1.0.           INTRODUCTION :


The economic potential of Delhi has hardly flown down to the other regional
urban centers. Specially those located beyond the DMA (new CNCR). These
towns continue to remain comparatively undeveloped with poor living
environment. Under-developed of the areas outside Delhi, or to be more specific
outside CNCR, is primarily a problem of relationship rather than a problem of
scarcity. To give an example, the total travel time from Delhi to the farthest
point in the region is so short that no big centers of transportation and trading
activity have developed in the outer area of the NCR. Thus the entire region
outside CNCR is still registering a relatively slow growth rate leading to a
lopsided development of the region characterized by the “Metropolis-Satellite”
syndrome, where past of the economic surplus of the periphery is extracted by
the core without any plough back and whatever development takes place in the
periphery mostly reflects the expansion needs of the core.

The project for developing SNB Urban Complex within the Rajasthan-Sub
Region of National Capital Region is intended to help realizing “Settlement
development strategies of Regional Plan of National Capital Region ( NCR ) –
2021‟‟.

In this regard Urban Development Department of Government of Rajasthan
intends to undertake preparation of Master Plan for the area of Shahjahanpur –
Neemrana - Behror ( SNB ) Urban Complex in Alwar District of Rajasthan Sub
Region of the NCR to be prepared as per Rajasthan Urban Improvement Act,
1959. This shall be as per the policies spelled out in the National Capital Region
( NCR ) Regional Plan - 2021.

The required Gazette notification under section 3(1) of Urban Improvement Act,
1959, has been issued for Shahjahanpur – Neemrana -Behror ( SNB ) Urban
Complex on September 30, 2002 by Gazette notification: RAJBIL / 2000 / 1717
( Annexure – 1 & Map - 001). The Chief Town Planner (NCR) has been
appointed, with above order, for the preparation of the Master Plan for the
Shahjahanpur – Neemrana - Behror (SNB) Urban Complex area. As per the
notification the urban complex will cover 130 Revenue Villages of Behror and
Mandawar tehsils of Alwar district.

The Regional plan for NCR – 2021 envisaged development of Shahjahanpur –
Neemrana – Behror Urban Complex in Rajasthan sub - region of NCR.

M/s. LEA Associates South Asia (LASA) Pvt. Ltd., New Delhi were appointed
by NCRPB for formulation of Development strategy and action plan of a New
Town – SNB Urban Complex on NH – 8 in Rajasthan sub - region within
Shahjahanpur – Neemrana – Behror Urban Complex. The Project objective was
at creating SNB Urban Complex within this urban complex on understanding
of the following:-

   a) Specialized economic base.

   b) Urban infrastructure - a facilitator for global investment.

   c) An attractive environment for investment.

   d) Provision for modern infrastructure for mass transport and urban services.

   e) Specialized economic base developed through cluster cities.

   f) Meeting the objectives of NCR and Regional Plan – 2031 on balanced
      and sustainable development outside NCT – Delhi.

   g) Benefitting and uplifting urban economic image of Rajasthan State in
      global context.

The main components of the study were,

   a) Preparation of strategy and action plan for the proposed SNB Urban
      Complex.

   b) Carrying out studies for the new city for its planning, development,
      financing, phasing, marketing and management along with institutional
      and implementation mechanism.

   c) Planning of cluster cities with infrastructure, economic base, physical
      environment, and implementation and operation mechanism.

   d) Preparation of cost and phasing scheme for SNB Urban Complex and
      cluster city level and

   e) Documentation of the process of consultancy through reports and
      presentation for development strategies and Action plan for the SNB
      Urban Complex.

   The report emphasized that the Shahjahanpur – Neemrana – Behror Urban
   Complex area be developed as “KNOWLEDGE AND INFRASTRUCTURE
   LED CITY‟‟, with cluster of ten cities and common infrastructure:

              i.   Knowledge City,
             ii.   Cyber City,
            iii.   World Trade City,
            iv.    Entertainment City,
             v.    Media City,
            vi.    Industrial City,
           vii.    Medi City,
          viii.    Dry Port City,
            ix.    State City,
             x.    Biotech City,

And common infrastructure by way of Housing, Interstate Bus Terminus, Parks,
Mixed Landuses, Airport and Socio – Cultural activity areas.

The Total area to be covered was to the tune of 81.60 Sq. Kms. and to
accommodate a total population of approx. 9.80 lakhs including the population
of villages falling within the encompass of this SNB Urban Complex planned
area.

The report further goes on to detailing and costing of various phases and areas.

National Capital Region Planning Board (NCRPB) suggested that the
Government of Rajasthan may identify and mark the Urbanisable Area on a
map with disposition of various cluster cities. In this light, Government of
Rajasthan directed Avas Vikas Limited, a subsidiary company of Rajasthan
Housing Board for preparation of the same in Shahjahanpur - Neemrana –
Behror (SNB) SNB Urban Complex.

The Shahjahanpur-Neemrana-Behror (SNB) Urban Complex shall be in an area
of 518.42 sq. kms. As per census of 2001 total population of complex area was
2, 26,673 ( Annexure – 2 ).

The project – development of Shahjahanpur – Neemrana - Behror ( SNB )
Urban Complex aims at creating a urban complex to cater to the needs of global
development so as the area is capable of competing globally by developing
environment for attracting investments. The infrastructure in the area has to be
developed in such a way so as to cater for:

          i.   Specialized economic base.

         ii.   Global investment.

        iii.   Modern infrastructure for mass transport and urban services.

        iv.    Specialized economic base by way of development of self
               sustained specialized areas (cities).

         v.    Meeting the basic objectives of the National Capital Region (NCR)
               and the Regional Plan 2021 on balanced and sustainable
               development outside NCR - Delhi. The Shahjahanpur – Neemrana
               - Behror (SNB) Urban Complex has been envisaged in the
               Regional Plan to develop as a Urban Complex and as a centre for
               advanced industrial and other economic activities and to also have
               a concentration of higher order service functions, which are
               expected to exert an increasingly dynamic influence on attraction
               of Global investment and creation of a conducive living and at the
               same time working environment with a high order infrastructure
               development.

        vi.    Benefits from the development of Dedicated Freight Corridor
               ( DFC ) and Delhi - Mumbai Investment Corridor ( DMIC ) i.e.
               Khushkhera – Bhiwadi - Neemrana Investment Region as General
               manufacturing / automobile / auto components Investment Region.
               ( minimum 200.00 sq. kms. – 20,000.00 Hect ).

       vii.    Benefitting and uplifting urban economic image of Shahjahanpur –
               Neemrana - Behror ( SNB ) Urban Complex and Rajasthan State
               in the Global Context.




1.1. POLICIES FOR FUTURE :


The Regional Plan – 2021 of National Capital Region laid down the following
policies for future development to promote Growth and Balanced Development
of the NCR.

The Above aim is sought to be achieved through:

        Providing Suitable economic base for future growth by identification
         and development of regional settlements capable of absorbing the
         economic development impulse of NCT-Delhi.

        To provide efficient and economic rail and road based transportation
         networks (including mass transport systems) well integrated with the
         land use patterns, to support balanced regional development in such
         identified settlements.

        To minimize the adverse environmental impact that may occur in the
         process of development of the National Capital Region.

        To develop selected urban settlements with urban infrastructural
         facilities such as transport, power, communication, drinking water,
         sewerage, drainage etc. comparable with NCT- Delhi.

        To provide a rational land use pattern in order to protect and preserve
         good agricultural land and utilize unproductive land for urban uses.

        To promote sustainable development in the region to improve quality
         of life.

        To improve the efficiency of existing methods of resource
         mobilization and adopt innovative methods of resource mobilization
         and facilitate, attract and guide private investment in desired direction.

Keeping the above objectives in view, the NCR Regional Plan - 2021 has
proposed the development of NCR through four policy zones namely-

           ( i ) NCT - Delhi ,

           ( ii ) Central National Capital Region ( CNCR ) ,

          ( iii ) Highway Corridor Zone and

           ( iv ) Rest of NCR for which the following development policies

                   have been envisaged.

1.2. HIGHWAY CORRIDOR ZONE :
A Highway Corridor Zone is proposed with a minimum width of 500 meters
inclusive of green buffer on either side of the right of way (ROW) along the
National Highway (NH) 8 converging at Delhi to enable the planned and
regulated development along highway outside the existing controlled /
development / regulated areas.

Activities permitted in the green buffer on both the sides of the highway shall be
as per zoning regulations of regional plan. However, in the Highway Corridor
Zone excluding green buffer, the land use will be decided by the respective
State Governments depending upon economic pressure, local situation and
development potential of the area.

The Highway Corridor Zone will be delineated and notified by the respective
State Governments. However, utmost care will have to be taken while planning
these zones to ensure that the activities being permitted in this zone are
segregated from highway traffic through proper green belts, service roads and
controlled access to the highways.



1.3. REST OF NCR :
In the Rest of NCR ( approximately 29,795 sq. kms.), the basic policy of
Regional Plan-2021 for accelerated development of both urban and rural areas
will continue. Infrastructure has to be substantially upgraded at local and
regional level ( both by State and Central Governments ) in order to induce the
growth in these areas, specifically in the identified settlements i.e. Metro
Centers and Regional Centers. This will make them more attractive for locating
economic and allied activities and for attracting private sector investment.

