Advanced Course for MA Students

of NaUKMA









INTRODUCTION



The course addresses civil society as a concept and social practice. It is set aside for MA students who

specialize in social sciences (from political science to social philosophy). It is supposed that students who

signed up for the course have already studied courses in the history of philosophical and political thought,

general theory of democracy and are acquainted with the problems of ransition to democracy. The course

will be provided in Ukrainian though students are supposed to make a lot of reading in other languages,

especially in English.

Theory of civil society was developed by political and social philosophers during centuries. Nowadays it

is becoming also a subject of applied sociological and political research. So, in many aspects the topic of

civil society require interdisciplinary approach. Still, the course directely deals with socio-cultural

conditions of politics and therefore perfectly fits the curriculum of the Department of Political Science.

After studying this course students will have broader vision of connection between social and political

life, society and state.

Many Western scholars (L. Diamond, E. Gellner, J. Keane, and others) admit, that the notion of civil

society is more precise and sociologically concrete than the notion of democratization. It provides a good

starting point for the analysis of post-communist transformation. At the same time, being usually accepted

on the everyday level, civil society concept often seems to have ambiguous meaning on the level of

theory — because of unfinished discussions over its stages, functions and traits. In this aspect lies the

great methodological value of the proposed course for MA students who are supposed to move political

theory on, explaining puzzles and resolving dilemmas.



GOALS AND OBJECTIVES OF THE COURSE

GOALS

The general aim of the course is to help students to better understand major pillars for and challenges to

contemporary democratic regimes, as well as the problems of transition to democracy — by means of

going in depth of contemporary debate over the problem of civil society. Besides, the course will show

the explanatory and prognostic capacity of Political Science because the topic of civil society occupies

advanced positions within contemporary social theory.

The more concrete goals of the course are:

 to get students familiar with contemporary debate about social and cultural background of democratic

stabilization and about civil society as a condition and manifestation of liberty;

 to engage them into discussion about meanings, uses, internal structure and functions of civil society,

especially in the context of transition to democracy;

 to give students broader vision of the challenges on the road of democratic transformation.

OBJECTIVES

At the beginning, the stages of evolution of civil society (as a concept and a reality, which it designates)

will be considered. From there we will proceed with the study of different understandings of the

phenomenon, paying special attention to current debate on the subject. After an attempt to work out (or to

choose) a compromised and, at the same time, empirically useful definition, we will examine different

dimensions of civil society (structural, cultural, and interactive) and turn to comparative analysis of civil

society modulations in old and new democracies. Finally, we will study historical tradition and present

situation with development of civil society in Ukraine and confront challenges to its successful

institutionalization.



The main learning outcome should be higher level of competence in the aspects of political and social

theory described above, ability to teach the topic for lower level students and to choose more concrete

topic for doing research. Familiarization with the range of activity and literature of Ukrainian ―third

sector― may stimulate for co-operation with its institutions.



COURSE DETAIL



General Course Description

The whole number of topics = 9. The whole number of class hours for MA students = 24 (12 weeks

during one trimester X 2 hours). Some of the topics therefore will be considered both at the lectures and

seminars, others — only at one kind of classes.

LECTURE SYNOPSIS





Lecture 1. The classical idea of civil society (The historical evolution of “civil society” as

a concept and a reality).

From Locke to Hegel. A new vision of civilizing process and its social and political consequences. ―State

of nature‘, ―barbarian societies‖ and ―civil society‖. Free market, morality and civility. Theoretical

separation of social and political spheres, civil society and state. Hegel about structure of civil society and

its internal contradictions. A. de Tocqueville on the role of community, associational life and free press in

overcoming individualism in America and in producing what is now called ―social capital‖. Marxist

utopia of destructuralization of social life and the decline of the concept of civil society.

Conceptualization of the history of civil society as an idea and as reality by J. Alexander (civil society-1,

-2, -3). Ukrainian thinkers about civic life and role of communities.



Lecture 2. Contemporary discourse on civil society.

Revitalization of civil-society concept by European neo- and post-Marxists. ―Civil society‖ and the

upsurge of mass movements in Central and East Europe. Crash of communist systems and transition to

democracy. ―Civil society‖ as a transitional strategy. Civil society in the works of J. Habermas‘ and his

followers — J. Kohen and A. Arato. Causes of renewing interest to the concept of civil society in

Western democracies. ―Civil society‖ in the discourse of the welfare state. Contemporary trends in

interpretations of civil society and their philosophical sources (scheme 1). R. Putnam‘s works and

academic debates around them. Views on civil society of J. Alexander, E. Gellner, J. Keane. What civil

society is and what it is not? Research on civil society in contemporary Ukraine.



Lecture 3. Systemic character of civil society.

Senses, ascribed to the term ―civil society" in our times; degree of their concordance (scheme 2). To-

wards a definition of civil society. Civil society as a subsystem and a qualitative characteristic of a social

system. The problem of determining the boundaries of civil society. Civil society and societal sphere:

differences and similarities. Functions and traits (attributes) of civil society. Institutes, culture and

practical interactions as aspects of civil society. The problem of complex definition of civil society (ideal,

social reality, models). Essence of civil society as an ideal type. Its features, aspects and functions. Civil

society and Habermas‘ notions of ―public sphere‖. Public opinion and mass media in the system of civil

society. Civil society as a condition of liberty; its relationships with legal democratic state.



Lecture 4. The institutional dimension of civil society.

A. Arato about civil society as a movement and as an institution. Internal institutional composition of

civil society. Mass movements as a specific form of civic activity. Pluralism and voluntary civic

organizations. The nature of volunteerism. NGO, the ‗third sector‘ and civil society. Typology and

functions of NGO. Civil society and non-civic movements and organizations (a debate about their role).

Rule of law and legal space for civil society. The role of non-liberal organizations within the civil society.

Why civil society did not prevent the rise of nazism in Germany in the 30-s? Civil society and forms of

political participation. Elections and referenda as institutions of civil society. Civil society and political

society. Spheres of origin and further affiliation of political parties. Mass media as an institution of civil

Lecture 5. Culture of civil society.

The initial meaning of the notion ―civil society‖ as civilized and peaceful society. Overcoming ―state of

civil society. Influence of the patterns of social life on political culture. Trust and tolerance as features of
