OLD BUSINESS
1. Army Issues:
a. The Fiscal Year-End web page will start being supported and maintained
by the Army this year. Those activities responsible for FY06 year-end
schedules and calendars will need to provide their input through the
central POCs identified for each agency. The URL for the Fiscal Year-End
web page is: http://www.asafm.army.mil/fo/fod/yearend/yearend.asp

b. There were several questions about the Army’s new Funds Control
Module being fielded this fiscal year and the impact on the year-end price
changes. DASA(FO) responded that “if” the Funds Control Module is
fielded before year-end that MODs will be authorized for the year-end
price changes. If it is NOT fielded, price increases will be funded through
prior year de-obligations, like in the past. Additional information will follow.

c. The question was raised about when the Army’s year-end guidance would
be available. DASA(FO) has responded that it should be distributed to the
MACOMs within a week. (Open – DASA(FO))
d. The question was raised about when the Army’s supply cut-off would be.
DASA(FO) responded that the issue was addressed in the year-end
guidance, however, the specific date is now set at September 26, 2006.

e. The following questions were presented by NETCOM:
a. Can the last payroll be processed on the 25th or 26th of September
versus the 28th? Earlier dates would allow more reaction time, if
necessary. Response – Payroll processing dates may vary slightly
from one Field Site to another based on the schedule established
for a specific DPI. (Closed – Field Accounting)
b. Can the final disbursement bridge be processed on the 29 th versus
the 30th of September? Response – The final disbursement bridge
on September 30th is required and will not be changed. (Closed –
Central Disbursing)
c. When will the final interfund process cut-off date be? Response –
The final date for Interfund Requisitions is set for September 26th.

f. The following issues and dates, based on draft guidance from the Army
Budget Office (ABO), were raised by NETCOM for clarification:
a. That 100% of cancelling year funds are to be turned in by August
17th.
b. That unused limitation authority are to be turned in by September
12th.
c. That close out of smaller commands is set for September 28 th at
1700 EDT.
d. That close out of larger commands is set for September 29th at
1700 EDT.
Response – The Army Budget Office (ABO) was not represented at
this teleconference so these items will be addressed by ABO at the
next teleconference. (Open – ABO)
2. DFAS Issues:
a. The Army and DFAS distribution lists are still being updated. Provide
information for any add, changes, or deletion to Field Accounting. (Open –
Field Accounting)

a. DFAS Denver has inquired, on behalf of one of their customers, when 37-