2.1.           THE RAJASTHAN SUB-REGION
               OF NCR :

As a constituent of National Capital Region, Rajasthan sub-region lies in the
south western part of National Capital Region and covers whole of Alwar
district. The Rajasthan sub-region covers an area of 7,829.00 sq. km. This lies
between 27o 03‟ and 28o 13‟ north latitudes and 76o 10‟ and 77o 14‟ east
longitude. North-south expansion of sub-region is approximately 160 km. while
east, west expansion is 120 km. The Rajasthan Sub-Region for the NCR
Regional Plan – 2021 constitutes Alwar district and includes all the 12 tehsils
namely Behror, Mandawar, Kotkasim, Tijara, Kishangra Bas, Ramgarh, Alwar,
Bansur, Thanagazi, Rajgarh, Lachhmangarh and Kathumar.

The table below shows that the population growth in the Rajasthan Sub-
Region has been relatively constant, ranging between 25 - 30 % since
1971. The growth of rural population in Alwar district during the period 1981-
2001 increased from 23 % to 29 %. The growth of urban population however,
depicts a different trend. It was 44.36 % in 1961-1971, increased to 63.24 %

during 1981-1991 and again dipped to 35.80 % in 1991-2001, the urban
population of Rajasthan Sub-Region increased by 122.00 %

Morphologically the Rajasthan sub-region can be divided into two parts:

    North-West part and

    South-East part

Aravali ranges starting from the South-Western part and extending towards
North-East and finally merging with eastern range leaving a gap of 5 km. North
West part is characterized by few hillocks and large tracts of plains, which is
again sub-divided into two sub-parts by Sahibi river flowing from south-west to
North-East giving a general slope towards North-East of this part. South east is
also characterized by scattered hillocks and fertile agricultural land.

2.2. SNB URBAN COMPLEX :
The Shahjahanpur-Neemrana-Behror urban complex lies in the north-western
portion of this sub-region bifurcated by NH - 8 in the north-south length of
approximately 33 kms and 18 kms in width. The region is predominantly rural
with about 90.00 % population living in the villages. About 75.00 % of land
area is under cultivation. Notified SNB urban complex comprises of 130
villages and Behror town and covers an area of 51,842 Hect. And
accommodated 2, 26,673 persons as per census 2001.

There is no river in the Shahjahanpur-Neemrana-Behror (SNB) urban complex
which is perennial on its entire course, Sahibi is only the main seasonal river
which flows through the urban complex. Several of the other rivers and
tributaries have been impounded at suitable sites, the water of which is used for
irrigation purpose.



2.2.1 SAHIBI RIVER : Sahibi is the largest river of the sub-region. Rising
from Sewar hills (Jaipur District), it enters Bansur tehsils of Alwar district from
the west and forms the boundary of Alwar district for about 25 km. in the west.
It flows in general north-eastern direction for about 97 km in or along the
borders of the district passing through Bansur, Behror, Mandawar, Kishangarh
and Tijara tehsils. The catchment area of the river is about 2,795 km and it has a
maximum yield of 5,640 mcft water. It carries away the water of western slope
of the central range of the Aravalli Hills. After entering Haryana state, it
discharges its water in the Najafgarh lake.



2.2.2. SOIL: In Shahjahanpur-Neemrana-Behror (SNB) Urban Complex of
the Rajasthan sub-region, there are two different types of soils:

    Loamy soils in parts of Behror tehsils

    Sandy soils in parts of Behror and Mandawar tehsils

There are less fertile owing to their moisture retaining capacity.

2.2.3.     CLIMATE AND WEATHER : The sub-region has a dry
climate with a hot summer, a cold winter and short monsoon season. The cold
season starts by about the middle of November and continues upto the
beginning of March. The hot season follows thereafter and extends upto the end
of July. The south west monsoon season is from July to mid September. The
period from mid September to mid November may be termed the post monsoon
season.



2.2.4. RAINFALL : The average annual rainfall in the sub-region is 61.60
cm The rainfall during the south west monsoon season constitutes nearly
90.00% of the annual rainfall. The variation in the annual rainfall from year to
year is very large ranging from 30.00 cm to 80.00 cm. On an average there are
30 rainy days. However the sub-region compares favorably with the Rajasthan
State average of 53.60 cm.



2.2.5. TEMPERATURE : The period from March to June is one of
continuous rising temperature, May and June being the hottest part of the year.
The mean daily maximum temperature in May is of the order of 48 C while the
mean daily minimum is about 28O C. In May and June, the maximum
temperature may sometimes go upto 48O C or 49O C. The setting in of the south
west monsoon after the middle of June lowers the temperature somewhat but the
relief from heat is not marked because of the added discomfort from the
increase in humidity. After the withdrawal of the monsoon by mid September,
days become hotter and in October day temperatures are a little higher than in
the previous month. The night becomes progressively cooler. After mid
November, both day and night temperatures drop rapidly till January which is
the coldest month. The mean daily maximum/ minimum temperatures in this
month are about 23O C and about 8O C.

2.2.6. HUMIDITY : During the brief south west monsoon season, the
relatively humidity are generally above 70%. During the rest of the year air is
generally dry. In the summer season, which is the driest part of the year,
afternoon humidity may be as low as 20.00 to 25.00 %.



2.2.7. CLOUDINESS : During the south west monsoon season, sky is
moderately to heavily clouded generally and overcast on some days. In the rest
of the year clear or lightly clouded sky prevails. But on a few days in the winter
season, sky becomes cloudy when the district is affected by passing western
disturbances.



2.2.8. WINDS : Taking the year as a whole, winds from south-west and
north-west are most frequent. In the hot season and during monsoon, winds are
generally between south-west and west. The rainfall is often associated with an
easterly wind.

2.3.           DEMOGRAPHY SNB COMPLEX


2.3.1. BEHROR EXISTING & PROJECTED :


The population in 130 villages of Shahjahanpur-Neemrana-Behror (SNB) Urban
Complex in 2001 was 2,03,817 and Behror town accounted for 22,856 persons.

The population projection has been done for the area in two formats by different
methods of Projections. First population of the three main settlements of the
Urban Complex – Shahjahanpur, Neemrana, Behror are done separately and
than for the whole notified area including these three settlements. Further
population projection is also done for the proposed tentative urbanisable area –
2031 in which there are 75 villages and Behror town.

Behror is the only town in the SNB Urban Complex area. The town has a static
growth pattern before 1961. During the years after that the growth in population
is because of recent economic developments in the area. The construction of
NH-8 and SH-14 has really fuelled the development in this town. The
establishment of administrative and commercial offices, college, and hospital
has further given impetus to the growth of the town. Thus after 1971 the rate of
growth has recorded very fast growth especially during 1981-1991 when it
touched all time high of 68.21%. During 1991-2001 decade it grew at the rate of

The projected population for Behror town 2001 - 22,856 persons which will
increase to about 34,000 persons by the year 2011. The following table gives

shows a rapid growth rate and it is estimated that in the year 2031 it will
account for about 74,500 persons.

2.3.2. SHAHJAHANPUR EXISTING & PROJECTED
Shahjahanpur is the other settlement in the Shahjahanpur-Neemrana-Behror
area where Master Plan is in force. The settlement‟s population in 1961 was
only 3,626 persons which grew to 8,682 persons in 2001. It shows a steady
growth rate of about 30.00 %. The growth rate is due to development of NH - 8,
Industrial Area and impact of growth in Haryana which just 3.0 kms away. The
following table shows the population growth trends of Shahjahanpur from 1961
to 2001 and annexure – 5 gives the detailed methodology.

The projected population for Shahjahanpur from 2001 to 2031 shows a rapid
growth rate and it is estimated that in the year 2011 it will account for about
11,500 persons which will increase to about 20,500 in the year 2031. The

2.3.3. NEEMRANA EXISTING & PROJECTED :
Neemrana is a small settlement in the middle of Behror Town & Shahjahanpur
settlement on NH-8. The village got the importance and name due to Neemrana
Fort Heritage Hotel and Industrial Area with Japanese Companies coming for
investment in this area. It had a population of 2,621 persons in 1971 with little
growth till 1991. Thereafter the industries were established and rate of growth
during 1991-2001 jumped at 30.00 %. In 2001 the population was 4,217 persons
and the following table shows the population growth trends of Neemrana from
1971 – 2001 and annexure – 6 gives the detailed methodology..

The Shahjahanpur-Neemrana-Behror (SNB) Urban Complex notified 130
villages have a population of 1.17 lacs in 1971 which gradually grew to 2.27 in
the year 2001. This shows a study growth rate of about 25%. The following
table shows the population growth trends in SNB area from 1971 to 2001 and
annexure – 8 gives the detailed methodology.

annexure – 9 gives the detailed methodology..

