A sculler moving with the ebb tide was positioned on the edge
of Mddx Inshore zone and consequently in the path of traffic
crossing over from the Surrey bank. His boat appeared to be
broken. He said that he was trying to return to Sons boathouse.
He was having difficulty maneuvering his boat and was swept
onto the outer moored boat of Chiswick Pier; he capsized. He
was assisted and returned to Sons' boathouse by a coaching
launch. His boat was retrieved by a Sons' launch.
Approaching Hammersmith Bridge against the stream and 1x was Black Rod
nearing low tide, there was insufficient water under the Surrey
side arch to allow a 4x to navigate through. Therefore the 4x
manuvered to pass under the main arch, just inside the Surrey
side pilon. As the 4x proceeded on this course, a 1x was seen
coming downstream along a very similar line (but obviously in
the opposite direction) as the 4x. The 4x called out to the 1x
while at the same time itself stopping. The 1x stopped. The
4x then had to call out to stop an 8+ approaching from
downriver behind the 4x and taking the same line as the 4x.
All boats stopped safely, without collision, then manuvered
around each other and proceeded on.
I was very slowly proceeding on the ebb on the starboard
station of the fairway at about 0850 which is about 45 minutes
before the tide changed at Putney. There was doubtful water
under the Surrey Arch (it was by no means dry and looked
passable for a sculler but understandably not for a 4x). I aimed
for just right of the second lamp post which is as far to the
starboard as one can go safely and still leave a 15 m wide gap
for the Inshore zone crews to come up against the ebb. I
became aware on looking round that a TRC 4x was directly
ahead of me. We both stopped well in time and I judged it
safer NOT TO GO TO STARBOARD as there were shoals
and another crew coming up (an 8+) but went to Port out into
the fairway. I said to the bow man of the 4x that a) boats in
the Inshore Zone needed to be close to the buttress b) to be
safe give down stream traffic priority under bridges. I think
the 8+ may have tried to overtake in the RZ but I cannot
remember - perhaps John Collett (the bow man) can. The
General bad launching driving (driven by Dr Nick Ablitt ) Dr Nick Ablitt
observed for 5 minutes (i.e. above hammersith bridge while
following Bosphoros 8+ upstream) before the launch ran over
the bowside blades of LRC132 coming downstream, the
incident would have been far more serious if the LRC pair had
not easied and shouted at the launch, whose driver was not
maintaining a look out (he never took his eyes of the crew).
The LRC crew were in the correct position on the river.

Mentioned on previous page. Rough water during the HORR
Swamped during HORR due to extreme waves
Brief outline: Near misses with 4 racing crews travelling
downstream in the marshalling lane, as our crew (412) were
marshalling upstream to the start of the HoRR. Detail: Our
crew had been given permission from the Head Marshal to
boat after the start of the HoRR as we were in the division 8,
and therefore not due to race for some time. We boated at 4pm
from Putney and paddled upstream close to the Surrey bank as
per marshalling instructions. As we came under the inside arch
of Hammersmith Bridge, racing crews came into view, racing
very close into the Surrey bank in the marshalling lane. This
was an entirely unexpected situation, and the first crew (26)
that came up on us forced me out wider into the river as the
other coxswain steered their boat closer into the bank and I had
no choice but to steer wider to avoid a head on collision.
Directly behind this crew came a further two crews (28 & 30),
side by side. Since I had already been pushed out from the
bank and were trying to travel upstream against a v strong

Saturday 21st April 2007 I observed some three sets of j14s men DUL 2x
Dulwich College boys, in three 2x, who appeared to be pretty three boats
young (J13/14?), boating over a 10+ minute period. One boat
(Damian West- ID not noted as rigger and blade obstructed
view but thought it might be DUL 201), appeared to be in
trouble due to the lack of competence of the occupants. This
was manifest by the fact that they went out from the shore and
got swept sideways to the boats and were enmeshed or in
contact with the line of boats at one point opposite their own
boathouse. This is a breach of NTMU 15 which requires boats
to be as close to the bank as safe and practicable when in the
inshore zone and furthermore when stationary (as they were
when waiting to go off with the rest of the group in contact
with the bank. See Section 2.6 page 23 of the Code bullet
point 3). They got out of this difficulty on their own and with
the shouted assistance of some of the other boys in the doubles
and proceeded up river in the inshore zone in an extremely

Cox in front-loader coxed quad wearing a foam buoyancy
aid. Spoke to their coach who appeared unaware of the rule
about coxes only wearing fully manual gas-inflatable
lifejackets. A general reminder (e.g. writing to clubs /
umpires' seminar / article in Regatta & Rowing) would be
useful.

The river had been closed to allow the rescue of athletes in
the water below chiswick bridge. After an hour or so of
sitting against the bank we were instructed to turn in order by
a marshal and make our way back to putney. Upon turning
and taking up our position in the line and approaching
chiswick bridge we were told that the bridge was closed agin.
We attempted to hold our position but with the number of
crews approaching we turned to the middlesex side and held
position there. While do this a numberof crews who were
desperately trying to find space in the now congested area
just above chiswick bridge. We narrowly avoided a number
of near missus during this time.
Swamped due to waves just past Chiswick steps. Had been
unable to navigate closer in to bank due to other crews in
difficulties. Had held as close as possible to Middlesex bank
from Barnes to crossover (Surrey side full of crews in
difficulties so impossible to navigate on that side). Past
crossover, pushed more central due to pier and island. Fully
swamped. Carefully manoeuvred to Surrey bank with boat
fully underwater but all rowers remained sitting in boat,
buoyancy sufficient. Emptied boat of water on Surrey bank.
Got back in boat and paddled back to Putney hugging Surrey

The boat appeared to be broken; the front section projecting slightly out of
the water suggesting a fold in the hull below back stop. The boat was low
in the water suggesting that it was flooded. Unless the boat had been
broken by a specific incident that outing, then it was clearly un-
riverworthy.

In pre-start marshalling phase of HORR on attempting to get on station
(Division 7) by the Bandstand the boat was initially swamped at Barnes
Bridge by standing waves. Due to crews making way upstream and
crossing our path we could not access calmer water to limit swamping.
The crew closed to bank between Emmanuel BH and Bandstand. Boat
made as secure as possible by pushing bowside blades into the tree
branches to prevent the craft driffting downstream once abandoned. Of
the crew of boat #335 : Bow, 2 & 3 exitted up the bank. No's 4 to 8 and
cox taken off by rescue craft and landed at Emmanuel BH. Other than
cold, wet and annoyed, no injuries reported by crew although #3 suffered
accidental full immersion on exiting the boat. Wettest crew members
sent to change. (Jet Photographic tell the story adequately on their current
first page.) Boat (ABD023) is a Janousek hull, 85+kg, 1992 vintage,
standard underseat buoyancy compartments fitted with 6" Holt access
hatches. Hatches all had rubber seals fitted in place that were checked on
