LIEUTENANT—CRIMINAL INVESTIGATIONS



Department: Sheriff--Investigations Pay Grade: 14

FLSA Designation: Non-Exempt Effective Date: 10/04



Purpose of Class

Supervises assigned operational activities of the detective division of the Sheriff’s

Department and conducts investigations; performs related work as required.



Primary Function

The principal function of an employee in this class is to supervise and review the activities

of all personnel assigned to a division of the Sheriff’s Department and conduct criminal

investigations. The work is performed under the direct supervision of the Deputy Chief—

Criminal Division, but considerable latitude is granted for the exercise of independent

judgment and initiative. Supervision is exercised over the work of employees in the

Detective class. The principal duties of this class are performed in both a public building

environment and an outdoor environment that may include exposure to adverse weather

conditions and to potential personal danger.



Essential Duties and Responsibilities (will vary by assignment)

 Maintains authority and responsibility to make discretionary decisions concerning the

management of a Division of the Sheriff’s Department;

 Assists the Deputy Chief in establishing and administering departmental goals and

programs;

 Provides direction and leadership for the challenge of transforming the mission

statement and organizational values into the delivery of police services to the

community;

 Supervises and evaluates assigned staff; provides guidance and insight to subordinates

in assigned Division;

 Performs investigations of crimes, reports, and incidents referred by a complainant,

informant, another law enforcement agency, or from a patrol officer;

 Gathers evidence, interviews and takes statements from witnesses, victims, and

suspects to gather information;

 Gathers, processes, and preserves evidence;

 Operates in plain clothes and/or undercover following County and agency procedures

and guidelines;

 Processes and serves search warrants;

 Processes and serves arrest warrants;

 Prepares and maintains case files, investigative records, documents, logs, and

correspondence;

 Prepares case files for referral to a prosecutor and consults on ongoing cases;

 Presents criminal complaints to a presiding magistrate for arrest or search warrants;

 Responds to crime scenes as needed to assist patrol officers, process evidence, and

take statements;

 Assists other law enforcement agencies in cooperative and ongoing investigations;

 Presents testimony and evidence in trials, hearings, and related court proceedings;

 Confers with victims and witnesses, advising them of case progress and outcome;

 Performs crime prevention duties, including stakeouts and high-probability crime area

patrols;

 Works with subordinates in the implementation and delegation of operational tasks

such as community policing initiatives, scheduling, work assignments, and equipment

evaluation;

 Maintains regular and consistent communication with the Department through

discussion on recent incidents, trends, personnel issues, resource needs, and/or specific

cases;

 Performs administrative duties including grant preparation, policy writing, officer

complaint follow-up, managers and supervisors meetings, and training;

 Performs daily activity of public relations through speaking with citizens, responding

to their needs and explaining through actions and words the goals and purposes of the

County Sheriff’s Department;

 Informs supervising officers immediately of any situation which appears to be out of

the ordinary;

 Performs various administrative and staff duties; conducts and researches studies as

assigned by the Deputy Chief;

 Performs all work duties and activities in accordance with County and Department

policies, procedures, and safety practices.



Other Duties and Responsibilities

 Performs the duties of subordinate personnel, as required;

 On call after regular duty hours and on rotation basis to respond to emergency

situations;

 Contacts and cooperates with other law enforcement and non-law enforcement

agencies in matters relating to the apprehension of offenders and the investigation of

offenses;

 Performs other related duties as required.



Competency Requirements

Knowledge of:

 Theories, principles, and practices of leadership, supervision, and training;

 Sheriff’s Department organization, mission, objectives, policies, procedures, and

operations;

 Contemporary management techniques for planning, organizing, leading, and

inspecting;

 Sex crimes and crimes against children;

 Contemporary legal issues such as criminal laws, labor laws, and civil laws that affect

police agencies;

 Sheriff’s Department functions, procedures, policies, goals, organization, general

orders, and rules and regulations;

 Local, state, and federal laws as applicable to municipal law enforcement;

 Operation of a personal computer and job-related software.



Ability to:

 Manage a division of the Sheriff’s Department;

 Analyze complex police management problems and apply effective solutions;

 Plan, assign, supervise, and review the work of assigned subordinates and other

assigned staff;

 Research and gather information for departmental surveys and studies;

 Deal constructively with conflict and develop effective solutions;

 Supervise and lead subordinates through instruction in the performance of their

duties;

 Understand and apply Department, state, and local law enforcement procedures,

policies, rules and regulations;

 Analyze situations quickly and objectively, to recognize actual and potential dangers,

and to determine proper course of action;

 Establish and maintain effective relations with fellow employees and with citizens

with varied racial, ethnic, or economic backgrounds;

 Demonstrate proficiency in the use and care of firearms;

 Operate a motor vehicle;

 Operate standard office equipment including a personal computer using program

applications appropriate to assigned duties;

 Communicate clearly and concisely, orally and in writing with multiple age groups;

 Prepare accurate and grammatically correct written reports;

 Keep immediate supervisor and designated others fully and accurately informed

concerning work progress, including present and potential work problems and

suggestions for new or improved ways of addressing such problems;

 Uphold the Law Enforcement Code of Ethics at all times;

 Respond to citizen requests in a courteous and effective manner;

 Make sound and reasonable decisions in accordance with laws, ordinances,

regulations, and established procedures;

 Perform a wide variety of duties and responsibilities with accuracy and speed under

the pressure of time-sensitive deadlines;

 Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned

tasks;

 Learn new aspects of police work depending on specialty assignment areas.



Acceptable Experience and Training

 High School diploma or GED equivalency is required and bachelors degree is

preferred; and

 Five (5) to ten (10) years of progressively more responsible experience in law

enforcement including supervisory and detective experience is required; or

 Any equivalent combination of experience and training which provides the knowledge

and abilities necessary to perform the work.



Special Qualifications

 Idaho POST intermediate certification is required;

 Idaho drivers license is required.



Essential Physical Abilities

 Sufficient clarity of speech and hearing, with or without reasonable accommodation,

which permits the employee to discern verbal instructions, use a telephone and two-

way radio equipment, and communicate with victims, witnesses, interested and

affected parties, other employees and the public;

 Sufficient visual acuity, with or without reasonable accommodation, which permits the

employee to comprehend written work instructions, observe and record a crime scene

and related evidence, sight and shoot a firearm, and prepare and present a variety of

educational and technical documents and diagrams;

 Sufficient manual dexterity, with or without reasonable accommodation, which

permits the employee to operate standard office equipment, audio and video

equipment, a personal computer, specialized police equipment, operate a motor

vehicle, and use a firearm safely and effectively;

 Sufficient personal mobility, flexibility, stamina, strength, and agility, with or without

reasonable accommodations, which permits the employee to sit or stand for long

periods of time and perform all duties required in a law enforcement environment.