The SNB Urban Complex Urbanisable area will see some major activities as of
from now onwards and may see sudden increase in the growth of population. It
is estimated that in the year 2011 the complex will accommodate 1.92 lacs
persons and this figure will reach 3.16 lacs in the year 2031. The table below

2.4.           EXISTING LAND USE PATTERN /
        2.4.1 URBANISED AREA – 2009 :
The SNB Urban Complex – 2031 extends to 130 villages as per the notification
issued on September 26, 2002 by Extraordinary Rajasthan Gazette no.
RAJ/2000/1717 on September 30, 2002 Annexure – 1 & Map 001 ). These
villages cover an area of 518.42 sq. kms. As per census 2001 total rural
population of complex area was 2,03, 817 and Behror town accounted for
22,856 persons, thus total population was 2,26,673. It is estimated that
population of this area in 2009 is around 2.75 lacs ( Annexure – 2 & Base
Map – 002 & 003 ).

The complex has only one town - Behror. The other two major settlements
due to importance are Neemrana and Shahjahanpur. Behror and Shahjahanpur
are having Master Plans – which are inforce.

The present study has been done on the broad pattern basis hence detailed
existing landuse for these settlements have not been done and the maps of these
settlements i.e. Residential, major commercial, major institutional and industrial
areas are as per map nos. 004, 005, & 006.



There are small commercial, industrial, institutional areas developed/ being
developed along the NH-8. These are also marked broadly on the base map of
the SNB Urban Complex area. The detailing of these including exact area
calculations shall be done when the detailed Zonal / Area plans of the city
clusters shall be prepared in the next phase of study / work.

Urbanised Areas – 2009 of these settlements i.e. Shahjahanpur, Neemrana and
Behror are as follows:-

The industrial area in these settlements in 2009 accounts for 2,887 acres
(1,154.80 Hect) and total urbanised in these settlements is 1,642 Hect.

Looking to the policies of the government and emphasis given by NCR Board
through its regional Plan 2021 for development of other NCR regional area, the
Board assigned a population of 3.00 lakhs for the Shahjahanpur-Neemrana-
Behror (SNB) Urban Complex in its Regional Plan 2021. But the actual figures
are different – as in 2001 itself population of Shahjahanpur-Neemrana-Behror
(SNB) Urban Complex was 2,27,000. Also as per the population projections by
natural growth the population may reach 3.70 lakhs in 2021. Hence with the
policies and impetus intended to be given to this area this population figure
should be between 4.50 lakhs – 5.00 lakhs. The assigned population for the area
for the year 2031 has been taken as 10.00 lacs, this figure of population for the
proposed tentative urbanisable area of Shahjahanpur-Neemrana-Behror (SNB)
Urban Complex – 2031 shall be based on following various factors –

   a) Its proximity with Delhi / Haryana and Jaipur.


   b) Accessibility due to NH - 8, Dedicated Freight Corridor and DFC Nodal
      Station Rewari.

   c) Location within Delhi – Mumbai Investment Corridor area belt.

   d) Proximity with Bawal - Rewari – Daruhera industrial belt and Bhiwadi -
      Chopanki - Khushkhera Industrial complex.

   e) Availability of land at relatively cheap rates as compared to Haryana and
      lack of facilities in industrial areas of Haryana.

The proposed urbanisable area will also be impacted upon by following
proposed parameters for the development of Shahjahanpur – Neemrana - Behror
(SNB) Urban Complex:

   a) Knowledge city and modern urban infrastructure.

   b) Cluster of various economic development clusters.

   c) State of art urban management system.

   d) Flexible urban structure for development i.e. public and private sector
      partnership.

   e) Conservation of natural areas as eco - friendly zones, active and passive
      leisure areas, general water recharge zones, green buffers etc.

   f) Least displacement of existing village settlements and action for
      integrating them into urban economy through a process of skill up
      gradation and other urban economic opportunities.

   g) Clean and green image.

2.5.           EXISTING ROAD NETWORK
               – 2009

The Shahjahanpur – Neemrana - Behror (SNB) Urban Complex has different
levels / category of Roads in the region. The NH - 8 enters from Delhi side in
the North side near Shahjahanpur and enters Jaipur district, south of Behror
town near Sotanala industrial Area ( Map - 007 ).

There are two State highways ( SH ) in the complex i.e. SH - 14 & SH - 52.
The SH - 14 connects Narnaul ( Haryana ) with Alwar and passes through
Behror town. SH - 52 takes off from SH - 14 at Sodawas and goes through to
Ajarka on the eastern side of the urban complex.

There are two major District Roads (MDR) criss crossing the urban complex
and beyond i.e. MDR - 61 to Mandawar, MDR - 78 to Kund. MDR - 61 takes
off from SH - 14 at Sodawas and goes to Mandawar, MDR - 78 starts south of
Behror and goes to Kund in Haryana in North.

There are three Other District Roads ( ODR ) in the complex area. ODR - 38,
ODR - 43 and ODR - 45. ODR - 38 starts from Shahjahanpur and connects SH -
14 at Bardod, ODR - 43 starts from Shahjahanpur and goes east wards and then
from Palawa it turns south wards to cross SH - 52 at Jasai, cross MDR - 61,
ODR - 45 starts at Baghola Jat in the region and goes south wards to meet
MDR - 61.

Besides the above there are other pacca roads of PWD, Panchayat, Mandi Board
and then village connecting katcha roads. The map 007 gives the complete
picture of the existing Road Network in the Shahjahanpur – Neemrana - Behror
(SNB) Region and adjoining areas.

3.0 PLANNING CONCEPT / VISION
          STATEMENT :


The Shahjahanpur-Neemrana-Behror (SNB) SNB Urban Complex in Rajasthan
Sub-Region of the National Capital Region (NCR) is envisaged by the
Government of Rajasthan with the following main objectives/ considerations:

   a. Advantage of its location in NCR and with the view to attract the
      economic and investment opportunities for the developers of U.P., Delhi
      and Haryana and at the same time to give benefits to the developers of the
      state.

   b. To execute an International level development in response to fast
      changing regional and sub-regional global economic competitiveness
      through creation of environmental friendly – green field development,
      state of art infrastructure and a composite one location development for
      private investment in modern day specialized fields and competitive
      economic activities.

   c. To fulfill the development strategies envisaged for settlement
      development in the NCR Regional Plan – 2021 i.e. development of a
      regional centre close to Delhi in each sub-regions of NCR.

The proposed site for the SNB Urban Complex is located within the north
western part of Rajasthan Sub-Region of NCR. The site has several merits for
making it successful. Its proximity to Delhi and Haryana is the first advantage.
It is about 120 kms from Delhi along NH-8 and adjacent to the border of
Haryana. The accessibility and connectivity to the SNB Urban Complex is the

second advantage. NH-8 (Delhi-Jaipur section) passes through the site enabling
immense opportunities to attract potential investment. Its connectivity to other
urban centers in the region by road and rail is yet another advantage for easy
passenger and good movement.

The proximity to existing industrial areas of Rajasthan and Haryana without
adequate nearby residential and other support infrastructure is third major
advantage. The RIICO Industrial Areas of Bhiwadi, Shahjahanpur, Neemrana
and Behror in Rajasthan are devoid of such opportunities. Similarly, many
industrial areas in the near vicinity of Haryana also lack such facilities. Absence
of such facilities in the near vicinity warrants for more planned development,
which SNB Urban Complex shall offer. The proposed, SNB Urban Complex
shall be a first major attempt to promote planned urban development along the
highway corridor in State of Rajasthan. SNB Urban Complex shall be an
“Infrastructure-led scheme”, where quality services for public transport,
telecommunication and IT connectivity, water supply, sewerage and waste
water recycling, power and solid waste management shall be provided.
Availability of relatively cheap land value compared to Haryana is yet another
unique selling point for the SNB Urban Complex site for attracting potential
investors.

Given the enormous merits, the SNB Urban Complex is envisaged to
accommodate many economic clusters such as knowledge city, world trade city,
IT city, bio-tech city, dry port city and so forth. By and large, the idea is
inherently knowledge led, complimenting and interdependent. Hence, it is
desirable to promote a form of a city which promotes an idea interdependency
while having distinct image for each of the cluster cities

The SNB Urban Complex has to be planned in such a way to be able to compete
in the international economic environment and the approach to that emphasizes
on the following economic and environmental parameters:-

               same time working environment with a high order infrastructure
               development.

        vi.    Benefits from the development of Dedicated Freight Corridor
               ( DFC ) and Delhi - Mumbai Investment Corridor ( DMIC ) i.e.
               Khushkhera – Bhiwadi - Neemrana Investment Region as General
               manufacturing / automobile / auto components Investment Region.

