             PLANNING IS YOUR ROADMAP
                    TO SUCCESS

 Success is not the destination, it lies in the journey we must take to
    achieve the success.

 “The will to win is nothing without the will to prepare to win.”
    (Bobby Knight)

 Earl Nightingale in his book “Leading the Field” states that absent
planning in ones’ life is like a ship upon the sea without a rudder.

 Today less than 3% of people have a goals program.

 To be successful in life one must plan for success.

 Lack of planning is the number one reason for business failures.

 Plan, prepare, and expect!

                                                                             1

Description:

This procurement is Phase II of a two phase acquisition process. The Phase I effort was an award to two contractors and Phase II
will down select to the single prime contractor. The major task requirements of Phase II consist of (a) development, analysis,
assembly, integration, test, and production of the Crew Exploration Vehicle (CEV); (b) support of significant risk reduction
efforts (such as test flights and development of test and evaluation laboratories); and (c) documentation and limited realtime
support of flight operations. Phase II will involve the continuation of designated design and analysis efforts that require the
utilization of engineering tools and expertise already developed by contractors and civil servants on previous NASA contracts,
studies and programs. The effort will also consist of operations support in the areas of ground and flight operations support.

Description:

The Crew Launch Vehicle (CLV) Upper Stage Engine (USE) takes advantage of legacy Space Shuttle components such as the
space shuttle main engine, (SSME) to reduce the risk to achieving the scheduled goal of flying in 2012. As these systems
already exist, and industry is currently under contract to provide support for the Space Shuttle Programs, it is the intention of the
Government to continue contracting with Pratt & Whitney Rocketdyne (PWR) on a sole-source basis to support the development
of the CLV. The supporting effort includes activities such as, readying the RS-25 engine for CLV utilization, anomaly
resolution, integration, manufacturing, and continued design, development, test, and evaluation, (DDTE) improvements. PWR
will provide RS-25 engines that will meet program requirements and project specifications.

Description:

The Robotic Lunar Exploration Program (RLEP) is intended to provide a series of robotic missions to support human
exploration. The lunar lander spacecraft is the second RLEP mission. The Lunar Reconnaissance Orbiter (LRO) is the first
mission developed under the RLEP. The LRO is scheduled for launch in 2008. The lunar lander is planned for launch in early
2011. RLEP is at the stage of Pre-Phase A, where the basic mission parameters are being set. After Concept Decision Review
(CDR), the planned date will change to the scheduled date. The ultimate purpose of the proposed acquisition is to obtain
strategic knowledge, to answer critical questions, and to develop and emplace assets for eventual use as a lunar outpost, thereby
enabling human exploration to advance the Vision for Space Exploration (VSE).
