11 TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA,
12 1976, BY ADDING ARTICLE 108 TO CHAPTER 3, TITLE 56,
13 SO AS TO PROVIDE THAT THE DEPARTMENT OF MOTOR
14 VEHICLES MAY ISSUE A SPECIAL LICENSE PLATE FOR
15 PERSONS WHO HAVE BEEN AWARDED THE EAGLE
16 SCOUT AWARD BY THE BOY SCOUTS OF AMERICA, TO
17 PROVIDE FOR PROOF OF ELIGIBILITY, AND TO PROVIDE
18 FOR DISTRIBUTION OF FEES COLLECTED.

20 Be it enacted by the General Assembly of the State of South
21 Carolina:

23 SECTION 1. Chapter 3, Title 56 of the 1976 Code is amended by
24 adding:

26 “Article 108

29 Special License Plates

31 Section 56-3-10810. (A) The Department of Motor Vehicles
32 may issue „Boy Scouts of America‟ special license plates to
33 owners of private passenger motor vehicles registered in their
34 names. The requirements for production and distribution of the
35 plate are those set forth in Section 56-3-8100. The biennial fee for
36 this plate is the regular registration fee set forth in Article 5,
37 Chapter 3 of this title plus an additional fee of thirty dollars. Any
38 portion of the additional thirty-dollar fee not set aside by the
39 Comptroller General to defray costs of production and distribution
40 must be distributed to the South Carolina Indian Waters Council,
41 Boy Scouts of America, to then be distributed to the other five Boy
42 Scout councils serving counties in South Carolina.

1 (B)(1) The Department of Motor Vehicles may issue „Eagle
2 Scouts of America‟ special license plates to owners of private
3 passenger motor vehicles registered in their names who have been
4 awarded the Eagle Scout Award from the Boy Scouts of America.
5 The motor vehicle owner must present the department with official
6 documentation that states that he was awarded the Eagle Scout
7 Award, along with his application for this special license plate.
8 (2) The license plates issued pursuant to this section must be
9 of the same size of regular motor vehicle license plates and must
10 be imprinted with an emblem, seal, symbol, or design agreed to by
11 all of the Boy Scout councils serving counties in South Carolina.
12 (3) The biennial fee for this plate is the regular registration
13 fee set forth in Article 5, Chapter 3 of this title plus an additional
14 fee of thirty dollars. Any portion of the additional thirty-dollar fee
15 not set aside by the Comptroller General to defray costs of
16 production and distribution must be distributed to the South
17 Carolina Indian Waters Council, Boy Scouts of America, to then
18 be distributed to the other five Boy Scout councils serving counties
19 in South Carolina.”

21 SECTION 2. This act takes effect upon approval by the Governor.