4.0       THE STRUCTURE PLAN OF SNB
           URBAN COMPLEX :


Following strategies were envisaged while formulation of a basic structure plans
of the SNB Urban Complex in the Rajasthan Sub-Region of the National
Capital Region (NCR).

   a. The SNB Urban Complex is envisaged with the idea of developing with
      the latest modern technology infrastructure where the total structure of
      the city shall be evolved as a flexible, organic and yet modular in totality.

   b. The framework for the urban structure of the SNB Urban Complex shall
      be such that it will follow the main urban services networks, public
      transport system, and proper disposition of all the cluster cities. The
      internal layout of the cluster cities shall be flexible, organic and still suit
      the modern system of infrastructure and planning. Impetus shall be given
      for the requirements and needs of the private sector for promoting the
      investments.

   c. The cluster cities shall be developed with the idea of development of new
      (modern) generation cities with the main emphasis on knowledge led
      community, which in turn support the information and research
      technological inputs and developments.

   d. The whole Shahjahanpur-Neemrana-Behror (SNB) Urban Complex Area
      has limited water resources, hence recycling and recharging of water shall
      be the top priority. Rain water harvesting is of immense importance. The
      open spaces, parks, road/ road sides etc of the city shall be structured in
      such a way so as to act as ground water recharge zones. All residential
      and other uses plots will have their own independent rain water
      harvesting system.

   e. The compactness of the area will also encourage the city to be more
      energy efficient.

   f. Existing village settlements in whole of the Shahjahanpur-Neemrana-
      Behror Urban Complex area shall not be disturbed and will be integrated
      with the modern development with least displacements of inhabitants and
      total flora and fauna of the area.

   g. Similarly the green pockets i.e. forests areas, river and adjacent areas,
      hills and adjacent areas shall be preserved and planned in such a way so
      that these acts as lungs of the city and at the same time available for
      recreational and other such uses.



As mentioned above it is conceived in the structure plan of the city that
knowledge led cluster cities including industrial will be the development force
in the initial phases of the City Development. The proposed cluster of cities in
the SNB Urban Complex shall be as follows:

   a. Knowledge City ( Education, carrier orientated education                               and
      research institutions and infrastructure development ).

   b. Cyber City .

   c. Medi City . ( Health Education Research and infrastructure )

   d. Entertainment City . ( Tourism, Tourism Education and Recreational
      infrastructure )

These different clusters of cities shall have different features with some
common features. The individuality of each one shall be as follows :



   4.1. Knowledge City ( Education , Carrier oriented
        Institutions and Research institutions and
        Infrastructure development ) :
       Education and Research institutions would act as a seed economic base
       for the SNB Urban Complex, which will have a spiraling effect on the
       growth of specialized cluster cities and related opportunities for jobs. It is
       proposed that institutions of global, national and regional importance /
       level will be located in the knowledge city.

            Centre of excellence shall be developed which are competitive at
             global level in areas of IT, fine arts and design, bio-technology and

               human resource for specialized economic clusters of cities such as
               medi city, cyber city, bio-technology city, entertainment city,
               industrial city and media city etc.

            The city will cater for the regional demand for raising
             infrastructure for education and skill development for Rajasthan
             and NCR.

            Some of the components of Knowledge city can be located in the
             specialized cluster cities itself for greater co-ordination between
             learning and skill development.

            Besides above it will house-hostels, residential, commercial, open
             spaces, community facilities and likewise uses.

            The location of the knowledge city in the SNB Urban Complex
             development plan is located in such a way so as to be central, near
             green buffer, near to NH but still away, existing units within the
             area, training/ work areas close by. The development is well
             connected to rest of the area by major road network of the SNB
             Urban Complex.



   4.2. Cyber City :
       IT and related technologies and infrastructure are one of the leading
       components of global economy during the last two decades of last
       century and are likely to be same for the next century as well. It has
       become as one of the leading economic base cities of India to provide
       consultancy services in software and hardware sectors related to
       information technologies to rest of the world.

             are expected to triple as very large number of IT related education
             infrastructure is coming up in different part of the country.

            As per the estimates of Real Estate Sector- it is expected that office
             space requirement for IT and related services would be in the range
             of about 150 million sq.ft. by the year 2010-2011.

            India is becoming a hub for MNC‟s plans to start regional or back
             offices in India due to availability of highly skilled human
             resource.

            IT and related infrastructure requires clean and green environment
             and SNB Urban Complex can provide reasonable low priced land
             and with better environment.

            The location of the cyber city in the total structure of SNB Urban
             Complex Development plan is such that it is easy to approach
             with residential and related facilities areas nearby and with no
             pollution of Highway and industries. The area shall be well
             connected with the rest of the city by major road network of the
             planned city.

            The city will house residential areas, office areas, shopping, hotel,
             recreational and open spaces, community facilities, entertainment
             areas and similar related uses.



   4.3. Medi City ( Health Education , Research and
        Infrastructure ) :
In the present day context the concept of Holistic and specialized health
practices across the world and increase in the medical tourism in India-
specially Rajasthan, it is envisaged that the concept of Medi city will form a

Delhi / Haryana and UP and connectivity by international Airport at Delhi.

            The growth of population in Rajasthan Sub-region of NCR and
             NCR area in itself will need health and specialized medical
             infrastructure. Hence this has got a very high potential in the SNB
             Urban Complex.

            India is becoming the destination for the Medical Tourism and in
             view of the points mentioned above it shall be a boon for this area.

            It is also well known that based on the demand-specialized doctors
             and Para medical staff is not available due to lack of medical
             educational facilities. Hence, it is highly desirable to promote
             medical education/ research along with the concept of medical and
             health services in the SNB Urban Complex.

            The medi city has been planned in such a way, so as to be away
             from the major traffic arteries and near to the green and
             recreational area with commercial activities close be. The whole
             medi city area shall be well connected with the rest of the SNB
             Urban Complex by means of major road network.

            The city- besides medical facilities shall house residential area,
             hotels, commercial area, hostels, community and recreational
             facilities, open spaces and similar areas to facilitate the inmates and
             guests of the city cluster.



   4.4. Entertainment   city   ( Tourism ,      Tourism
        Education and Recreational infrastructure ) :
       Tourism and Rajasthan are synonyms and anybody coming to India-
       destination Rajasthan is must and hence SNB Urban Complex can
       become Gateway of Tourism to the State of Rajasthan.

            Delhi is a major arrival point into India and through NH-8 the SNB
             Urban Complex is well connected to Delhi for exploitation of
             Tourism.

            Proximity of NCR areas specially Delhi makes SNB Urban
             Complex as a potential location for development of recreational
             infrastructure as it is only 2 hrs away from Delhi which may
             further reduce with the development of NH-8 to six lane / Express
             way level.

            Entertainment City will be a combination of cultural tourism and
             recreational tourism which cater to both domestic & foreign
             tourists.

            The entertainment city is located in such a way so as to easily
             approachable through NH8 and close of green/ Hills with lots of
             open areas for various activities.

            Besides entertainment facilities city will house residential areas,
             hotels, resort, club, commercial-shopping area, motels, theme
             parks, golf course, exhibition/ theatre areas, serviced apartments,
             open areas and other related areas for facilities of tourists etc.

   4.5. Media City :
       Media Industry has experienced a multi node rise during the last decade
       and a half. These nodes include- entertainment industry, television and
       films, print media, news channels etc. Today media is able to operate
       irrespective of any specific location from any part of the world to any part
       of the world. SNB Urban Complex can provide quality IT and
       information transfer infrastructure for media to operate from media city.
       The media city can become a hub for the media for Northern India and

   4.6. World Trade City ( Commercial and business
        infrastructure ) :
       The World Trade City shall be developed as a focal point of the SNB
       Urban Complex to act as a common infrastructure and nodal point for
       promotion of all commercial and business and economic activities of
       various cluster cities of the SNB Urban Complex. The area will cater to
       the needs for business offices for business houses and MNC‟s and other
       international bodies etc, retail and general business and shopping,
       business hotels, mixed use development and other related support
       infrastructure. Hence its location at the main hub of the SNB Urban
       Complex development will facilitate the whole area with proper and easy
       connectivity by all means of transportation modes. The location factors
       can further be elaborated as follows:

             cluster cities to conduct their international, national and regional

            It will act as a major regional resource centre for trade and retail
             where local and international brands can be promoted.

            It may be the major hub for MNC‟s to setup their business offices
             in NCR area at cheaper rates yet close to Delhi to conduct global
             business networking.



   4.7. Residential City :
       This is the most important part of the common infrastructure for all the
       cluster cities. Each of the cluster city shall account for about 20 - 35 % of
       their requirement of this function within the cluster and rest of residential
       demand would be as development in the common infrastructure of the
       city as a whole. These areas will have necessary support social and
       physical infrastructure.

       Generally it shall be low and medium density development except at few
       locations where it shall be high density e.g. existing city developments.
       Similarly the height shall be low to medium generally. There shall be
       some pockets available for Group Housing along the major roads.

       The connectivity of these residential areas to the work places shall be of
       most importance with availability of mass transport system at walking
       distances.

       Besides the residential facilities city will also house commercial areas,
       cultural and community areas, parks & open spaces and other similar
       related areas.

   4.8. Industrial City :
       These are main specific location area- being developed by RIICO. Some
       areas will get extended in continuation of the existing areas with proper
       care of corresponding other facilities. The SNB Urban Complex has a
       smaller development of Industrial area in Shahjahanpur. A limited
       expansion of this area is envisaged to cater to small scale and non-
       polluting industries for the needs of SNB Urban Complex.

       Further following more points justify the idea of expansion of industrial
       pockets in the SNB Urban Complex :

            Investments done by Japanese units and possibility of further
             expansion.

