facilitate collaboration and cooperation. It is posted at the website of the World Bank at

Content
The matrix includes CC analytical studies and investment programs that are completed, on-going, or
planned in Vietnam. Some programs of the GoV are included but the emphasis is on externally-
financed ODA of donors and larger NGO-financed investments. Criteria for inclusion are not rigidly
defined but include: i) Project size: very small investment are not included. ii) Focus on CC: many
activities are peripherally related to climate change (e.g. energy efficiency projects, hydropower,
general capacity strengthening) but are not conceived and implemented as specific CC investments and
thus are generally not included. iii) NDRM (natural disaster risk mitigation) projects: There are a very
large number of NDRM projects and initiatives in Vietnam. For the most part these are not included in
this matrix unless they are very large and important and unless they specifically focus on NDRM
strategies in a context of climate change. iv) Availability of information: if information cannot be
readily found (particularly on the Internet), often we have deleted the entry. v) CDM projects: There are
many CDM projects in early phases of development in Vietnam but these are generally not included,

Codes are used for themes and sub-themes, which were chosen to ensure as much consistency as
possible with the structure of the NTP. Some changes have been made from the NTP structure to make
the matrix easier to use. See the Matrix Structure tab for the current codes and structure. Each project
usually appears only once, in the sub-theme judged most pertinent, but may sometimes appear under
multiple codes.

Note that all institutions are described with standard abbreviation to facilitate sorting and data retrieval
(see list of abbreviations in Contacts tab).
Location
Initially some effort was made to use consistent terms for locations but this proved impractical, so it is
not recommended to use the pick list function as there is no consistent way to find locations. The
information in this column is however hopefully still useful.
