							Appendix 13 (POV Storage) to Annex B (Deployment) to USAG-Baumholder SOP for
Deployment Support Operations
                                    UNCLASSIFIED

1. Purpose. To provide Commanders information on procedures for storing privately Owned
vehicles (POVs) during long deployments or short notice deployments.

2. Mission: (See Basic Plan)

3. Execution:

       a. Soldiers and Department of the Army Civilians (DAC) deploying can properly store
their POVs at USAREUR designated storage site or a secure site with ODCSLOG approval that
meets physical security standards, and IAW UR 525-1, and 525-13.

        b. POV owners are to properly store their POVs in Mannheim, Spinelli Barracks DSN:
384-6316/6392, and Miesau, DSN: 486-3608. These storage sites are warehouses that meet all
the security requirements and, are established specifically for deployed soldiers.

       c. Transportation to a storage facility is the POV owner’s responsibility. Units can use
organic transportation or coordinate with the Garrison Installation Transportation Officer (ITO)
for non-tactical vehicle support.

       d. POV owners will receive counseling at the storage facility. POVs must be operational.

        e. At the site, POV owners will fill out DD Form 788 shipping document and complete a
joint inventory with the storage site personnel. The storage site will retain one set of keys and
the blue copy of AE form 190-A (POV registration).

       f. When time does not allow for POV owners to deliver POVs to the storage site they can
appoint someone they trust with a Power of Attorney (POA) to deliver their POVs. Ensure to
coordinate with the storage site when a POA is used.

       g. POV owners can leave their POVs with a USAREUR licensed family member. They
must add the family member name to the vehicle registration card or grant a POA. Proper
insurance must be maintained and keep the POV registration current.

       h. POV owners will remove personal and detachable items (cassettes, CDs, radio
antennas) from the POV before storage.

       i. The maximum allowable claim for theft or damage to a POV is $20,000.

        j. The maximum allowable claim for electronic accessories, automobile radios, tape, CD
players, telephones, auto alarms is $750.00. Also, there is a $2000 limit on a paint job. This
amount is included in the $20,000 maximum.

        k. USAG-Baumholder will provide logistics support for storage of POVs only after USAREUR
storage sites are full and unable to store. All POVs must be stored at a designated storage

area/facility/lot: the USAG-Baumholder designated storage area/facility/lot is located in the DOL Class
III Yard, Air Field Storage Area or other designated storage facility on Baumholder Garrison. Storage
will be made available to all deploying personnel. POVs, including motorcycles, recreational vehicles,
boats, and mopeds, may be stored. Security requirements will include:

                1) Be located on an installation under continuous U.S. control.

                2) Be enclosed by chain-link fence or concertina wire.

                3) Have area lighting sufficient to detect unauthorized entry.

                4) Have controlled access.

                5) Have security checks conducted randomly at intervals of no more than two
hours.

         l. USAG-Baumholder is responsible for the planning and execution of POV storage areas
during contingency deployment for supported organizations. DOL Class III Yard, Air Field
Storage Area or other designated storage facility on Baumholder Garrison. All designated storage
facility on Baumholder Garrison as identified for storage will be submitted thru USAG-Hessen
and Installation Management Europe (IMA-EURO) to USAREUR DCSLOG for approval.

   1.         m. The Rear Detachment Commander (RDC) will designate an NCO to help
process POVs into designated holding areas, i.e. Class III Fuel Point and the Garrison non-op
holding lot. Unit POV NCO will inspect the POV for any exterior and interior damage and missing
accessories and annotates on the same DD Form 788.


4. Coordinating Instructions:

         a. POV Owners Responsibility:

               1) Can cancel their insurance while deployed and register their POV non-
operational. Before POV owners register their POV non-operational they should consult with
legal on claims if an accident or theft occurs while deployed.

                2) POV owners owning a vehicle with a lien must obtain approval from the
financing agency prior to canceling their insurance.

                3) Deactivate alarms or disconnect them before storage.

                4) Remove all HAZMAT material, personal, and detachable items prior to
storage.

                  5) Ensure non-operational POVs are placed in the Garrison non-operational
holding lot.

          b. USAG-Baumholder responsibility when managing a POV storage area:

              1) Identify temporary storage sites, and ensure that security requirements, storage
procedures, and guidelines are developed for immediate implementation, IAW Garrison DOL,
DPTMS and DES.

                  2) Designate a directorate to help process and manage a POV storage area.

              3) Responsible for conducting a joint inspection of the POV with the owner and
parking the POV in designated areas.

                  4) Assist the owner preparing DD Form 788.

                  5) Maintain all documentation and place in envelopes.

                  6) Ensure envelopes are sealed and stored in a lock container with controlled
access.

                  7) Ensure security requirements are met IAW with physical security standards.

          c. U.S. Army Garrison, Baumholder ITO responsibilities:

                  1) Provide DD Form 788, shipping document.

                  2) Provide briefing to soldiers and DA civilians on storage of POVs.

                  3) Provide NTV support when required.

            4) ITO will request all POV registration suspension on vehicles placed in storage
within USAG-Baumholder storage sites.

          d. Unit responsibilities:

               1) Deployed Unit: Thirty to thirty-five (30-35) days prior to redeployment of
deployed unit, the Commander notifies the Garrison Installation Transportation Officer and
provides guidance on procedures that will aid in the redeployment of the unit and retrieval of
Privately Owned Vehicles that are stored at authorized storage facilities.

                  2) Counsels Soldiers on procedures to retrieve POV from storage site.

                  3) Directs Soldiers to notify insurance company and obtain (Double White

              4) Directs Soldiers to renew expired drivers licenses.