            Support industries for the benefits of the SNB Urban Complex e.g.
             consumer goods and other small scale industries to cater to the
             need of villages and other developments of the SNB Urban
             Complex.

            These pockets shall have other uses also besides residential for the
             benefit of the population i.e. commercial, hotels, pocket of
             residential, parks & open spaces, community facilities, health
             facilities etc.



   4.9. State City :
       The management of the SNB Urban Complex will require regional and
       State Government setup. There shall be sizable number of offices of State
       Government needing space in the SNB Urban Complex. Hence an
       adequate area has been allocated for the same in the development of SNB
       Urban Complex. The state city shall form following potential areas:

            Tourism promotion gateway for Rajasthan.

            District and welfare offices for Rajasthan Sub-region of NCR /
             SNB Complex.

       The location of the State City is planned in such a way so that it is
       conspicuous and easily approachable both for habitants and as well as
       new investors/ developers and such others. It is close to existing
       development of Shahjahanpur settlement on the main NH-8. The
       residential, commercial, institutional, recreational and similar other areas
       are close by and well connected.

       The city besides offices shall house commercial activities, residential,
       social and cultural. Other common facilities and infrastructure etc.



   4.10. Biotech City :
       The Bio-technology is the mother of all the developments. The research
       and technological innovations in evolution and development of human
       (man made) and natural environment is through Bio-sciences and its
       related technology sector. The Bio-technology City (Bio-tech City) is
       ment to evolve bio-technology sciences in the sphere of agriculture,
       natural and desert ecology, human resource development, use of space
       technology and other related fields for new experiments. The
       development of this sector can revolutionize regional economy in
       Rajasthan and especially in SNB area of Rajasthan Sub-Region of NCR.

            The development and research in the area of Bio-technology in this
             region shall produce experts in these fields.

            The proximity to Delhi and NCR will help availability of skilled
             human resources for carrying out research in the field of bio-
             technology.

            It is anticipated and envisaged that the Bio-technology city will
             provide educational and research infrastructure at higher education
             level and hence will benefit education, research and bio-technology
             led economic development.

       Bio-Technology City comparatively requires quiet surroundings for
       research and academic activities; hence it is located in such a area which
       is a away from the modern day hurdles and close to river, hills and
       villages development to allow better co-ordination. The development
       shall be planned in such a way, so that the internal core area constitutes of
       green houses, common infrastructure and other common activities etc.
       The other permissible developments shall be commercial area.



   4.11. Warehousing and Dry Port City :
       The development various cities and their work places shall generate
       goods and services which shall have to be warehoused and transport.
       Hence transport and logistics facilities in SNB Urban Complex are
       proposed to meet within the SNB Urban Complex are proposed to meet
       within the SNB Urban Complex in the eastern part near Ajarka railway
       station settlement and adjacent areas. This also falls on the main link to
       Bhiwadi complex hence it can work for both the complexes. The NH - 8 /
       SH - 14, 52 shall also be directly connected to this area.

       The area shall serve as a logistics hub for building materials, raw
       materials for consumer industry and consumer needs of the SNB Urban
       Complex and its immediate region.

       The area shall house whole sale markets, retail markets, cols storages,
       truck and container terminal, housing , Freight complex, offices and
       adjacent to it shall be the transport node ( Bus / Taxies ) etc.



   4.12. Highway      Corridor                            Zone           and          Village
        Settlements :
       Highway Corridor Zone is proposed with a minimum width of 500 meters
       inclusive of green buffer on either side of the right of way (ROW) along
       the Highway outside the specified use zones/ developed/ developable
       areas.

       Activities permitted in the green buffer on both the sides of the Highway
       shall be as per the zoning regulations of the regional plan/ the SNB Urban
       Complex Plan.

       There shall be 75 villages which forms part of SNB Urban Complex
       Complex Plan – 2031. Some of them are completely in and some are
       partially. These account for a population of 1,51,287 as per census 2001.
       In principle, strategies for integrating these settlements are focused on
       economically and physically integrating them in the whole complex of
       SNB Urban Complex with least possible displacement. Emphasis will be
       given to create opportunities for jobs through skill development and
       training programmes for them. Due importance and weightage will be
       given for upliftment of the quality of their habitat areas with proper
       physical and social infrastructure.



5. Airport Facility :
       Air travel is becoming a very necessary aspect of the working life.
       Present day‟s highly-educated and skilled society, will be in the proposed
       SNB Urban Complex, and prefer to travel by Air. Projections indicate

       that the development in the city shall need an airport-sooner the better. In
       the light of this, an airport location is proposed in the project area and
       further studies etc can be done to make it successful on commercial
       model, may be by giving it a status of a Special Economic Zones (SEZ).
       The proposed site is just off the SH-14 and on SH-52 off village Sodawas
       in village Kokawas.



6. Transport Node :
       Similarly for the benefit of Public Road Transport network, it is proposed
       to have a transport node which houses the city level Bus-Station with all
       other facilities and be a node for future mass transport for transit system
       i.e. BRTS, interstate / region buses, metro and likewise.

       The site proposed is in close proximity with cyber city, warehousing and
       logistics facilities city on the main road to Bhiwadi Complex from SNB
       Urban Complex near village Palawa.

5.0. PHASING OF THE DEVELOPMENT

        OF SNB URBAN COMPLEX :


The Shahjahanpur-Neemrana-Behror (SNB) SNB Urban Complex is planned as
an approximately one million people complex by the year 2031. The whole
complex is proposed to be built in four phases and will constitute of ten cluster
cities besides residential based on their major use pattern. The objectives of the
phasing for the SNB Urban Complex are as follows:

   a. To evolve urban complex development spatially and in sequence so that
      the development agency can carry out infrastructural requirements based
      on the population requirements and need forces.

   b. To privatize and prioritize various development inputs through these
      cluster of various cities, which in turn can contribute towards the
      economic base for the whole SNB Urban Complex and at the same time
      will have spiraling effect on the long term economic strength of the SNB
      Urban Complex.

   c. To demarcate investment items and costs for the development of
      infrastructure, land procurement and its development for various uses
      required for the whole Urban Complex.

   d. To accelerate the planned development with proper care and with modern
      technological inputs to provide the benefits to the population of the SNB
      Urban Complex.

   e. To built the SNB Urban Complex over a period of time, with due core of
      resource availability and use (natural, manmade and financial), achieve a
      self sustainable economic community base, and richness in urban human
      and urban built total environment.

       Each of the four phases shall be of approximately 5 years duration and
       can be detailed as follows:-

               5.1. Phase - I ,
               The intent behind the developments to be taken up in this phase
               shall be to initiate and put in place an infrastructure which gives
               impetus to an economic base by which a spiraling effect is
               generated for the SNB Urban Complex‟s economy and create an
               atmosphere for long term economic base. The cluster cities to be
               initiated in this phase shall include Industrial City, Knowledge
               City, Cyber City, Medi City, Entertainment City and if possible
               Media City and few development in commercial areas (World
               Trade City) and state city besides residential city.

               5.2. Phase - II ,
               This phase will see the further development of the cluster cities
               planned/ developed in the phase I, this will further enlarge the
               economic base of the SNB Urban Complex. The phase will see
               addition of few more cluster cities i.e. Bio-Tech city, Dry port City
               and large chunks of Residential City. Simultaneously the existing
               developed areas will see more intensification in developed areas
               and its quality besides addition of more infrastructure facilities and
               amenities.

               5.3. Phase - III ,
               Phase III will account for further expansion of the cluster cities
               founded and initial development done in the first two phases of the
               development of SNB Urban Complex. This phase may see fully
               blooming of the knowledge city. The phase will actually see the
               consolidation of the development of all types i.e. physical, social,
               infrastructure and other sectors. This phase will see fullness of
               urban infrastructure base.



               5.4. Phase - IV ,
               This and future periods will be the growth period of all the cluster
               cities and will see a fully grown urban complex of a million
               population with a complete urban infrastructure of international
               stature. The developments beyond 2031 shall be based on sound
               planning principles and the growth may further go towards and
               beyond Sahibi River linking the road to Bhiwadi and South wards
               towards the proposed Airport Complex.

It is proposed that by the year 2031, SNB Urban Complex will account for
approximately one million (ten lacs) population / habitants. This population is
proposed to be accommodated in the total Shahjahanpur-Neemrana-Behror

urbanisable area 2031 are 75.

The disposition of this population in the urbanisable area of SNB Complex shall

860.00 Hect in which very little population shall be accommodated due to strict
development conditions/ approvals. Also in the whole Shahjahanpur-Neemrana-
Behror (SNB) SNB Urban Complex, the land uses envisaged will accommodate
larger areas for each use with less population. Hence the total overall density
shall be lower then what is envisaged / proposed in the NCR Regional Plan
2021 i.e. 125 persons / Hect. As per the above area details overall density,
including the Highway Corridor Zone area is coming to as 95.00 persons / Hect
and within this area it shall be around 105 – 110 persons / Hect leveling to the

nature of SNB region, which is well within the stipulated density in the
Regional Plan – 2031 of NCR.

