disciplines. So to those I say thank you. You make things easier and your
efforts are to be congratulated.

The year started on a high for the Association. We secured a lucrative
sponsorship with the Illawarra Mutual Building Society, the IMB. This is the first
time for a number of years that the Association has had a major sponsor. To
the IMB I say thank you. Your support has been valuable and it will continue in
2002. In addition to the IMB other sponsors included Acumen Alliance, Central
Assurance Planning, the Runner’ s Shop, Chubb Security and Capital Clinic
Physiotherapy. To all of you I say thank you and I hope it will continue into
2002 and beyond. Due to this level of support we were able to take the
Association to a new level of professionalism not previously experienced. Bedri
Sainovski, my Vice-President, is to be thanked for his efforts. His support and
promotion of the sponsors has gone a long way to securing a very stable future.
With the addition of new sponsors set-up costs in terms of new uniforms and
the like are expensive. Therefore we will not be able to see any real financial
improvement until 2002. However, we have moved forward to the extent we are
no longer reliant on AFL Canberra for monies.

This leads me to our dealings with AFL Canberra. We have enjoyed
reasonable support from the League. They have managed to pay all umpires
for the 2001 season, which I understand is a first for a number of years.
However, there are major problems, which need to be addressed. Firstly, there
are major problems with recruiting. We undertook a campaign to target schools
and other media this year but this was not as successful in attracting umpires
as hoped. Our ranks are thin and we need to examine ways of attracting
people to umpiring. Secondly, we still do not have a home and operate in short
out of the back of a car. This needs to be addressed. Despite numerous
promises of a move to Manuka nothing has eventuated. The current location of
Football Park is not suitable given the state of the rooms and the ground. It is
not appropriate for the Umpiring Control Board to be cleaning change rooms.
The issue needs to be addressed and it is severely inhibiting the attraction of
people to umpiring. Thirdly, we are severely underpaid and it is time AFL
Canberra took responsibility for ensuring a fair deal for umpires. In business
people expect a salary commensurate to the job they perform. Umpiring is no
different. For most it is a hobby but a hobby requiring more and more time.
Therefore this needs time and effort to work through a solution. I have
highlighted a few of the problems. There are more. I am hopeful that the
Strategic Review of Umpiring undertaken by the NSW/ACT commission will
address a number of these problems. The status of the Review is unknown and
therefore I cannot report any further progress.

I would like to take this opportunity to thank the fine work of the Umpiring
Control Board. Messrs Bob Stacey, Russell Taylor and Scott Gurney appoint,
change and provide field and boundary umpires to matches. It is a thankless
task and I congratulate them on their efforts. I would also like to thank the Goal
Umpiring Panel of Steve Butler, Doug Malcolm, Colin Larter and Peter White for
their work during the season with the goal umpires. I would also like to thank
Graham Clarke for his work in the finals. His support enabled the former
members to undertake their duties and ensure they provided the best possible
performance for the goal umpires during the finals. Our Fitness Coordinator, Mr
Rohan Robinson has done a fantastic job. Rohan through his professionalism
has taken the Association to a new level in terms of fitness. His program was
fun and well received. He will undertake the role again this season. On behalf
of the Association I wish Rohan all the best in his endeavours as he defends his
Commonwealth 400m Hurdles Crown in Manchester.

Finally I would like to thank all members of the Executive for their time and
support during the season. It was an extremely hard year for the Executive and
the support I received was first class. It was the best Executive I have worked
with. I do not single out praise but I would to thank Bedri for his efforts. He
helped me through some tough times and kept me focussed. His endeavours
with the sponsorship are to be commended. In these days of sinking financial
support we are lucky to have him. BS good luck and thank you.

My reign as President is over. I will not be seeking re-election. I thank
everyone over the last year. We have come a long way and we need to keep
building. The foundations are solid and it will require others to build upon them.
We will continue to grow and enjoy a good future.

Secretary’ s Report

The secretary duties of the Umpires association have been performed by Peter
Auld this year while he was in town and Peter Chamberlain when Peter was
interstate with work.

I have been talking with the Queensland Australian Football Umpires
Association while training in Brisbane, and NSW Umpires Association while in
Sydney. As with all umpiring associations visitors are always made to feel
welcome at training sessions and functions.

This year a lot has gone on in the association with the drive for sponsorship to
help cover association costs and responsibilities associated with dealing with
sponsors. Bedri handled this area extremely well. Next year one of the
executive will need to focus on this area again, if we are to maintain the
sponsors we have and if the association wishes expand in this area. Another
area of change this year was having association fees cover the cost of
functions, as well as, administration costs. This issue caused some
constination with member. This issue was resolved by charging Students a
discounted rate for their fees.

The umpires training this year was conducted by Rohan Robinson. He
introduced us to such niceties as a circuit that kept on growing in size, the hills
at Parliament house, and other novilety sessons. Training was never dull.
Thankyou Rohan for your persistance, advice and efforts, they were greatly
appreciated.

Social Secretary Report

This season saw 3 key social events. The Grandfinal Appointments Dinner, The
End of Season Dinner and the return of the End of Season Grudge Match.

We continued to the build on the prestige of the Grandfinal Appointments
dinner again this year moving to the Function Room overlooking the hallowed
turf of Manuka Football Ground. We had a fantastic turnout from association
members, coaches and sponsors with all enjoying a fantastic meal put on by
Eastlake Football Club’ s Catering division. We were lucky to once again have
Adrian Panozzo as guest speaker and this year added to the line up with Rohan
Robinson saying a few inspirational words.

When it came to the End of Season Dinner I tried to throw together something a
little different from times gone by, moving away from the dozens of speeches
and awards and towards a celebration of the year that has been. Thanks goes
to Aaron Broughton, Liam Stakelum and Scott Gurney for their Video Footage
and work on the White Knights Awards. The night was topped off with a

performance from Rebbecca Goddards new band “ Mr Hanky” playing covers
till the wee hours of the night.

The main draw card of this years social calendar was the return of the
Bouindaries Vs Fieldies end of Season Grudge Match. Dave Bryant did a great
job in orgainising the post game BBQ although it was disappointing to see him
turn his back on the fieldies and play for with his old mates the Boundaries. The
game was a great success with exception of the Boundaries running out 6 point
victors (with the rings –ins and traitors they should have won by 30 points). The
game was a fun conclusion to another successful year that saw the association
take some important steps forward in regards to becoming a more professional
organisation.

AFL Report

AFL Canberra Umpires Association continued its healthy affiliation with the AFL
in season 2001 with four Association members, Stephen Donlan, Scott Gurney,
Liam Stakelum and Jason Smith, officiating AFL games throughout the season.

The Association has a unique and important role in providing umpires to the
AFL, via the NSW/ACT boundary and goal umpire panels. Unique in the sense
we are the only association outside the home base of an AFL team to provide
umpires to the AFL and important as Association members are necessary to
complement NSWAFL umpires in servicing the AFL’ s needs.

The Association looks likely to maintain it’ s link to the AFL in 2002, with
existing Association members receiving positive early feedback on a continued
role with the AFL and the relocation of a Sydney based boundary umpire with
AFL experience. While indications are the Association will only be represented
in the boundary discipline, the door continues to be open to goal umpires also.

It is important the Association does all it can to ensure the door to the AFL
remains open to Association members. Only through development of AFL
standard umpires can the Association hope to achieve this.