The total area of the 75 villages (including Behror town) following within the
urbanisable area of the SNB Urban Complex is 30,394.00 Hect. The population
of this area, as per census 2001 was 1,46,863 persons (including Behror town)
and the proposed Assignment of population for the year 2031 is of the order of
one million ( Ten lacs.) persons.

The Shahjahanpur-Neemrana-Behror Urban Complex as shown in the map has
forest reserve area, seasonal rivers and Aravalli Hills range out crops. All these
areas shall be well protected, preserved and well maintained in the proposed
plan of development. These shall be maintained as ecological sensitive zones
areas. Forest reserve between Behror and Bardod on SH-14 shall be preserved
and maintained and rich new areas along the hills and rivers shall be identified
and developed on priority for upliftment of ecology.

Along the course of river Sahibi and Sotanala Rivers, a belt of 250.0 m wide on
either side of the banks of these rivers shall be reserved as ecological sensitive
area and development in this zone shall be treated with utmost care and as
special care on case to case basis allowing only ecological oriented and
environmental friendly developments.

Similarly around the foothills of the Aravalli Hills range a belt 50.0 m wide
shall be kept reserved as no use zone and areas even adjacent to this belt shall
be reserved only for ecological friendly activities e.g. Parks, Zoo, Golf courses,
Forests and similar other activities.

The plan indicates the development of various use zones ( cluster cities ) as they
are proposed to be developed without giving the exact distribution / location of
detailed landuses. The detailed planning and road network of these cluster cities
based on the zoning regulation development central and building byelaws and
similar other factors shall be done as a future planned development process of
the SNB Urban Complex development.

7.0. PROPOSED MAJOR ROAD
     NETWORK – 2031 :

The Major Road Network for 2031 has been worked out on the basis of the
proposed urbanisable area needs and connectivity of the same with the within
and adjoining region. The frame works of roads have been evolved on the
following objective of development :

  i.   Mobility of people and goods and services within and to and from the
       urban complex region

 ii.   Improved and higher order accessibility to provide opportunities as the
       whole complex develops / grows.

iii.   Enabling functional and spatial integration of the activities ( landuse )
       distribution over the urban complex development spatial frame work.

iv.    Providing opportunities to all modes of travel to cater and service the
       needs of the people with special emphasis laid on the mass / public
       transport system.

 v.    Proper care of environment by minimizing adverse impacts of traffic on
       the environment and improve the quality of total environment.

vi.    A comprehensive integrated landuse and Road Network Plan.

vii.   A hierarchal network of road net work spatially segregating and enabling
       different types and levels of movement to be performed economically and
       efficiently.

The above formed part of the development of Road Network of the SNB urban
complex for 2031 ( Map – 008 ). The higher level / complex level Road
Network shall comprise of:

   i.   National Highway (NH-8) R.O.W. – 90 m 6-8 lanes access controlled
        with bye passes for three major settlements.

  ii.   NH level connecting road from Shahjahanpur/ Neemrana/ Behror to
        Bhiwadi urban complex R.O.W. of 90 m, 6-8 lanes access controlled.

 iii.   SH level six roads with R.O.W. of 45-60 m and having 4-6 lanes.

 iv.    Major Roads – 13 nos. with R.O.W. of 45 m and having 4 lanes.



The details of the above roads are depicted in the proposed Road
Network – 2031 map no. 009 and details of the lengths and detailed brief
is given in Annexure - 10.

8.0. DEVELOPMENT PROMOTION
          AND CONTROL PARAMETERS
          AND BUILDING BYELAWS :


The plan indicates the various use zones (cluster cities) in totality without
giving spatial distribution of various end uses in that cluster city. The detailing
of these zones (cluster cities) based on the following development central,
zoning regulations and Building Byelaws shall be the next step after the
approval of this scheme of the disposition of the cluster cities, their sizes, road
network and other frame work of development.



   8.1. HIGHWAY CONTROL :
   The promotion and control of development in the region shall be under
   taken by Urban Improvement Trust. The main problem shall be control of
   development along National Highway – 8, as there is lot of economic
   pressure on the development along the NH – 8. It is proposed that patrolling
   of the total length from Shahjahanpur/ Haryana Border in the north to Jaipur
   district border in south should be done on regular basis and defaulters be
   taken to task on priority.

   Further to control this, it is proposed that the Right of Way of NH – 8 be
   kept as 90.00 m and after that there should be a 30 m wide green buffer and
   than the minimum 12 m – 18 m or more service road / development road.
   The set backs of the building facing this road should have a minimum set
   back of 9.0 m to 12.0 m with proper provision of parking spaces.



           8.2. Development Promotion Controls :
               Development Controls determine the intensity and distribution of
               buildings and their uses on a given tract of land. These controls
               have a bearing on the consumption of energy in the construction
               and operation of buildings in the following way :

            To convey materials and people from one place to another takes
             energy.



            To roll or flow things along the ground or horizontally
             requires the least energy.

            To take things upwards against gravity requires the most energy.

            This simple observation when translated in the development
             controls prescribes horizontally compact low to medium - rise form
             of buildings. The horizontally compact structure makes walking
             or cycling a preferred mode of movement. And not building tall
             has the double advantage of saving energy first in carrying building
             materials at the time of construction and then saving energy for as
             long as the building lives, in taking people and materials up and
             down several storeys.

               Development Controls favors low to medium rise compact patterns
               of buildings.

           8.3. Building Bye – laws :
               There are areas of energy consumption which building bye-laws
               can help to curtail-electric illumination and indoor air-
               conditioning.

               For residences and buildings of public service such as schools and
               hospitals, insistence on day-lighting of at least 70.00 % of the
               built-space can be enforced. Building bye-laws can be designed for
               this purpose. Electric illumination during daylight hours can and
               should be avoided.

               The need for air-conditioning or air-cooling is related directly to
               the transfer of heat through the external fabric of a building. Where
               buildings are likely to be air-conditioned or air-cooled the
               bye0laws will insist on a minimum standard of insulation in the
               roofs, walls and window and minimum standard of shading against
               the hot sun falling on windows.

           8.4. Water Supply Management , Vegetation
                    and Microclimate :
               On the whole, vegetation has a stabilizing effect on the
               microclimate of its immediate surroundings. This improvement in
               microclimate has a compounding benefit. Outdoor temperatures
               near „green‟ areas are found to be 30C lower than in barren areas of
               the same city. This means both a reduction in the duration of the
               need for air conditioning as well as a reduction in the amount of
               air-conditioning to be delivered, due to lower external
               temperatures, during the period when air-conditioning is required.

               A micro-climate of a semi-desert area can be modified by simple
               management of water for establishing permanent, hardy vegetation.
               This has been achieved with dramatic benefits is Israel.

   The area is low on availability of water, both surface as well as
   underground inspite of river Sahibi. There has to be some measures for the
   initial phases of development, for which a network of tube wells in the bed
   of Sahibi River and adjacent area will serve the purpose. It is estimated that
   this may work upto the year 2012 or so. After that the water arrangements
   shall have to be made for long term needs and these walls work as backup in
   case of emergency. The recharging of these wells in and around Sahibi
   could be done by way of 4 - 6 barriers / anicuts in the Sahibi River.

   Extraction of the above mentioned water source for a longer duration will
   result into detoriation in terms of quality and quantity. This called for a
   dependable long term source. A water source which is perennial (surface
   water) can only serves the purpose. The alternatives could be:

        Yamuna water through western Yamuna Canal with tapping at
         Bhiwani or Laharu (Haryana)

        Ganga water through lower Ganges Canal with tapping in Ghaziabad

        Chambal water from Dholpur

The first two alternatives are from different states and they are also facing
shortage of water problem and hence may be difficult to tap and arrangement
for permanent supply may hinder anytime. Hence option of drawing water
from Chambal is most desirable

River Chambal is a perennial river within Rajasthan. This water is also
supplied to Bharatpur town from a point in Dholpur. This intake point at
Dholpur near the bridge on NH can be tapped for SNB urban complex area as
well. This can also serve a large population of Alwar district on the way. The
tentative route could be Dholpur – Bharatpur – Nagar – Alwar – Kishangarh –
Behror. The distance is around 250 kms. and would also have to be a static lift
of about 170 m. But the source is highly reliable both in terms of quality and
quantity in comparison to the other sources. This can work as multi-settlement
feeder line.

              Besides the above strict measures such as non-allowing of water

              intensive industries in SNB area shall here to be taken and strictly

              enforced. Further it has to be made mandatory and compulsory for

             all to do recycling and water harvesting both from domestic /

             commercial / industrial use and also rain water.



           8.5. Road Network and Public Transport
                    System :


               Urban and public transport is critical for economic and
               environmental success of cities. All great and good cities across the
               globe have quality urban and public transport systems which is
               efficient, safe, clean and environmentally sensitive. It is expected
               that over 45% of the intra city travel demand would be met by
               public transport, although need for a significant privatized and
               motorized transport cannot be ruled out, as urban society of the
               SNB Urban Complex will be highly educated, skilled and
               belonging to middle and higher income groups.



               Urban structure of the city is worked around public transport which
               will be bus based in the initial phases and evolving into bus rapid
               transport system with dedicated Right Of Ways.



               Inter city transport network will be based on connectivity provided
               by NH-8 and SH-14 and Rail link connecting Delhi, SNB Urban

               Complex and Jaipur. It is recommended that‟s a high quality
               modern urban infrastructure based railway station be developed at
               the proposed location for the railway station within SNB Urban
               Complex. High speed and public transport connectivity to Delhi
               and Jaipur with respect to rail and road will add to the success of
               SNB Urban Complex.



               The primary movement for intra-city travel is proposed based on
               the road network. The network comprises of roads with ROWS of
               90m, 60m, and 45m for trunk roads, which will carry public
               transport system in the form of BRTS. The ROW recommended
               for internal road network within cluster cities may comprise of
               ROWS of 30m, 24m, 18m, 12m, and other smaller road and
               pathways as required in the cluster cities.

           STRATEGIES :

The Shahjahanpur-Neemrana-Behror (SNB) Urban Complex in Rajasthan Sub-
Region of the National Capital Region (NCR) will present a unique position to
structure a State of art development strategy and action plan for a New town and
evolve a urban management and implementation system to achieve the
objectives. The city complex will provide an opportunity to create a world class
urban city development with a modern city management system through Public-
Private Partnership (PPP). The formulation of implementation of the new city
will deal with:-

    Setting up of a city management / institutional system

    Land procurement options

    Resource mobilization for development of the main city complex and its
     cluster cities.

    Avoidance of multiple and parallel organization system for development,
     operation and maintenance of urban city infrastructure and services and
     necessary approval systems.

    And marketing strategies for PPP.

There is a big change in the role of functions of Urban Development Authority,
with the passing of the 74th Amendment in the Constitution of India in 1993.The
Twelfth Schedule to the Constitution clearly lays down that planning is the
function of the local body.

The constitution further provides for the participation of citizens in the decision
making process right down up to the ward level. This constitutional change is
making the existence of Urban Development Authorities untenable and there is
need for change.

The SEZ model which derives its legal status, mandate, powers, functions and
governance set up from the Special Economic Zones Act. 2005 (Act no 28 of
2005), passed by Parliament is also an alternative. This also envisages public
private participation and can also serve as one of the Administrative set up idea/
system.

The SEZ model has some inherent advantages of autonomy to functions and
development of urban Infrastructure and encourages private sector led
investments for project development as it works on company model in the form
of a joint venture. The model can be of advantage for fast track private sector
led investment for development of urban Infrastructure and development of
SNB Urban Complex.

There can be a corporation type system like RIICO with the involvement of
various development agencies and public representatives. The corporation can
start with a Government Corpus. The Corporation shall be entrusted with city
development and industrial development functions. The details of Autonomy to
Corporation can be decided by the Government from time to time.

The Corporation can have Chief Executive Officer and Board of Directors to
perform functions separately.
The Corporation shall have members of departments to perform various
entrusted functions. The list can be wide and varied.

                        INTRODUCTION ( BEHROR )
Behror is a tehsil headquarters city as well as municipality situated in the Alwar
district in the state of Rajasthan in northern part. As boundaries of the district
Alwar the state of Haryana on the north, Bharatpur on the east, Dausa on the
south and Jaipur district on its west.

Behror is an important town of Rajasthan Sub-region of NCR located on
National Highway No.8 between Jaipur and Delhi. It is a part of Shahjahanpur-
Neemrana-Behror complex Regional Centre outside CNCR. Behror primarily
grew as a traditional agricultural community settlement but, with a number of
central functions like municipal administration, marketing, postal, education
and medical facilities, located here, it has always been an important town for the
service of its hinterland. Developmental activities in the last decades like
construction of NH.8 and state Highway No.14 from Alwar to Narnaul made
Behror more significant. National Highways are the path ways of growing
economy. NH-8 is the four lanes Delhi-Jaipur Highway. Behror is located
almost midway between Delhi and Jaipur; it is an ideal halting place for through
traffic on this road. A number of automobile workshops and restaurants have
been established here. The establishment of a Degree College, Hospital, PWD
Office and Industrial area has further enhanced its importance. The tourist
department has also constructed a motel named Midway at Behror for Tourists.

The old Behror town represents a traditional rural settlement built up with
narrow zigzag lanes, small open spaces at junctions, with clusters of houses
around wells or religious buildings. The growth of the settlement was slow till
late sixties. The problem of Behror is quite analogous to the general problem of
any growth centre located along an important highway connecting two
metropolitan cities. The old Settlement of Behror is now congested and has
become unhygienic. The construction of National Highway No.8 has given rise
to haphazard development at the junction of NH-8 and SH-14 and in front of
bus terminus. Looking to above, the State Govt. has prepared a Master Plan for
1989-2001 and was implemented in the year 1990, giving a shape for the future
growth of the town. But now since the NCR Regional Plan for 2021 has come
up and as per the provisions Behror shall develop as a Regional Centre outside
CNCR as per the policy in the rest of the NCR (app. 29,795 sqkms.). The basic

policy of the Regional Plan-2021 is aimed at accelerated development of the
urban and rural areas, with the basic aim of steaming the tide of migration into
Delhi and metropolitan centers in the NCR. For this, infrastructure has to be
substantially upgraded at local and regional level (both by the State and Central
Govt.) in order to induce growth in these areas, specifically in identified
settlements / metro centers. It is felt that this will make them more attractive for
locating economic and allied sector investments, with a corresponding impact
by way of checking migration.

In order to accommodate the induced growth and to upgrade the infrastructure a
comprehensive development plan was required for Behror.



                      EXISTING CHARACTERISTICS
Behror a town and tehsil headquarter of Alwar district, the exact geographical
location of Behror is 27⁰88‟ North and 76⁰28‟ east. It has a mean elevation of
312 m (1023 ft). It is located along the National Highway No. 8 almost midway
between Jaipur and Delhi at a distance of 128 kms from Jaipur. It lies about 60
kms north-west of Alwar, the district headquarter with which it is linked
through State Highway No. 14 which also connects it with Narnaul, a border
town of Haryana district is about 25 kms north-west of Behror. The nearest
railway station is also Narnaul. The town is also connected with other major
rural settlements within its service area, such as Taseeng, Bardod and Neemrana
with local roads. Due to administrative set up and nodal location near the State
Border, Behror has grown as an important settlement on NH-8.



                                  PHYSIOGRAPHY
Behror is located amidst a generally plain and very fertile agricultural land. The
Aravali range running north-south are approximately 5 km to the west and Sabi
River is at a distance of about 15 kms to the East, while Sota River is
approximately 7 kms to the south. The old settlement is located at a higher level

and the area around is plain land. The contour variation within and on the
outskirts of Behror is only to a maximum of about 3 ft. the general slope of
Behror is from south to north. It has an altitude of about 312 m (1023 ft) above
the mean sea level.

                              REGIONAL SETTING
Behror in its regional setting has its special significance, due to its nodal
location as growth centre under National Capital Region. It is part of
Shahjahanpur- Neemrana- Behror Complex. Being the sub-divisional
headquarter it serves the various socio-cultural, administrative, shopping and
other requirement of the entire north western part of Alwar district. Behror
tehsil has a very good fertile soil producing surplus food grains for marketing.
The area of Behror tehsil is about 729.80 sq kms. Inhabiting 3,05,688 persons as
per census 2001. About 74% of the total area is cultivated. The rich hinterland
reflects an obvious bright future for the development of Behror.

                                        LEGENDS
The legends here say and antiquities reveal that the origin of Behror dates back
to about 5th to 6th Century A.D. when the area was governed by Raja
Muradhwaj. The capital was than at Muradhwaj town, situated on the bank of
river Sabi. Subsequently the area came too ruled by Raja Shalivahan who
founded a new town on the north-east of Sabi River and named it
Shalivahanpur. Later on a deity of Bhairon was installed in the town and came
to be known as Bhairipur, which was subsequently named as Behror.

The other evidence about the history of the settlement records which reveal that
the history of the settlement dates back to about 600 years ago when Behror was
inhabited by the jats. Jats were later ousted by the Ahirs who settled here for
pursuing agricultural activities. Later on, this agricultural estate of Behror
divided on the name of four brothers namely: Gangabhisan, Balram, Nayansukh
and Doongarsi

The sub division of the estate in the name of four brothers led to formation of
four revenue villages namely: Behror Gangabhisan, Behror Balram, Behror

Nayansukh, and Behror Doongarsi. This led to the division of Behror settlement
into four major mohallas. These four revenue villages are now part of Behror
town.

                                   DEMOGRAPHY
Behror is rapidly growing town and has recorded an increasing growth since
1961. Population of Behror has been fluctuating during past. There was a slight
declined during 1941-51 decade, due to outward migration of a considerable
Muslim population to Pakistan . During the last five decades the population of
Behror has increased because of recent economic developments such as
construction of National Highway, setting up of Grid sub-station, water supply
system, opening up of additional administrative and judicial offices, colleges,
industrial area and its inclusion in the sub-region of NCR. Thus during 1981-
1991 it has recorded the highest rate i.e. 68%. The following table shows the

                       OCCUPATIONAL STRUCTURE
The participation ratio in 2001 was about 35.38% (main workers 25% and
marginal workers 39%). The agricultural component was about 34%, inclusive
of main and marginal workers, where as the component in House Hold
Industrial sector was about 7%. The major work force was engaged in the other
service sector which is 84.34% of main workers and 75% of marginal workers.
The recent development activities have brought radical change in the
occupational structure of the people. While till 1971 Behror was predominantly

                     INTRODUCTION ( NEEMRANA )
Neemrana is an important industrial township on NH-8 between Jaipur and
Delhi. It is a Panchayat Samiti Headquarter in Behror tehsil. Situated on the
Delhi-Jaipur Highway, Neemrana being the new tourist, Industrial, residential,
commercial and institutional township of Rajasthan. Strategically located on the
international tourist highway, the Delhi-Jaipur NH-8, Neemrana is abuzz with
multi-dimensional activity these days. Situated roughly midway between Delhi
and Jaipur, this Rajasthani tourist & industrial settlement is fast catching the
fancy of people from both Delhi and Jaipur. Earlier, perceived primarily to be a
tourist township has now a classy mix of industrial, residential, commercial and
institutional development.

The Rajasthan Govt., recognizing the rich potential of the area, has also
launched a slew of investor-friendly policies, pulling in industries from all
sectors. In a 2004 NCR development committee report of the ministry of urban
development, Neemrana has been cited as one of the three towns to have the
potential to be developed as a city, other towns being Bahadurgarh in Haryana
and Sikandarabad in UP.

Currently being developed under three phases, Neemrana has some of the most
reputed names in the Indian industry.

In phase I, spread over 645 acres, units such as Ginni International, Haryana
Sheet & Glass, Sanganeria Spinning Mills, Parle Biscuits, Rochees Breweries,
Seasame Foods, Obes International, Ojas Sugars, Liberty Whitewares, Indian
Infrastructure Equipment and Terry Plus India are in operation.

In phase II, spread over 315 acres, industries like Hero Honda Motors, Arrow
International, Arihant Flour Mills, Crew Boss Products, Havells India and
International Techno-Tex grace the industrial Scene.

An export promotion zone (EPIP) has also been set up by the Rajasthan State
Industrial Development & Investment Corporation (RIICO) over nearly 211
acres of land. According to RIICO officials, industries are queuing up for
setting up base in Neemrana. While the government has reserved Phase III 1167

acres for the Japanese investment, the proposal of Phase IV is currently with the
NCR planning board.

It is the part of Shahjahanpur-Neemrana-Behror Complex of Regional Centre
outside CNCR as per the Regional Plan 2031. National Highways are the
pathways of growing economy. Neemrana falls in proposed Delhi-Mumbai
Freight investment corridor (DMIC – Rajasthan) with a $90 billion world class
infrastructure project running parallel to the dedicated Railway Freight Corridor
(DFC) covering six states with Jaipur as the major nodal point.

With the 2021 NCR Regional Plan focusing for the development of Satellite
towns having locational advantages of Dahruheda, Bhiwadi, Alwar and the
township of Neemrana together with these towns is witnessing very fast
development. Neemrana enjoys the benefit of being equi-distant both from
Delhi and Jaipur and thus transformed into a hot cake destination, away from
the chaos of NCR. Neemrana is buzz with multi-dimensional activities.

                     PHYSIOGRAPHY & HISTORICAL
Neemrana is geographically situated at 27⁰58‟ N latitude and 76⁰23‟ E
longitude. Neemrana is a Panchayat Samiti HQ in Behror tehsil of Alwar
District. It is an ancient historical town in Alwar distt of Rajasthan, Strategically
situated on the international tourist highway, the Delhi- Jaipur, NH-8 at 122 km
from Delhi and about 142 km from Jaipur. It is the site of 14 th Century hill fort
ruled by Chauhans once upon a time as well as Kesroli in Alwar District that is
the oldest heritage site. Historians trace it to the Matyasa Janpada of the
Mahabharat times.

The fort sited atop the rare, dark Hornstone Breccias rocks, commands splendid
agrarian views from its ramparts, which rise to 50-65 meters. The origins of the
Fort Kesroli are traced back to over six centuries. It is reputed to have been built
by the Yadavs, descendants of Lord Krishna, which converted to Islam in the
mid-14th Century to be called Khanzadas. It subsequently changed hands, being
conquered by the Mughals and the Jats before reverting to the Rajputs in 1775
when the princely state of Alwar was founded.

development of Neemrana.

                          COMMUNITY FACILITIES
Educational:- There are five Primary, two middle, one secondary school. There
is a NIIT university, a renowned university of computer teaching in the country.
There is also an Engineering college and Industrial Training Institute (ITI).

Medical:- the basic medical facilities are available there. It has one PHC, PHS,
five RMP, two CHW and MHW centre as census 2001.

                 INTRODUCTION ( SHAHJAHANPUR )
Shahjahanpur is a township situated in the Alwar district in the state of
Rajasthan in northern part of the district. As boundaries of the district Alwar,
the state of Haryana on the north, Bharatpur on the east, Dausa on the south and
Jaipur district on its west.

Shahjahanpur is an important settlement of Rajasthan Sub-region of NCR
located on National Highway No.8 between Jaipur and Delhi. It is a part of
Shahjahanpur-Neemrana-Behror complex Regional Centre outside CNCR.
Shahjahanpur primarily grew as a traditional agricultural community settlement.
RIICO developed an Industrial area for electronic units known as Vigyan
Nagar, which becomes a boon for its future development. Industrial area
developed on the National Highway gave impetus to its growth which resulted
in generating various activities like transportation, check post/ octori post,
hotels, automobiles repair shops etc. Commercial activities also came up on
both the sides of the road leading to the settlement. Developmental activities in
the last decades like construction of NH.8 and state Highway No.14 from Alwar
to Narnaul made Shahjahanpur more significant. National Highways are the
path ways of growing economy. NH-8 is the four lanes Delhi-Jaipur Highway.
Shahjahanpur is the last settlement of the State on NH8 on Northern side of the
state.

For the balanced growth of National Capital Region, the NCR Planning Board,
New Delhi had prepared a NCR Regional Plan 2001. The main objective of the
plan was to control the growth of population of Delhi and to divert the incoming
population to the other parts of the region by developing the regional
settlements, as a follow up of the plan State Govt also prepared a Rajasthan
Sub-Regional Plan 2001. In this plan Shahjahanpur was proposed to be
developed as an important Industrial and transportation regional sub-centre.
State Govt. also prepared a Master Plan for 2011 for the town and which came
into force in 2001. The objective of the Master Plan was to give a direction for
its balanced growth. Recently NCR Planning Board prepared a Regional Plan
for 2021 according to which Shahjahanpur shall be a part of Shahjahanpur-
Neemrana-Behror complex of Regional Centre outside CNCR. As per the
provisions Shahjahanpur shall develop as a Regional Centre outside CNCR as

per the policy in the rest of the NCR (app. 29,795 sqkms.). The basic policy of
the Regional Plan-2021 is aimed at accelerated development of the urban and
rural areas, with the basic aim of steaming the tide of migration into Delhi and
metropolitan centers in the NCR. For this, infrastructure has to be substantially
upgraded at local and regional level (both by the State and Central Govt.) in
order to induce growth in these areas, specifically in identified settlements/
metro centers. It is felt that this will make them more attractive for locating
economic and allied sector investment, with a corresponding impact by way of
checking migration.

In order to accommodate the induced growth and to upgrade the infrastructure a
comprehensive development plan was required for Shahjahanpur.

                                  PHYSIOGRAPHY
Shahjahanpur is a township in Alwar district in Behror tehsil, the exact
geographical location of Shahjahanpur are 27⁰59‟ North and 76⁰25‟ East. It has
a mean sea elevation of 382 m. It is located along the National Highway No. 8
as the last settlement of the state on Jaipur and Delhi National Highway at a
distance of 149 kms from Jaipur and about 110 km from Delhi. Shahjahanpur is
located amidst a generally plain and very fertile agricultural land. The Aravali
range running north-south are approximately 6-7 km to the west and Sabi River
is at a distance of about 8 kms to the east. The settlement is located at a higher
level and the area around is plain land. The contour variation within and on the
outskirts of Shahjahanpur is only to a maximum of about 3 ft. the general slope
of Shahjahanpur is towards north to east. It has an altitude of about 382 m above
the mean sea level.

                                        LEGENDS
No authentic history is available about Shahjahanpur. It is said that there was a
settlement known as “Khera”, once wife of king Shahjahan was travelling
through this village and here she was looted. The king destroyed the village and
later founded a settlement in south with the name as Shahjahanpur. King also
constructed a well, the population started coming around it. The well is till
existing in the mid of township.

                                   DEMOGRAPHY
Population figures pertaining to this settlement are not available before 1961. In
1961 its population was 3626 persons which reached to 6713 after three decades
in 1991 and become 8262 persons as per census 2001. In 1961-71 the rate of
growth was 11.20% which increased to 27.70% in 1971-81. Similarly in 1981-
91 the rate growth was 30.37% and in 1991-2001 it was 29.33%.
